The new owner of the Shops At Nanuet has an ambitious 2.0 plan lined up for a decade-old outdoor retail complex that underperformed for years
whose bought the Shops At Nanuet at 912-1000 Fashion Driver under the name Nanuet Holdings DE LLC and Nanuet Holdings NY LLC from the Simon Property Group for $60 million in late 2024
is rolling out a future blueprint for the nearly 50-acre site that includes rebranding
additional “pad sites” for retail or dining
The purchase included the site’s out parcels
and the former Sears building and automotive center
the developer will need to get a zone change because the commercial site at Route 59 is not zoned for apartments

the developer hopes to diversify the center to include more events and community engagement – taking a page from the Palisades Center
which has been struggling for years and is in foreclosure
the Nanuet Town Centre’s marketing director
previously worked for the West Nyack megamall
“The rebrand includes a broader vision to create a vibrant lifestyle destination that blends the traditional elements of a shopping center with exciting new experiences,” Cunningham said in a press released issued today
“Nanuet Town Centre is no longer just a place to shop – it is a place to connect
The new direction takes a page from moribund malls nationwide
and changing consumer habits during the COVID pandemic
are forcing mall owners to rethink the way they do business
Many malls are adding a housing element to their mix; others are incorporating everything from parks to churches to post offices
The fate of the Palisades Center is uncertain
along with guarantors of the $418.5 million mortgage loan on the real estate
recently lost a battle in New York County Supreme Court that moved the likelihood of a sale of the mall one step closer
Cunningham says revision for the Nanuet Town Centre will include making it a destination
“Our goal is to reimagine Nanuet Town Centre as more than a shopping destination,” said Cunningham
“This is about creating a place where people gather
connect and experience something new – whether at a concert
or while exploring what our businesses have to offer
the Shops At Nanuet rarely held community-oriented events or used its property as a focal point for community engagement
The mall plans to host four events annually beginning with the “Grand Re-Opening Block Party” on June 21 and 22
which will include live music and performances and promotions including showcasing local vendors
The Centre will also host a multi-day Summer Festival featuring artisan booths
and a kids’ “make-it-and-take-it” crafting station
The Centre will hold a Summer Picnic Series
a weekly midday event with free family-friendly entertainment on Thursdays from July 10 through August 28 from 12 to 2 pm
The roster will continue through the winter
The mall is centrally located in Nanuet’s shopping district in a sea of retail
in response to a changing retail environment
hatched a re-development plan that carves up larges spaces to cater to smaller businesses
and envisions adding at least two restaurants to the center
While the Nanuet Diner has been preserved in this latest round of redevelopment planning
the intended addition of a grocery store has been scrapped

NY – Emergency crews from the Nanuet Fire Department responded around 2pm on Friday to a car that crashed into the Webster Bank in Nanuet
there are currently no reports of injuries to either the driver or anyone inside the bank at the time of the crash
This marks the second time in recent months that a car has collided with the Webster Bank location
Details surrounding the cause of the crash have not yet been released
and authorities are continuing their investigation

an elderly driver crashed into the same Webster Bank branch in Rockland County—in the same vehicle
and at the exact same location where a nearly identical crash occurred just six weeks earlier
The crash scene at Webster Bank in Nanuet—six weeks after the last crash at the same branch
at the Webster Bank at 44 Route 59 in Nanuet
prompting a swift response from the Clarkstown Police Department
Minor injuries were reported, though no serious harm was sustained. The Monsey Scoop posted a video from the scene on Instagram:
Sources told The Monsey Scoop that the driver was the same individual involved in a similar crash at the bank on Friday, March 21, which was also reported on by Daily Voice at the time
the driver drove into the front of the bank
damaging the building but causing no reported injuries
Emergency responders from Clarkstown Police
and the West Nyack Fire Department were called to the scene

Nanuet, NY – The Shops at Nanuet, a lifestyle center at the center of commerce for Rockland County, has changed ownership. Purchased by Alexander Properties
The transition marks an undisclosed next chapter for a site steeped in retail history
Opened in 2013 as an open-air replacement for the iconic Nanuet Mall
the Shops have served as a retail hub for Rockland County
but recent challenges have spurred discussions about its future
The story of the Shops at Nanuet begins last century – with the original Nanuet Mall
which opened in 1969 as one of the region’s premier enclosed shopping centers
Anchored by Bamberger’s (later Macy’s) and Sears
the mall expanded in 1994 with a new wing anchored by Abraham & Straus
which became Stern’s in 1995 and later Boscov’s
the mall spanned 900,000 square feet with 120 stores
including brands such as Barnes & Noble
its fortunes began to decline after the opening of the nearby Palisades Center in 1998
Simon Property Group announced plans in 2011 to redevelop the site into a lifestyle center
Demolition of the original mall began in early 2012
The Shops at Nanuet debuted with a new identity as an outdoor shopping destination featuring 50 specialty stores
In its early days, the Shops attracted high-end tenants like Apple, Michael Kors, and Coach. However, shifting consumer habits and the rise of e-commerce, compounded by the COVID-19 pandemic, led to financial struggles. The departure of flagship retailers such as Fairway Market in 2019 and Sears in 2019 further reshaped the center’s tenant mix. Recently, PF Chang’s closed after a 10-year run
Many lamented over the sudden loss of access to Mongolian Beef
the site evolved to include new tenants like Stop & Shop
which replaced the former Fairway Market in 2021
which opened in 2022 in the former Zinburger location
and unique offerings such as Roast’d Coffee and Sombrero Tacoria have since found a home at the Shops
The former Sears property became a Depo House furniture store in 2022
with the adjacent Sears Tire and Auto Center being considered for redevelopment into a hotel or additional retail spaces

The sale to Alexander Properties has sparked discussions about the future of the center. Clarkstown Supervisor George Hoehmann confirmed that plans are underway to redevelop parts of the property

a retail bank building site is slated for donation to a developer
pending land-use approvals to build affordable housing for 55 and up
a large regional affordable housing builder
along with its nonprofit partner Rockland Housing Action Coalition (RHAC)
plan to build 52 affordable units of 55-plus senior housing at 250 South Middletown Road in Nanuet
Plans for the $24 million development call for razing the Chase Bank to build the housing project on 2.5 acres that are within the Nanuet Hamlet
RHAC is a 20 percent partner in the redevelopment deal
The nonprofit will manage rentals once the project is built
The project will be available to seniors who are qualified as low-income renters at or below 80 percent of the AMI (Area Medium Income) in Clarkstown
Clarkstown residents will get a preference on the units
“This is a very positive story,” said Regan
“It goes all the way to Jamie Dimon’s office.”
Regan’s firm has had a three-decade long relationship with Chase Bank
The firm uses the bank for its construction lending
The germ of the idea began when Regan thought about using a portion of the bank’s vacant land to build a smaller development
We have a community development arm where we give back directly to the community,’” said Regan
Regan’s company took a fresh look at the commercial site
evaluating the possibility of a housing project with nearly 50 units
After many positive meetings with town and county officials – who are hungering to boost affordable housing inventory – as well as bank executives

Chase donated its building at 1 East Old State Capitol Plaza to the state to convert to an office for the state treasurer’s office
bank vaults for unclaimed property and keep our employees in the downtown area
An added benefit is preserving a building at the location where Abraham Lincoln banked when he lived in Springfield.”
A spokesman from JPMorgan Chase said the bank was unable to discuss this deal because it has not been finalized

Nanuet Hamlet is a densely built environment with commuter train service; however
the Transit Oriented Development (TOD) plan surrounding the train station establish by Clarkstown has been stalled for years
the Shops at Nanuet was recently purchased by developer Gabe Alexander
leaving uncertainty about the future direction of the mall and the property it sits on
there is widespread support for this project
between the site and the walkable downtown
The issue arose at last week’s Technical Advisory Committee meeting
Town and County officials are aware of the issue and appear to be amenable to work with the developer
Rockland County meted out $13.5 million in revolving loans to four affordable housing developers through its Housing Actions Loan Opportunity (HALO) program
the four developments would add 441 affordable units
and shore up 90 affordable senior apartments
Regan Development Company was awarded a $5 million loan via Nannawitt Commons LLC for its plan
When asked whether the county supports building a sidewalk
as demonstrated by the $5 million HALO award
is supportive of this development and is willing to consider a local request from the Town of Clarkstown or Regan Development for sidewalks along Main Street/South Middletown Road in Nanuet.”
There is a deficit of 4,230 affordable units for those making under $60,000 annually
according to the Rockland County Housing Needs Assessment
prepared by Hudson Valley Pattern for Progress
The report says 57 percent of Rockland homes are single-family detached homes – unaffordable to the average resident
The single-family average sales price is $683,000
A median household income of nearly $100,000 can qualify for a $260,000 mortgage
And fewer than 2 percent of single-family homes sold are less than $300,000 according to the 2022 Multiple Listings Service
Regan estimates shovels could be in the ground within 18 months
Projected rents for the units are $2,330 monthly for one-bedroom apartments; $2,796 monthly for two bedrooms
“One of the goals of this development is to allow Rockland County seniors to sell their homes
and still stay in the community that they help to build where they have roots,” said Regan
“The goal is to have Rockland Seniors who are living on their retirement income
pensions or Social Security be able to live in a new affordable rental building that is high quality
energy efficient new construction in a walkable neighborhood with all amenities at their fingertips.”

Alexander’s buying spree has left the community both surprised and wondering what his visions are for the future

It is no surprise that the Shops at Nanuet
owned by Simon Property Group (Retail Property Trust)
had been struggling for several years but few
knew the property was being marketed for sale
mall tenants received letters saying the mall was under new ownership
The head-spinning change of ownership shocked tenants
some of whom knew Alexander was in talks with the mall in late fall but hadn’t believed the mall was truly for sale
Alexander’s timing jives with a wave of investment activity in open-air neighborhood shopping centers nationally
particularly those anchored by a grocery store on a long-term lease
The Stop-N-Shop that replaced Fairway at the center has a 20-year lease with four five-year options
rising occupancy rates in retail centers have drawn institutional investors
pedestrian traffic to grocery stores was up 12 percent in the third quarter of 2024 compared to the same period on 2019
Grocery-anchored centers traditionally fill smaller spaces with small businesses that don’t compete with online players
open-air retail portfolios are expected to change hands in 2025
While leases appear to be carrying over without modification
tenants feel in the dark because Alexander has not telegraphed his intentions for the flagging mall
which has lost several credit-rated high-end tenants since it was built more than a decade ago
Alexander is widely known for bringing the Bingo food market to Spring Valley
which caters to the Orthodox Jewish community
Tenants speaking on the condition that they remain anonymous said they’re worried about the mall’s plans
particularly if future tenants begin to become more targeted to the Orthodox community because a change of demographics could portend a different customer base over time
“There are several restaurants here and they’re not kosher,” remarked one
said she’s concerned about the future of the Shops because it represents a major real estate asset in the town
commercially minded development,” she said
The Shops at Nanuet had accused the town of overinflating the mall’s assessment for years
the town reduced the market value of the mall property from $120 million to $65 million
It’s been just a little more than a decade since Simon Properties debuted an outdoor mall that showcased high-end fashion brands like Michael Kors
and perhaps misjudgment as to what would be sustainable in the Route 59 corridor
led to noticeable changes in the tenant mix at the Shops of Nanuet
and other off-brand enterprises filled long-empty spaces and changing the character of the former fashion-forward mall
While Alexander is from the Orthodox community
many of his projects are mainstream including the Pavion
an apartment building in Nyack constructed on the site of a former cosmetics plant
as well as plans for senior living on the former Camp Merockdim (the former Camp Champion) in New City
purchased the former camp site for $3.35 million
at 175 West Clarkstown Road was last known as Camp Merockdim
bought Mountainside Apartments in Garnerville
Alexander also has extensive warehouse and land holdings in Orangetown
he bought 125 and 155 South Greenbush Road in Orangeburg
Alexander has been trying to increase the warehouses but has met with opposition from town residents
Town Supervisor Teresa Kenny recently said the developer was open to alternatives
The developer also purchased the Oak Tree Lane bungalow colony on Oak Tree Lane in the Town of Haverstraw in 2018 for $5.2 million
one and two-bedrooms totaling 228 apartments in four buildings and a 10,000 square foot
one-story community center with outdoor pool
A playground and dog park are planned as well as 471 parking spaces
Sources say the long-struggling Shops at Nanuet
has been sold to a local developer whose growing portfolio includes market-rate apartments
though no deed evidencing the transfer has been recorded in Rockland’s public records
the only recorded deed was between Retail Property Group and Shops At Nanuet
which are related companies based in Indianapolis
as well as the outparcels at 75 South Middletown Road (Banchetto’s site)
7 South Middletown Road (Verizon site) and a parcel at 17 Dykes Park Road were reported as part of the transfer
is reported to have transferred its interest to Gavriel (Gabe) Alexander
Alexander Property Holdings and various partners
though no deed has been recorded yet in Rockland’s public records
The Dykes Park Road property was transferred from Shops At Nanuet
Sources say the long-vacant Sears’ buildings and its outparcels were also part of the purchase by Alexander
though no deed evidencing the transfer has yet been recorded
but the developer said he did not want to talk about the purchase
Alexander appears to seek out degraded or under-utilized properties for purchase
The Shops at Nanuet has been devalued following a tax certiorari battle with the Town of Clarkstown
Simon Properties cut a deal with the Town of Clarkstown and the Nanuet School District following a protracted legal battle over the value of the mall
The undisclosed financial settlement coincided with a $27.5 million property tax refund to the Palisades Center
which made the same claim against the town
The Palisades Center had set the market value at around $155 million while the town’s most recent value for the mall was $578 million
the tax assessment is now based on a value of $300 million
Not only did the Town and School Districts have to take on massive bond debt to pay back the taxes
but they will also have to pay interest going forward on millions of dollars of debt for many years at a time when interest rates are at a multi-year high
with an agreement to reassess the properties going forward
tax collections in the future will be close to half of what both the Town and School Districts had become accustomed to receiving
Ribbon cuttings and grand openings in 2013 celebrated the conversion from the original enclosed tired mall
to an open-air lifestyle upscale brand-driven center at Fashion Drive
It aimed to shoot higher than its predecessor
and to create an alternative shopping environment to The Palisades Center
leaving a major hole in the Shops at Nanuet
Sears Roebuck sold the property to SPS Portfolio Holdings LLC in 2015 for $13 million
SPS Portfolio is part of Simon Property Group’s real estate arm
A discount furniture store DEPO House occupies a portion of the former Sears Department Store
It has long been evident that the Shops at Nanuet
as traditional malls continue to wither and die
mall owners are introducing new concepts that include direly-needed affordable housing
public spaces – even religious institutions
Sources say Clarkstown officials over the years have let it be known to developers they opposed housing
which would require zone changes for both mall sites
The Shops at Nanuet sits adjacent to Clarkstown’s Transit Oriented Development (TOD)
a 37-acre site that was rezoned in 2019 to transform fallow industrial land around the train station into a hub of housing and commercial use
especially much needed housing for millennials and seniors
The TOD has not had any takers since the inception of the zoning plan
Alexander is no stranger to housing and mixed-use development
Alexander Property Holdings bought Spring Valley Marketplace for $59.3 million
The shopping center has a 100,000 square-feet Bingo Wholesale

A Webster Bank in Rockland County was damaged after a car drove into it on Friday
The crash happened at around 2 p.m., when a car drove into the Webster Bank in Nanuet at 44 Route 59, according to eyewitnesses from The Monsey Scoop.
The crash prompted a quick response from Clarkstown Police
More information about the cause of the crash was not immediately available

A major power outage in Rockland affected traffic lights on Route 59 in Nanuet and caused significant traffic delays Wednesday afternoon
the lights were back in operation and traffic was returning to normal
Clarkstown Police Detective Norm Peters said reports of the outage first came in around 11 a.m
Stop lights on the stretch of Route 59 from Route 303 in West Nyack to Route 304 in Nanuet were impacted by the outage
on some of these roads," he said at the time
Peters said officers were on the scene at all affected intersections to help direct the flow of traffic while Orange and Rockland workers attempted to locate the cause of the outage
Peters said efforts were made to alleviate congestion and keep traffic moving
Clarkstown supervisor George Hoehmann posted a statement to Facebook Wednesday afternoon saying the utility service determined the outage was caused by a "blown transformer" in the town of Nanuet
"Most power will be restored within the hour
but some residual outages will remain longer particularly near The Shops at Nanuet," Hoehmann said
Power appeared to be mostly restored in the area by 12:30 p.m. However, Orange and Rockland's outage map
which is currently undergoing its own system maintenance
indicated over 40 residents were still without power in the town as of 1 p.m

A man was found injured on railroad tracks in Nanuet after he had jumped out of the way of a NJ Transit passenger train Wednesday afternoon
Clarkstown police said the victim sustained a shoulder injury as he jumped out of the way of a Pascack Valley line train near Lawrence Street and 2nd Avenue in Nanuet at around 12:30 p.m
and Rockland Paramedics were on the scene to assist the victim
train departing from Spring Valley was cancelled as a result of the incident and subsequent trains were delayed as long as an hour and 20 minutes
Trains continue to be delayed on the line as of 2 p.m
Police say an apartment building at The Highlands complex in Nanuet is expected to be demolished this week after a major fire destroyed several units
Clarkstown supervisor George Hoehmann said eight units were damaged as a result of the fire
after a third-party contractor for Verizon accidentally hit a gas line while digging outside of Building 28 on Avalon Gardens Drive
"Within 10 to 15 seconds that spark caused the flare up," Hoehmann said
they probably wouldn't have been able to save the building because you had a significant source of gas that was fueling the fire."
Neighborhood resident Jeri Newman described black smoke billowing from the building minutes after she says she smelled gas in her apartment through an open window Tuesday
No fatalities or major injuries were reported at the scene Wednesday
but New York Red Cross said eight families were displaced after their homes were destroyed and one dog remains missing
Approximately 75 to 80 firefighters were on the scene to put out the fire from nine departments
even for our firefighters and first responders," Hoehmann said
Among the damaged units was a vacant apartment just recently leased by a volunteer firefighter who sold his house in West Nyack and picked up his keys to move in that morning
Clarkstown building officials deemed the building not structurally sound after the roof and main floor were damaged beyond repair
Officials say the upper units were also fully destroyed

NANUET — First responders are on the scene late Tuesday afternoon of an apartment fire that is likely to leave residents displaced
Eight units at The Peaks building (formerly Avalon Gardens) were "destroyed" in the blaze, Clarkstown Supervisor George Hoehmann posted to Facebook
Hoehmann called the emergency response "significant" and said an emergency management team would be on the scene to assist residents
"Avoid Smith Road and the surrounding area for the next few hours," Hoehmann said
promising to post more updates as they became available
Gas and electricity service are out in the area around the fire, Hoehmann said. About 1,500 customers in and around the complex were initially impacted, according to Orange & Rockland Utilities. As of 5:55 p.m., under 100 customers were affected, as seen on the company's outage map. O&R estimated service would be restored by 7:30 p.m
Norm Peters of Clarkstown Police Department told The Journal News/lohud that nearly a dozen fire departments and agencies responded to the scene Tuesday afternoon
East Spring Valley Fire Department and at least one fire department from Mahwah
Scanner reports transmitted the "3rd alarm" at around 3:48 p.m
A preliminary investigation reported "no fatalities," Hoehmann said at the scene
"We believe everyone has gotten out but we still have to get inside and check that out."
