After an unpleasant and noisy process of sorting
and removing garbage from a former landfill in the middle of southeast Atlanta neighborhoods
clearing the way for more residential development betting on the Beltline’s allure.
“trash mountain”—aka “Mount Rubbish”—required nearly three years of remediation efforts to properly truck away from a Boulevard Heights site at United
According to Atlanta-based developer TPA Residential
the remediation process took longer than initially expected but is finally complete
allowing vertical construction to begin a few weeks ago on a project set to bring nearly 300 more living options to the area.
Full construction is scheduled to continue throughout 2025
with delivery of the first units expected early next year
The project could be called “The Garrison”—a nod to a Georgia National Guard outpost near the site—but that hasn’t been finalized
a project official tells Urbanize Atlanta.
The 1104 Avondale Ave. project is located less than two blocks from the Beltline’s under-construction Southside Trail sections and Grant Park
According to paperwork filed with the city in 2023
TPA plans to start development with a single 212,000-square-foot building with 228 housing units.
TPA’s scope calls for 63 rental townhomes in 10 structures situated closer to United Avenue
a small retail space will be included in one corner of the multifamily building
The 8.2-acre site in question was once home to a city-operated drinking water chlorination facility but had been a massive
abandoned landfill capped with fill-dirt for years.
Officials have said roughly 150,000 yards of garbage had to be removed before the site could be ready for construction
Two previous development efforts by other companies at the site sputtered and ultimately pulled out
The Development Authority of Fulton County approved a $3.7-million tax abatement for TPA to help with cleaning up the site in 2022
The development was also approved for the Brownfield Tax Credit Program for “the voluntary cleanup and redevelopment of an environmentally contaminated site,” per TPA’s project website.
Remediation and removal of the landfill reportedly cost $7 million
and TPA plans to spend another $1 million building a Beltline connection with lighting and landscaping
Fifteen percent of the apartments and townhomes will be reserved as affordable housing
as required by Beltline inclusionary housing rules
earlier schedules had called for delivering the first units in spring or summer 2024.
TPA’s plans for the apartments (ranging from studios up to three-bedroom options) call for 43 units to be reserved for tenants earning 80 percent of the area median income or less
The Avondale Avenue project joins other pockets of recent development near the southeastern-most Beltline corridor, where construction on the next 1.2-mile stretch of the Southside Trail began in June 2023
that part of the Beltline is scheduled to open sometime this fall.)
Empire Communities’ the Swift
claimed another vacant parcel next door several years ago
Down the street, TPA also built a 275-unit project called The Penman on 6 acres that directly front the Beltline
near the Southside Trail’s intersection with Boulevard
About 7,000 square feet of adaptive-reuse retail space was included in that project

A controversial plan for a new Near South Side high school appears to have stalled
Families on the Near South Side and Chinatown have been asking for a dedicated community high school for years
as many families say students are forced to travel across the city to attend selective-enrollment schools that offer classes and extracurriculars nearby high schools lack
In 2018, plans to convert National Teacher’s Academy, 55 W. Cermak Road, into a high school were scrapped after outcry from families and NTA staff. Instead
a $150 million school was proposed for the former Harold Ickes Homes site near 24th and State streets on the Near South Side
Now, officials are being quiet about the status of the school, and a website that served as an information hub for the proposed high school has been taken down
everything is pretty much still status quo
I’m still committed to making this happen,” Ald
A Board of Education vote to approve a capital budget for the project was originally set for June 2023 but was pulled pending further review
a CPS spokesperson said the website was “currently paused,” but more information would eventually be shared
“The Near South High School proposal is still under review as the District develops long-term strategies and objectives through work on the CPS Educational Facilities Master Plan and Five-Year Strategic Plan,” district officials said in a statement
Mayor Brandon Johnson’s office did not respond to requests for comment
Johnson pledged to enforce a moratorium on building anything on public housing land
but it is unclear whether he supports the school proposal
A month after the stalled school board vote, Johnson replaced all but one board member and named Jianan Shi school board president
previously with parent advocacy group Raise Your Hand
was part of a coalition of residents calling for the high school to be built elsewhere
Near South Side neighbors and elected officials have long fought for a community high school in the area
saying the lack of options for the growing population has forced students to travel up to two hours to other neighborhoods
But many of those proponents have pushed CPS to consider other sites for the school. They suggested The 78 megadevelopment
or a plot between 17th and 18th and Canal and Stewart Avenues
They also suggested repurposing Jones College Prep into a neighborhood school
The Illinois Answers Project reported last year that CHA
and city officials had homed in on the Harold Ickes Homes site by July 2021
maintaining to the public there were no other viable locations for the school
allowing some of the families displaced by the demolition of the Ickes Homes to return
The school would accommodate 1,200 students from the community
It would be a feeder school for nine surrounding elementary schools: Armour
and district staff was formed in November 2022 to guide CPS families through the process
the City Council approved $8 million in tax-increment financing dollars to buy some of the land involved in the swap
The ad hoc committee launched a series of virtual meetings in January 2023 to get community input and was to meet twice a month ahead of the scheduled board vote
Following the land swap, Rep. Theresa Mah vowed to withdraw the $50 million in state funding she helped secure because of the city’s refusal to compromise with neighbors who wanted to explore alternate sites
Mah told Block Club earlier this month she hasn’t had a chance to speak with Johnson’s administration on the issue
but she remains firm on finding a compromise that doesn’t involve using public housing land
and I still believe we should consider another site because it doesn’t make sense to stick with a site so many are opposed to,” Mah said
The funding for the school will be reappropriated in the meantime
Other opponents were concerned about the siphoning of resources from other nearby high schools
including Wendell Phillips and Dunbar Vocational Academy — two predominantly Black schools that have suffered budget cuts in recent years
Organizers from the Kenwood-Oakland Community Organization
and the Coalition for a Better Chinese American Community held a series of City Hall protests and town halls after the land swap agreement
some of them calling on former Mayor Lori Lightfoot to do away with the plan altogether
“We have not heard any news,” said Grace Chan McKibben
executive director of Coalition for a Better Chinese American Community
“We are in the process of trying to figure out who in CPS we should talk to about this
It is unclear who is leading the planning of the Near South high school
The seven new schools are part of a multiyear flurry of openings that city officials hope will reinvigorate the system at a time of faltering enrollment
and New Jersey have in-state tuition programs for undocumented students
the Trump administration plans to take action against those programs
A funding shortfall in the state budget forced New York City to freeze enrollment for a popular child care voucher program for low-income families
Superintendent Aleesia Johnson said that while she’s deeply concerned about the changes brought by a new property tax law
the district will strive to engage the community
Here’s what I wish I could say when someone asks
President Donald Trump’s proposed federal budget would cut nearly $6 billion from K-12 education

A new bar from a veteran hospitality team has debuted in Fort Worth: Called Morton's Tavern
where husband-and-wife owners Jimmy and Monika Morton have crafted a comfortable new place to hang out
whose resume includes nearly a decade with the Pappas franchise
was the co-owner and COO of Twilite Lounge in Fort Worth
whose hospitality career goes back 30 years
It's a welcome return for the area, following the closure of Twilite Lounge in December 2023 after six years
on the tail end of the pandemic and at a time when crowds weren't showing up for the live music that had become an unsustainable signature for the lounge
our vision is a neighborhood sports tavern
The food is provided via an innovative partnership with JesCrave
the caterer and food truck revered for its tacos
while JesCrave partners Jessica Chaves Martin and Janette Carillo own and operate the kitchen
Their collective goal is to continue to provide a gathering place for what has become a growing neighborhood
"After the ownership of Twilite decided to end
Monika and I couldn't let this space go," Jimmy says
"We wanted to continue to provide that community hub
but the neighborhood has also grown up a bit
with more apartments and people living in the area."
"We liked the idea of a neighborhood sports tavern — we're both big sports lovers — but there aren't many comfortable sports bars where the atmosphere is dark and relaxed," Jimmy says
"We liked the idea of a place that's not bright or in your face but where you can watch a game or sit on a beautiful patio with your dog
This was a concept we felt wasn't covered in the area."
That means some TVs but not an excessive number of TVs
"We'll have 20 to 25 TVs — enough that you can watch every Sunday morning football game," she says
"We're going for a more relaxed decor
where you can feel comfortable and watch whatever you came to watch
Morton's Tavern in the old Twlilite LoungeGoogle Maps
Their commitment to zero-alcohol extends to an entire menu of mocktails along with signature cocktails
mostly classic — but all "very good," Monika says
The venture provides the ideal situation for JesCrave
Martin and Carillo launched their food truck in 2020 and have become a big local favorite for their birria tacos
They eventually expanded into a commercial kitchen
"We aleady had a wonderful relationship with Jimmy and Monika — we had catered their wedding so they were aware of our food," Martin says
"The timing was magical for all of us
Martin describes herself and Carillo as "both taco heads."
"Janette comes from a Hispanic family and my dad is Amerian native Indian so we've combined flavors and cuisines," Martin says
We take a lot of pride in a lot of our tacos
but at restaurant-quality level with upscale ingredients and flavors."
plus items like loaded asada fries topped with meat
"We're thankful to have a home base and not have to pack up a kitchen every night," she says
there's the question of sports team allegiance
but Monika says they won't be team-specific
But she also confesses that there may be a favorable bias towards hockey
we've got some vintage autographed hockey sticks
as well as my old chair from Texas Stadium," she says
There’s a new Nashville chicken restaurant now open in Mansfield: Called 2 Neighbors Southern Chicken
it opened in March in the Broad Street Shopping Center at 2751 E
where it's serving an authentic version from a family with first-hand knowledge
Owner Carlonda Marshall is a native of Nashville who's getting some backup from her mother
"We grew up on Nashville fried chicken
that would be our Friday night meal," Marshall says
Mansfield is a second location: Marshall opened the first 2 Neighbors in 2017 in Cedar Hill, before relocating to the Grow DeSoto Market Place in 2020, where it’s still open today. (They also briefly opened a burgers and shakes concept next door in the marketplace
The new Mansfield location has fast-casual service
Fans can buy hats and T-shirts with the restaurant's design
The menu at Mansfield is similar to DeSoto location but with a bigger focus on Southern fried chicken
Customers can get plain fried chicken or the spicier Nashville-style
Prices range from $8.50 for nuggets to $14 for catfish & fries
The only thing they're not doing at Mansfield is sandwiches
a twist on the classic Kentucky butter cake
a moist pound cake with a butter and sugar syrup and a vanilla glazed crust
The center where they're located has a healthy mix of shops and restaurants. They took over a space that was previously occupied by another chicken place called Chick'n Cone
now closed; but Marshall is upbeat about the area
"Just looking in the Mansfield area and seeing all the growth there
we decided it’s kind of booming over there,” she says
