"We don't want to be like a Windsor Heights and swallowed up from all the big surrounding towns," said city administrator Tammi Dillavou City officials have laid out priorities for land they might want to annex that could help create an agricultural shield from the growth of other communities or be a good place for future development that would help Mitchellville boost tax base while maintaining a small town vibe That could mean Mitchellville could reach out to property owners to see if they'd like to voluntarily annex in The short-term priority includes prime real estate to the north of Interstate 80 an area where Bondurant and Altoona each have their own concepts for potential development More:See where east Des Moines suburbs like Altoona, Bondurant, Pleasant Hill plan for growth "We're hoping that's how a lot of people in that area identify and that they want to stay in our community because it's only going to be so long before they're in one of these three," Mayor Nicholas Murrow said "If they identify as Mitchellville residents and they have connections to Mitchellville Other short-term priorities for annexation include land immediately south of Northeast 62nd Avenue and east of Northeast 116th Street The city's longer-term planning map stretches north from Northeast 70th Avenue and south to Highway 163 Mitchellville's goal is to roughly double in size so the town can support amenities like a grocery store or a car wash Census recorded Mitchellville's population as 2,485 which includes the inmates at the Iowa Correctional Institution for Women The census counted about 570 people in the area that includes the prison Projects are already moving ahead: Kimberley Development is building a residential subdivision on Mitchellville's north side that will include 280 homes while there are plans for a possible truck stop gas station and warehouse near the interstate exit More:Amazon seeks $600,000 tax cut in Polk County property assessment appeal New residents and businesses would help with the city's budget, too. Mitchellville has contended with the need to fix the water main to address issues with water quality and discoloration a $10 million project that is being done in pieces The city has also has proposed a new public safety building and officials would like to add 24-hour police coverage instead of contracting with the sheriff's office to fill in shifts The plan ultimately includes having a buffer of farmland around Mitchellville as nearby communities continue to grow out "We really like the fact that we're surrounded by farms here," said Murrow whose family has farmed in the area since 1848 and right now we don't quite have the budgetary means to maintain what we want and to be able to grow without being potentially swallowed up in the future." Altoona has approved an agreement with Mitchellville to set a line that limits future annexation On the table was a proposed annexation moratorium agreement with Mitchellville that would draw a line along Northeast 96th Street from Interstate 80 to Northeast 46th Avenue The cities could not cross the line as they expand The Altoona City Council approved the agreement following a public hearing at its Monday meeting Des Moines area communities can grow by annexing sections of unincorporated Polk County into their city borders Under the moratorium agreement — which would last 10 years — Altoona could not annex land east of the line while Mitchellville could not annex west of it More: Mitchellville, eyeing growth, wants farmers to annex in to keep Altoona, Bondurant at bay Altoona also would not be able to annex Thomas Mitchell Park, which is south of the line and currently outside either city's limits, but is strongly tied to Mitchellville's community identity and named after the town's founder, who played a significant role in the area's history and development The proposal says the agreement would allow for orderly planning and development while ensuring communication between the two cities as they grow The Mitchellville City Council approved the agreement April 1 Mitchellville officials have said they would have ideally wanted the dividing line to go extend further south than Northeast 46th Avenue The agreement would not block the cities from making annexations across 96th Street south of there Chris Higgins covers the eastern and northern suburbs for the Register. (Revelation 21:4) The goal is to brighten the moods of the inmates and to offer a cheerful environment while preparing the vast majority for eventual release from prison warden of the Iowa Correctional Institution for Women gentler” approach based on studies of the best correctional practices “But there is no doubt that this is still a prison It is not a Holiday Inn,” Wachtendorf added pointing to the 16-foot chain-link fence topped by razor wire that surrounds the 30-acre site A ribbon-cutting ceremony is scheduled here Monday that will be attended by Gov as completion nears on most of the renovation and expansion project inmates will start moving into the new housing units the facility will become the central reception center for all women entering Iowa’s prison system construction on one multipurpose building won’t be completed until 2015 There are currently 580 inmates at Mitchellville plus another 60 female offenders at the Oakdale state prison in Coralville Nearly all of those 640 inmates will be housed at the expanded Mitchellville prison which will have enough space for 888 inmates allowing for continued growth of Iowa’s female prisoner population Mitchellville is about 18 miles northeast of downtown Des Moines Iowa has seen a 191 percent increase in the number of females admitted to the state’s prisons Thirty-eight of the women here are serving life sentences — 36 for first-degree murder and two for kidnapping which includes a building that dates to 1933 had served as a state training school for juveniles until 1982 when Iowa’s female prisoners were moved here from Rockwell City Inmates have been overcrowded in the old facilities and they have grown accustomed to leaky roofs no air conditioning in the summer and a balky heating system during winter who has spent the past two and a half years at Mitchellville on a drug conviction said she’s looking forward to the new facilities There should be many more opportunities,” said Best She particularly wants to attend a victim impact class and re-entry classes to prepare for her return home The new facilities will offer more space for treatment and education “Our biggest goal is to treat the mentally ill,” she said Almost two-thirds of Mitchellville prisoners have at least one chronic mental illness and are on psychiatric medication One-quarter of the inmates have drug convictions according to the Iowa Department of Corrections is a leader of work on the transition to the new prison which will have 250 to 300 surveillance cameras more productive environment for both inmates and staff “A lot of these people here will be your neighbors someday,” Westvold said The new prison will include a health services building with a 48-bed mental health unit and a 48-bed orientation unit for new offenders an administration building and visiting room and more space for treatment programs and education A minimum-security unit outside the fence will be expanded from 92 to 120 beds students from Iowa State University’s Department of Landscape Architecture have partnered with the prison to develop several outdoor multipurpose classrooms The goal is to provide a therapeutic environment for classes a longtime activist with Friends of Iowa Women Prisoners said she has a favorable impression of the new facilities but still has concerns “I continue to worry about whether they are going to be able to hire enough staff to offer the level of medical and mental health services for which they have planned strong treatment and re-entry programs,” Basinger said Wachtendorf said she has been assured the prison will have sufficient staffing Their ranks are scheduled to expand to 250 employees to accommodate the additional inmates and improved programs About 25 percent of Iowa’s female prisoners now return to prison Wachtendorf said she hopes to reduce the recidivism rate to 20 percent or even 15 percent State officials welcomed a new era in women’s corrections Monday morning in Mitchellville Gov Kim Reynolds marked the completion of the majority of a $68 million renovation and expansion project at the Iowa Correctional Institution for Women will consolidate all of the state’s female inmates in one facility that warden Patti Wachtendorf says is specifically designed to handle women offenders That includes a greater focus on mental health care and drug treatment programming including a new health services building with a segregated 48-bed unit for inmates with mental health issues an assisted living facility and 64-bed special needs unit “We’ll be able to house the mentally ill separately (from the general population),” Wachtendorf said 48 percent of female offenders are seriously mentally ill and 63 percent are on psychiatric medication The expansion project also includes a new 256-bed housing unit for the prison’s general population that will replace several existing buildings on the 30-acre campus Those older buildings will be demolished starting in December when inmates move to the new facility all of the state’s female inmates will be housed in Mitchellville when the Oakdale state prison in Coralville is closed Additional inmates from Mount Pleasant have already been moved to Mitchellville There were 580 inmates at Mitchellville as of last week That number will increase to 640 after Oakdale closes Iowa has seen a 191 percent increase in the number of females admitted to the state’s prison system Sixty-eight percent of those women are non-violent offenders “We’ve got women in here who have made mistakes,” Wachtendorf said The recidivism rate among female offenders has dropped from 32 percent to 25 percent in recent years “I don’t want our women to be seen as scary people but rather people who made a mistake,” Wachtendorf said Mitchellville does house violent offenders Wachtendorf called the new facilities a step forward for the prison “We were never built to be a prison,” she said Originally opened as the Iowa Training School for Girls in 1869 the prison has at least one building dating back to 1933 From its opening until 1981 at least 6,900 girls were sent to the training school Many were not charged with crimes but instead were labeled as “incorrigible,” “promiscuous” or “truant” for running away from home or having sex The training school was closed in 1981 and Iowa’s women prisoners were moved to Mitchellville from Rockwell City in 1982 inmates have been cramped into overcrowded buildings that have suffered from leaky roofs no air conditioning and faulty heating systems during the winter months News & World Report is a multifaceted digital media company dedicated to helping citizens business leaders and policy officials make important decisions
