As alleged in a complaint unsealed April 29 Youmans used Discord to prey on victims as young as 12 beginning in January 2024 Youmans allegedly got vulnerable children to send him sexually explicit photos then threatened to leak those photos to coerce his victims to send him more images and recruit additional victims He allegedly targeted one 15-year-old from whom he obtained dozens of photos which he distributed to others His alleged activities were the target of an investigation by the FBI the Town of Wallkill Police Department and the Town of Newburgh Police Department federal agencies searched Youmans' residence and allegedly found hundreds of unique files of child sexual abuse images on his phone including multiple images of adults performing oral sex on toddlers and prepubescent believes could have prevented the murder 19 Investigates has obtained an exclusive copy of the wrongful death lawsuit filed Thursday against Ian Rich a 30-year-old Newburgh Heights man who is currently awaiting trial for the April 28 murder of David Perez and attempted murder of Jackie Perez The lawsuit also names Newburgh Heights officers Rachel Halaska and Chief of Police John Majoy as co-defendants Rich was “known by Newburgh Heights police officers to be a mentally unstable methamphetamine user in possession of firearms who had recently committed a violent assault and expressed homicidal ideation based on paranoid delusions.” Attorneys Sarah Gelsomino and Marcus Sidoti of Friedman, Gilbert + Gerhardstein claim the officers are also to blame for Rich’s actions “because they knew about the danger he presented to members of the public but affirmatively chose not to arrest him for multiple felonies and not to have him hospitalized on an emergency basis.” and Majoy had a duty to enforce Ohio law and protect the public by arresting Defendant Rich for one or more crimes including but not limited to possession of illegal narcotics and paraphernalia and assaulting his brother,” the lawsuit states Under Ohio law it is illegal for a person with a drug dependency Last May, 19 Investigates uncovered a disturbing history of police interactions involving Rich in the three years leading up to the murder of David Perez lived next door to the suspected killer and had previously expressed concerns to officers that their neighbor’s erratic behavior “would progress into something dangerous to them.” Police said Rich assaulted his brother and had threatened to kill his neighbors just days before the deadly shooting he was “experiencing paranoia” about his neighbors which they said had been happening for years Records show Newburgh Heights officers responded to Rich’s Ross Avenue home more than a dozen times between November 2021 and April 2024 19 Investigates found the majority of calls were we related to his bizarre and sometimes unsettling behavior records show officers went to the suspect’s home at least six times over concerns about his mental health a mobile crisis team showed up at Rich’s house after receiving a call from his mother who was concerned about his behavior The social workers asked police to respond as well because they were told he had guns and a history of using meth In police body camera footage obtained by 19 Investigates “If he admits that he has guns then we’re gonna take them but we got to get him to say he has guns in the house before we can do anything.” Rich told the officers he owned multiple firearms including a GLOCK 23 that he kept in his car the officers did not confiscate his weapons “Ian was not showing any signs of suffering from a mental health crisis so it was determined to not transport him to the hospital.” officers returned with an order from the Cuyahoga County Probate Court to take Rich to a hospital for a psychological exam He became upset and repeatedly refused to go I can’t have that ever again,” Rich said angrily tried to persuade him to hand over his guns voluntarily hold them at the station for safe keeping that way nobody can take them from you,” she said Rich then admitted to using meth and said he had drugs in his pocket I don’t want to get a felony possession of meth!” he said After Chief Majoy assured Rich that he was not going to be arrested at that time for the drugs he began to cooperate and eventually agreed to go to the hospital Officer Halaska then escorted Rich to an ambulance She again tried to get him to turn his guns over to police but he refused Vincent Charity Medical Center’s psychiatric emergency room but after testing positive for illegal narcotics he was released “When he walked in the ambulance they should have taken him for 72 hours and evaluated him and they never did that,” Sally Perez said in an interview with 19 Investigates last May Rich’s mother called Newburgh Heights Police on April 11 “She stated that she is afraid that Ian is getting worse and she is desperately seeking assistance in helping him,” Halaska wrote in her report The woman told police her son’s home was unlivable and that Rich had torn downs walls and started digging into the foundation of the house with a cement drill “He stated that he needs to do this because his neighbors (Ted and Sally Perez) are doing things underground and he needs to know what is going on.” he went on a rant about his neighbors and said needed to kill them The woman then stated Rich had been diagnosed with schizophrenia and that he was self-medicating with methamphetamines this report will be forwarded to the Newburgh Heights Building Department and the process for a pink slip will be started,” Halaska wrote The officer said she also spoke with Sally that same day and informed her that “Ian was once again experiencing paranoia about her and her husband.” the Perez family was at a steakhouse celebrating Ted’s birthday David and Jackie went over to his parent’s home afterwards to watch Ted unwrap presents and it was a matter of minutes before David wasn’t here anymore because [Rich] followed them right out of the yard,” Sally said ODOT surveillance cameras captured David and Jackie’s truck as they pulled on to I-77 at 9:26 p.m Police said Rich was behind the wheel of the Audi convertible that can be seen on video following them onto the highway Rich pulled up along side the couple and shot into their truck moments later David was shot multiple times and died at the scene Rich was arrested by Bratenahl police about an hour and half after the shooting Sally told us she and her husband were aware that their neighbor had mental health issues and that police had told them they were trying to get Rich some help we put Ring cameras up because we didn’t know what was gonna happen,” Sally said and so many times his mother did a welfare check She would call the police and have them do a welfare check on him why couldn’t anything have been done about this?” “And then knowing he had guns in the house how could you know that someone has a mental problem How could you allow somebody like this to have guns in the house?” The Perez family believes David might still be alive today if officers would have arrested Rich for drug possession last March Rich pleaded not guilty to numerous felony charges previously declined to comment on the case troopers conducted a search of both individuals More than six grams of crack cocaine were found on Knight’s person he became uncooperative and attempted to flee troopers also recovered an illegal firearm from Knight which was later determined to have been stolen from the town of Shawangunk and spat at the troopers while striking his head against the inside of the vehicle he became cooperative and was transported to State Police Montgomery for processing The 24-year-old driver was issued Uniform Traffic Tickets and released at the scene without further incident Knight was evaluated by EMS at State Police Montgomery but refused additional medical attention manslaughter Orange County District Attorney David Hoovler said Cameron Williams pleaded guilty to first-degree manslaughter He was originally indicted for second-degree murder Hoovler said it was alleged in documents filed and statements made in court that following an altercation in the City of Newburgh Williams retrieved several knives from a residence approached a man who was lying on West Parmenter Street and repeatedly stabbed him The attack happened at approximately 10:45 p.m and no motive for the stabbing was revealed by authorities An investigation by City of Newburgh police developed Williams as a suspect and he was arrested within about 48 hours of the stabbing Officer attacked: Middletown police say man tried to strangle one of their officers Williams admitted to intending to cause the victim serious physical harm and thereby causing his death by stabbing him multiple times with multiple knives Hoovler said under the plea agreement announced at that time Williams is expected to be sentenced to 18 years in state prison and five years of post-release supervision when he is sentenced June 18 "The act of senseless violence committed by this defendant
