Midwest City is proceeding with acquisition of the blighted Heritage Park Mall following an arbitration commission report that set the price at $7 million
The decision by the court-appointed panel is higher than what was offered by the Midwest City Urban Renewal Authority and more than twice the $3.4 million the mall owner Ahmad Bahreini paid for the property
The town’s city council voted unanimously to pay the award at their April 22 meeting following a recommendation from Midwest City Municipal Attorney Don Maisch
“What this action would do would be to transfer $9,248,155 to the Urban Renewal Authority
The $7 million will be put into escrow and then with the court for the purchase
The remainder of the money will go for demolition and testing to determine if there is any abatement we have to do once we get the property.”
The commissioners’ ruling followed years of discussions between Bahreini and Midwest City. At one point, the city paid a consultant to draw up a redevelopment plan for the property
Bahreini pitched plans that ranged from manufacturing to senior housing
all of which required public assistance or support from neighbors
Bahreini and his attorney could not be reached for comment
More: Midwest City rejects Heritage Park Mall redevelopment plan, proceeding with acquisition
who owns an array of lower-income homes and boarded up houses throughout the metro
first bought the former Montgomery Ward anchor at the mall in 2004
The condemnation filing by the city also included an abandoned Whataburger restaurant detached from the mall
funded through the Midwest City Hospital Authority
covers the commissioner’s award consisting of $6,710,000 for the purchase
$200,000 to cover Bahreini’s expenses to move items out of the mall
Bahreini has 30 days starting with the money going to escrow to challenge that the city did not follow the legal urban renewal process and 60 days to challenge the amount set by the commissioners
Council members asked Maisch if they were obligated to pay the $200,000 for moving expenses
Maisch responded that outside counsel suggested the city pay the $200,000 to avoid giving Bahreini further cause to challenge the commission ruling
“We did have a provision within our plan for moving expenses for items that were legally placed there
and that (legal status of the contents) is up for debate,” Maisch said
“If there are some things that remain and they don’t get moved out by the owner of Heritage Park Mall
We will have to inventory them as surplus and dispose of them
There are some items in there specifically — I saw R22 refrigerant — that is now obsolete and hazardous waste
There is only one hazardous waste landfill disposal facility in the state and that’s in Major County.”
He said risks to neighbors will be addressed with consultants and a hazmat team
Timing for final acquisition and demolition is dependent on what actions are taken next by Bahreini
Maisch said Bahreini faces the risk of losing money on a jury trial if they determine the price should be lower
and possibly paying legal costs borne by the city if he fails in appealing the payment amount
“We’re looking at a minimum of 60 days away from (demolition),” Maisch said
“And that doesn’t even include the fact that will be a project that is more than $100,000
and then we will have to publish notice and go through all of that process.”

a proposed 74,000 square-foot facility would be built at the intersection of Parklawn Dr
Anthony Hospital - Midwest and the hospital district redevelopment project that is currently underway
the City of Midwest City and the YMCA have kept discussions open on where
a new recreation facility could be constructed to better serve the community
This partnership creates a path to replacing Midwest City’s 65-year-old YMCA
which has seen its fair share of renovations and repairs
“Our residents have wanted this for a very long time,” said Tim Lyon
“I couldn’t be happier about finding a funding solution for a community project
It took a lot of cooperation and creativity
but the best part is that it will happen without placing more of a tax burden on our community.”
Funding for the more than $40 million project will come from the City of Midwest City
and from the Midwest City Hospital Authority
In order to use hospital authority funding
Anthony Hospital - Midwest will lease dedicated space within the facility
but it is expected that space for a physical therapy clinic could be developed as a part of the project
“We are excited to be a part of the collaboration for a new YMCA in Midwest City,” said Stacy Coleman
“Our organization has a long-standing tradition of ‘digging in and building up’ in the communities we serve
and this project will be a key piece to the hospital district redevelopment project
Another crucial component of the funding was the passing of a 2023 school bond issue by Mid-Del School District voters
One of the approved propositions in the bond program dedicated $10 million toward a YMCA aquatics facility
meant to serve the student-athletes in the Mid-Del swim programs
“I'm excited for this partnership,” said Dr
“This puts us on a path for our swim teams to have a permanent training and competition facility.”
President & CEO of the YMCA of Greater Oklahoma City
released the following statement regarding the agreement and upcoming project:

Police said she appeared to have been shot once in the upper right chest area
Police said Cooper was taken to the hospital by her 22-year-old boyfriend
whom The Oklahoman is not naming because he has not yet been formally charged
Cooper was unconscious when she arrived at the hospital
A Midwest City police detective interviewed Cooper’s boyfriend at the hospital
Police said the boyfriend gave conflicting stories about the incident
The boyfriend said he and Cooper had just left a dispensary in his black 2016 black Chevy Trax SUV and were near the intersection of East Reno Avenue and Sooner Road when he noticed a gray Dodge Charger that appeared suspicious
The boyfriend said he had seen the vehicle numerous times before and believed they were after him
rolled down her window because she was hot
the driver of the Dodge Charger rolled down their window and fired two shots
The boyfriend said he fired two shots from a semi-automatic pistol toward the Dodge Charger
but was unsure if the bullets struck the vehicle
He told the detective Cooper said she was hurt
and that’s when he realized she had been shot
He was unable to provide a description of who was in the Dodge Charger
Midwest City police officers checked the area and located two shell casings
the Midwest City police detective learned that Cooper called 911 at 5:11 p.m
The call was 44 minutes before police were alerted that Cooper had arrived at the hospital with a gunshot wound
Cooper told 911 her boyfriend was driving around the Meadowood Village apartment complex along 6300 East Reno Avenue while wearing a ski mask and threatening to harm her
she told 911 she could no longer see her boyfriend driving and would call back if she spotted him again
A police officer called back but there was no answer
An officer went to Cooper’s address and spoke to her mother
a 911 dispatcher entered an incorrect name into call notes
Cooper’s mother didn’t know who the officer was talking about
Another officer later went to Cooper’s address and spoke with her mother
The mother said Cooper was recently pregnant by her boyfriend and he wanted her to get an abortion
The mother said Cooper had been threatened by her boyfriend over the pregnancy
Police learned Cooper’s boyfriend had a Midwest City municipal warrant
He was placed under arrest and transported to the Police Department
cell phones and one spent shell casing on the driver’s side floor board
No bullet holds were observed inside or outside the vehicle
Investigators secured a warrant and the boyfriend unlocked his phone
Numerous text messages showed the boyfriend and Cooper were upset with each other about the pregnancy
Police said texts in the days leading up the shooting showed the couple arguing but there appeared to be no threats of physical harm
It appeared the boyfriend tried calling Cooper several times in the minutes leading up to Cooper calling 911
A check of cameras at the dispensary didn’t show the shooting or the vehicles reportedly involved
The detective wrote that the shooting would have occurred in a heavily trafficked area during rush hour
but 911 didn’t receive any calls about a shooting in the area
investigators again interviewed the boyfriend at the Midwest City Police Department jail
“He stated he made up parts of the story because he was scared and wanted the shooting to look like it was self-defense,” the detective wrote in the affidavit
The boyfriend said he and Cooper drove around
including stopping at his mother’s residence briefly
so he grabbed his pistol and shot one time out the passenger window over Cooper
The boyfriend said Cooper thought he was “trippin,” so she tried to grab the pistol from him
but he had already started pulling the trigger and the second bullet might have struck her
the boyfriend said he was unsure if someone in the Dodge Charger shot at him or not
He was booked without bond into the Oklahoma County jail on a complaint of second-degree murder
It was not immediately clear if he a lawyer yet

Authorities are investigating how a former Oklahoma Department of Human Services trainee was able to take a child from their mother under false pretenses using fraudulent documents
Police say Xander Faison went to a Midwest City home last Thursday
presenting what appeared to be an emergency custody order
the mother reluctantly allowed Faison to take the child
Faison claimed she was taking the child to a cousin’s home in Shawnee
investigators say the documents Faison presented were fake
complete with stamps from the Oklahoma County Court Clerk and a judge’s signature
which she allegedly admitted to taking from the internet
police say Faison kept them at her Oklahoma City apartment from Thursday to Sunday
she filed a protective order against the child’s father
claiming he left the child in a soiled diaper and cut their hair in a way she alleged was disrespectful to the child’s Native American culture
The child did not arrive Shawnee until Sunday morning
officers arrested Faison after speaking with DHS officials
authorized to take calls for the agency’s hotline but not to remove children
Officials said the case traces back to a hotline call Faison took in December 2024
Faison later told police she took the child because she believed the mother needed help
DHS has called the incident isolated and said it is cooperating fully with the investigation
and topics relevant to people in their 20s for her weekday audience

42-year-old Richard Chambers is behind bars in the Pontotoc County jail Wednesday evening after investigators found evidence linking him to three overnight homicides
The crime spree spanned multiple counties with one murder happening in Midwest City
followed by a double homicide in Pontotoc County
before Chambers led law enforcement agents on a short manhunt that resulted in his arrest in Hughes County
Here's how the investigation unfolded overnight:
- OSBI assists Pontotoc County Sheriff’s Office in Double Homicide Investigation
deputies responded to a suspicious incident at a residence in Allen
Deputies said they discovered an elderly couple severely injured
70-year-old Jackie Peliti died at the scene and 84-year-old Robert Peliti died shortly after being transported to a local hospital
Pontotoc County Sheriff's Office requested the OSBI’s investigative assistance to look into that scene and to do what we can in order to track the person down who is responsible for that crime,” OSBI spokesperson Hunter McKee said
McKee said OSBI was able to identify Chambers as a person of interest in the murders
McKee said evidence was found at the scene that led investigators to reach out to Midwest City Police
the Midwest City Police Department said the Pontoc County Sheriff’s Office alerted them that a vehicle registered to 62-year-old Annie Brown of Midwest City was found at the scene of a double homicide
This tip led officers to perform a welfare check at Brown’s home
The release from Midwest City Police reads
“Once Midwest City police officers entered the residence
Brown deceased with what appeared to be a gunshot wound.”
investigators discovered Chambers had been living in Brown’s backyard for some time
Neighbors told News 9 that Brown was known to take in people experiencing homelessness for days at a time
she loaned out her shed to a lot of people
just a place to sleep that's not on the streets,” Braelyn Hill
Midwest City Police’s release goes on to say that Chambers stole Brown’s vehicle several hours prior to deputies discovering the homicide victim in Pontotoc County
– Law Enforcement Agents Work to Locate Chambers
McKee says multiple law enforcement agencies including the OSBI
Oklahoma Highway Patrol and the Hughes County Sheriff’s Office worked all through the night to track down Chambers
what mattered most for us in that scenario was to track down the person responsible for these murders and place them into custody,” McKee said
“And we were fortunate enough that we were able to do that rather quickly.”
the suspect was located in rural Hughes County,” McKee said
The Hughes County Sheriff’s Office arrested Chambers Wednesday morning before he was booked into the Pontotoc County Jail
Further details about the manhunt and the arrest haven’t been released
– Neighbors React to Brown’s Death in Midwest City
News 9 spoke with several neighbors just beginning to learn details of what happened to their neighbor overnight
One neighbor said Brown always waved and said hello to her in the morning
while another said she was always looking for ways to help others
she came over and she brought us gifts and whatnot
and it was just a fun time with her,” Hill said
She described Brown as a caring and kind person who would be dearly missed in the neighborhood
It's just kind of like it's unreal,” Hill said
Investigators continued removing evidence from Brown’s house into the afternoon
and Hill said it was surreal to realize what had happened next door to her house
“It's a little scary because you know what
And what if he tried to come to our house?” she said
Going Forward – OSBI Continues Investigation
“It's going to be an ongoing investigation in terms of the motive from the suspect
We're still looking into all of that,” McKee said
While Midwest City Police confirmed that Chambers was living in Brown’s backyard
to the elderly couple in Pontotoc County hasn’t been released yet
The OSBI says its investigators are also still working to determine a motive in all three murders
as well as an exact timeline of the suspect’s crime spree
We’ll post those updates as soon as they’re available
"The vehicle didn't show to be stolen," Pontotoc County Sheriff John Christian told KXII
