The Goode Works on Paper Center, established in 2022 and now open, has state-of-the-art storage to preserve prints and photographs and a study room for visitors to view the collection
so they can’t be out on view all the time,” explained Erik Neil
“But we wanted to make them accessible to our public.”
Preserving cultural artifacts and making them available “is one of the things that really drives us,” Neil said

including $32,000 to the Virginia Museum of Contemporary Art in Virginia Beach
$650,000 to The Mariners’ Museum and Park in Newport News and roughly $1.4 million to Old Dominion University
Neil said the Chrysler often turns to the IMLS for technical grants related to storage or preservation
The grant for the works on paper preservation didn’t cover the cost of building the Goode Center, but it gave the project a seal of legitimacy that kicked off private fundraising for the remainder. The IMLS awarded $136,000 in 2019 and the Goode family donated $2.5 million
While the Chrysler receives funding from a variety of sources
Neil worries about the fate of smaller museums and libraries
He said the IMLS is a “very noncontroversial " organization
It was founded after Congress passed the Museum and Library Services Act in 1996
Congress appropriated about $300 million to the IMLS for 2025
“It is one of the most efficiently run places you can imagine,” Neil said

man is in jail after police say he shot another man outside a home early Sunday morning
Police were called to a home in the 400 block of Blain Street around 2 a.m
after receiving reports about a man shooting a firearm at another man
they found a man with a gunshot wound to the right ribs near the 700 block of Logan Avenue
was identified as the shooter after police received video of the incident
Police say the video shows the victim knocking on the door of a residence where he was met with Lopes
who opened the door and fired a shot above the victim’s head
and then Lopes shot the victim in the right rib area
The victim and a female who lives at the residence were in a prior relationship
Lopes was arrested by Norfolk Police and is facing several charges

This is all part of what Carter called “the coach Vick experience.”
That means a boost in fan interest and media coverage, evidenced by stars like Iverson and Taylor showing up at the spring game and the production of a BET docuseries centered around Vick’s time at Norfolk State

- A Norfolk man is on the run from law enforcement after a Friday morning police chase.The pursuit began around 6:30 Friday on the Pine Ridge Indian Reservation in South Dakota
where Officers with the Oglala Sioux Tribe attempted to stop an SUV that matched the description of a tribal firearms complaint
but the car fled at high speed according to police.Department of Public Safety officers then placed spike strips near the reservation boundary
but the driver swerved toward police prompting one officer to fire their weapon at the car.The pursuit continued into Nebraska and ended in Dawes County where the driver
He remains at large.A Nebraska State Patrol helicopter was on scene looking for Dittman. Two passengers were in the vehicle with one receiving care for non-life threatening injuries.
South Dakota Attorney General Marty Jackley confirmed in a press release that the Division of Criminal Investigation
“Authorities are searching for the suspect who is still at-large in Nebraska
and there is no known threat to the public in South Dakota,” said Attorney General Jackley
“Our first priority is to apprehend the suspect without further incident
and then DCI will investigate the portion of the incident that occurred in South Dakota."
Jackley added that the DCI is being assisted by the FBI
and the Fall River County Sheriff’s Office
The Oglala Sioux Tribal Police are cooperating with the investigation
Authorities urge anyone with information to contact police

A group of barren, uninhabited volcanic islands near Antarctica, covered in glaciers and home to penguins, has been swept up in Donald Trump’s trade war, as the US president hit them with a 10% tariff on goods.
Heard Island and McDonald Islands, which form an external territory of Australia, are among the remotest places on Earth, accessible only via a two-week boat voyage from Perth on Australia’s west coast. They are completely uninhabited, with the last visit from people believed to be nearly 10 years ago.
Nevertheless, Heard and McDonald islands featured in a list released by the White House of “countries” that would have new trade tariffs imposed.
The Australian prime minister, Anthony Albanese, said on Thursday: “Nowhere on Earth is safe.”

Norfolk Island, which has a population of 2,188 people and lies 1,600km (1,000 miles) north-east of Sydney, was slugged with a tariff of 29% – 19 percentage points higher than the rest of Australia.
In 2023, Norfolk Island exported US$655,000 (A$1.04m) worth of goods to the US, with its main export being US$413,000 (A$658,000) worth of leather footwear, according to Observatory of Economic Complexity data.
But George Plant, the administrator of Norfolk Island, disputed the data. He told the Guardian: “There are no known exports from Norfolk Island to the United States and no tariffs or known non-tariff trade barriers on goods coming to Norfolk Island.”
Albanese said on Thursday: “Norfolk Island has got a 29% tariff. I’m not quite sure that Norfolk Island, with respect to it, is a trade competitor with the giant economy of the United States, but that just shows and exemplifies the fact that nowhere on Earth is safe from this.”
The export figures from Heard Island and McDonald Islands are even more perplexing. The territory does have a fishery but no buildings or human habitation whatsoever.
Despite this, according to export data from the World Bank, the US imported US$1.4m (A$2.23m) of products from Heard Island and McDonald Islands in 2022, nearly all of which was “machinery and electrical” imports. It was not immediately clear what those goods were.
In the five years prior, imports from Heard Island and McDonald Islands ranged from US$15,000 (A$24,000) to US$325,000 (A$518,000) per year.
The White House, the Australian Department of Foreign Affairs and Trade and the Australian Antarctic Division were contacted for comment.

George Plant is the island's administrator and told ABC Sydney that residents had been "scratching their heads" since the announcement
"I think they're as confused as I am. I've had a few calls from the community and we really cannot understand it," he said.
The island did export bananas and bean seeds in the 1930s
but Mr Plant said it relied mostly on tourism
"Our business is tourism, we don't really export anything to the US," he told ABC Radio Melbourne.
"We're a non-self-governing territory under the authority of Australia, so we operate exactly as the rest of the country.

Prime Minister Anthony Albanese could barely hide his shock at the island's inclusion.
"I'm not quite sure Norfolk Island, with respect to it, is a trade competitor with the giant economy of the US, but that just exemplifies that nowhere on earth is exempt from this," he told reporters on Thursday.
Trade Minister Don Farrell also viewed the islands' involvement as "clearly a mistake".
"Poor old penguins, I don't know what they did to Trump, but, look, I think it's an indication, to be honest with you, that this was a rushed process," he told the ABC.
Other islanders have pointed out that Norfolk Island does export palm seeds and this may affect part of the local economy.
Local resident Brett Sanderson says the tariffs will "certainly" affect some families on the island, though he notes that palm seeds are not a huge export.
He said when he first heard of the tariffs, he originally had to double-check the date to make sure it wasn't an April Fool's prank.
"I think the problem is [the US has] a president that doesn't understand how and why tariffs work," Mr Sanderson says

Lawyer and resident John Brown says he understands the export market of palm seeds is mostly isolated to Europe.
There have also been claims, unable to be verified by the ABC, that the island has a large leather footwear market.
Mr Brown believes, in both cases, this may be an error in the US's data recording.
"When you look at things like shoes and leather and so on, they're simply not made here," he told ABC's Luke Radford.
"The only likely explanation for that is that there are returns of defective goods which might have come in the first place from the US.
While residents of Norfolk Island vote in the Australian election and are subject to Australian laws, it has not always been this way.
The island's self-determination has been heavily contested over the years.

In 1979, the Norfolk Island Act was passed, giving the island limited autonomy.
But by 2010, the island surrendered its self-governance in return for a Commonwealth bailout following the global financial crisis.
In 2015, Canberra abolished the Legislative Assembly despite a non-binding referendum where 58 per cent of islanders voted to keep self-rule.
The assembly was replaced by a council — which was later also dismissed under the LNP government in 2021 due to major financial issues.
Now, the island is part of the ACT federal electorate of Bean, while Queensland looks after services such as education and health.
With no elected council or state member of parliament, and a federal MP 1,000 kilometres away, residents on this island say they are facing a democratic deficit.
Mr Sanderson, who is also a member of the Norfolk Island People for Democracy movement, sees it as a "colonial" model of government where the lives of residents are determined by public servants in Canberra.
"There is a huge democratic deficit because of this broken model that was imposed," he said.
And while Trump's blanket tariffs were "insanity", he hopes they do more to shed light on the island and its push to regain self-government.
"I hope it puts a spotlight on the Norfolk issue because it's very hard for Australians to understand," Mr Sanderson added.

The Guardian is not alleging that any of the companies are responsible for the errors in the paperwork
The US Census Bureau, the agency responsible for collating US trade statistics, acknowledges in its guide to trade statistics that such reporting errors can occur and can “significantly impact detailed commodity statistics”
The shipping databases that the Guardian used to check bill of lading information appear to rely on documents released by US customs under freedom of information requests
so it is not clear when in the process errors were made – during the exporting and shipping process or during the data collection process
The errors in the shipping records appear to have flowed through to US census and trade data used as the basis for calculating tariffs
Farrell told the ABC on Friday that the US’s 29% tariff imposed on Norfolk Island was “clearly a mistake” as Norfolk Island was part of Australia and so should be subject to the same tariff as the rest of the country
He said the Australian government would raise the issue with the US administration
“It’s an indication that this was a rushed process,” he said
“The trade system that America has until yesterday been working on had been built up since the second world war
the American president has upended that process
So I think it was inevitable that mistakes would be made and particularly including Norfolk Island as [a] 29% tariff.”

MADISON — A Norfolk man faces up to 32½ years in prison after being convicted of five felonies and three misdemeanors on Friday in Madison County District Court
pleaded guilty to theft worth $5,000 or more
aggravated third-offense driving under the influence
criminal mischief worth $5,000 or more in damage and driving during revocation
the Madison County Attorney’s Office dismissed or reduced four charges
The prosecution will recommend specific prison sentences on each charge and is free to recommend whether the sentences run consecutively to each other or at the same time
District Judge John Samson scheduled Martinez’s sentencing for Friday
Martinez’s convictions stem from separate incidents in 2024
Norfolk police officers were dispatched to the area of 13th Street and Benjamin Avenue
where a man was reported to be slumped over in a Chevrolet Silverado
An officer parked his patrol vehicle behind the Silverado and began walking toward the pickup
causing a collision between the pickup and another vehicle
The Silverado dragged the second vehicle into the intersection before eventually breaking loose and leaving the scene
The officer pursued the Silverado for a few blocks until Martinez parked the vehicle and fled on foot
notified police that the Silverado had been reported stolen out of Hoskins
Police chased Martinez on foot through backyards and eventually apprehended him
While placing Martinez in a patrol vehicle
an officer smelled alcohol coming from Martinez
Martinez’s blood alcohol content was determined to be .134
Martinez was previously convicted of DUI in February 2021 and October 2023
the first of which when he was 16 years old
Martinez spent nearly two months in jail before posting 10% of $50,000 bail in August
He was arrested on new charges about 4½ months later
Norfolk police officers were dispatched to Norfolk Auto Supply on South Sixth Street following a report of a stolen vehicle
The stolen vehicle was a white Dodge Grand Caravan with Minnesota license plates
officers went to the 1200 block of South Second Street
where Martinez and the van were located with the use of surveillance footage
Martinez initially was placed under arrest on suspicion of theft and DUI
police responded to a hit-and-run report in which three vehicles and a residence in the 2000 block of South First Street were damaged
The caller told an officer there was footage of the property being struck
the van can be seen colliding with both the residence and one of the vehicles twice and the other two vehicles once
The person driving the van was described as a Hispanic male wearing a white beanie
Martinez had a white beanie in his possession when he was arrested
Footage from the residence also showed Martinez entering the mudroom and spending about three minutes inside the home before walking out
he also briefly entered another vehicle in the area
A restitution hearing has been scheduled for the same time as sentencing

The committee was formed to create a recommended guideline to approve future TIF projects
The committee members plan to do this through interacting with other cities to see how they deal with TIF
Norfolk Mayor Shane Clausen thanked everyone for signing up to be part of this committee
a lot of questions had been raised about TIF
and he wanted to find a group with a variety of opinions to address those questions
is developing a process that a community can believe in,” Clausen said
“Sometimes you may not agree with the outcome
you can sometimes be OK with the final situation.”
Clausen said he hopes the committee will find a way to find a guideline that helps Norfolk continue to grow and thrive
asked the committee members to discuss their perceptions of TIF
as well as their expectations for the committee
said he would support a project so long as it benefits the community
“I just want to see Norfolk grow,” Steiner said
said it could be a good economic tool and that she hopes the committee could help keep it going in that direction

John Sehi said he had worked with TIF in the past and thinks it is a great tool that can work in most cases

they would think there's something fishy going on here,” Einspahr said
“but it’s an opportunity for this community to utilize funds outside of the community to help with the development of the community.”

He added that people don’t like being “left out in the dark.”
He wants to continue using TIF because it helps Norfolk grow but that there needs to be a balance on how the city uses TIF and how those projects affect local property taxpayers
“I’m sure it’s not as bad as people would think it is
we’re going to have to come up with some process,” Waite said
some process and some form that those wanting to use TIF can complete.”
McKenzie said TIF has been heavily used in Norfolk
maybe without fully understanding how it works and the cost of the community
He wants to help educate the public on TIF and the cost to the community and the state regarding the use of TIF
That includes learning how TIF has been used in other states
learning about other development options and understanding the housing needs of the community
McKenzie said the overarching goal is to ensure that the use of TIF is open in a fully transparent manner and to form guidelines that show the benefits to the community
“TIF should not be used to enrich a private person or a private company,” McKenzie said
“It should only be used for true public benefits.”
said there needs to be a better understanding of the processes for TIF already in place
“I hope we protect the ability to use TIF when warranted
to keep the continuation of Norfolk in a growth cycle
and a better understanding both from our group and also with the public on how it works,” Weyhrich said
Steve Sehi said that he wants TIF to be used in the right way
Clint Schukei said his understanding is that if someone has asked for TIF
He has concerns with how long it takes TIF projects to repay the money
He also has concerns with the idea of city officials meeting with developers before their idea is presented to the public
“Just because you can get by with something doesn't mean that you should,” Schukei said
He also pointed to examples of what he considered good TIF developments
such as the aforementioned Meadow Ridge location and Hy-Vee East
Scott Williams said something he hears is that taxes aren’t paid while that land is being developed
“I don’t think any developer in this room in this community or the state is going to go into a project that isn't going to have a financial gain,” Williams said
He said it's important for people to come and educate everyone
Williams said it’s also important not to stall any current development project and to create a guideline to recommend to the city council
Phillip Cox said the goal is to educate the public on TIF
“But it's the same way in residential areas; we just have to educate people.”
Schukei briefly went over the Nebraska Community Development Law
went over information regarding blighted land
showing where people can find land currently blighted and see what land is available for TIF development
She also went through the process of blight and TIF review
McKenzie gave an outline of what to expect in further discussions for the TIF committee:
— Reviewing the League of Nebraska Municipalities manual
— Working through a blight study and seeing what qualifies for blight
— Looking through an actual redevelopment contract and seeing what qualifies for TIF reimbursement
— Understanding the cash flow of a redevelopment bond
— Reviewing documentation of TIF reimbursement
— Understanding the financing on the taxing entities
— Potentially reviewing the state report on TIF
— Reviewing all outstanding redevelopment contracts
— Talking about “winner and loser” TIF projects
including those that were extremely successful vs
— Asking Columbus officials to present on their new development project
Not everyone in the committee is knowledgeable on TIF
and it will take a lot of resources and time to present guidelines to the city
“I would ask that everyone come into these meetings with an open mind and willingness to learn and look at projects and go through the process,” Weyhrich said
The committee decided to have a meeting every fourth Wednesday of the month
