Corrections & Clarifications: A previous version of this article incorrectly stated where New Kingman-Butler is located
And what Arizona city would make that list
A new rankings report from 24/7 Wall St. claims to have found the worst place in each state to live
and New Kingman-Butler was identified as the worst city to live in Arizona
If you thought this meant Kingman, you'd be wrong, too. The two places are different. Kingman is a historic town in northwest Arizona that travelers typically pass through on their way to Las Vegas
and New Kingman-Butler is an unincorporated town located about 20 minutes north of Kingman
Travel: This Arizona city is a bucket list travel destination next to towns in Fiji and Egypt
Where is New Kingman-Butler?New Kingman-Butler is often considered part of the greater Kingman area
Children in the town usually attend schools within the Kingman Unified School District
The name "New Kingman" comes from (you guessed it) the town's proximity to Kingman
It was the name of the original real estate development
but the first part of its name is seldom used by residents today
The town is usually referred to as just "Butler," except when it's mentioned in a historical context
there have been several attempts to annex Butler into the city of Kingman
partially because parts of Butler do not have a developed sanitary sewer system
Some residents and buildings have individual septic tanks and it could be costly to develop and connect a sewer system to Butler
Why was Butler ranked the worst city to live in?Wall St
24/7 determined Butler was the worst state to live in from data on five different categories: poverty rate
drug-induced mortality rate and total population
Here's how Butler compares to Arizona as a whole:
Reno Gazette Journal reporter Carly Sauvageau contributed to this article
2025) – The completion of the New Kingman-Butler Sewer Expansion Project marks an important milestone for Mohave County
made possible by the allocation of American Rescue Plan Act (ARPA) funds by the Board of Supervisors in 2021
promises to offer long-term benefits to the residents of District 4
The project dedicated $2.5 million to the design and construction of the Devlin Sewer line
This development extends sewer availability to over 200 parcels and opens expansion opportunities to an additional 2,700 parcels
An Intergovernmental Agreement with the City of Kingman delineated the responsibilities of each entity involved in the design
and acceptance phases of the Devlin Sewer line
The City of Kingman approved construction to be carried out in three phases
property owners in the project area received letters inviting them to take advantage of discounted connection costs
Out of more than 200 property owners who received the letters
88 opted for the discounted rate and have successfully connected to the sewer system
the City of Kingman is offering to waive the Sewer Investment Fee and/or Wastewater Capacity Fee for properties that connect within one year of the acceptance of each phase
marking the culmination of this significant project
Mohave County Development Services and Director Scott Holtry extend their gratitude to all parties involved for the success of this endeavor
Special thanks are given to Sunrise Engineering
and Daniell’s Septic Tank Pumping for their critical contributions to the project’s success

A Texas city has been deemed the worst in the state
we use "city" loosely — its population is so small the U.S
Census Bureau labels it as a census-designated place (CDP)
In October 2023, financial news site 24/7 Wall St. compiled a list of the "worst city" in each U.S. state across three categories: economy, quality of life and community. A total of 22 key metrics were evaluated, including poverty rates, household income and deaths from substance abuse. The study pulled data from sources like the U.S
the Federal Bureau of Investigation and the Centers for Disease Control and Prevention
Data and rankings may have changed since the study was initially published and may not reflect recent changes

Eidson Road is worst 'city' in Texas, study showsA CDP in South Texas with a population of just 9,743 earned the (not-so-great) title as the "worst city" in the Lone Star State, according to 24/7 Wall St.
Here's how it compares to the state's averages in 2023:
Although Eidson Road claims a relatively small population, this was true of most cities on 24/7 Wall St.'s list. Many cities had around 10,000 residents.
Among other cities that appeared on the list, Eidson Road had the fifth-lowest median home value and the ninth-highest poverty rate. Data on substance abuse-related deaths was not available.
Eidson Road sits along the U.S.-Mexico border in Maverick County, between Eagle Pass to the northwest and Rosita Valley to the southeast.

according to Supplemental Poverty Measure data
The Census Bureau uses a set of money income thresholds—income before taxes and excluding capital gains or benefits such as public housing
and food stamps—that vary by family size and composition to determine who is in poverty
If a family's total income is less than the family's threshold
then that family and every individual in it is considered in poverty
Many experts argue that the poverty measure in the U.S. is a grossly outdated and incomplete barometer of financial security
When you consider the implications of falling on either side of these thresholds—like qualifying for various federal assistance or not— the formula is staggeringly simple
These thresholds are established by tripling the cost of the most basic food plan in 1963—the year they were created— and adjusting for family size and annual inflation
the poverty threshold today for a family of four is roughly $26,000 annually; for an individual
But the reality of economic hardship does not abide by the output of a calculation
nor is the lived experience the same way from person to person
Basic needs extend well beyond the cost of food alone
and these thresholds do not reflect this reality
They fail to account for the vast cost of living differences based on geography
the definition of family is often not reflective of modern society and households
Because of these factors, poverty looks different from state to state and even city to city. Stacker compiled a list of cities in Arizona where the most live below the poverty line using data from the U.S. Census Bureau
Cities with a population of at least 10,000 individuals are ranked by percent of individuals living below the poverty line in 2019

the hamlet on the southern outskirts of Sedona earned new bragging rights
The Village of Oak Creek was just named Arizona’s No

Of the 10 Arizona communities designated as “tax friendly for retirees,” three other Northern Arizona communities make the list: Williamson (No
which aims to find areas with the most tax-friendly policies for retirees in all 50 states

“The low property tax in Village of Oak Creek is a real benefit,” said Marc Sterling

“We attract retirees to Arizona because of weather

The Sedona-based financial consultancy has so many retired clients in VOC (population less than 7,000) that they operate a satellite office in the area
“We have an office there to make it easy for our Village of Oak Creek clients
Sterling Financial Services sponsors a lot of events in the Village because many retirees are out and about at festivals,” he added
Sterling believes that the Village of Oak Creek is also attractive to retirees because it offers the combination of the slow pace of a small town with “big city” services made possible because of the tourist market
the Hilton Sedona Resort at Bell Rock and a plethora of activities draw visitors and retirees to the Village
Many of Sterling’s retired clients are active and spend time volunteering or working part-time jobs
“The Village of Oak Creek is out of the way with red rock beauty and good services
It’s a small town with unincorporated development,” said the partner of Sterling Financial

the median household income in VOC was $63K in 2015
over half of the retirees only have Social Security; in Village of Oak Creek they have multiple income sources that would bring them above the $50K,” explained Sterling
“We work to try to look at individual clients needs and look into the future
so when they get to that time [of retirement]
“We put together a portfolio that is tax-efficient for the needs of the retiree,” added Getto
“We hope people hear about our study and consider their own retirement and tax situation,” concluded Smith
“We want to inspire people to empower themselves with knowledge
This can help people gain a better understanding of how where they live in retirement will affect their financial situation.”
