rain fell as of 9:15 p.m Additional rainfall amounts of 1 to 2 inches were possible in the area The storm also led to cancellation of the John Legend and Cleveland Orchestra concert at Blossom Music County Areas that will experience flash flooding are Akron The NWS said between 3 and 4.5 inches of rain have fallen as of 9:15 p.m Additional rainfall amounts of 1 to 2 inches are possible in the warned area Flash flooding is ongoing or expected to begin shortly The NWS offered the following precautions for drivers to take during heavy rain events: Sections of East Akron have some of the city's lowest homeownership rates and median household incomes live in six census tracts that together make up East Akron Four of the tracts also include portions of surrounding neighborhoods Comparing census data with Home Mortgage Disclosure Act (HMDA) filings the Beacon Journal determined the census tracts encompassing East Akron with the lowest homeownership rates and median household incomes also had the fewest number of new home loan acquisitions from 2021 to 2023 compared with the other census tracts encompassing East Akron One census tract that covers East Akron has 70% renter-occupied homes The city's highest rate of renters (98.5%) is in a central census tract that covers parts of Akron's University Park Middlebury and Cascade Valley neighborhoods Parts of the city with the lowest percentages of rentals are in the northwest vicinity including one census tract with 9.2% rentals that covers the Akron neighborhood of Fairlawn Heights a corner of Akron's Wallhaven neighborhood and a small portion of Copley Township Two other census tracts with below 10% rental rates cover portions of Akron's Northwest Akron and Merriman Valley neighborhoods but primarily cover Bath census tract in the East Akron neighborhood saw only eight new mortgages in 2023 Another encompassing portions of East Akron and Middlebury had five other census tracts including portions of East Akron had anywhere from 23 to 60 new mortgages The Beacon Journal also reviewed various statistics using a countywide database provided by the Summit County Fiscal Office in late June Roughly 77% of the 66,447 Akron residential units on file with the Summit County Fiscal Office as of late June were listed as non-rentals or exceptions to rental and non-rental categories which can include situations such as family members living at properties and not paying rent assistant chief of staff at the fiscal office Rental properties with four or more family units are considered commercial and not listed in the database roughly 58% of Akron residential units at that time had an owner occupancy credit attached meaning owners of those homes receive a 2.5% tax credit from the fiscal office for living in a home they own as their primary residence The vast majority of East Akron addresses have the ZIP code 44306 the Beacon Journal found by cross-referencing the U.S Census’ ZIP Code Tabulation Area (ZCTA) for 44306 with city neighborhood maps The ZIP code also includes parts of Akron’s Middlebury South Akron and University Park neighborhoods and Coventry and Springfield townships rentals made up about 32% of Akron residential units located in ZIP code 44306 and owner-occupancy credits were issued to about 45% of owners of Akron residential units in that ZIP code An area primarily represented by the 44306 ZIP code had a median household income of $40,480 in 2022 with 28.5% of residents in the area living in poverty at that time the median household income in Ohio was $67,769 and a flood advisory for northwestern Portage central Summit and southwestern Geauga counties Doppler radar indicated heavy rain due to thunderstorms causing minor flooding in the flood advisory areas Up to an inch and a half of rain has already fallen as well as in drainage and low-lying areas Up to two inches of rain has fallen in northwestern Summit County The NWS states areas that will experience flooding in Portage and Geauga counties include: Streetsboro Areas that may be impacted by the Flash Flood Warning include: Cuyahoga Falls don't drown when encountering flooded roads,” the NWS states The NWS asks that residents report flooding to local law enforcement when it is safe to do so
