residents in Mount Dora have been complaining about a terrible odor While many people have speculated about where the smell is emanating Lake County leaders made a decision to assist with the cost of an odor evaluation The evaluation would follow a previous study by the Florida Department of Environmental Protection that debunked claims the smell might have been hydrogen sulfide after the agency monitored the James P Snell sub regional wastewater treatment plant in 2023 “No credible evidence that any regulated facility in the area had been emitting or releasing levels of h2s in excess of state regulatory levels,” a DEP spokesperson said in a statement Additional monitoring also backed that report County commissioners approved a plan to share the responsibility of sniffing out the stink with Mount Dora city officials by funding another evaluation of odor in the Stoneybrook and State Road 46 area along with Sullivan Ranch where residents say they have smelt a chemical-like odor for years Mount Dora city officials requested the help due to residents in unincorporated Lake County also sharing complaints about the smell The county would share a split cost of just over $135,000 The city released the following statement on Tuesday: The City of Mount Dora values our partnership with Lake County in addressing the odor issue affecting our community we are confident in achieving a lasting resolution for all affected residents that upholds the well-being of our region Data from an odor study now approaching the finish line in Mount Dora indicate the city’s wastewater plant on James P Snell Drive may not be the source of an offensive chemical odor residents have complained about for years But some residents and members of the city council aren’t fully confident in the study’s methodology is authored by consulting firm Kimley-Horn on behalf of the city capturing data from 11 sensors installed at different locations including four around the wastewater treatment plant The sensors detect airborne concentrations of hydrogen sulfide, a flammable gas that is “very toxic by inhalation,” according to the National Library of Medicine Members of Mount Dora City Council and Utilities and Plant Operations Director Andrew Marsian discussed the study’s fourth quarterly report Orange and Lake County residents also weighed in on how the odor is affecting their lives a community just a couple miles away from the plant where many residents have complained for years about the chemical odor I have COPD [chronic obstructive pulmonary disease] Hillier said she is reaching her limit with the “horrific” odor it's getting to the point that we're going to sell our house and leave because it's just — you just can't stomach it anymore,” Hillier said Many others in the area echo similar concerns Tangerine resident Linda Bramer said she’s struggled to breathe while driving by the wastewater plant the smell was so strong her dogs refused to go outside We’ve had these issues for so long,” Bramer said Although the Kimley-Horn study is still being finalized preliminary findings indicate “there has not been enough information to support a correlation that the facility odors are traveling to residents,” according to a third-quarter report But odors at the wastewater plant are a known issue The study itself is a requirement under a consent order executed by the Florida Department of Environmental Protection in November 2023 in response to nine violations the agency found at the plant including failure “to operate the Facility in a manner to control objectionable odors.” The consent order also cites failure to control objectionable odors at a collection system in Sullivan Ranch citizens could phone in odor reports for the study and “nearly 90% of the residential odor observations came from Sullivan Ranch and Stoneybrook Hills,” also near the plant a definitive source for the odor remains elusive and the finalized Kimley-Horn study might not ultimately identify one The study was intended to determine specifically whether or not the city’s wastewater plant and/or collection system is responsible — not to “do an expansive search around the city of Mount Dora to find the odor,” attorney Patrick Brackins explained at Tuesday’s meeting “We have a moral obligation under our code to do that but not under the consent order,” Brackins said the city is now engaging with another firm When District 5 representative Nate Walker asked why Halff wasn’t considered for the original study to begin with city manager Vince Sandersfeld said at that time the firm wasn’t on the city’s list of consultants Brackins added: “FDEP would probably not have wanted to delay the consent order for 60 or 90 days while we did a competitive solicitation.” Mount Dora Mayor James Homich said he’s disappointed in the Kimley-Horn report so far “We don't have definitive data right now that shows exactly where the smell is coming from hasn't come up with any type of conclusion as to that issue,” Homich said Some residents are suspicious of the study’s methodology, in part because they say sensors around the wastewater plant were installed too high off the ground to capture accurate readings. Hydrogen sulfide is heavy: heavier than air making it deadly in low-lying and confined spaces Kimley-Horn’s expected final report should provide more clarity on the study’s methodologies city officials are focused on moving forward including by investing in strategies to reduce odors at the plant who’s lived in Tangerine for about 17 years said despite her frustrations with the odor she’s encouraged by Homich’s approach to addressing it the city’s last two prior mayors “flat-out denied” any odor and didn’t take citizens’ concerns seriously “We’re very thankful now that we have a mayor who listens to us,” Bramer said on every city council meeting on the agenda until it’s resolved.” Now that the fourth-quarter report is done any upgrades determined to be necessary for the wastewater plant should be underway within the next year Lake County will split the cost of a second odor study with the City of Mount Dora following an initial odor study the city paid for that stopped short of identifying the likely source of an offensive chemical odor persisting in the area Once the cost of the second study is split in half the county and city will each be on the hook for roughly $135,000 the total cost of both studies combined comes to nearly $520,000 not including another roughly $544,000 the city spent recently on wastewater system improvements and odor loggers used to track concentrations of hydrogen sulfide in the air the first odor study points away from the city’s wastewater treatment plant as a likely cause of the smell although some samples are still being analyzed That initial Kimley-Horn study was focused on addressing a consent order executed by the Florida Department of Environmental Protection in response to nine violations the agency discovered at the facility: including failure “to operate the Facility in a manner to control objectionable odors.” But the Kimley-Horn study was focused specifically on the wastewater facility and system It wasn’t ever intended to “do an expansive search around the city of Mount Dora to find the odor,” according to an attorney for the city RELATED: What’s that smell? Lake County officials have given an update on the repair process Britt Road is a major connector road located between State Road 44 and Round Lake Road which many travelers use to access the Wekiva Parkway the road closure has impacted residents who currently rely on alternative routes such as State Road 44 and County Road 437 the county began working to resolve the road issues right after the October storm passed but many factors outside the County’s control have complicated reconstruction “I understand how inconvenient this ongoing closure is,” Lake County Chairman Leslie Campione said in the release “Those who relied on Britt Road daily must drive [farther] and spend more time on the road getting to work or school and this closure has worsened the existing congestion on S.R Unique geologic and hydrologic conditions have complicated the reconstruction of Britt Road Without cooperation from the adjoining property owners the county does not have enough right of way to reconstruct the road there will be a lengthy design and permitting process involving outside agencies The County is working on all these elements concurrently to speed up the process.” The county outlined the following four key challenges impeding Britt Road’s opening: The county said once the right-of-way acquisition is completed and outside agencies approve the construction plans the construction will
