Just got word from Retail Dive that New Jersey-based discount retailer, Burlington, which used to be known as Burlington Coat Factory, "will assume the leases of 45 Joann store locations." according to a recent court filing
The new Burlington locations will be in over 20 U.S. states
none of the new Burlington stores are in New Jersey or Pennsylvania

All Joann stores are due to be shut down by the end of this month
Many have already closed over the last few weeks
Burlington did the same thing with many former Bed Bath & Beyond stores after they shut down
like the location in Hamilton Marketplace in Hamilton Township
This move to convert the old Joann's stores to Burlington stores will start happening this month and in June, with most leases being taken over on June 1
Other Joann locations will be taken over by other retailers like Hobby Lobby
Joann filed for bankruptcy protection back in January, making that the second time in a year.

Burlington County has set its 2025 budget at approximately $271 million
which officials said will keep “essential services” and its workforce intact
adopted the budget on an unanimous vote at their meeting April 23
Municipal officials are to learn this summer what their local county tax rates should be under the new budget from members of the Board of Taxation
“We are confident this budget will continue our streak of having the lowest average county tax and the lowest cost per resident,” Commissioner Director Felicia Hopson said
the plan makes investments in our workforce

and Farmland and Historic Preservation Trust Fund
The fund is supported by a dedicated property tax
which board members voted to keep at 3.5 cents per $100 of assessed valuation
This tax rate is anticipated to generate approximately $22.4 million this year
County officials have allocated $5 million from the trust fund to revive a municipal grant program last active in 2020
Municipalities can apply for up to $250,000
and there is not a local “match” requirement
“The grants ensure all towns benefit from the county’s open space tax
and not just those in the farm belt or with substantial open space,” Hopson said

county officials are reporting increased spending in a number of areas over last year
Those include: $3.1 million more for health benefits; $3 million more in debt service; $1 million more in the county contribution for employee pensions; $1 million more for the county cost share for residents at New Jersey psychiatric hospitals; and $500,000 more for general liability and workers compensation insurance
These are some other key points of the 2025 county budget announcement:
The tax levy is the amount of money property owners annually pay toward the county budget
The tax levy for this year is to be approximately $202.5 million
The tax levy last year was approximately $187.5 million.The county is using $13.5 million of its $32 million in fund balance from 2024 for the 2025 budget
Officials still anticipate the county will end 2025 with the fund balance at more than $20 million.Burlington has claimed the lowest average county tax in the state from 2019 through 2024

It has been scooping up some spaces from leases acquired through other retailers' bankruptcies
Of Burlington's 15 stores on Long Island, six have opened since November 2023

The Burlington County Commissioners announced this week (March 4
will remain part of Burlington County’s landscape for the foreseeable future
“Burlington County is a fantastic place to live so it’s no surprise that all the trolls have decided to remain here,” said Burlington County Commissioner Director Felicia Hopson
“We are excited that the artists and sponsors of this unique art exhibit have agreed to keep the trolls on display so residents and visitors can continue to search them out and enjoy them.”
The Troll Trek exhibition was organized by the Burlington County Commissioners and Burlington County Parks System and consists of 19 troll statues in various outdoor locations throughout Burlington County
a large troll created by world renown artist Thomas Dambo at the site of Hainesport’s future Creek Turn Park
each troll is made from recycled or natural materials
The exhibit began in September and was expected to end on December 31st last year but was extended indefinitely at the request of residents
“Troll Trek’s success has well exceeded our expectations
attracting visitors to Burlington County’s parks and downtowns while also inspiring others to create their own trolls from recycled materials,” said Burlington County Commissioner Deputy Director Allison Eckel

All 19 trolls are still in their original locations
including Dambo’s Big Rusty in Hainesport; however
two trolls currently in Historic Smithville Park – Gracie the Gardener and Troll on a Stroll – are expected to move this spring to new locations at Pennington Park in Delanco and Amico Island Park in Delran
“Pennington and Amico Island are two of our most scenic parks and will be great locations for these trolls to take up residence,” said Eckel
“We’re excited to create opportunities for residents looking for the trolls to discover additional County parks.”

The trolls are part of Burlington County Troll Trek, a new public art exhibition organized by the Burlington County Commissioners and the Burlington County Parks System. The exhibition was inspired by Big Rusty, the large troll created by world renowned artist Thomas Dambo at the site of Hainesport’s future Creek Turn Park. And like Big Rusty
each of the 18 new trolls are made largely from recycled and natural materials
They can now be found in locations throughout the county
“Troll Trek was created to honor and thank Thomas Dambo for selecting Burlington County as the home of one of his famous trolls,” said Burlington County Commissioner Director Felicia Hopson
we decided to bring Big Rusty some troll friends
we hope residents will visit each of them and marvel at the creativity of these artists
We also hope the trolls make people think more about protecting our natural environment and reimagine what we toss out as trash.”
The new trolls were made by 16 artists and teams of artists selected from dozens of submissions made in response to a Burlington County Parks System prospectus
Each artist or team was awarded a $500 stipend to help cover the cost of materials and installation expenses
The stipends and other costs related to the exhibition are funded by the Burlington County Commissioners and the New Jersey State Council on the Arts with support from the following co-sponsors: Mill Race Village
Rancocas Valley High School Environmental Club
Delanco Environmental Advisory Board and Delanco Recreation Commission
Bordentown City Environmental Commission and Springfield Township
The troll locations were selected by the Burlington County Parks System and co-sponsors
“We’re excited to welcome these new additions to our county and the attention they are generating for our parks
downtowns and communities,” said Burlington County Commissioner Allison Eckel
the liaison to the Burlington County Department of Resource Conservation and Parks
“Each troll is unique and we look forward to seeing them all and having them inspire more people to create and take an interest in the arts.”
Visitors are encouraged to take “selfies” and other photos with the troll and post them on the Troll Trek Facebook event page @Troll Trek Launch @ Arts After Dark
Visitors are asked not to climb on the trolls and vandalism of any kind to either the trolls or their surroundings will not be tolerated
Most of the trolls are expected to remain on display at their current locations through April 2025 when several will be on the move

Vermont’s largest city has launched a new initiative that allows first responders to administer opioid addiction treatment medication at the scene of overdoses
Overdoses have skyrocketed in Burlington in recent years: As of mid-November, the city’s fire department had already responded to 555 overdoses in 2024 — that’s three and a half times as many as five years ago
more people are refusing to be transported by EMTs to the hospital after they’ve been revived from the overdose
which means they’re not getting follow-up care
or a chance to get funneled into addiction treatment

“We're now offering a treatment program that people can get into
and we're being that bridge,” McCombie said in a recent interview
“So instead of delaying that time to where someone can really sit there and kind of get back into those habits
they have the opportunity to enroll in treatment at that time.”
The department wanted to expand the program beyond paramedics — a profession that requires a high level of training — to also include Advanced Emergency Medical Technicians
about 80 first responders in the Queen City can give people buprenorphine when they respond to an overdose
“If they look like they're having these signs and symptoms of withdrawals
Would you be willing to let us talk more to you about that?’” McCombie said
“And then we have a whole bunch of criteria that we go through.”

First responders like McCombie have an opportunity to catch people at a critical time after they’ve been revived with naloxone
and while it’s good at saving people’s lives when they overdose
it doesn’t stave off their ongoing cravings for opiates
and is an effective way to treat opioid misuse
said the rise of fentanyl — a powerful synthetic opioid — has blunted the effectiveness of buprenorphine
“They're needing to abstain from opiate use for sometimes several days before they can safely take buprenorphine
it can actually make you experience more withdrawal symptoms,” Bray said in an interview
But when someone overdoses and is revived using naloxone
“You don't have to wait for the body's natural process to kind of get rid of that,” Bray said
“And so then a person can take the buprenorphine without risk of precipitating withdrawal symptoms.”
The new initiative also directs people to community resources
like connecting them to a peer recovery coach through Turning Point Center of Chittenden County and getting a referral to continue their buprenorphine treatment at Howard Center

“It is allowing us to have our work be a bit more straightforward
where we can solely focus on keeping a person wrapped with love
compassion — everything I needed when I first got sober,” Lauf said in an interview
The program has been in place for about a month
and so far the Burlington Fire Department hasn’t administered any buprenorphine
Burlington Fire Chief Michael LaChance said his primary goal is getting people connected to recovery programs
it’s long-term engagement with service providers,” LaChance said
“And if we can get 25% of those folks to stay engaged
LaChance said those numbers don’t have to be big for this program to be successful

“We are very well positioned to open 100 net new stores in 2025 as well as meet
our 500 net new store opening goals for the period 2024 through 2028,” CEO Michael O’Sullivan told analysts
"We continue to be very pleased with the performance of our new stores
and we are excited by the strength of our new store pipeline.”
Almost all of the stores that Burlington opened this year feature its 25,000-sq.-ft
with most in busy strip malls with national co-tenants
we have been able to supplement our new store pipeline by selectively acquiring existing leases from retailers that are going through a bankruptcy process,” O’Sullivan said on the call
“This approach has allowed us to move into centers that we might not have otherwise been able to access.”

The company said that its third-quarter comp trend started out very strongly
but then warmer temperatures from mid-September onwards slowed its sales momentum
“Cold weather categories represent about 15% of sales in the third quarter,” stated Sullivan in the earnings release

which is consistent with the trend that we have seen in our business since March
We are very encouraged by this underlying comp sales trend.” Sullivan added that November is off to a good start and the company is optimistic about its prospects for the fourth quarter
"I was very pleased with how well our teams reacted to the change in weather,” he said
“We proactively controlled liquidity and receipts
and drove strong margin improvement and earnings growth in the third quarter
The agility with which we operated during the quarter has left us in a strong inventory position
which has us well poised for the holiday season.”

The musician lives with a group of fellow creatives on what has been dubbed Trash Mountain
near a former landfill in the Old North End of Burlington
inspired in large part by her living in and walking through the city
is also called “Trash Mountain,” as are two of the songs on her third album
the North End coffee shop she frequents and works at
vividly-drawn new record and her constant battle between going with the flow and trying to be more intentional about her career
(The conversation has been edited for conciseness and clarity.)
Burlington Free Press: This is a pretty quick turnaround for an album. (The more-rocking album “Alas” came out in January 2024.) Are you in a particularly creatively fertile mode right now
I wrote the majority of the songs last April when I came home from tour
like both songs called “Trash Mountain,” were written last April
I really just followed some kind of inspiration that I’m still feeling right now
Maybe it was from so many years and so much time on the road now
I started to just have a little more trust in myself
I just turned 26 so some of it I might attribute to just
You’ve entered the next phase of adulthood
LS: I always think about what other people want me to do
not even like musically – it’s kind of like just part of my personality
what do other people want me to do?” But then I was just like
I’m just going to do this how I want to do it” (laughs)
BFP: Which might be what people want you to do
sat down at home and was writing every day and just kind of playing guitar whenever I could
Lots of the songs I wrote walking around Burlington and just thinking about it
now I’m going to go home and I have this idea.” That’s how “Trash Mountain 1 p.m.” came about
I wrote it on the walk from Scout to my house into my phone speaker like you’re recording me now (laughs)
less-rocking albumBFP: I can tell you how I think the new album sounds different from what you’ve done before
but why don’t you tell me how you feel it’s different than your previous one
LS: Songwriting for me has always been like a kind of meditative way to interpret things
How do I say this so it doesn’t sound cheesy
I’m sure a lot of artists feel this way about art they make
“This is just something I do to feel OK.” So
the way that this is different is that since I was being more intentional about writing all the time – I write all the time now
I played at Foam (Brewers in Burlington) a couple of weeks ago and some people were like
“You’re not rocking anymore?” and I was like (sounding mildly indignant) “I’m not not rocking.” I was just like
“This is just what I made and this is what I’m sharing with you now.” I’m not playing the songs I wrote four years ago for the rest of my life
I think for real the next album is rocking again
definitely some more drums and faster songs
Writing about Trash MountainBFP: I wanted to ask you about the “Trash Mountain” concept
(Gesturing from Scout across North Avenue) People just call it Trash Mountain and our house is right by that
I worked for VPIRG (Vermont Public Interest Research Group) a long time – like in an environmental sphere - and I was really into all that stuff in high school and college
and I kind of feel like I am like always thinking about how the world’s in decay and there’s lots of garbage everywhere and like we’re in crisis
I feel like there’s references in a lot of my songs to thinking about the world like that
Having this place of community have the word “trash” in it - I’m not trying to
It’s just like there’s trash mountains everywhere
In like every place there’s like some (expletive) hippy house where people have house shows and young people live (laughs)
I’m open to things and just letting things happen
that actually makes sense for it (the album) to be called that,” so I’m not going to fight it anymore
“That just works.” Because other names were trash (laughs)
BFP: It’s a very Vermont album and a very Burlington album in a lot of ways
People write songs about mountains in Vermont
and you’re telling a story about “This mountain’s built on trash
LS: I was thinking about this place I love so much being built on top of trash (laughs) and I was like
a lot of these songs were written in April (2024)
There’s a line in “Trash Mountain 1 a.m.” that’s like
“We walk these streets/We’ve come to know/The memories live on/After the snow/Is all melted and gone/And garbage covers the ground.” I was thinking about it in mud season
all the trash – a piece of pizza from Three Needs from
The last part of that line is “You pull a flower from the weeds/And you spin me around” is supposed to be like the beauty and the garbage
I was thinking about my friend who passed away
her Instagram was full of weird pictures of garbage she would find on the ground
To me that’s just like a personal little anecdote to it
There’s this picture on her Instagram of a piece of frozen pizza that’s
balanced on top of a fire hydrant and it’s just like art
It got swept up in the snowplow or something and just settles on the hydrant
there’s something beautiful about that (laughs)

It’s been a long year – not just one of those “this felt like a long year” years

The beam is located outside Whiting-Turner’s Construction Field Office on the corner of Institute Road and North Avenue
Those interested can access the beam via footpath Monday through Friday from 9 a.m
Visitors should park in the district’s athletics parking lot and travel up the sidewalk to North Avenue before crossing the road to the Field Office entrance
All visitors must sign into the site through a QR code posted on the office entrance

Flanagan noted that after the community signs the beam
it will be lifted into place during a small ceremony in October
