TORONTO — Ontario Finance Minister Peter Bethlenfalvy has offered a first glimpse at his upcoming budget
announcing an expanded Ontario manufacturing tax credit
will propose increasing the Ontario Made Manufacturing Investment Tax Credit rate from 10 per cent to 15 per cent
The tax credit was first announced in the 2023 budget
and applies to Canadian-controlled private corporations with a permanent location in Ontario
It can be used for qualifying investments in buildings
machinery and equipment for use in manufacturing or processing
Bethlenfalvy said Monday that he is also proposing to expand eligibility for a non-refundable tax credit to non-Canadian-controlled private corporations and publicly traded corporations making eligible investments in Ontario
The government says the changes would mean providing an additional $1.3 billion over three years
and businesses could receive a tax credit of up to $3 million per year
"This would be a major boost of confidence to the sector as it looks for certainty at a time when U.S
tariffs signal all but business as usual," Bethlenfalvy said Monday
"It would be a significant tool for businesses as they look for more ways to help keep their workers on the job."

It was later determined the Honda Civic was stolen from Toronto
A pair of 19-year-old men — one from North York
the other from Etobicoke — as well as a 16-year-old boy from Montreal
a 15-year-old boy from North York and a Toronto boy
have all been charged with possession of property obtained by crime over $5,000

The Halton District School Board (HDSB) has appointed Audrey Wubbenhorst as their new trustee for Oakville Wards 5 & 7
The appointment was made at the HDSB's special board meeting last week
The appointment process was initiated after Oakville (Wards 5 & 7) Trustee Kelly Amos formally announced her intention to retire in June
In accordance with the Ontario Education Act (221.1) and the HDSB’s Filling a Trustee Vacancy Governance Procedure
the Board opted to fill the vacancy through an appointment process
in which the successful candidate was chosen at a special board meeting open to the public.
Audrey Wubbenhorst will be formally sworn in to serve on the Board of Trustees by the end of June and will serve as a Trustee until Nov
Audrey brings a "diverse background of professional and community experience to the role
post-secondary education and financial services," according to a HDSB statement
Wubbenhorst’s background includes "work in both the public and private sectors
With a demonstrated interest in public education

Famed Halton bakery Kelly's Bake Shoppe first opened in 2012

mother and daughter owners Kelly and Erinn closed their downtown Burlington location after 13 years - and they will be moving their operations instead to Oakville
The bakery famously makes delicious treats that are plant based
Kelly and Erinn did not want to close their Burlington location

a line of fans went out the door of the cafe
and happy customers wrote inscriptions on the walls of the building saying how much they love and will miss this business
Both Kelly and Erinn were truly moved by the inscriptions that their customers wrote
"It's a true testament to the love that we give and the love that our staff give to the customers when they walk through the doors," Kelly said.

The owners always wanted to expand to Oakville but could never find the right place until late July of 2024

It’s unclear what will happen to a controversial Oakville protest bylaw
after town council abruptly adjourned its May 1 meeting without voting on the issue
A so-called ‘bubble bylaw’ – designed to keep protesters at a distance from places of worship and other sensitive locations – was up for discussion at the meeting
But after about 80 minutes of presentations from delegates
Mayor Rob Burton sought to eject a speaker who he ruled was "disruptive and disorderly."
"If you’re going to debate the Middle East
we’re not here to hear that," he told her
after several warnings to stay on the topic of the bylaw
An outburst of shouting in the council chambers led the mayor to recess the meeting
which was eventually adjourned without further explanation

With 30 delegates signed up to comment on a possible bylaw
Mayor Rob Burton initially took a heavy-handed approach to keeping speakers away from comments on world affairs
we’re not discussing the war," he said
as he silenced microphones and argued with delegates
allowing speakers to deliver prepared remarks
with delegates split between those seeking greater protection for religious institutions under a possible bylaw
That division reflected what the town heard in public surveys earlier this year
where about 60 per cent of residents said Oakville needs a bylaw to regulate protests and 40 per cent said it is not necessary
Representatives from Oakville’s Hindu and Jewish communities told councillors they would like to see a protection zone of 100 metres around places of worship
significantly larger than the 20 to 50 metres proposed in various forms of the bylaw
That viewpoint was echoed by Richard Robertson, director of research and advocacy with B’Nai Brith Canada
He said the congregation at Oakville’s Shaarei-Beth El synagogue was recently forced to seek a peace bond to put an end to nine months of “intimidating harassment” from a protester targeting people attempting to attend services
But councillors also heard from several delegates arguing that peaceful protests are an essential part of democracy
"When the right to protest is under attack
democracy is under siege," said Samreen Hasan
who described the bylaw as authoritarian overreach
"The ability to peacefully protest is a beautiful act of democracy – to be able to voice your concerns and speak up against injustice without the fear of being jailed
She said the premise of the bylaw is not to make the community safer but to "silence minorities
oppressed people or less influential groups and prevent them from peacefully speaking out for their rights
justices and concerns as Canadian citizens."
Council did not have the opportunity to discuss or vote on a proposed motion that would ban protesters from within 50 metres of places of worship during religious services
That delay would allow the federal government to act on an election promise by Mark Carney to pass tougher laws to stop harassment of people at their places of worship
A statement posted on the town's website said the bylaw will be rescheduled for discussion and decision by town council "at a later date."

Two Oakville councillors say a Community Watch program
Ward 3 councillors Janet Haslett-Theall and Dave Gittings discussed the crime prevention initiative during a meeting of the Halton Police Board on Thursday
Crime Stoppers of Halton launched Community Watch as a pilot project in Ward 3 in partnership with the Halton Police Board and Halton police on Oct
Crime Stoppers said the program would give residents the opportunity to stay informed about crime in their area
learn effective strategies for protecting their valuables and engage with their local neighbourhood
The idea behind the initiative is that by engaging a neighbourhood
local crime can be reduced through awareness and vigilance
The Halton Police Board provided Crime Stoppers a total of $75,000 in funding for 2025
It is expected Crime Stoppers will spend $8,260 on the Community Watch program this year
Haslett-Theall and Gittings noted that while the program has potential
They said that when the initiative was first launched many residents and residents’ associations were extremely excited
but this excitement turned to frustration and disappointment as a result of delays
“My personal view is that it is not ready for a roll out to any other ward,” said Haslett-Theall
“I think we need to get people together to do a debrief to decide what are the objectives
How are we going to move this forward in a timely way because we have lost momentum
but there is much more that could be done before you roll it out
so you have greater success in other communities.”
The pair pointed to the initiative’s newsletter and noted that while it has shared good information on security and safety
a conversation needs to be held regarding what its intent really is
They said its frequency needs to be assessed to ensure it is relevant to recent neighbourhood crime
The councillors asked if the newsletter should cover only security and safety practices or include updates about recent successes or warnings about recent crime trends in the area
Haslett-Theall and Gittings said better communication is needed with the community
“The initial outreach was seeking input from stakeholders
the Crime Stoppers team did not come back with clarity on the program they would offer
how success would be measured and how they would make it sustainable and transferable to other communities in Halton,” said the councillors in a letter to the police board
“This is critical for Community Watch to gain neighbourhood support and engagement.”
Gittings noted getting accurate information out to residents is important because there are a number of neighbourhood apps
which he described as “toxic and accusing.”
“Whenever an event happens things often get blown out of proportion,” he said
“People get whipped into a frenzy and it is not positive for anybody.”
Haslett-Theall called for the creation of a Community Watch app that could be properly managed and sustained to get needed crime prevention information and crime alerts to the public more quickly
Delays in getting Community Watch lawn signs and stickers to the public also resulted in the public losing interest and the pilot losing momentum
They noted that while distribution of these signs and stickers has improved
The councillors suggested neighbourhood captains be identified
and with other volunteers they can walk the neighbourhood to offer the signs and stickers while also offering to sign up residents for the Community Watch newsletter or other volunteer roles
Haslett-Theall said there is no shortage of need for this crime prevention program
The board also heard from Crime Stoppers of Halton director Jan Westcott during the meeting
He said the councillors had made good suggestions and noted some were being acted on already
We are working with co-op students at Sheridan who are helping us develop an app,” said Westcott
“If I could think of ways to speed that process up
Westcott acknowledged the pilot could have gone better and agreed with the councillors that the pilot is not ready to be expanded to other parts of the Halton community
He said regular meetings with Halton police and the councillors would be helpful to iron out the initiative’s objectives
Westcott said Crime Stoppers plans to meet with Ward 3 residents’ groups to discuss Community Watch and how to recruit block captains for the initiative
No time frame was provided for when Community Watch would be rolled out to other communities

One year ago, Oaza Hair Studio opened at 3006 Preserve Dr. in Oakville
offering something rare — a private environment for women
The hair salon recently celebrated its anniversary in April
and a year of providing a safe and inclusive space for women of different ethnicities to access professional services
“It’s not common for salons to have those kinds of spaces,” said owner Ana Crljen
I wanted to create a space where everyone is included — people with different ethnicities and hair textures … and I’m happy with how much we’ve grown within a year.”
Crljen said past experiences while working in other salons sparked the idea
“I saw that a lot of women felt uncomfortable and were hesitant about doing their hair
They didn’t think we knew their customs or hair type,” she explained
some salons offer “one little room” for women with hijabs
She closes the blinds and has a partition to cover the front door so that her “whole salon” becomes a “safe space.”

The Ford government is proposing a series of “tough on crime” measures that it says are aimed at protecting families
supporting human trafficking victims and bolstering the court system
The measures are part of a wide-ranging justice bill — the Protect Ontario Through Safer Streets and Stronger Communities Act — that Attorney General Doug Downey tabled at Queen’s Park on Thursday
The government is also planning to launch a consultation to explore “mandatory” and other addictions treatment for those in the justice system.
The legislation comes as Downey downplayed Premier Doug Ford’s recent musings over electing judges and posting their records publicly
“We're making historic changes that would improve capacity and efficiency in the court system
introducing stronger measures to hold offenders accountable and help it fight crime,” Downey said at a press conference on Thursday morning before tabling the bill
“These tough on crime measures are putting violent
and we will continue doing whatever it takes to protect Ontario,” he said.
The government has been teasing various pieces of the legislation throughout the week
announcing Thursday that it would amend regulation under Christopher’s Law — which established a sex offender registry — so that child sex traffickers are included in the database.

This change would allow police to “better track and monitor sex traffickers,” according to the government

the Ford government announced proposed changes to the bail system including establishing “Intensive Serious Violent Crime Bail Teams,” made up of dedicated prosecutors who would work with police to “present the most persuasive case possible at a bail hearing in the case of serious and violent crimes” and follow up with bail compliance units to ensure individuals are respecting their bail conditions.
The province is also looking at changes to its GPS ankle monitoring program and the “establishment of a new user fee system for those subject to GPS ankle monitoring as determined by the courts as a condition of bail or release
with the funds potentially used to offset program costs or support victim services.”
The PCs have also created a new "Specialized Cybercrime and Cryptocurrency Prosecution Team” to help police investigations and prosecute “major cybercrime cases,” and plan to make a “Major Auto Theft Prosecution Response Team” permanent
The government is also proposing to “give police the authority to search for and seize electronic devices that are intended to be used for vehicle theft” through amendments to the Highway Traffic Act

Downey also announced changes earlier this week to “speed up the appointment” of judges to the Ontario Court of Justice

The government also plans to add 17 judges to the court.

Ford’s frustration is the same that many Ontarians are feeling — but “everybody knows that judicial independence is a bedrock in a democracy,” Downey said
Electing judges is “not something that we’re pursuing,” he said
The premier’s musing about posting judges’ bail records “comes from the same place of frustration,” but Downey said he doesn’t see the current availability of court data “changing anytime soon.”

Downey said that no Ontario government has ever had a better working relationship with the courts

The café chain launched scrambled egg boxes with actor Ryan Reynolds on Monday
The boxes developed by the Vancouver-born star of "Deadpool" come in bacon or sausage varieties and include two scrambled eggs
While Tims has spent its 60th anniversary year working to lure in afternoon and evening diners with newer menu items like rice-based bowls and flatbread pizzas
the Reynolds partnership so far focuses on its strongest part of the day: breakfast
Tims chief marketing officer Hope Bagozzi said Reynolds looked for a breakfast option that resembled the bacon and eggs he and his family eat at home
