Phone: 757-664-6510 — A police officer and another person were taken to the hospital after a crash at St according to a spokesperson for the Norfolk Police Department Police say their preliminary investigation shows that the driver of the other car failed to yield to the patrol car Chayce McDermott looked sharp in his first Triple-A start of the season and the Tides offense gave him 11 runs of support Even with a lineup that didn’t feature top prospects Coby Mayo (who was promoted to Baltimore) and Samuel Basallo (who had the day off) Norfolk took a 5-0 lead after the first five batters of the game The Tides added four runs in the fourth and two in the seventh to turn it into a laugher Leadoff man Dylan Beavers had a nice day with three hits It was a promising outing for a rehabbing Chayce McDermott A couple more starts like that and McDermott could be a candidate for the Orioles’ rotation But even more impressive was reliever Thaddeus Ward who’d been otherwise unremarkable this season until that outing Box score Eight of the nine Chesapeake batters had a hit in a well-balanced offensive attack Creed Willems and Jalen Vasquez each had two including a double for Willems and a dinger for Vasquez Silas Ardoin was 2-for-5 with a pair of RBIs starter Cohen Achen went 4.1 innings and held Hartford to one run and reliever Peter Van Loon worked 2.2 scoreless Box score and their attempt to claw their way back into the game came up just short whom the O’s claimed on waivers from Texas on April 28 made his organizational debut and it did not go well The lefty retired only two batters while walking two and allowing a hit Trey Gibson handled the bulk relief work and was impressive The only hit he allowed was a home run by former O’s prospect Mac Horvath who was part of the Zach Eflin trade last year Aron Estrada tried to be a spark plug in the leadoff spot with three hits and two steals but nobody behind him was able to drive him home Vance Honeycutt took an 0-for-4 with three strikeouts first baseman Aneudis Mordán went 3-for-4 and hit his first home run of the year Box score who have one of the lowest home run totals in the minors shockingly led off this game with back-to-back homers by center fielder Braylin Tavera and catcher Yasmil Bucce But the highlights ended there as Delmarva was outscored 10-3 for the rest of the game and committed a pair of errors that led to two unearned runs Starter Michael Caldon gave up three runs in three innings and reliever Bryan Bautista had a rough go of things allowing four runs in the fifth to squander a 4-3 Shorebirds lead Box score Thomas Milic continued his strong postseason form turning aside 24 of 27 shots in his sixth consecutive playoff start forced to kill off a penalty just 90 seconds into the game Norfolk’s forecheck was active throughout the opening ten minutes generating pressure but unable to break through as Lions goaltender Luke Cavallin turned away every shot he faced standing tall in the net as Trois-Rivières generated several high-quality chances from the slot The game remained scoreless deep into the period but continued penalty trouble for Norfolk eventually caught up with them Morgan Adams-Moisan capitalized on the power play to give the Lions a 1-0 lead Norfolk struck twice in just 11 seconds to seize momentum Hank Crone netted his first of the postseason on a one-time set up by Bryce Brodzinski Ryan Chyzowski unleashed a one-timer of his own to give the Admirals a 2-1 lead — a scoreline that held through the end of the first period Norfolk extended its lead to 3-1 early in the second period Brodzinski scored his second goal of the postseason with tensions rising as the game progressed With less than three minutes remaining in the period Chyzowski delivered a perfect pass to a streaking Brandon Osmundson marking the Admirals’ fourth power-play tally of the game The score held at 4-1 as the period came to a close with the Lions beginning to show signs of frustration the Lions trimmed the Admirals’ lead to two with a power-play goal from Anthony Beauregard denying any further chances as Norfolk worked to protect their lead Tyler Hylland made it a 4-3 game off a shot that beat Milic’s shoulder the Admirals held firm against any late pushes from Trois-Rivières ultimately securing a 4-3 victory to even the series at 1-1 You will receive mail Museum of Art in Norfolk used a grant from the Institute of Museum and Library Services to start fundraising to house its collection of nearly 10,000 works on paper The Goode Works on Paper Center, established in 2022 and now open, has state-of-the-art storage to preserve prints and photographs and a study room for visitors to view the collection so they can’t be out on view all the time,” explained Erik Neil “But we wanted to make them accessible to our public.” Preserving cultural artifacts and making them available “is one of the things that really drives us,” Neil said Chrysler shares this mission with museums and libraries nationwide an independent federal agency that provides funding for projects and initiatives However, the future of the IMLS — and the projects it supports — is uncertain, after it landed in the crosshairs of Elon Musk’s Department of Government Efficiency and an executive order issued by President Donald Trump in mid-March Congress established the IMLS to help people access the information ideas and stories contained in museums and libraries Thursday, a federal judge granted a temporary restraining order to block the Trump administration’s dismantling of the IMLS — days before a mass layoff was set to take effect on May 4 The IMLS awarded $9.7 million to institutions in Virginia last year including $32,000 to the Virginia Museum of Contemporary Art in Virginia Beach $650,000 to The Mariners’ Museum and Park in Newport News and roughly $1.4 million to Old Dominion University Neil said the Chrysler often turns to the IMLS for technical grants related to storage or preservation The grant for the works on paper preservation didn’t cover the cost of building the Goode Center, but it gave the project a seal of legitimacy that kicked off private fundraising for the remainder. The IMLS awarded $136,000 in 2019 and the Goode family donated $2.5 million While the Chrysler receives funding from a variety of sources Neil worries about the fate of smaller museums and libraries He said the IMLS is a “very noncontroversial " organization It was founded after Congress passed the Museum and Library Services Act in 1996 Congress appropriated about $300 million to the IMLS for 2025 “It is one of the most efficiently run places you can imagine,” Neil said And I think we multiplied the benefits to our community.” Get local news every weekday in your inbox Sign-up here. A native of nearby Newport News, a legend at Virginia Tech and a game-changing quarterback in the NFL the Spartans’ new leader is also a first-time head coach The spring game was his head coaching debut “It is a weight off my shoulders just to get through the spring getting to understand what it takes to get to this point “Just putting my coach’s hat on each and every day.” The Spartans, who play in the MEAC with fellow HBCUs South Carolina State and North Carolina Central, have had a rough go in recent years. After a winning record in Dawson Odums’ debut season in 2021, Norfolk State has won just nine games since. The school parted ways with Odums last November and hired Vick less than a month later to great fanfare 1 pick is best known for his time with the Falcons and Eagles though his dynamic NFL career was thrown off course by his involvement in a dogfighting ring Vick served time in federal prison and was suspended by the league spending almost three years away from football His coaching experience is limited to an offensive coordinator stint with the AAF’s Atlanta Legends in 2017 Virginia native Michael Vick just wrapped his first spring as head coach of the Norfolk State Spartans The Spartans play the Hornets on the road in November There hasn’t been any issue attracting talent to Hampton Roads Former South Florida quarterback Israel “Izzy” Carter headlines Norfolk State’s sizable transfer portal class Fans in attendance at the spring game sporting Vick jerseys might have gotten déjà vu watching Carter dice up the Spartans’ defense while wearing that same No Carter flashed his dual-threat abilities on a few runs and he hit wide receiver Kam’Ryn Thomas deep downfield for a big gain “I appreciate coach Vick for allowing me to wear his number,” Carter said “He made this number very legendary from what he did at the Falcons Carter lauded his teammates — specifically the offensive line — for their performance and said Norfolk State’s offense has the potential to be “very very explosive.” He commended the crowd as well and said he heard from his returning teammates that the 2024 spring game had much less fanfare This is all part of what Carter called “the coach Vick experience.” That means a boost in fan interest and media coverage, evidenced by stars like Iverson and Taylor showing up at the spring game and the production of a BET docuseries centered around Vick’s time at Norfolk State it’s not happening like this,” defensive back Kahleef Jimmison said Vick’s presence also puts more pressure on the Spartans in 2025 and beyond “Very pleased that I’ve been challenged up to this point,” Vick said “And it’s only gonna get magnified I won’t say there’s anxiety there but I learned from lining up behind the center that being anxious and anxiety is good.” and with one unofficial game as head coach under his belt Vick is looking forward to his true debut in front of a home crowd to kick off the fall He said the spring game was much more polished than the rest of spring practice but there’s always room for improvement “I’m gonna always be my toughest critic,” Vick said I see one or two things I could have done differently I expect to make a mistake and learn from it and not make the same mistake twice like I asked the young men to do in our locker room.” Michael Vick finished third in Heisman Trophy voting in 1999 when he led Virginia Tech to an 11-1 record In an interview with WAVY-TV 10 Vick — someone who benefited from a second chance — shared his policy on punishment “I always tell them: You can make a mistake,” Vick said “Just don’t make it twice.” Vick’s experience as a player gives him a unique perspective as a coach Jimmison described him as a “player’s coach,” which makes sense given Vick’s depth of experience on the gridiron and limited time on the sidelines in his career He’s no stranger to being the face of a franchise, and this latest act presents its own challenges and opportunities. The company that owned the railcar that caused the devastating East Palestine train derailment in 2023 won’t have to help pay for the $600 million settlement Norfolk Southern agreed to with residents An Ohio jury decided Wednesday that GATX isn’t liable for the settlement even though the failure of a bearing on its railcar carrying plastic pellets caused the pileup on Feb GATX has maintained Norfolk Southern operated and inspected the train and all the cars and was responsible for delivering the cargo safely which affirms what we have known for some time: Norfolk Southern alone is years earlier by standing parked in the middle of floodwaters from Hurricane Harvey the railroad should have spotted the problem and repaired it Australian prime minister surprised after external territories – including tiny Norfolk Island and remote islands home to penguins – targeted by US president A group of barren, uninhabited volcanic islands near Antarctica, covered in glaciers and home to penguins, has been swept up in Donald Trump’s trade war, as the US president hit them with a 10% tariff on goods. Heard Island and McDonald Islands, which form an external territory of Australia, are among the remotest places on Earth, accessible only via a two-week boat voyage from Perth on Australia’s west coast. They are completely uninhabited, with the last visit from people believed to be nearly 10 years ago. Nevertheless, Heard and McDonald islands featured in a list released by the White House of “countries” that would have new trade tariffs imposed. The Australian prime minister, Anthony Albanese, said on Thursday: “Nowhere on Earth is safe.” Read moreHeard Island and McDonald Islands are among several “external territories” of Australia listed separately in the tariff list to Australia which will see a 10% tariff imposed on its goods Norfolk Island, which has a population of 2,188 people and lies 1,600km (1,000 miles) north-east of Sydney, was slugged with a tariff of 29% – 19 percentage points higher than the rest of Australia. In 2023, Norfolk Island exported US$655,000 (A$1.04m) worth of goods to the US, with its main export being US$413,000 (A$658,000) worth of leather footwear, according to Observatory of Economic Complexity data. But George Plant, the administrator of Norfolk Island, disputed the data. He told the Guardian: “There are no known exports from Norfolk Island to the United States and no tariffs or known non-tariff trade barriers on goods coming to Norfolk Island.” Albanese said on Thursday: “Norfolk Island has got a 29% tariff. I’m not quite sure that Norfolk Island, with respect to it, is a trade competitor with the giant economy of the United States, but that just shows and exemplifies the fact that nowhere on Earth is safe from this.” The export figures from Heard Island and McDonald Islands are even more perplexing. The territory does have a fishery but no buildings or human habitation whatsoever. Despite this, according to export data from the World Bank, the US imported US$1.4m (A$2.23m) of products from Heard Island and McDonald Islands in 2022, nearly all of which was “machinery and electrical” imports. It was not immediately clear what those goods were. In the five years prior, imports from Heard Island and McDonald Islands ranged from US$15,000 (A$24,000) to US$325,000 (A$518,000) per year. The White House, the Australian Department of Foreign Affairs and Trade and the Australian Antarctic Division were contacted for comment. I've had a few calls from the community and we really cannot understand it," he said. The island did export bananas and bean seeds in the 1930s but Mr Plant said it relied mostly on tourism "Our business is tourism, we don't really export anything to the US," he told ABC Radio Melbourne. "We're a non-self-governing territory under the authority of Australia, so we operate exactly as the rest of the country. Mr Plant says Norfolk islanders have been left confused and bemused by the Trump tariffs. (Supplied: Department of Infrastructure, Transport, Regional Development, Communications and the Arts) Prime Minister Anthony Albanese could barely hide his shock at the island's inclusion. "I'm not quite sure Norfolk Island, with respect to it, is a trade competitor with the giant economy of the US, but that just exemplifies that nowhere on earth is exempt from this," he told reporters on Thursday. Trade Minister Don Farrell also viewed the islands' involvement as "clearly a mistake". "Poor old penguins, I don't know what they did to Trump, but, look, I think it's an indication, to be honest with you, that this was a rushed process," he told the ABC. Other islanders have pointed out that Norfolk Island does export palm seeds and this may affect part of the local economy. Local resident Brett Sanderson says the tariffs will "certainly" affect some families on the island, though he notes that palm seeds are not a huge export. He said when he first heard of the tariffs, he originally had to double-check the date to make sure it wasn't an April Fool's prank. "I think the problem is [the US has] a president that doesn't understand how and why tariffs work," Mr Sanderson says This article contains content that is no longer available. Lawyer and resident John Brown says he understands the export market of palm seeds is mostly isolated to Europe. There have also been claims, unable to be verified by the ABC, that the island has a large leather footwear market. Mr Brown believes, in both cases, this may be an error in the US's data recording. "When you look at things like shoes and leather and so on, they're simply not made here," he told ABC's Luke Radford. "The only likely explanation for that is that there are returns of defective goods which might have come in the first place from the US. While residents of Norfolk Island vote in the Australian election and are subject to Australian laws, it has not always been this way. The island's self-determination has been heavily contested over the years. The island's push to regain its own government has been a big issue over the past years (ABC News: Nick Grimm) In 1979, the Norfolk Island Act was passed, giving the island limited autonomy. But by 2010, the island surrendered its self-governance in return for a Commonwealth bailout following the global financial crisis. In 2015, Canberra abolished the Legislative Assembly despite a non-binding referendum where 58 per cent of islanders voted to keep self-rule. The assembly was replaced by a council — which was later also dismissed under the LNP government in 2021 due to major financial issues. Now, the island is part of the ACT federal electorate of Bean, while Queensland looks after services such as education and health. With no elected council or state member of parliament, and a federal MP 1,000 kilometres away, residents on this island say they are facing a democratic deficit. Mr Sanderson, who is also a member of the Norfolk Island People for Democracy movement, sees it as a "colonial" model of government where the lives of residents are determined by public servants in Canberra. "There is a huge democratic deficit because of this broken model that was imposed," he said. And while Trump's blanket tariffs were "insanity", he hopes they do more to shed light on the island and its push to regain self-government. "I hope it puts a spotlight on the Norfolk issue because it's very hard for Australians to understand," Mr Sanderson added. The Department of Foreign Affairs and Trade has been contacted for comment. of origin and the address of the shipper as Timberland Timberland’s corporate office address is listed as 200 Domain Drive A spokesperson for Timberland shoes said: “We are in a quiet period and have no comment.” Other bills of lading that appear to have erroneously listed Norfolk Island as the country of origin include several from an aquarium and fountain company which sent shipments from Norfolk in the UK to the US and steel equipment sent from Novum Structures in Norfolk Novum Structure’s address is listed on one bill of lading as 14 Hopper Way, Diss Business Park The Guardian is not alleging that any of the companies are responsible for the errors in the paperwork The US Census Bureau, the agency responsible for collating US trade statistics, acknowledges in its guide to trade statistics that such reporting errors can occur and can “significantly impact detailed commodity statistics” The shipping databases that the Guardian used to check bill of lading information appear to rely on documents released by US customs under freedom of information requests so it is not clear when in the process errors were made – during the exporting and shipping process or during the data collection process The errors in the shipping records appear to have flowed through to US census and trade data used as the basis for calculating tariffs Farrell told the ABC on Friday that the US’s 29% tariff imposed on Norfolk Island was “clearly a mistake” as Norfolk Island was part of Australia and so should be subject to the same tariff as the rest of the country He said the Australian government would raise the issue with the US administration “It’s an indication that this was a rushed process,” he said “The trade system that America has until yesterday been working on had been built up since the second world war the American president has upended that process So I think it was inevitable that mistakes would be made and particularly including Norfolk Island as [a] 29% tariff.” Journalists and economists have figured out the method used by the Trump administration to calculate the tariffs placed on other countries and territories It is a simple formula which produces a tariff percentage based on the country’s trade deficit with the US in 2024 The Guardian has confirmed that this formula produces the 29% figure using US trade data for Norfolk Island Heard Island and McDonald Islands – an uninhabited group of islands covered in glaciers near Antarctica, which is also an “external territory” of Australia – was also named in the White House’s list of “countries” hit by tariffs The territory does have a fishery but no buildings or human habitation according to export data from the World Bank the US imported US$1.4m (A$2.23m) of products from Heard Island and McDonald Islands in 2022 nearly all of which was “machinery and electrical” imports The Guardian has identified multiple bills of lading that suggest exports originated from the remote islands but are largely steel or plastic imports from Europe to the US The paperwork lists the shipper’s address as being in the Heard Island and McDonald Islands rather than Germany or Austria relates to parts for a PET recycling plant shipped from Starlinger Co in Vienna to Oakland California which lists the address of Starlinger as being in “Vienna director of research at the United States Studies Centre at the University of Sydney said of the rushed development of the tariff policy: “It doesn’t surprise me that because of the lack of conventional interagency thinking on this that there were some errors that were not caught then you’re going to get the wrong data out if there are errors in the shipping records they’re ultimately humans and these things happen The trade data issue may also be responsible for other remote areas being targeted with tariffs. The Arctic island of Jan Mayen and the Svalbard archipelago were hit with a 10% trade tariff – again despite local reporting suggesting few people lived there and there was very little in the way of exports Other territories appear to be in a similar situation with bills of lading for shipments from Indian suppliers being mislabelled as coming from “British Indian Ocean Territory” a remote external territory of the UK with few inhabitants a territory of New Zealand in the southern Pacific Ocean and again some shipments have been mislabelled as the suppliers originating from the island meeting The committee formed to examine the use of tax increment financing in Norfolk met for the first time this week with a shared goal of educating the public and city officials on TIF The committee was formed to create a recommended guideline to approve future TIF projects The committee members plan to do this through interacting with other cities to see how they deal with TIF Norfolk Mayor Shane Clausen thanked everyone for signing up to be part of this committee a lot of questions had been raised about TIF and he wanted to find a group with a variety of opinions to address those questions is developing a process that a community can believe in,” Clausen said “Sometimes you may not agree with the outcome you can sometimes be OK with the final situation.” Clausen said he hopes the committee will find a way to find a guideline that helps Norfolk continue to grow and thrive asked the committee members to discuss their perceptions of TIF as well as their expectations for the committee said he would support a project so long as it benefits the community “I just want to see Norfolk grow,” Steiner said said it could be a good economic tool and that she hopes the committee could help keep it going in that direction “But I want it to be in the most fair manner as we can make it,” Lindsay said John Sehi said he had worked with TIF in the past and thinks it is a great tool that can work in most cases is to basically develop some guidelines that will assist the council and the city in making good decisions,” Sehi said we can help educate the community on when and how it works and when it’s appropriate.” Jan Einspahr said she is a retired attorney who helped work up the first projects brought to Norfolk Her family also used TIF to construct housing projects in Meadow Ridge She said the goal is to educate the public breaking down how TIF works in a way that eliminates any negative perceptions “If they don’t understand or try to read it (the statutes) they would think there's something fishy going on here,” Einspahr said “but it’s an opportunity for this community to utilize funds outside of the community to help with the development of the community.” who is retired from the Norfolk Public Schools district and the community needs to know about that process He added that people don’t like being “left out in the dark.” He wants to continue using TIF because it helps Norfolk grow but that there needs to be a balance on how the city uses TIF and how those projects affect local property taxpayers “I’m sure it’s not as bad as people would think it is we’re going to have to come up with some process,” Waite said some process and some form that those wanting to use TIF can complete.” McKenzie said TIF has been heavily used in Norfolk maybe without fully understanding how it works and the cost of the community He wants to help educate the public on TIF and the cost to the community and the state regarding the use of TIF That includes learning how TIF has been used in other states learning about other development options and understanding the housing needs of the community McKenzie said the overarching goal is to ensure that the use of TIF is open in a fully transparent manner and to form guidelines that show the benefits to the community “TIF should not be used to enrich a private person or a private company,” McKenzie said “It should only be used for true public benefits.” said there needs to be a better understanding of the processes for TIF already in place “I hope we protect the ability to use TIF when warranted to keep the continuation of Norfolk in a growth cycle and a better understanding both from our group and also with the public on how it works,” Weyhrich said Steve Sehi said that he wants TIF to be used in the right way Clint Schukei said his understanding is that if someone has asked for TIF He has concerns with how long it takes TIF projects to repay the money He also has concerns with the idea of city officials meeting with developers before their idea is presented to the public “Just because you can get by with something doesn't mean that you should,” Schukei said He also pointed to examples of what he considered good TIF developments such as the aforementioned Meadow Ridge location and Hy-Vee East Scott Williams said something he hears is that taxes aren’t paid while that land is being developed “I don’t think any developer in this room in this community or the state is going to go into a project that isn't going to have a financial gain,” Williams said He said it's important for people to come and educate everyone Williams said it’s also important not to stall any current development project and to create a guideline to recommend to the city council Phillip Cox said the goal is to educate the public on TIF “But it's the same way in residential areas; we just have to educate people.” Schukei briefly went over the Nebraska Community Development Law went over information regarding blighted land showing where people can find land currently blighted and see what land is available for TIF development She also went through the process of blight and TIF review McKenzie gave an outline of what to expect in further discussions for the TIF committee: — Reviewing the League of Nebraska Municipalities manual — Working through a blight study and seeing what qualifies for blight — Looking through an actual redevelopment contract and seeing what qualifies for TIF reimbursement — Understanding the cash flow of a redevelopment bond — Reviewing documentation of TIF reimbursement — Understanding the financing on the taxing entities — Potentially reviewing the state report on TIF — Reviewing all outstanding redevelopment contracts — Talking about “winner and loser” TIF projects including those that were extremely successful vs — Asking Columbus officials to present on their new development project Not everyone in the committee is knowledgeable on TIF and it will take a lot of resources and time to present guidelines to the city “I would ask that everyone come into these meetings with an open mind and willingness to learn and look at projects and go through the process,” Weyhrich said The committee decided to have a meeting every fourth Wednesday of the month Teams from across Northeast and North Central Nebraska traveled to Norfolk to compete in
