Plans have been submitted to the City of Spokane to refurbish the Jefferson and Norman buildings
Some 40 units of housing and four commercial spaces are planned to revive the former hotel as part of a $5.5 million project
At the southeast corner of 1st Avenue and Jefferson Street
the two buildings are across the street from the Parsons Apartment building and a block east of Brick West Brewing
according to Spokane County property records
the buildings were once a modern hotel with private telephones in each room and was touted as being “Spokane’s exclusive family hotel,” according to the Spokane County Historic Preservation Office
The hotel was also operated as low-income housing before it was vacated
The properties were jointly sold in November for $1.1 million to Chris Batten
owner of Spokane-based real estate company
Batten is planning to renovate the basement of the conjoined buildings to include bike storage for its residents
The street-level floor will be divided into four commercial spaces and the upper floor will be apartment units
Both the upper floors will house 20 units consisting of two studios
Spokane-based Olson Projects designed the project
Spokane Addiction Recovery Center has been operating at its lower South Hill location for decades and now plans have been submitted to the city of Spokane to update their campus
Located at the northwest corner of 6th Avenue and Walnut Street
the project is estimated to cost $8 million
operates in two buildings that are roughly 70 years old
Plans show Addiction Recovery officials will have crews demolish the two structures and replace them with a new building
The new building is planned to be larger than the two previous buildings
The work will also include 20-paved parking spaces

A former Norman Public Schools teacher whose license was revoked by the Oklahoma State Board of Education is asking an Oklahoma County judge to reverse the board’s order
The state board revoked Summer Boismier’s license in August at the behest of state schools Superintendent Ryan Walters
who serves as the board’s chair by nature of his elected position
Boismier came to prominence in 2022 after she covered the bookshelves in her classroom with red butcher paper in protest of House Bill 1775
an Oklahoma law that prohibits schools from covering certain concepts on race and gender
She added a sign to the covered bookshelves in her classroom that read
“Books the state doesn’t want you to read,” and posted a QR code to the Brooklyn Public Library
which gave students online access to a wide variety of books
including many questioned by school authorities
Walters accused Boismier of attempting to indoctrinate students with a “liberal political agenda” and called for her teaching license to be permanently revoked
Although Boismier did not endorse any particular book
who was the state's education secretary at the time
said some of the books in the library catalog contained explicit sexual content and racist concepts
Boismier petitioned the court in October 2024 to reverse the state board’s decision to revoke her license
which came despite an administrative law judge’s finding that Boismier had broken no law
Attorneys for the board never responded to Boismier’s petition
there were no other filings in the case until April 24
when she asked District Judge Richard Ogden for a ruling in her favor
citing the lack of response by the state board
“Respondent has defaulted by failing to respond
or provide a record as required by statute,” wrote Boismier’s attorney
Henderson noted that one of the rules for Oklahoma district courts “requires that all defendants and others joined as parties must file and serve their responsive pleading or entry of appearance within 20 days after being served with notice of an action.”
it had been 150 days since the board had been served with the petition
Court records show no attorney representing the board has made an appearance in the case
the board was represented by a contracted attorney
The board’s attorney now is Chad Kutmas of the Tulsa-based law firm Norman Wohlgemuth
Kutmas didn’t immediately respond to an email message
During an administrative hearing in June 2023 about Boismier’s license
an assistant attorney general ruled the state Department of Education had “failed to prove” Boismier had violated any state law
But at Walters’ behest, the state Board of Education nonetheless suspended her license on June 28
formally rejecting the assistant attorney general’s findings and ordering Nicklas – who was not present for the June 2023 hearing – “to prepare findings of fact and conclusions of law based exclusively on evidence presented during the course of the hearing or previously filed briefs of the testimony of witnesses taken under oath that reflect a decision to revoke the teacher certificate“ of Boismier
The board ultimately voted 6-0 to revoke Boismier's Oklahoma teaching license. In the revocation order
the board said Boismier violated three conduct rules requiring teachers to meet certain professional performance and conduct standards and to “protect the student from conditions harmful to learning or to health and safety.”
Boismier listed five reasons she believes the revocation order should be overturned — that it violates multiple constitutional provisions concerning free speech and due process
that it “is in excess of the statutory authority of the agency,” that it was made “upon unlawful procedure,” that it “is clearly erroneous in view of the evidence and record” and that it is arbitrary and capricious
Boismier resigned from Norman High School in August 2022 and now lives in New York
Separately from the case in Oklahoma County, Boismier also sued Walters in federal court for defamation. Last month, U.S. District Judge Bernard Jones granted Walters summary judgment in that case
Jones ruled Boismier’s actions in protesting HB 1775 “rendered her a ‘limited-purpose’ public figure.” Jones wrote that Boismier did not demonstrate that a false statement Walters made about her being fired from her teaching job was made with “actual malice,” a standard for defamation

Assistant Chief Chad Roney said the Norman Fire Department was spread thin
Roney said it got to a point where they could only send one unit per call to gauge if more were needed
“We just kept getting call after call,” Roney said

Pyle said the decision wasn’t technically a hiring freeze
but the city must be “strategic” about hiring timing with its available funds
City budget manager Kim Coffman told OU Daily on April 16 that the city doesn’t have the money for the recommendations
sales and use tax accounts for 63.8% of the city’s general fund budget
and sales tax revenue is not projected to increase this year
The city's largest expenditure is the police department
“We don’t really have the means to expand either personnel-wise or facility-wise at this point,” Coffman said
city finance director Anthony Francisco wrote that Oklahoma is the only state in the U.S
with a constitutional provision against using property taxes for public funds
Norman already has a public safety sales tax
which was temporarily approved by a public vote in 2008 and made permanent by a public vote in 2014
The city has two other dedicated sales taxes: the Norman Forward sales tax and the public transit sales tax
To fund the police and fire recommendations
Coffman said the city could increase the public safety sales tax or initiate a bond project
The fire department study recommended adding 121 new personnel and building three new stations in the next 10 years
It also recommended replacing four stations and renovating others within the next 10 years
the new fire stations are intended to address underserved areas that currently have higher emergency response times
Station 12 is proposed to be built at 108th Avenue and Franklin Road
less than a mile away from where significant structures were lost in the March wildfires
“I personally believe we would have prevented any loss of people’s homes if we would have had those extra apparatus on that day
but we just don’t have those yet,” Roney said
Roney said the personnel increases are also critical because having more personnel drastically increases their capabilities and response time
specifically in ladder and rescue operations
there is only adequate staff for each fire unit to be manned by one firefighter
Roney helped work on the study and said he believes in its findings
but he understands that there isn’t enough funding to implement them
He hopes there will be a way to secure funding in the next few years without overloading Norman residents with taxes
we don’t want to place a larger burden on the citizens
we also need the support in whatever way that comes to be able to adequately provide the fire service that they expect from being a citizen of Norman,” Roney said
Roney said he estimates this is the sixth year the fire department has submitted a budget request for a 10th station
station 10 was the priority based on the study’s recommendation
but there is currently no allocation for station 10
While implementing these recommendations would be an advantage
Roney said the fire department continues to work to improve their response regardless
In 2020, the department earned a Class 1 Public Protection Classification rating from the Insurance Services Office
a system that measures fire department’s response times
A rating of one is the highest rating a department can achieve
A large factor in that isn’t personnel numbers but the sheer volume of water the fire department is able to get to a scene — at least 12,000 gallons in their initial dispatch to the scene
Roney said the study’s findings show how great their needs are
and having this additional support would improve firefighters’ well being
“We don’t ever want people to lose property and definitely don’t want to ever lose lives,” Roney said
“In order for us to be able to provide that and to minimize the emotional
we need these personnel to keep that extra stress down.”
The police department study recommended personnel increases
totaling 16 sworn positions and five civilian positions over the next 10 years
The study also recommends assessing facility needs and addressing technology needs

and NPD will continue to review and prioritize them
“This plan will continue to serve as the foundation for our long-term public safety plan looking to areas of further growth and opportunity,” Schettler wrote
particularly those related to staffing or infrastructure
Ward 8 Councilmember Scott Dixon said the study serves as a roadmap
but fully implementing it would cost millions
He estimates it will be a “decades-long” process
The police and fire chiefs are currently deciding what their priorities are
and Dixon said the greatest needs are in the fire department
Council could pass a bond to fund building a new station or two
but Dixon said bonds cannot fund operations
Council hasn’t discussed a bond package to include a fire station
but Dixon said it’s a possible step in implementing the study’s recommendations
When OU Daily spoke to Coffman on April 16
she said there hadn’t been any “concrete” discussions about implementing the study’s recommendations
According to Tiffany Vrska, Norman’s chief communications officer, city council will progress toward their goals while ensuring city spending doesn’t exceed revenue. Discussion about the study’s findings will continue at Public Safety Oversight Committee meetings
The city will hold the second of two public hearings about the new budget on May 27
and council will see the budget in a vote on June 10

Did you know that when you rent an apartment in New Hampshire
the tenants are under no obligation to actually leave the apartment
the end date on a contract to lease only applies to housing providers and does not apply to the tenants
HB 60 would reverse this judge-made law that has created confusion and unfair outcomes for decades now
not just because it sets contract law right again
Imagine a scenario where a tenant was dealing drugs out of an apartment
but if there is no proof of these illicit activities
and neighboring tenants will not testify for fear of retaliation
then there is no proof to substantiate a cause for eviction
This drug-dealing tenant is free to remain in the unit for as long as they want
The property owner would have no way of removing them from the property unless they could prove that illegal activities were taking place
a difficult task for a law enforcement official
and even more unfair to the neighboring tenants who are placed in harm’s way
the end date of the lease would be cause for ending their tenancy
The main argument of the opponents of this bill is that this is a tool for housing providers to evict good tenants for no reason whatsoever
Why would a housing provider want to evict a good tenant
We want as many good tenants as we can get
We own property to earn a living by renting them out to good tenants and to provide safe housing
If we have a tenant who pays on time and doesn’t cause a disturbance
It would make no business sense to force them to move
Opponents of this bill have made several other arguments against HB 60 that equally do not hold up
opponents have pointed to the fact that an eviction looks bad on someone’s record when they seek new housing
what this argument ignores is that when a lease is up
They are free to sign a new lease if one is offered or move out
Eviction would only occur if the tenant was not offered a new lease and persisted in not moving out despite having no legal right to be there
good tenants will not have eviction records because their housing provider will want them to stay long term
opponents have suggested that housing providers will use this as an excuse not to fix things such as broken heat or hot water
there are volumes of rules and regulations that housing providers must abide by to keep their rentals up to code
Tenants’ recourse will not change because of this bill
There is also a long-standing section of law prohibiting retaliatory evictions
in this housing market a housing provider would not take a chance on prospective tenants who are not well qualified on paper because present law can lock the housing provider into a never-ending lease
By HB60 making the end of a lease actually the end of a lease
housing providers will be more likely to offer those chances for housing
We are in a housing crunch that is consuming much of the time of the New Hampshire legislature this year
HB 60 is a simple pro-housing bill that rectifies a judicial overreach from years ago
HB 60 will not cause a wave of good tenants being evicted
But what it will do is put housing providers and tenants on equal footing when it comes to contracting
and will allow housing providers to take chances on prospective tenants that do not seem great on paper
housing providers don’t want to evict good tenants
HB 60 is not a pro-housing provider or anti-tenant bill
It is about providing equal footing in contracting and creating safe housing for Granite Staters

NORMAN. – New details have emerged in the investigation surrounding the death of 76-year-old Larry D. Fox on January 30th, leading to the arrest of his 28-year-old son, Robert Walter Dean Fox, of Norman. Robert Fox was booked into the Jackson County Jail on April 17th on a murder charge.
According to a probable cause affidavit, the investigation conducted by Detective Jesse Hutchinson of the Jackson County Sheriff’s Department revealed a potential motive related to inheritance. Larry Fox and his wife reportedly owned approximately 700 acres of real estate. Weeks before the murder, Larry Fox allegedly told his son that he intended to reduce Robert’s share of the family land inheritance due to Robert’s perceived lack of work ethic.
Detective Hutchinson detailed in the affidavit an interview conducted on February 20th with an individual who knew the location of the murder weapon: a black Stevens model 230 pump-action 12-gauge shotgun. This witness told police he met with Robert Fox on the night of Larry’s murder, though he was not initially told the reason.
The witness recounted that Robert Fox abruptly stopped their vehicle on the road, exited, and shot the windshield of his Dodge Durango. Afterward, Fox allegedly threw the shotgun at the witness and instructed him to dispose of it in a lake or pond.
The investigation began on the evening of January 30th after Robert Fox’s wife called 911 to report her husband had been shot and located him in a barn in the 11000 block of West County Road 325 North. First responders found Larry Fox deceased at the scene.
A search warrant led investigators to discover an AR-style rifle, 9 mm shell casings, blood, cellphones, a flashlight, eyeglasses, a ball cap, and red 12-gauge spent shotgun shells at the location where Robert Fox claimed he was when the initial gunshots occurred.
In an interview, Robert Fox told detectives he had called his father because of suspected trespassers near the barn. However, records from Larry Fox’s phone indicated three calls between him and his son prior to the incident, the last lasting approximately one minute and 39 seconds and ending at 8:44 p.m.
An autopsy revealed Larry Fox had a bruise on his back consistent with being struck by shotgun pellets at high velocity. Damage to Larry’s jacket also matched penetration by buckshot from a shotgun containing white binding material. A firearms examiner determined the close-range pattern of the shotgun wounds contradicted Robert Fox’s claim of being over 30 feet away when the fatal shot was fired.
Robert Fox is being held in the Jackson County Jail without bond on a charge of murder. He is scheduled for a pretrial conference in Jackson County Circuit Court on June 5 at 11:30 a.m. A jury trial is scheduled for October 7 at 8:30 a.m. with Judge Richard W. Poynter presiding.

It is with heavy hearts that we announce the passing of Norman "Norm" Methot
who left this world peacefully on April 19th surrounded by his loving family
Known for his kind heart and outgoing personality
traveling and spending time with family and friends at Totem Pole Park in Ossipee
At the heart of Norm’s life was his unwavering love for his wife
with whom he shared 50 beautiful years of marriage
Their love was a partnership rooted in deep respect
and shared dreams - a bond that served as a shining example to their family and all who knew them
Norman was endlessly proud of his children
and offered guidance with a gentle hand and a loving heart
His pride in their accomplishments was matched only by the joy he found in being their dad
But perhaps the role that brought him the most delight was that of 'Grampy'
His grandchildren were the light of his life
and he doted on them with boundless affection
From playing games to silly jokes to warm hugs
he made sure each moment with them was filled with love and laughter
He will be deeply missed by all who were fortunate enough to know him
but his spirit lives on in the countless lives he touched

Norman Eugene Steadman was born on May 13th
1935 to Elmer Elwood Steadman and Lottie Parry Steadman in West Jordan
as he was affectionately known by many of his children and grandchildren
His love for the outdoors brought him on many fishing
including a cross-country trip with his wife Donna on his Yamaha to visit his new grandson in Milwaukee
This was only one of his many trips filled with adventure
He enjoyed the companionship of wonderful friends and family who loved him dearly through these many adventures
Norm was always eager to be of service whether it took him to far away cities
to a family member or neighbor’s garage to work on their car
or motorcycle re-build was never unanswered and thoughtfully and swiftly completed by this amazing man
you could find him up in an apricot tree trimming its overgrown branches or fixing the sprinkling system on a neighbor’s yard
Age never kept him from serving others with a smile
and it always ended with a hug and kiss when he was done
There are no words to describe this quiet man with a great big heart who loved everyone unconditionally and was loved by all who knew him
He was master at the grill no matter how many were gathered
After every meal you would find him at the sink washing the dishes whether at home
(which was akin to the feeding of the five-thousand)
There was always a grandchild or great- grandchild on his lap or at his feet
and an adult child begging for his advice or in need of his skills
He truly embodied humility and kindness and will be greatly missed
Norman served proudly in the United States Navy from 1949 to 1951
He was an active member of the Church of Jesus Christ of Latter-day Saints and was joyfully sealed to his loving parents in the Salt Lake Temple in 1981
He is preceded in death by his parents Elmer and Lotty Steadman

He has one living sister Colleen Graham (Ron)

NORMAN – The sixth-seeded Oklahoma women's tennis team will make its 16th NCAA Tournament appearance Friday
hosting Denver in the first round of the Norman Regional at the Headington Family Tennis Center
First serve against the Pioneers is scheduled for 2 p.m. CT. Cracked Racquets will provide live CrossCourt Cast coverage on YouTube, with individual court streams available via PlaySight. Fans can also follow along with live stats
The other first-round matchup will feature Oklahoma State and Tulsa
The winners of Friday's matches will meet in the second round Saturday at 2 p.m.
with the winner advancing to the super regionals next weekend
Tickets are on sale for the two-day regional. Daily general admission is $5, and University of Oklahoma students receive free admission with a valid student ID. Admission is also free for the first 200 OU fans. Tickets can be purchased online

on five counts of lewd and lascivious behavior – molesting a child under 12 years old
Detectives say the alleged abuse happened last year while Riemer was alone with the girls at his Lake Worth home
County records show he lives there with his wife

His father was a frugal businessman in the depths of the Great Depression
managing the Pleasant Grove Canning Company’s operations
Clifford was elected Utah County Auditor and was greatly admired by Norman
the youngest of three brothers (the elder ones being Gordon and Kenneth Wright)
Norman worked in the Pleasant Grove cannery
and other high-quality produce that was sold throughout the West
He had vivid memories of cleaning the large kettles and watching men work the conveyor belts — men his father chose from desperate crowds of the unemployed during the hardest times
He delivered the Deseret News to 120 customers daily at one point
won a trip to the Golden Gate International Exposition (World’s Fair) in San Francisco in 1939
He was devastated by the death of his father the previous year
but he persevered with the help of other adult role models
finishing his preparatory schooling with honors and graduating from high school with $900 in the bank
Norman’s brothers joined the military; he continued his studies in junior high and at Pleasant Grove High School
He was on the tennis team and served as drum major of the band
He graduated as valedictorian in 1943 and subsequently enlisted in the U.S
where he was trained as a high-speed Morse code radio operator
He was about to be shipped out for combat in Europe when the war there ended and the Army turned his unit toward the Pacific Theater
He would receive amphibious training in northern California in preparation for an attack on Japan’s home islands
he was called as a missionary to the Northwestern States Mission of the Church of Jesus Christ of Latter-day Saints
he encountered the family of a particular young girl who

where he graduated with a BS in mathematics from Brigham Young University in 1951
He and a few other graduates were then recruited by the General Electric company to work in support of the Hanford nuclear reactor facility near Richland — part of the Manhattan Project — on the banks of the Columbia River
Norman was assigned to a department that would develop applications for some of the world’s first electronic computers — an assignment that would define the arc of the rest of his life
But first things first: He spent a lot of time in the home of the stake patriarch and noticed the young woman
She set her sights on the outgoing young man from Pleasant Grove and won his heart with the help of a loaf of bread that she had baked for him
and he eventually proposed marriage — in the stake president’s office
They were married in the Salt Lake Temple of the LDS Church on April 22
During this time Norman served as an early morning seminary teacher
as stake clerk and in other church callings
He loved teaching about the Book of Mormon
which he had begun to study in depth while in the Army
He also served as a member of his ward’s bishopric for three years before moving back to Utah at the invitation of BYU in 1963
The school sought him out because of his computer experience at G.E
Norman’s first task at BYU was to assist with the development of a computerized course registration system for students
he was invited to join the faculty and taught programming languages and systems analysis for nearly three decades until his retirement in 1993
He taught tens of thousands of students and was one of the specialists who helped lay the foundation for the dominance of modern computing
At first there were large “mainframe” computers
but one day Norman brought home a strange-looking little tan box with a viewing screen that he said represented the future
His eyes twinkled as he predicted that there would be a computer in every home and on office desktops
His family expanded in the beautiful home he built on Oak Lane
Daughter Amy joined the family in 1965 and
Bryan Kelsey rounded out the tribe in 1969
Norman made a daily habit of walking briskly down the hill from home to his office
Everybody later thought this might explain his longevity
He had strength of heart both literally and figuratively
one could imagine that Norman counted the steps because of his interest in distance calculation
He was fascinated by the story of Mormon pioneers Orson Pratt and William Clayton
who worked up a wooden odometer with multiple gears that attached to a wagon box and was driven by the wagon’s wheel
That device was used by Mormon leaders to produce and sell an emigrant’s guide to the overland trail between Winter Quarters (Omaha
Remnants of a wooden gear device had appeared in the LDS Church’s museum on Temple Square in Salt Lake City and was thought to be the original pioneer odometer
Norman proved mathematically that this device was not the original
and he built his own model based primarily on the journal entries of Pratt and Clayton
he undertook an extensive study of odometers stretching back thousands of years
Some of the devices available in America’s early days
were fine brass instruments almost as refined as a clock
The odometer project was a source of pride for Norman
and he gave many lectures and published on the subject
including one talk given in 1997 on the Mormon Trail during the sesquicentennial celebration of the Mormons’ epic trek to Utah
Other studies included the English translation of the Bible (he was a member of the Tyndale Society
named for the famous translator who was burned at the stake); the history of numbers and calculation; and American history
Norman’s lifelong affiliation with the Boy Scouts of America gave him the opportunity to bless the lives of countless young men through his example and outdoor experience
backpacking trips and bicycle adventures with his Scouts included a trek from the North Rim of Grand Canyon to the South Rim and back again
and a multi-day bike excursion to Civil War sites in Virginia
He was beloved as a Scoutmaster for decades and was recognized with high honors
including the Silver Beaver award for his life of service
He loved to watch football games on TV virtually up until the week he died
He also accepted various callings as a temple worker over the years
He followed the footsteps of his great-grandfather when he hiked to the summit of Mount Timpanogos at age 84 with two of his sons
His later years were a testament to his faith and character as he gradually mellowed to become the most admirable of human beings
a gentleman defined by bright hope and happiness
He was truly a friend to all and loved by all who knew him
He wanted to live to be 100 and nearly got there
He is now reunited with his beloved “Bobbie” (1933-2023) and his forbears
He is survived by his seven children and their spouses/partners — Peggy Wright Slifka (Michael Slifka)
Amy Wright Ranahan (Mike Ranahan) and Bryan Wright (Maria Fernanda Luna) — as well as dozens of grandchildren and great-grandchildren

and an unwavering love for his family and the land he called home
Norman is preceded in death by his parents
Norman cultivated not only crops but also a passion for life on the farm that would sustain him throughout his years
deeply connected to the earth and its rhythms
and he took great pride in the work he did
Norman also enjoyed a successful career at Hobart
reflecting his strong work ethic and commitment to excellence
Norman honorably served his country in the United States Army during the Vietnam War
a chapter of his life that he approached with bravery and a sense of duty
His service instilled in him a deep appreciation for the freedoms we often take for granted
and he shared stories of camaraderie and perseverance that inspired all who met him
Those who knew Norman will remember him not only for his industrious spirit but also for his love of tractor engines-an obsession that brought him joy and an avenue to connect with others who shared his enthusiasm

– A Miami Gardens man surrendered himself at the city’s police station Monday to face four felony charges in connection with a deadly late-March crash
had alcohol and marijuana in his system when he struck and killed a cyclist on Miami Gardens Drive while driving at more than double the posted speed limit
They said he then walked away from the scene

According to an arrest report from the Miami Gardens Police Department
on March 30 near Northwest Seventh Avenue as the cyclist “attempted to cross the roadway from north to south.”
The victim ― whose name was not included in the report ― would later die at HCA Florida Aventura Hospital
Norman parked his damaged vehicle near Northwest Sixth Avenue and walked towards 182nd Terrace
The report states that police encountered Norman’s fiancée at the crash site after he called her and told her to come to the area
Police said Norman then came back to his vehicle
handed his fiancée his wallet and car keys and “immediately put his hands behind his back.”
A statement he allegedly made to police after doing so was redacted from the publicly-released MGPD arrest report
“had blood on his shirt and several scratches and cuts to his left forearm area.”
Police said Norman smelled of alcohol and his blood alcohol content would later test at 0.10%
They said data from Norman’s vehicle showed he was driving 91 mph one second before impact and 85 mph at the point of impact; the speed limit on Miami Gardens Drive is 40 mph
Investigators also said he was “never issued” a driver’s license
A Miami-Dade judge found probable cause Tuesday to charge Norman with one count of leaving the scene of a crash causing death
DUI manslaughter and driving without a license causing death
Records show he was ordered to be held without bond
