Coast Guard has suspended hazardous cargo operations at Puerto Nuevo Terminals (PNT)
citing violations related to the handling of dangerous materials

PNT’s permit to handle hazardous cargo had already been suspended due to inadequate firefighting capabilities
A statement from the Coast Guard said the agency had provided multiple opportunities for PNT to meet compliance requirements

Under the provisions of 33 CFR § 126.31
the suspension will remain in effect until PNT meets the requirements outlined in the COTP order
Facilities handling dangerous cargo must comply with National Fire Protection Association standards
including hydrants every 300' and an adequate water supply
The Coast Guard said PNT may continue handling non-hazardous general cargoes but cannot process hazardous materials until full compliance is achieved
Failure to comply with the COTP order carries significant penalties
including fines of up to $117,608 per day for each violation
Willful and knowing violations could result in felony charges
and fines reaching $500,000 for organizations

identified as “Ricardo N,” is allegedly linked to cases of extortion and attacks on police forces
Authorities also suspect him of coordinating and participating in an August 2023 attack in Nuevo Laredo
which resulted in the deaths of two officers and injuries to five others
Ricardo N reportedly had outstanding warrants for homicide and kidnapping
Officials credit his capture to the collaboration of multiple law enforcement agencies in Mexico

Four Mexican soldiers were sentenced Monday to 40 years and nine months in prison after being convicted of five counts of homicide and one count of attempted homicide
The soldiers sentenced were found guilty of indiscriminately firing upon a pickup truck in which seven civilians were riding in the early-morning hours of Feb
The civilians were returning from a night out in the northern border city of Nuevo Laredo after celebrating the impending birth of one victim’s first child
Families of the victims celebrated the outcome of the trial but urged federal authorities to stand firm in the face of a likely appeal by the sentenced soldiers
The defendants remain under guard at a military base in Mexico City
they must serve their sentences in a civilian prison
The presiding judge also ordered the commander of the XVI Motorized Cavalry Regiment — the soldiers’ home base — to issue a public apology to the families
The four soldiers were formally charged with five counts of homicide and one count of attempted homicide in April 2023
The defendants were among 21 soldiers on patrol that February morning
they declared that they heard a loud bang and opened fire on what they claimed was a fleeing vehicle
Three of the defendants initially said they opened fire to support the first soldier who started shooting
One of the two survivors testified that the soldiers fired at least two shots at his wounded friends after the pickup had stopped
He also denied that they were fleeing from the soldiers
Mexico’s National Human Rights Commission (CNDH) investigated the predawn incident and called the shootings unjustified
The CNDH report concluded that soldiers in four patrol vehicles had followed the pickup based on a “suspicion” and did not follow proper procedure in engaging the vehicle
“Without giving verbal orders [to pull over]
one soldier opened fire into the back of the private vehicle
and three other soldiers did the same to support the first one,” the report said
Only four of the 21 soldiers on patrol opened fire
but they fired a total of 117 shots at the pickup
The Defense Ministry (Sedena) initially said that the soldiers had heard gunshots
then approached a pickup truck with no license plates and no lights on in the darkness
they (the occupants) accelerated in a brusque and evasive way,” Sedena said in a pretrial statement
the soldiers said the truck sped away from them and crashed into a parked vehicle
Crime scene reports found no evidence of weapons in the pickup after the shootings
and the CNDH report also stated that there was no evidence of any shots fired at the military patrol
Nuevo Laredo has been the scene of human rights violations by the military in the past
Sedena said at the time that 16 soldiers would face military charges. However, by January 2024, 13 of the 16 had been released.
Mexico has a separate military judicial system
but soldiers must be tried in federal civilian courts for offenses that involve nonmilitary victims

A new area code is coming to New York City
As approved by the New York State Public Service Commission (PSC)
the new all-service area code will include parts of Staten Island
the Bronx and the Marble Hill neighborhood in uptown Manhattan
when 929 was added to the area code roster
The North American Numbering Plan Administrator (NANPA)
which administers the numbering system for telephone networks in the United States
advises PSC when the supply of central office codes (the first three digits in a 7-digit phone number) within certain area codes in New York will be exhausted within a three-year period
NANPA has requested that PSC issue an order for relief as soon as possible for the constrained areas
The new three-digit area code will be chosen in a few months by NANPA
All new numbers will be assigned to the new area code once all the numbers using 347
“There is a clear need for more telephone numbers as a result of economic growth and activity in the New York City metro areas
an additional area code is required,” said New York State Public Service Commission Chair Rory M
“The new area code overlay will be able to address the expansion of telecommunication services which serves this region and to support future demand.”
All of the new area codes created in the United States and New York State over the past several years have been implemented via an overlay method
customers served by both the old area code and the new area code will need to dial 10 digits (the area code plus the 7-digit number) on calls in their area code
and 1 plus 10 digits for calls to numbers outside their area code

Clevelanders with a passion for modern Argentine tango are bringing audiences closer to a master
After years of performing throughout the Midwest as the Oblivion Project
the ensemble is releasing its first album Friday — an effort 20 years in the making
Cleveland cellist Derek Snyder’s journey into a modern style of tango music began in 1990
he attended a performance by Russian cellist Mstislav Rostropovich and heard something that changed the course of his musical career
“He played a piece called ‘Le Grand Tango’ by a composer I’d never heard of,” Snyder said
“I just remembered his name sounded like ‘pizza,’ so I thought of this ‘pizza guy.’ But the piece was incredible.”

the tour marks the release of the group’s first recorded album
“Tango Apasionado,” which they will celebrate with a performance at the Cleveland Museum of Art on Friday at 7 p.m
The Oblivion Project’s style closely mirrors that of Piazzolla’s original ensembles
balancing structured composition with improvisational energy

“Our music is based on the structure of chords and stays true to Piazzolla’s character
The ensemble’s lineup reflects Piazzolla’s approach
“The group has always been a mix of musicians from different backgrounds

and that diversity gives the group more depth.”
The Oblivion Project’s players bring impressive credentials
with musicians having trained at institutions such as the Cleveland Institute of Music
Oberlin Conservatory and the Cologne University of Music and Dance in Germany
The Oblivion Project is joined by acclaimed Argentine vocalist Malena Dayen for their performances this month
Dayen is a specialist in Spanish-language music and tango and has performed with the Vancouver Symphony Orchestra and the Rochester Philharmonic
She's also an opera singer an assistant stage director at the Metropolitan Opera House in New York City
She has played the title role in Piazzolla’s “María de Buenos Aires” with Opera Naples and Opera Hispánica
And anybody who loved tango and music in general was a fan of what Piazzolla was doing

In addition to their headline performance at the Cleveland Museum of Art
members of the ensemble have been hosting evening concerts in Akron libraries
culminating with a performance at Akron’s Main Library on Sunday
Piazzolla’s music remains deeply resonant with audiences around the world
Snyder attributes this to its emotional depth
“Someone once said that Piazzolla’s music contains all the emotions that exist,” Snyder said
the Oblivion Project is dedicated to bringing Piazzolla’s music to new generations
The group regularly performs in schools and libraries and has a residency in Akron Schools through ORMACO

“I have an 11-year-old daughter who plays violin,” Snyder said
“I started programming Piazzolla’s pieces in youth orchestras
and it’s been amazing to see how quickly young musicians connect with his music
Piazzolla’s vast catalog allows them to return to familiar venues with fresh programs
“His music is similar to Picasso or Beethoven — you can really hear the different periods in his music,” Snyder said
