Texas (KBTX) - A stretch of Highway 6 between College Station and Navasota could soon carry a new name in honor of a local police officer killed in the line of duty earlier this year
Trey Wharton (R-Huntsville) laid out House Bill 3510
which would designate a portion of State Highway 6 in Brazos and Grimes counties as the Sergeant Mark Butler Memorial Highway
“Sergeant Mark Butler of the Navasota Police Department tragically lost his life in the line of duty,” Wharton told the House Transportation Committee
“While attempting to stop a suspect fleeing at high speeds headed south in the northbound lane on Highway 6
Sergeant Butler maneuvered his vehicle to protect other motorists
The bill directs the Texas Department of Transportation to place memorial markers along several highway points
“Sergeant Butler’s heroic actions prevented potential harm to innocent drivers on the highway,” Wharton added
“This legislation has overwhelming support of the Navasota and College Station communities
and I appreciate the opportunity to lay out this bill and to honor Sergeant Butler for his sacrifice.”
Wharton says filing the bill was the least he could do
considering the everyday risks officers take
“It’s the least thing that I could do in the position I’m in
in order to pay homage to someone who did so much
and he was willing to do it without hesitating whatsoever
And I know there’s so many others that would do the same thing,” said Wharton
”The police officers in the local communities
they’re the ones that we call when we really need them
I want people to remember that and just be a little more gracious for what they do for us,” Wharton added
Navasota Police Chief Mike Mize said the recognition means a great deal to the department
“Showing that — going to keep his honor alive in the area
And he did sacrifice himself for the community
And this will be something that we can see constantly
It’s going to be a long-lasting memory of him.”
who was known for his dedication to training and mentoring both new and veteran officers
He’d come in there off duty quite a bit to make sure everything was going forward
Mize said community members have continued to show support
and the memories — just coming in and talking stories about Sergeant Butler here and there — it keeps our spirits up
knowing why we’re here and what our job is.”
When asked what message the memorial sends to other officers
Mize’s response was clear: “That he will not be forgotten.”

Texas (KBTX) - “Citizens to Keep Navasota Texas Great,” a grassroots organization
filed a complaint against city manager finalist Theo Melancon and his associate Joseph Turner
Melancon is the former city manager of Dickinson and currently being considered for the open city manager position in Navasota
Contract negotiations between the Navasota City Council and Melancon began mid-February
council decided to not take any action on officially hiring Melancon
The complaint was filed Mar. 1 to the International City/ County Management Association (ICMA)
of which Melancon is a member holding a credentialed manager designation
and is therefore not subject to its code of ethics
In the complaint, the new group claims Melancon and Turner violated two tenets of the ICMA’s code of ethics pertaining to conduct and preserving trust in public administrators
Tenet 3: Demonstrate by word and action the highest standards of ethical conduct and integrity in all public
and personal relationships in order that the member may merit the trust and respect of the elected and appointed officials
Tenet 7: Refrain from all political activities which undermine public confidence in professional administrators
Refrain from participation in the election of the members of the employing legislative body
said the group was born out of concern over Melancon’s candidacy
“We want to hold our leadership to the highest ethical standard possible,” she explained
The group also cited Turner’s previous appearance on KBTX alongside social media posts they alleged ‘attacks and undermines other city managers
“Some of these individuals are just voicing valid concerns that they have every right to do so,” explained Perry
They’re calling for Melancon to be publicly censured by the ICMA
and to be stripped of his designation as a credentialed manager
Despite Turner not being a member of the ICMA
the group also requested his actions be publicly condemned
Turner said the claims made by Citizens to Keep Navasota Texas Great are unfounded
“This is not a real complaint with any merit whatsoever.”
Turner is the founder of the American Association of Municipal Executives (AAME)
an organization Melancon is a founding member of
He said he’s been acting in an advocacy role on behalf of Melancon
“So that there’s actually someone out there like me who can be an intermediary and intercede on behalf of these managers who are being skewered unfairly by individuals and organizations,” Turner offered
Turner asserted Melancon is ‘an excellent candidate.’
“He’s very well qualified,” insisted Turner
“He has an excellent track record of bringing efficient
and he’s going to serve the people of Navasota very well.”
The City of Navasota said in a statement it’s aware of Citizens to Keep Navasota Texas Great
but that the organization is not affiliated with the city
“The City of Navasota is aware of the press release issued by the group ‘Citizens to Keep Navasota Texas Great.’ The release is from an independent group and shouldn’t be mistaken as an official statement from the City of Navasota in any way
While this group is not a City-appointed committee or an extension of the City as an organization
we always welcome and encourage residents and community groups to engage in local matters
there will be a public comment period available prior to the City Council’s executive session on Thursday
The Navasota City Council will meet this Thursday
to continue discussing Melancon’s candidacy

Texas (KBTX) -The Navasota City Council met Monday night to discuss the hiring of Theo Melancon as the city’s next manager
but the decision has sparked controversy both locally and beyond the Brazos Valley
saw a packed room of residents voicing strong opinions on both sides
the council met behind closed doors in an executive session to discuss the hire
Concerns Over Transparency and Candidate’s Record
Some residents criticized the council for not disclosing finalists before selecting Melancon
raising concerns about transparency in the hiring process
“You failed to let your constituents know who the finalists are before you zeroed in on one who brings all sorts of baggage,” one speaker said
it would have been a courtesy to your constituents to let us know who is being considered.”
Others pointed to financial and personnel challenges in Dickinson
Melancon is still listed on the city’s website as the city manager
the city of Navasota received an A+ credit rating—an achievement we should cherish,” one resident said
prepared to hand it over to someone with a track record of lost bond ratings
Concerns surface as Navasota considers new city manager, mayor backs candidate
Former Dickinson City Councilman Scott Shrader has been one of Melancon’s most vocal critics
While he was careful not to lay all the blame on Melancon
he argues that many of the city’s issues happened under his watch
We’ve lost our bond rating here in Dickinson
and there’s just a lot of stuff going on that I think—I hope—the city of Navasota and whoever’s hiring him has done their due diligence,” Shrader said
Investigative reports from Dolcefino Consulting have also raised concerns about Melancon’s role in the controversial condemnation of the Creekside Apartments in Dickinson
The reports suggested the city planned to shut down the apartments before giving owners a chance to make repairs
concerns have surfaced over taxpayer-funded expenses categorized as business meetings and potential conflicts of interest in city development deals
emphasizing the need to trust elected officials
and we trust them in making the right decision,” one resident said
“It’s a human being that’s sitting over there
Joe Turner, the founder of the American Association of Municipal Executives
says Melancon was brought in to fix deep-rooted problems in Dickinson and believes there’s a smear campaign to discredit Melancon
“And so what you have right now is you have individuals who are criticizing the city manager for what he did in Dickinson
But that’s simply because he had to make tough decisions in order to clean up what was going on in the police department,” Turner said
“Reality is that Theo Melancon is a very talented
very competent city manager with an excellent track record of success.”
Navasota Mayor Bert Miller issued a statement Sunday
“I have proudly served my city and community as a city council member for 18 years

Hiring a new city manager is serious business and not taken lightly
so we contracted with executive search firm
Clear Career Professionals to assist in the recruitment of our new city manager based on its quality recommendations and its thorough process & experience.” Miller wrote
He also addressed concerns about the selection process

city manager-conducted semi-finalist interviews

and face-to-face interviews with finalists
city council decided to enter into negotiations with Mr
Melanson based on his verified qualifications and great interest in Navasota’s history & future,” Mayor Miller wrote
