This is a response to a recent op-ed by North Miami Beach Mayor Michael Joseph
His piece contained numerous misstatements, which we are addressing here with facts backed by public records. Documentation is available upon request at [email protected]
The 25% surcharge is not used for water infrastructure
Mayor Joseph claims the 25% surcharge on customers outside North Miami Beach helps maintain water infrastructure
North Miami Beach’s own 2020 Revenue Bond disclosures say otherwise
“outside city surcharge revenue” is excluded from operating revenues and instead “passed through directly to the General Fund.” This means the surcharge is a tax
NMB officials now say removing the surcharge would cost them $5 million annually
the key question remains: Where does this money go
the surcharge revenue is deposited into North Miami Beach’s general fund
eliminating it wouldn’t affect the operations or maintenance of the water system for any customer
regardless of where they live — Miami Gardens
North Miami Beach’s own bond documents confirm that the system’s rates are sufficient to sustain operations without the surcharge
NMB claims it has tried to resolve this issue “neighbor-to-neighbor.” That’s revisionist history
NMB privatized its water utility despite being warned that doing so would invalidate the surcharge
Miami Gardens sued and won a $9 million settlement
That settlement is now being paid from NMB’s general fund
further proving the surcharge wasn’t used for infrastructure
If the surcharge was illegally applied to Miami Gardens during privatization
That would be the truly “neighborly” thing to do
The ‘options’ offered were not real solutions
NMB says it offered options to resolve the dispute
including transitioning Miami Gardens customers to Miami-Dade Water and Sewer or encouraging Miami Gardens to build its own utility
Let’s be clear: allowing Miami Gardens customers to switch to the County would breach NMB’s bond covenants
NMB has secured nearly $90 million in loans based on revenue from all water customers
The idea of Miami Gardens building its own utility also doesn’t hold water
Florida law prohibits a new utility system in areas already served by an existing municipal utility
The latest suggestion — letting Miami Gardens buy its stake in NMB Water — sounds reasonable on paper but wasn’t made in good faith
It was offered at the last minute as state legislation advanced
such a complex transaction requires significant due diligence
it has nothing to do with whether the current surcharge is justified
If NMB truly wants to sell its water utility
last-minute suggestions aren’t an excuse to continue an unjust practice
Some say this issue is too complicated for the public to understand
It’s a simple story — one community taking advantage of another

It happened in the Eastern Shores community near Northeast 17th Street and 35th Avenue around 8 p.m
Video from a nearby home shows the small boat slamming into another boat that was docked along a canal before going nose up and then flipping over
The same video appears to show several people swimming towards the shore after getting tossed into the water
Miami-Dade Fire Rescue said all persons on board the boat were accounted for
Another neighbor recoding video while standing behind his home that shows the same boat speeding and swerving to avoid another vessel before making a sharp turn and then crashing
“We were more focused on helping the folks who were in the water,” said Fiebelkorn
We saw a lot of folks that were just floating down the canal and we did everything we could to help them out.”
Authorities have yet to confirm any details about the circumstances that led up to the crash

– New details have been released after five people were hospitalized Saturday night after a boat collided with a docked vessel near Maule Lake in North Miami Beach

Officers with the Florida Fish and Wildlife Conservation Commission said they were notified of the crash around 8 p.m., which was caught on surveillance video
They said preliminary information indicates a vessel with one operator and seven passengers struck a docked boat
said he and other good Samaritans rushed to help those in need

“I feel like that (docked) boat saved my life

“I probably went back down like maybe eight times,” said Soares
“I started feeling around to see if I felt something
I felt something and I started pushing -- I think it was the child
I was pushing him toward the opposite gunnel and luckily the other gentleman was right there and he grabbed him
The crash remains under active investigation and no other details were immediately released
“I think what happened was it throttled down by mistake and in order to avoid a boat that was right in front of it
it veered off to the left erratically and ended up launching off a neighbor’s boat,” said Fiebelkorn
it looked like -- I don’t know if it was a confrontation or if they were friendly -- but it seemed like those two boats seemed to know each other
“The boat that collided with the stationary boat here
it seemed like they sped up without knowing
I don’t know what the history was between those two boats
but it seemed like they knew each other at some point

A bill to end a dispute over hefty water service surcharges between a pair of Miami-Dade cities is headed to a likely final vote in the Legislature after Senate members amended and passed it by an overwhelming majority

the boy complained of irritation and discomfort while sitting

Police arrested Joseph Lawrence White on three felony charges on Wednesday in connection with the Feb

The report states that Miami-Dade Sheriff’s Office deputies arrested White in an unrelated case Thursday and he was brought to North Miami Beach police headquarters for questioning

– A 30-year-old North Miami Beach man was killed early Tuesday morning in a crash on Florida’s Turnpike in Coconut Creek
FHP troopers said the crash happened around 1:47 a.m
in the southbound lanes near Mile Marker 66
whose identity has not been released pending notification of next of kin
was driving a 2016 black Toyota RAV4 when he veered into the inside emergency lane for unknown reasons and collided with the rear of a parked 2020 red Freightliner tractor-trailer
The impact caused the SUV to rotate and come to rest facing northeast authorities said
Coconut Creek Fire Rescue transported the driver to Broward Health North
but authorities did not disclose his condition
No other details about the crash were immediately released

its city manager has been trying to find a finance leader to help modernize its finance function and lead with effectiveness
Since he took the job in June 2023, Mario Diaz, the city manager of the City of North Miami Beach, has been looking to fill a vacant CFO position in his office. His search for a talented person with strong financial leadership skills, much like talent searches in all subsets of the finance function
After the retirement of the former CFO just before he was onboarded
Diaz has spent his first year on the job leading a transformation of the culture and operations of the city’s office
Although this area is “an entirely different community with its own set of challenges,” Diaz said
this developing community surrounded by the businesses and colleges of South Florida needs strong financial leadership to modernize the ways it functions as a governing body
The process of interviewing and making offers to candidates has become unpredictable regardless of the stage in the hiring process
“I’ve learned that even when I think I’ve found the right person and we’ve come to some kind of an agreement
“I’ve told these candidates the same thing I tell my staff: You have to do what’s best for you and your family
That’s always the most important thing and the best advice you can give to anyone,” he said
The skills needed to step into a role like this
aren’t sketched out in the job description
who can help drive innovation on multiple fronts
He referred to some financial procedures that “haven’t changed since the ’80s and ’90s.”
“I do not have the career path of a traditional city manager and having the career path of a traditional CFO isn’t required for this role either,” he said
“I need someone with a technical mindset who has an accounting background
who can dive into the finance department and modernize the workflows there
where we could get better deals in that regard
and looking at it in a way that is technical and can think big picture and small picture at the same time.”
When asked about the automation capabilities already in place within the finance function of the city
Diaz said this is an area where the new CFO will have a big role in modernization starting on day one
He said that while the old culture of the city rejected change
he hopes the modernization of the finance function can embody a cultural push toward modernization and change across the city's governing body

“There’s a certain mindset that doesn’t fit,” said Diaz
because I got sick of hearing and using the word efficiency

It’s the residents of North Miami Beach’s money,” Diaz continued
and [the citizens] expect to receive those services.”
“If someone thinks because this is a [government job] and so they won’t have to work hard and they can settle down
this isn’t the space or the role for them,” he said
“I need someone who wants to be a part of the team
someone who is willing to engage in processes
either through trying something new or not wanting change [from their current role]
but I want someone who can have fun with it.”

Authorities said the 63-year-old was arrested at his Edgewater home after police executed a search warrant
According to a Miami Police Department arrest report
the investigation into Scott began in 2023 after cloud storage service Synchronoss flagged 31 files of child abuse material uploaded to his account alongside personal photos
police said they found “numerous” illicit files on his phone
The report describes graphic acts of rape and abuse the victims suffered in 15 videos
Authorities said 14 of the videos depicted young boys
while another showed a girl; the youngest victim was about 2 years old
Authorities said Scott had one file in which a young victim was being abused while “unconscious.”
Jail records show Scott was booked into the Turner Guilford Knight Correctional Center just before 5 p.m
— no bond had been set as of early Wednesday evening
”Although the city has not been asked to provide any assistance or information

Fernandez Rundle said in a statement that she is “shocked and disappointed to learn that a senior government official would be charged with the possession of child pornography.”
“I know that our law enforcement community and my prosecutors are committed to ensuring that no child suffers the denigration
exploitation and abuse at the core of every child pornography arrest,” she said
“Child pornography is always a crime centered on exploiting the innocence of our children.”
Scott was promoted to Deputy City Manager of North Miami Beach in July 2023
He previously worked for a year as Director of Public Works
he served in executive roles including leading economic development strategies for Boynton Beach

He also served as Deputy Mayor for Operations and Director of Public Works for his home city of Baltimore and Commissioner of Public Works for the city of Atlanta

– Former North Miami Beach Deputy City Manager David Scott wore an anti-suicide vest as he appeared in court Thursday to answer to 15 felony charges after Miami police said he had more than two dozen images and videos depicting child sexual abuse
Authorities arrested Scott
The investigation began more than a year ago
after Scott uploaded the illicit content to a cloud server account
they found 15 videos on his cellphone that depicted victims — mostly boys
anywhere from 2 to 10 years old — being raped or otherwise sexually abused by men
Authorities said he tried buying 6,000 images of children being sexually abused via social media platforms
Miami-Dade Judge Mindy Glazer ordered Scott to be held on an $18,000 bond
Scott said he couldn’t afford an attorney after being fired so he is being represented by a public defender
Jail records show Scott posted bond and was ordered to wear a GPS monitor and not to have unsupervised access to children
April 2017 and July 2014 for similar issues

where police were called about 10 minutes after the initial shooting for a man shot in the chest
Jean-Charles claimed he didn’t know where the shooting happened
he claimed he got shot in the back by a man who had asked him for money at a northwest Miami-Dade gas station
Police said they reviewed footage from the gas station and found no evidence of Jean-Charles having been there
Authorities said he then changed his story
placing himself at the scene of the North Miami Beach house shooting
claiming that he and his friend had gone there to meet two women when “two unknown Black males dressed in black” came up “and began shooting toward them.”
Police said surveillance video from the scene told the real story: Jean-Charles and his friend got out of the car and began shooting at the home when his friend accidentally shot Jean-Charles while running behind him
Authorities haven’t said whether they’ve identified or arrested the other man
Jean-Charles was being held in the Turner Guilford Knight Center without bond as of early Friday evening
– North Miami Beach voters will elect a mayor after a chaotic few years for city government
The incumbent was elected in a special election after the former mayor was arrested
and his challenger is a commissioner who boycotted several meetings
While North Miami Beach voters have had their fill of city drama and division
Commissioner Michael Joseph is challenging the incumbent
Piper won the special election after then-Mayor Anthony DiFillipo was accused of voting where he did not live
Joseph had been one of DiFillipo’s most vocal opponents and even skipped meetings during questions about his residency
city services that are easily accessible,” said Joseph
we want to have good responsible development,” Piper said
Joseph has been a commissioner for six years
