he did give some advice to property owners I'd want to make sure I'd vet them There's gonna be a lot of questions that go along with that process but on the flip side having a representative for your property This ordinance would also involve having a place of business within a 30-mile radius and being licensed with the South Carolina Real Estate Commission the North Myrtle Beach City Council held a meeting in executive session while on their budget retreat in Pinopolis They had a brief discussion regarding a proposed ordinance and many residents have started to complain on social media that this was done in private ABC15 reached out to the City of North Myrtle Beach for some clarification on where these short-term rental ordinances stand as well as what people need to know when it comes to their future properties The short-term rental ordinance has also proposed a "Good Neighbor" brochure and public registry This would mean responsible local agents for Airbnb and short-term rentals would be listed in a registry in case of an emergency for public safety officials Discussions of having signage with contact information on each rental unit have also been in the works as well as penalties for violations of not following these potential policies An ordinance has not been put through the planning commission or the city council The next time the public can speak up on the short-term rental ordinance will be on May 5 (WPDE) — A veteran Horry County police officer is out of a job as part of an internal investigation related to a deadly 2023 shooting involving a prominent North Myrtle Beach businessman Horry County Administrator Barry Spivey sent a letter to South Carolina Law Enforcement Division (SLED) Chief Mark Keel requesting the agency to reopen its investigation into the case as the lead investigative body Horry County Council Chairman Johnny Gardner also reached out to Gov asking his office to intervene and urge SLED to investigate While both the SLED investigation and an internal investigation by HCPD Internal Affairs are still active Horry County Police Chief Kris Leonhardt announced Wednesday that a 23-year veteran patrol officer had been fired in relation to the Camp Swamp Road shooting investigation The department identified the terminated officer as Patrol Division Sergeant Paul Damon Vescovi law enforcement identified conduct unbecoming of an officer as well as a violation of general Horry County employee conduct guidelines," the county said in a news release Wednesday Chief Leonhardt said there were a "few" incidents of misconduct but declined to elaborate on the nature of them Vescovi did respond to the scene of the Camp Swamp Road shooting and said the entire case is under review Horry County Police Deputy Chief Brandon Strickland resigned in mid-March just a day before a SLED probe was announced Chief Leonhardt confirmed Wednesday that despite his resignation Strickland's conduct is part of its internal affairs investigation Chief Leonhardt was asked a question regarding an allegation made by the Spivey family that Vescovi wrote on a piece of paper telling Weldon Boyd and passenger Kenneth Williams to "act like a victim." The chief declined to comment saying the case is under an active SLED investigation Amid grumblings of public distrust in HCPD Chief Leonhardt reiterated several times that the shooting occurred before he was appointed to chief of the Horry County Police Dept. and said since his appointment last October any incident of potential misconduct have been investigated and promised that if the actions are found to be improper When asked if he had a message for the Spivey family "To the loss of a loved one for any family that's a sad and unfortunate event." HCPD says it will continue cooperating with SLED as it continues its criminal investigation into potential misconduct related to the Camp Swamp Road shooting on Sept “We will continue to pursue the truth in this incident," Chief Leonhardt said "Any of those found to be in violation of policy or law will be held accountable and we remain committed to upholding the highest standards moving forward.” County Administrator Spivey stated he learned that SLED maintains it is not the lead investigative agency while Chief Leonhardt claims the case was turned over to SLED in 2023 to avoid any conflicts of interest The 15th Circuit Solicitor's Office has also recused itself from the case The incident report lists 33-year-old Scott Spivey as both the suspect and the deceased It was later revealed that Weldon Boyd was named as a person involved in the shooting In a 911 call made by Boyd on the day of the incident he claimed Spivey pointed a gun at him while they were both driving on Highway 9 Boyd told the dispatcher that if the gun was pointed at him again he would "put him down." Boyd and his passenger followed Spivey's car as it turned onto Camp Swamp Road where Boyd informed the dispatcher that Spivey was stopping and they were "about to have a shootout." WMBF News recently obtained recorded phone calls through Foley’s attorney of Boyd and Strickland The calls notably capture Strickland speaking candidly about the case with Boyd The two conversations totaling nearly 20 minutes can be listened to in their entirety below and the detective who met with you last night was Alan Jones and I called the captain over in investigations and told him who you were and my next call was to (Solicitor) Jimmy Richardson.” Strickland: “But I was up through it last night talking to-- I was working-- I was in the shadows last night The decision to eventually close the investigation angered Spivey’s family who have since filed a wrongful death lawsuit against Boyd and continued calling for a new investigation “I thought that was a very brave move of them,” said Foley because they’re doing something for a victim that no one else has done.” With the potential for a breakthrough in the case on the horizon Spivey’s family is now seeking another chance to sort out what really happened on the day he died “All my family has ever asked for was a fair and honest investigation,” said Foley “All we want is for all the evidence to be reviewed He also said he would no longer speak to the media about the case (WMBF) -North Myrtle Beach Fire Rescue said that highway lanes were closed after a crash on Saturday The agency said that Highway 31 Northbound was closed between Robert Grissom/International Drive and Water Tower Road NMBFR later announced that one northbound lane reopened to allow slow moving traffic in the area 11 people are injured and one is dead after a shooting along the 900 block of North Ocean Boulevard on Saturday night according to The Myrtle Beach Police Department according to the Myrtle Beach Police Department officers said they "observed a disturbance involving multiple individuals." Here’s what to know about the big tradition: The event takes place Saturday along Main Street in North Myrtle Beach. The parade starts at 9 a.m., while the festival will be held from 11 a.m. until 4 p.m. The city is offering free event parking at the following locations: The city will also provide a free shuttle service from 8 a.m. and 4 p.m. going from Ocean Drive Elementary School (901 11th Avenue North) to the festival site. The city is set to enact the following closures on the day of the event: The route starts at 2nd Avenue North and Ocean Boulevard and will then turn right onto 1st Avenue South, right on Hillside Drive, left onto Main Street before needing on Ye Old Kings Highway. An emcee announcing the participants and parade judges will also be stationed at the Horseshoe. According to the city, the festival will feature 130 vendors including food, nonprofits, arts and crafts among other specialties. The festival will also include a kids area with games and rides for all ages. There will also be a Leprechaun and Jr. Leprechaun contests as well as a shepherd’s pie eating contest.
