He had operated a dairy farm in the 1950s and a cattle ranch in the 1960s on the 1,300 acres that fronted Dale Mabry Highway and stretched from Zambito Road to where a Taco Bell sits today. "Mr. Sierra first contacted Dad in the early 1970s," recalls Ragg's son, 65-year-old Walter Wyman "Wy" Ragg Jr. By that time, his father had twice overcome cancer and wanted to sell the extensive property to help provide financial security for his family. "They (the Raggs) asked me 'What would we have to do to have you buy the land?' " Sierra recalls. "They worked out a deal for me." Sierra and the Raggs became close friends — something, the Northdale creator says, doesn't often happen between a landowner and a developer. From the fertile grounds of the former cattle ranch, Sierra's plan began flourishing. With original home prices ranging from the mid $30,000s to high $50,000s, Sierra aimed Northdale at married couples, middle-income families and empty-nesters looking for nice homes on decent-sized lots away from the hustle of Tampa. "I was building these homes for the typical American who goes to college, gets married and then buys a house," he said. In all, about 2,700 homes were originally planned, and upon completion the community was expected to have about 7,000 residents. Sierra's early vision called for lots of green spaces but no golf course. However, he soon realized there would be a problem. "In Florida, you can't leave open space because it leads to weeds and reptiles. People don't like snakes in their back yards," chuckles Sierra. "For a little more than it would cost to mow the open land, we could maintain fairways." With that, the neighborhood's 72-hole, 6,824-yard championship golf course was born. The Northdale Golf & Tennis Club would open in 1979, by which time residents were moving into the community. The 1980s saw changes. Big changes. Nearby Gaither High School was built in 1984 and Ben Hill Junior High — now Ben Hill Middle — opened in 1986. In 1985, the construction of the Bob Sierra YMCA began in the same area where two log cabin homes belonging to the Ragg family once stood. As more homes were constructed in Northdale and neighboring communities, retailers took note. The Northdale Court 6 movie theater and the Northdale Court shopping center (now Colonial Promenade) would open at the northwest corner of Northdale Boulevard and North Dale Mabry Highway in 1985. Frank's Nursery blossomed nearby that same year. Two decades later, the theater gave way to Crunch Fitness. The Frank's Nursery location has since gone to the dogs — it's now a Royal Pets Market & Resort. Over on Premiere Drive, the Northwest Regional Library opened its doors in 1986. The library shifted its books to the Jimmie B. Keel Regional Library on Bearss Avenue in 2001. The old branch library building now serves as a regional station for the Hillsborough County Sheriff's Department. After four decades, Northdale is no longer in the middle of nowhere. Now, it's in the middle of it all. Other subdivisions surround Sierra's creation. Retail and restaurant options are plentiful and the arrival of St. Joseph's Hospital North campus on Van Dyke Road no longer means driving south toward Tampa for an emergency room visit. And Sierra just keeps on going, leaving more fingerprints on the community. He's excited about his newest project: Cypress Creek Town Center on State Road 56 near Interstate 75 in Pasco County. The multimillion-dollar project features an outlet mall, restaurants, hotels and other establishments springing up on a 600-acre parcel he purchased decades ago. Sierra Properties is one of three developers working on the site, with Sierra's group focusing on an area of 40 acres he still owns closest to Interstate 75 and 204 acres north of State Road 56. Sierra says when he bought the property as a "natural extension" of Turtle Lakes, a community he developed in the 1980s, he and his team did not know the Florida Department of Transportation was planning to build an interchange where Interstate 75 and State Road 56 intersect today. "Many would think that was a lucky break," Sierra said. "And it probably was." Multi-tenant options in new spaceJCPenney closed its store in Riverdale Village in 2020 and now the new development group in this area is pursuing a plan to change the large retail space into several tenant spaces There have been various news reports of Amazon Fresh possibly coming to the site but the developer has not confirmed this with the City Other similar discussions of a national grocer out of the house immediately at which point O'Brien pushed the other victim to the ground and ran into the backyard of the home Deputies responded and O'Brien reportedly did not obey their commands The Mitchells will roast on-site, offering at least two different selections for espresso drinkers — and hopefully the drip coffee crowd. Best part? Whatever gets roasted will land on Elevation’s retail shelf. “We’re just really trying to find beans from different areas. Coffee has so many different taste characteristics, so we definitely want to be able to offer all of that but at a high quality,” Mitchell said. They flock to Northdale Park to learn new hobbies, enjoy laughter and, most important, build friendships. Perhaps many of the northwest Hillsborough County residents who attend the Northdale OWLS get-togethers can't imagine life without this beloved community organization. But, less than 15 years ago, the organization was just a dream in the mind of founder Bill Castens. When he served as Treasurer for the Northdale Civic Association, he heard complaints that Northdale had nothing specifically designed for its sizable senior population. So Castens and his wife, Anne, set out to create a group that would bring seniors together and provide activities. They had hoped to draw 20 people to its first meeting at their Northdale home. They got 66 reservations and 42 showed up. "I like seniors and I wanted to do something to address them," Castens, 70, says. More than a decade after that first meeting, the once-fledgling Northdale OWLS has continued spreading its wings. The organization now has 1,000 active members. Castens says around 350 to 375 members show up to a typical meeting, but at February's event 431 attended, a new club record. The meetings are usually held at 11 a.m. on the first Tuesday of every month at the Northdale Park at 15550 Spring Pine Drive. Keenly aware of the fixed incomes many seniors must live within, Castens keeps membership dues at $15 per year. Members of the Northdale Civic Association can join the organization for free. All of the money raised stays within the organization. But much of what keeps the group going isn't money, but hard work and faith. "I owe the success of the OWLS to God," Castens graciously says. Castens and his wife moved to Northdale from Ohio in 1980. Retiring at the age of 54 in 1999 after working for Celotex Corp. during a 35-year career, Bill Castens went on to serve as vice president of the Northdale Taxing District and president of the Northdale Civic Association. He's even known for his green thumb, having once served as vice president of the Tampa Orchid Club. Now, he's dedicated to the OWLS, something near and dear to his heart and the hearts of many others. Those arduous efforts haven't gone unnoticed. When Hillsborough County recently opened a new 10,000-square-foot gymnasium at the Northdale Recreation Center, it was named in honor of Castens, a fact unbeknownst to the community leader until the middle of the opening ceremony in November. When the gym isn't filled with chatter and laughter during any given OWLS meeting, it serves as a place for neighborhood kids to gather over games of pickup basketball and other fun activities. The OWLS have plenty of their own fun, too. In addition to their monthly meetings, the group embarks on trips to sports games, rock concerts and state parks. Members usually cover personal expenses and they often enjoy huge savings on their trips, thanks to group discounts. "It's a way to get seniors out of the rocker and enjoy life," Castens said. Ruth Zeigler, a 10-year member and a trip planner for the OWLS, enjoys the meetings and thoroughly loves her role with the group. "I pride myself in trying not to duplicate trips," she says. "Sometimes, though, we repeat certain trips by popular demand." In June she's planning a hot-air balloon trip. September's calendar includes zip-lining. Zeigler attributes the success of the OWLS to being "a very well run organization." She has nothing but praise for Castens. Women comprise most of the age 50-plus membership. In many cases, they're widows who lost their husbands years ago. Castens has heard countless members tell grim stories of long days and longer nights spent wiling away hours at home with virtually no social interaction before joining the organization. Castens' eyes glisten as he reminisces about the many OWLS members he has met over the years. One name stands out. "She was 72 when she joined, and she decided to become a comedian," he recalls. At the age of 77, she enrolled in a standup comedy workshop and performed at the Side Splitters comedy club in Carrollwood. Soon, she was auditioning for NBC's Last Comic Standing and America's Got Talent. Casper passed away in 2010 at the age of 83. According to Castens, the overnight celebrity lived a full life virtually to the end. She played a tough game of table tennis, too. To Castens, it's people like Dottie Casper and so many other OWLS who epitomize what the Northdale organization is all about. "You have two choices," he said.
