A boil water order that was issued because of bacterial contamination has been lifted this afternoon for Arroyo Grande
Oceano and the San Miguelito Mutual Water Company
San Luis Obispo County Public Works told KCBX these areas have switched to an uncontaminated water source
the boil water order is still in effect for Pismo Beach and Avila
which are still connected to the contaminated Lopez Water Distribution system
Nola Engelskirger with Public Works said the California State Water Resources Control Board started looking into the cause on-site today
“They will also be inspecting the integrity of our infrastructure
to make sure that our storage facilities are properly maintained," Engelskirger said
It is still unclear how the water system was contaminated
Pismo and Avila residents are asked to keep boiling water for at least one minute– or to use bottled water– for drinking
The county first issued the order Wednesday after routine tests of the Lopez Lake distribution system first detected E
then on a second round of tests found coliform bacteria— not E
the Lopez water system tested negative for the bacteria
The department said the boil water notice for remaining areas could be lifted as early as Saturday if this trend continues
this is the first time a boil water notice has been triggered for the Lopez Lake distribution system
Coliform bacteria can enter water systems through leaks
according to the Environmental Protection Agency
Drinking contaminated water can cause vomiting
diarrhea and other symptoms within two to four days
County officials urge people with severe symptoms to seek medical care

Such complaints of designed impotency are not uncommon from members of the state’s Off Highway Motor Vehicle Recreation Commission
the commission is to function as an oversight board for issues related to California State Parks and off-highway vehicle recreation because State Parks manages nine State Vehicular Recreation Areas
and administers gasoline-tax-funded grants to assist with sustainable
the commission serves little more than a receiving body that meets quarterly to accept what State Parks chooses to offer and to accept input from the public
be it in written form or in comments limited to three minutes
But its nine members are afforded microphones, and their meetings become part of the public record, preserved on video. And because they are appointed—either by the governor or the state legislature—the commissioners are granted a certain ambassador status
which provides them a modest platform to speak on broad issues related to access
So when the commission met in West Sacramento on April 2, after it had received information that demonstrates State Parks’s broad mismanagement of Oceano Dunes
one might think the commissioners would leverage the modest pulpit they have to press State Parks for answers
the commission allowed its focus to be diverted to the topic of cordiality
In comments submitted to the commission for its meeting
former commissioner Ted Cabral stated that “due to the personal nature” of “advocacy messaging” regarding Oceano Dunes
“several women in leadership roles within California State Parks have shared concerns about their safety and well-being.”
He then stressed the importance of “civil discourse…that prioritizes mutual respect
and productive collaboration,” and asked the commission to reaffirm such goals
The commissioners of course obliged because who would argue against something so laudable
particularly when “several women…shared concerns…about their safety and well-being?” Those in attendance joined in
sincerely concurring three minutes at a time
The net effect at the meeting was the raising of a false flag such that all news related to the park was broad brushed into a nebulous
general accusation of misogynistic-tinged hostility towards public employees
This left unexamined a scathing critique of State Parks executives
that is supported by public records and witness accounts
State Parks officials were not pressed as to why a significant legal victory over the California Coastal Commission was achieved by enthusiasts of the Oceano Dunes and not State Parks
So whether intentional or not, Cabral’s appeal for civil discourse, freighted with allegation, served to prevent what should have been an open, public discussion regarding demonstrable failings of State Parks representatives. It also belies his own pugilistic approach to Oceano Dunes when on the commission
I have been to enough commission meetings to know that Oceano Dunes related issues have dominated the commission‘s time and attention for years
And I know many of the regulars attending these meetings are torn
They see what has happened at Oceano Dunes
how State Parks executives needlessly capitulate to the shifting accusations of the local San Luis Obispo County air district
the issues and recreation areas these folks care about—OHV safety education
etc.—do not get the attention they feel is necessary to affect desired recognition and/or change
every minute the commission discusses Oceano Dunes is a minute given at the expense of their own cause
But successful resolution of their issues and concerns assumes these OHV stakeholders have an honest broker in State Parks
with State Parks’s acquiescence and duplicity at every turn
It is emblematic of a root problem: State Parks as represented by its current management in Sacramento is not a reliable partner
These traits are not confined to the shifting
shrinking boundaries of the OHV riding area at Oceano Dunes
a reflection of its current Sacramento-based management
If these traits are not confronted openly and ultimately resolved
any stakeholder seeking collaboration and partnership with State Parks is undertaking a fool’s errand
California State Parks contracted Harris to provide geological consulting services and serve as subject matter expert regarding geological processes
Most of Harris’s work for State Parks regarded Oceano Dunes

(FOX26) — The California Court of Appeal in Ventura ruled that the California Coastal Commission (CCC) overstepped its authority by attempting to ban off-highway vehicle (OHV) use at Oceano Dunes
The court stated that the commission's actions contradicted the "plain language" of the certified Local Coastal Plan (LCP)
which reserves the power to amend the plan to the county
we conclude the Commission did not have the authority to phase out OHV use by unilaterally amending the Oceano Dunes [development permit] because the LCP permits such use
The LCP states that one of its goals is to “ ‘maximize public recreational opportunities’ ”— including OHV use—at Oceano Dunes.”

The ruling supports a previous decision by the San Luis Obispo County Superior Court on July 19
including three by Friends of Oceano Dunes and one by EcoLogic Partners
Friends of Oceano Dunes argued that the CCC exceeded its authority by attempting to amend a 42-year-old permit to ban OHV recreation
contrary to the LCP that allows such activities
"This case addresses the limits of the CCC’s authority when it cramdowns an amendment to a 42-year-old [permit] to ban OHV recreation
contrary to the governing LCP that expressly authorizes OHV riding in barren sand [Environmentally Sensitive Habitat Area (ESHA)]," Friends of Oceano Dunes wrote in its brief
The decision ensures the continuation of OHV recreation at Oceano Dunes
which a recent study found generates over $500 million in economic impact annually from visitors outside San Luis Obispo County
Friends of Oceano Dunes is a nonprofit organization established in 2001
which remains committed to pursuing all legal avenues to protect beach driving
and OHV recreation at the Oceano Dunes State Vehicle Recreation Area
The group represents approximately 28,000 supporting members and users of the Oceano Dunes SVRA
Vocalist Adam Warren would announce that the band would be pulling out of the tour and subsequently would also be putting Oceano to rest after nearly 20 years.
Chris Gallien shared a post on Facebook accusing Warren/Ocean of stealing his artwork/design for their latest tour admat
Gallien would claim that he was told his design did not make the cut but would then later see a very similar
design being used for the announcement.

Visitors at the Oceano Dunes Off-Highway Vehicular Recreation Area will continue to be able to ride around the area
the dunes attract people from all over since it's the only coastal State Parks off-highway vehicle area in California

The decision came after the CCC's 2019 report found that driving on the Dunes “degraded dune habitats
caused air quality and public health issues
and made it difficult for the public to walk
swim and enjoy other activities at the beach.”
KSBY reached out to the CCC about the recent court ruling and said that they're "evaluating the ruling and have no further comment at this time."
But for the 501-3C non-profit Friends of Oceano Dunes that first filed lawsuits against the CCC in 2023
Friends of Oceano Dunes President Jim Suty explained that in 2019
the economic impact from outsiders using the dunes generated $511 million in the county
“This is a significant contribution to the local economy," Suty said
this drives the taxpayer benefit that rolls down to schools and roads and you name it.”
Suty also explained that the revenue generated from the statewide OHV goes back into State Parks
helps maintain OHV recreation and “seeks to responsibly maintain the wildlife
and habitat of project areas in a manner that will sustain long-term OHV recreation.”
State Parks will continue to benefit from the revenue generated from people flocking to the dunes
The economic report was conducted by Resonance Consultancy in 2019
They are a leading authority and advisor on tourism and economic development for cities
Said shows will feature I Declare War and See You Next Tuesday
After dropping from an upcoming tour with Attila and announcing that they would disband following ongoing social media criticism

With plans in place to improve access for pedestrians
looked into what’s in store for the community of Oceano
“Pier Avenue is one of the top requested streets in the South County area for improvements,” said Jake Hudson
transportation supervisor for the County of San Luis Obispo Department of Public Works
Hudson met with the Vitality Advisory Council of Oceano on Wednesday to discuss the Pier Avenue Corridor Plan
after examining Pier Avenue under both peak and off-peak seasons
it was determined improvements were needed to enhance access for drivers
to reconfigure the roadway to match what's actually happening
that our roadway is dynamic and flexible so that the road would only function as one lane,” Hudson said
it could be easily adjusted through traffic control for those peak seasons when state parks does operate both windows.”
KSBY looked into the development’s draft and discovered county officials are looking into enhancing the line leading into the Oceano State Vehicular Recreational area
“The number one comment that we had for the corridor proper were pedestrian and bicycle access and connections and the gaps for
for those types of modes between Highway 1
the state park and in the beach,” Hudson said
While some people aren’t in favor of the changes
they're short term,” said Mark McGuire of Oceano
“It's just a couple of parking lanes or a couple of stripes where they want to walk across the street
you stay there and you'll start blowing the window
“It needs lots of improvement,” said Sue Dean
“We come here every year and it gets more and more tore up.”
County officials are planning on modifying Pier Avenue through a set of phases
with the final phase adding a roundabout between Air Park Drive and Lakeside Avenue
The short-term will be to add marked crosswalks
strip a bike lane and reduce the current four lanes to three lanes with a center turn lane
The mid-term phase will include the plans from the short-term phase and will add curb extensions at key intersections and provide bicycle parking
The long-term phase will include the short and mid-term phases and a roundabout between Air Park Drive and Lakeside Avenue along Pier Avenue
Hudson says his department is conducting their last round of public comments
The County Board of Supervisors will have the final say on whether the Pier Avenue Corridor plan can move forward
Oceano vocalist Adam Warren has backtracked on his self-defense, informing fans in a lengthy statement that he is quitting the veteran deathcore band. The group has also dropped off a 2025 tour with Attila and Dealer following backlash
which Warren has now educated himself on after issuing his first response
Yesterday, it was reported that Warren stood by his band's decision to join the aforementioned tour
which has been the center of controversy this week

The 2025 American Rejects tour was originally slated to feature Attila
Alpha Wolf bassist Josh Arnold sparked controversy when branding the tour the "rapist abuser tour," referencing sexual misconduct allegations made against at least one member of the touring lineup
Dealer vocalist Aidan Ellaz was dismissed as Alpha Wolf's frontman in early 2018 "due to the severity" of allegations made against him
Two years later, everyone but Ellaz quit Dealer, alleging Ellaz had "verbally and emotionally" abused a bandmate

Attila's Chris Fronzak denied allegations of sexual misconduct made against him in 2020. That same year, drummer Bryan McClure was fired over allegations of rape and grooming
which was formed after Ellaz and Alpha Wolf split
first signed to Fronzak's record label
Fit For a King bassist Ryan O'Leary also commented on the American Rejects tour
"I wonder if Dealer will participate in Fronz's Only Fans
fans have responded negatively to support bands accepting spots on tours with other bands they find problematic for any variety of reasons
This trend reared its head toward Oceano with DIY record label ds//fp spurring a comment from Warren after questioning the deathcore group for being on the tour
The label branded the American Rejects tour one "where people need to cover their drinks and watch out."
stating he does not "keep up with internet stuff like that these days" because he is "pretty busy with family and work." The vocalist did not address the nature of the controversy in his response and stood by Oceano accepting a tour opportunity that came their way
Warren insisted he will "be on watch" during the tour to ensure nothing bad happens to anyone
He further defended his character and shamed those judging him over something he had no involvement in
presumably meaning the situations that led to the myriad of allegations
after apparently taking some time to brush up on the issues fans had presented to him before the series of X exchanges described above
Warren has reversed course — Oceano have dropped off the American Rejects tour and the vocalist is quitting the band
Deep into his lengthy statement
"So it is clear I was not informed enough to make a proper decision to tour with this package
I’ve never experienced bands causing such a stir and I was not made aware until announcing the tour of people with such serious allegations surrounding them being on a tour I’m going to be on."
"I encourage anyone who is directly affected by those people/bands to contact the authorities/police and take legal action," he continues
In regards to the allegations made against Ellaz in 2018, police were said to have been involved (via The PRP)
"After gathering my own information on the subject OF COURSE we will be removing Oceano from the tour
But shame on all of you who tried to make me the scapegoat
What are YOU doing to change this culture besides point fingers and reshare rumors
I had zero idea the environment I was getting myself into
He then cites complicit members of the music industry and his general disgust with the scene
Warren states he is quitting Oceano effective immediately
he also states that the band is planning their final shows in 2025
Believe it or not some people don’t spend their life on the internet
My only goal has been to take opportunities to push Oceano forward since the fans said they wanted it
You will not make me out to be a bad person for things I am
Not connected to when it comes to what other bands members do
There was a time in my life when I was in a social media high horse
and I don’t agree with that nor plan to act like I am better than anyone nor that I know the details to anyone else’s business
I wasn’t aware of the depth of accusations with Attila and associates
Oceano was not active for a long time before now
I don’t even know anything about Dealer besides the bands name I’ve heard when they first came out years ago?
I did not even know what any other bands on the tour would be beyond Atilla until long after we agreed and no one in my circle cited any issues with our decision to take the tour
I think that before judging the innocent band just taking what seemed like a decent opportunity and has never been associated with these bands before
and clearly downplay to their own clients the character of people their (good) bands work with
keep asking yourself WHAT words have I said that are harmful
No one knew my circumstances nor my perspective until this moment
I don’t support any type of abuse or harm to anyone ever
But I’m not paying attention to what YOU all or anyone in the music scene personally does on the internet
So it is clear I was not informed enough to make a proper decision to tour with this package
I’ve never experienced bands causing such a stir and I was not made aware until announcing the tour of people with such serious allegations surrounding them being on a tour I’m going to be on
I encourage anyone who is directly affected by those people/bands to contact the authorities/police and take legal action
I have been nothing but kind and positive within this music scene especially on that internet side and that can be hard sometimes

One person said it "sucks" that Oceano are breaking up because of this recent backlash
urging them to be more "attentive to detail" in reading his statement
"People don't seem to be good at reading retention on here," the vocalist chastises
"Maybe it would've been a good idea to look into who you are going on tour with if you don't want to receive backlash when it's announced
whether you spend all your time on the internet or not
you should be aware of the potential risk you could have been bringing to your fans."
Warren basically says it's too late for that
but he's taking a stand "in protest to the scene being riddled with fucking creeps" by leaving the music industry
He instead will pursue music as an independent artist

Oceano vocalist Adam Warren has backtracked on his self-defense, informing fans in a lengthy statement that he is quitting the veteran deathcore band. The group has also dropped off a 2025 tour with Attila and Dealer following backlash
Yesterday, it was reported that Warren stood by his band's decision to join the aforementioned tour
Alpha Wolf bassist Josh Arnold sparked controversy when branding the tour the "rapist abuser tour," referencing sexual misconduct allegations made against at least one member of the touring lineup
Dealer vocalist Aidan Ellaz was dismissed as Alpha Wolf's frontman in early 2018 "due to the severity" of allegations made against him

Attila's Chris Fronzak denied allegations of sexual misconduct made against him in 2020. That same year, drummer Bryan McClure was fired over allegations of rape and grooming

Following their final tour announcement, Oceano was hit with an accusation from an artist alleging that they plagiarized his work without fair compensation
New evidence recently provided seems to imply that Oceano vocalist Adam Warren attempted to pay off the artist, Chris Gallien. It could be that he was trying to make amends, although it seems a bit odd to only do this after being approached, or sent the money for fear of a possible public outcry, which the band are no strangers to.
After he took issue with the fact that his art wasn't chosen
and something similar from another artist was used instead

Proof of this transaction has also been provided in the form of a Zelle screenshot
The artist seemed to not care as much about money
and more so felt hurt that he was repeatedly told his work wasn't good enough
only for the band to use nearly identical designs in their final piece.
While Warren made attempts to fix the issue
it might not have been enough considering the artwork is so similar
and the band may have been worried about yet another social media outrcry.

“I would love that because my cousin does track and field at the high school and I want to do that like when I get older," Olson's 3rd grader said
“[My kids] would be able to utilize it for many years and just be able to be active and run," Olson added
plans for a new community walking and jogging track and a soccer field have gained traction and would provide kids with a safe
“The soccer field is kind of plain and like there's only one goal
so there's like no competitors," one elementary student said
“They could be able to play better in a field that is not as holey and with tripping hazards and stuff like that," Olson said
But it won’t just be for the kids at the school
“The beauty of the project is after school hours
it'll be open to the public and it's a facility that we don't have anything like here in Oceano," said Peter Brown
Oceano Community Services District General Manager
“The full scope of a track project like this is that all of our facilities have the ability to be used by the public under the [California] Civic Center Act,” said Curt Eichperger
Lucia Mar Unified School District Assistant Superintendent of Business Services
The Act authorizes the Lucia Mar Unified School District to allow the use of school facilities for things like AYSO soccer and local track and field programs
giving the Oceano community a space they’ve been lacking
Some of the funding sources for the project to date have been a local business
a community development block grant from the county
“People are going to want to give to things that enrich the community," Olson concluded
Brown said they’re about halfway to their goal having raised about $65,000 in the last few months
They are hoping to break ground by the end of this school year

(FOX26) — A mysterious fireball sighting near the Oceano Dunes led to an extensive search by the Morro Bay Coast Guard Patrol and Naval Base Ventura County Point Mugu
The Coast Guard Public Information Officer said the incident began when "Sector Los Angeles – Long Beach received a report of a red flare burning around 6:05 PM."
The report came from an off-duty firefighter who happened to be at the beach and witnessed the offshore flare
A citizen also reported seeing a fireball fall into the ocean
prompting the Ventura Helicopter to conduct grid pattern searches of the area
"STA Morro Bay and Air Station Ventura searched for six hours with negative results and conducted a first light search," the officer said
which included bands that have proved controversial due to a number of serious allegations levied against them in the past.
"I had ZERO idea my name is being tossed around alongside [...] people who have people accusing them of horrible things," Warren stated
expressing frustration at being criticized while still processing the situation himself
The vocalist also criticized the metal scene's current state
worship of band members and less focus on artistic integrity." He expressed disappointment with what he perceives as complicity within the industry and called for more concrete action beyond "point[ing] fingers and reshar[ing] rumors."
Warren's departure marks the end of his tenure with Oceano
a band that has been a significant force in the deathcore scene
The announcement comes after what Warren revealed was nearly the end of the band a year ago

and I don't agree with that nor plan to act like I am better than anyone nor that I know the details to anyone else's business
I wasn't aware of the depth of accusations with Attila and associates
I don't even know anything about Dealer besides the bands name I've heard when they first came out years ago?
and clearly downplay to their own clients the character of people their (good) bands work with. If you continue to read
I don't support any type of abuse or harm to anyone ever
But I'm not paying attention to what YOU all or anyone in the music scene personally does on the internet
I've never experienced bands causing such a stir and I was not made aware until announcing the tour of people with such serious allegations surrounding them being on a tour I'm going to be on
I have been nothing but kind and positive within this music scene especially on that internet side and that can be hard sometimes
Y'all are vicious and clearly seek chaos without care of who it effects
What are YOU doing to change this? As of today it is clear I am WAY more surrounded by complicit industry people
worship of band members and less focus on artistic integrity. I don't want to exist to YOU anymore

Oceano's final tour may be in jeopardy. As it stands now, the band's social media profile images and headers have all been deleted. The band's Instagram has also been made private
Even more telling is any mention of Oceano's final shows has seemingly been wiped
The Last Ten Seconds of Life and the other supporting acts have also removed any mention of it
leaving many fans wondering what is happening and if the tour will go forward
This doesn't necessarily mean the tour is canceled
however there has been no comment made by any party involved in the upcoming tour.
Oceano may just be swapping out the tour ad mats or possibly something worse may be coming down the pipeline
like the final show tour being cancelled altogether

If you love something and want to have it again as I did within the same week
I went home with the remaining slices of a brilliant white pizza cooked for mere minutes in the restaurant’s wood-burning oven
It was topped with a mix of mushrooms plus something I’d never before experienced on a pizza: laces of preserved Meyer lemon
I loved it so much that I ordered it again during a second visit
January's pork-belly pastrami pizza has been swapped for a mortadella variety
The quality of individual ingredients used by both Bearmans is brought to life with acidity; like salt
you notice it immediately when it's not in a dish
great dishes exemplifying acidity’s judicious use of taking it to the edge while not toppling the dish include Hawaiian walu crudo and a duck panzanella I'd gladly eat every night
My dining companion with decades in the restaurant biz likened the crudo to the late Ella Fitzgerald’s knack for "hitting the note at the top of the note."

Bonus points for welcome unexpected Asian influences like Gochujang

they announced a farewell tour in order to officially say goodbye to their fans
The group announced an 11-date trek through the midwest in May

an artist named Chris Gallien accused Warren and the band of copying a design he had made for them for their tour admat
The band decided not to use Gallien's art for it
but apparently used a design that had an uncanny resemblance to the one he made for them
Gallien wrote a post on social media calling out the band that day
"Ya I’m not keeping my mouth shut
"I was told my flier didn’t make the cut
and then see that my work was completely ripped off and plagiarized
I’m not working with Adam or Oceano on anything moving forward
That’s the last time I do anything without upfront deposits and contracts
The post also shows the alleged design Gallien created next to the one Oceano ultimately used
Gallien also shared screenshots of a text message exchange between himself and Warren
and the singer ultimately agreed to pay the artist $100 to settle the dispute

kids and families headed to the Oceano Dunes Visitor Center to learn about the underwater giants in their backyard
Some organizers and attendees talked with KSBY about the experience
which is a program meant for children aged 3 to 6
It's a program that brings the kids out to the park
[where] we talk about different educational nature topics," Sarah Daum
told KSBY that she was equally as curious as the Little Rangers
I am too— I'm learning things too," Austin said
"I learned that a killer whale is about the size of these two tables," Gwen
"I like nature because there [are] some strange animals that actually look nice."
Daum adds that the interactive elements of the Little Rangers event make learning much more effective
It is really fun for them to connect with nature and also learn by touching
It's important for them because it keeps their interest and it also keeps them excited," Daum said
Austin told KSBY that she hopes the program will impact Oceano families in the future
but it's also a place for locals to come and join," Austin said

the Illinois deathcore veterans are responsible for some of my favorite releases in the genre
such as the infectiously djenty Ascendants and the aforementioned celebrated debut
no new music would surface under the Oceano flag until 2022’s acclaimed single “Mass Produced”
a track that was as absurdly heavy as it was sonically interesting with a newly renewed focus on technicality and melody that hadn’t been present since the Depths and Contagion era
These elements have become mainstays with the long awaited upcoming full-length Living Chaos
which positions Oceano to reclaim the throne of deathcore’s most formidable driving force
Oceano teamed up with veteran metalcore producer Joey Sturgis
who might seem an unconventional choice for this genre
Living Chaos features one of the most impressive production efforts I’ve encountered in a modern deathcore release
All elements on display are perfectly balanced
with Sturgis maintaining the band’s signature heaviness through powerful drum production and robust guitar tones
does Oceano’s songwriting ability still hold against their peers
While bands like Lorna Shore have dominated the spotlight in the 2020s
Oceano might be poised to make their mark with Living Chaos
From the very first minute of the opening track “Wasted Life,” it’s clear that Oceano have returned in earnest
Djent-driven deathcore grooves accompanied by a stellar vocal performance from founding member Adam Warren make for a more than satisfactory opener to Living Chaos
The aforementioned “Mass Produced” returns two years later with a renewed purpose
fitting nicely into the following slot on the record
the songwriting chops Oceano have developed over the years climax
This masterfully crafted track blends melodicism with Oceano’s signature heaviness in a manner void of flaw
The verses feature guitar work reminiscent of Swedish melodeath bands like Dark Tranquility—an element I never imagined hearing in a deathcore setting in 2024
“Into The Flames” is also one of the most varied tracks on the record
which is impressive given it is also one of the shortest
it accomplishes a great deal; the opening section features one of the bounciest djent grooves I’ve encountered yet
while the latter parts maintain the dissonance
and signature brutality previously displayed across the record
the first half of Living Chaos highlights the remarkable progress Oceano have achieved over nearly two decades of refining their craft
to the extent that I struggle to find any valid criticisms
Every era of this band’s discography coalesces perfectly here
making for a quintessential Oceano experience
“Wounds Never Healed” is another single that showcases the album’s finest qualities
with the addition of some electronic elements in its beginning and end sections
“The Price of Pain” contrasts sharply with an intense
featuring some of the most technical drumming to ever grace an Oceano album
the track includes several ‘low & slow’ breakdowns which are bound to stir up some action in the pit; in particular
the breakdown that starts around the two-minute mark
featuring its steady chug and kick patterns alongside Warren’s powerful bellows
The penultimate title track continues this approach
effortlessly changing tempos to maintain variety
while incorporating dissonant lead guitars in the background to create an atmospheric ambiance
While “Living Chaos” is undeniably a strong track
which is unfortunate given that it carries the album’s title
It doesn’t quite achieve the same impact as some of the other tracks on here
Its first three minutes deliver elements of melodeath with a skill that rivals some of the most experienced bands in that genre; meanwhile
Oceano wrap up the track by showcasing what they do best: intense downtempo breakdowns bring it to a powerful finish
reinforcing that this seasoned band will always stay true to their roots
Although deathcore is quite saturated these days
Oceano has created something truly exceptional with Living Chaos
They’ve skillfully distilled the essence of every phase of their career into this standout album
representing the culmination of nearly two decades of hard work
it’s their most impressive effort to date
and if you consider yourself a fan of deathcore
I’m certainly hopeful the wait for their next release won’t be as daunting

The California Coastal Commission overstepped its authority when it attempted to ban off-road vehicle usage at the Oceano Dunes
according to a Second Circuit Court of Appeals ruling on Monday
The Coastal Commission also violated the law when it shut down the Pier Avenue entrance to the Oceano Dunes State Recreational Area
the Coastal Commission voted unanimously to phase out off-road vehicle usage at the Oceano Dunes over three years and to close the Pier Avenue entrance by July 1
Their plan was to deny California State Park’s renewal of its coastal development permit and close the dunes to vehicles
commissioners argued vehicle usage at the dunes harms the environment and does not comply with the California Coastal Act
The commissioners also cited environmental justice as a justification for closing the park to vehicles
a nonprofit that represents approximately 28,000 supporters of off-road recreation
previously indicated it was ready to take legal action if either the Coastal Commission or California State Parks were to attempt to ban or reduce off-road vehicle usage at the dunes
Friends challenged the Coastal Commission in a series of petitions for writ of mandate
alleging the Coastal Commission had no authority to close the dunes
They also alleged that the commission violated the Coastal Act and the California Environmental Quality Act when closing the entrance

documents reveal that State Parks intentionally suppressed its own peer-reviewed study that shows recreation at the park has nothing to do with air quality concerns expressed by the air district
State Parks executives have left the top district superintendent position at Oceano Dunes vacant for eight years
serving in an “acting” capacity only while hoping the “acting” gig parlays to a permanent leadership post
Instilling that hope is intentional and false
It’s a years-old carrot dangled to ensure unquestioning compliance with the shot-callers in Sacramento
the released records expose a corrupt system that prioritizes political control over everything else

2022 and part of a trove of documents released by State Parks in response to an Aug
2024 public records request by the Friends of Oceano Dunes
The Friends group is a non-profit organization that advocates for continued and enhanced public access to the Oceano Dunes State Vehicular Recreation Area
the San Luis Obispo County Air Pollution Control District
has claimed that off-road recreation at Oceano Dunes causes violations of the state’s PM10 standard on the Nipomo Mesa
which is about two miles inland from the park
Specifically, they claim that the PM10 on the Mesa is dust from Oceano Dunes. The broader backstory of this claim has been presented previously (see attachment to this 2023 letter to the state’s Park and Recreation Commission) and so is not the focus here
Some of the background is discussed below to give context and relevance to the released documents
the air district issued a stipulated order of abatement
It required that State Parks eliminate violations of the state’s PM10 standard on the Mesa by covering large sections of Oceano Dunes to prevent the emission of dust from the dunes
The order has been officially revised twice
accepted by the APCD’s Hearing Board in Oct
It also shifted the order goal from eliminating PM10 violations on the Mesa to eliminating “emissions in excess of naturally occurring emissions from the vehicle recreation area that contribute to downwind violations of the state and federal PM10 air quality standards.”
But despite that key shift of the order’s goal
and the air district all acknowledged that they did not yet know what “emissions in excess of naturally occurring emissions” meant
the environmental program manager overseeing the order efforts on behalf of State Parks
“We’ll be working very closely with the SAG
on this to quantify what ‘emissions in excess of naturally occurring emissions,’ what that means.”
Largely because of its continued frustrations at trying to quantify “emissions in excess of naturally occurring emissions” from the Oceano Dunes park
the SAG initiated a third revision of the order
which was presented to the APCD’s Hearing Board on October 15
That revision pushes the order’s expiration date to Dec
That’s an extension of authority over Oceano Dunes that the SAG proposes giving itself and the air district that is more than six years beyond the original end date of the order and more than 10 years since the order was first issued
As of March 2022, State Parks has spent in excess of $25.2 million on order-related efforts to reduce PM10 violations on the Mesa
Members of the SAG have received a significant percentage of those public funds for their consultation services
State Parks has fenced off more than 740 acres of the park from recreational use
The State Parks memo obtained from the records request is titled “CARB Questions around PM10.” It is watermarked “confidential” and authored by Sarah Miggins
the deputy director of the Off-Highway Motor Vehicle Recreation Division of State Parks
Some editing is provided by State Parks’ Mr
No other documents provided by State Parks in response to the records request indicate that questions in this document were actually asked or answered by CARB officials
Based on 2019 CARB email correspondence obtained previously by the Friends group
one of the CARB representatives referenced in Ms
it would seem that correspondence attributed to him that indicates the state’s PM10 standard is “aspirational and ambiguous,” would provide significant legal leverage for State Parks to exit the order
particularly if “most parts of the state are not compliant with that standard.” Add to that the findings of the three-year investigation undertaken on behalf of State Parks by the Scripps Institution of Oceanography
The Scripps work, published in the peer reviewed scientific journal Atmospheric Environment
shows that 14% of the PM10 on the Mesa consists of mineral dust
That is a regional measure of PM10 that is two miles from the park—a park situated within a much larger dune field
That means that only a fraction of that 14% dust content could feasibly be dust from Oceano Dunes
only a fraction of that fraction could be “emissions in excess of naturally occurring emissions,” if such a thing exists
Given the Scripps results and the SAG’s years-long struggle to quantify “emissions in excess of naturally occurring emissions,” that’s doubtful
the atmospheric chemist who led the Scripps work
presented her report and findings to the regular board of the APCD in September 2023
The board then voted unanimously to “accept and file” the report and its findings
putting the Scripps study on the same legal plain as an unpublished APCD study known as the Phase 2
The APCD’s Phase 2 report, despite significant flaws, was “accepted and filed” by the APCD Board in 2010
the Phase 2 document has since been used to justify actions the air district has taken against State Parks and Oceano Dunes
Yet rather than pick up legal and scientific arms to defend Oceano Dunes
State Parks has been steadfast in prostrating itself to the order
2024 public records request provides only the latest record of this: No documents received from the request show that State Parks’s Sarah Miggins
or any other Parks representative ever pressed CARB officials as to the viability of the state’s PM10 standard
And emails between SAG member Jack Gillies and Parks’s O’Brien and Miggins demonstrate a concerted effort to avoid reference to the Scripps investigation
2023 email exchange made in anticipation of a meeting of the state’s Off-Highway Motor Vehicle Recreation Commission
where SAG-related work that was conducted after the Scripps investigation and regarded the composition of the PM10 on the Mesa was to be presented to the Commission by Gillies:
Jon O’Brien to SAG’s Jack Gillies: “Just to confirm that there will be minimal comparison to Scripps
Instead you will just be presenting the data from the Desert Research Institute
SAG’s Jack Gillies in reply to Jon O’Brien: “I am not going to make any reference to Scripps results in the presentation.”
upon forwarding his exchange with the SAG’s Jack Gillies: “There will be no reference to the Scripps results in the Desert Research Institute presentation.”
At that March 2023 commission meeting in Redding and at other meetings
State Parks’s O’Brien vaguely assured the commissioners and the public that the Scripps work showing 14% dust content in the Mesa PM10 “will be part of the discussion” as State Parks works “very closely with the SAG
very closely with the APCD” in amending the order for a third time
as submitted to the APCD Hearing Board on Oct
nor does it even mention the word “dust.” (By comparison
also does not mention Scripps or “dust” even though that revision occurred after Scripps’s Dr
2021 interim report to Sarah Miggins that detailed the 14% dust findings
Based on notes by Miggins in the earlier cited confidential memo
it appears that disregard of the Scripps work was an intentional choice: Miggins writes
“The SAG is not considering mineral dust content of the PM10 as part of the order revision or Scripps findings.”
There are other nuggets in the records release
2022 email from the SAG’s Jack Gillies to State Parks’s Jon O’Brien where Gillies writes that the publication of the Scripps findings made him “rather angry,” and that the publication “is a travesty of air quality science in my and my other colleagues opinions.” He continues
“I am preparing a manuscript based on the Desert Research Institute 2021 speciation data to plant our flag into the source attribution ground.”
have long attributed only one source to the PM10 on the Mesa
The SAG’s PM10 computer models are based on that 100% dune dust assumption
So it would seem that “planting a flag in the source attribution ground” only after getting word that a published scientific article demonstrably contradicts that assumption is reactionary at best
It also shows the SAG has disregarded a key provision in the 2018 order that states
OHMVR [State Parks] and CARB will continue to refine all source contributions of emissions affecting the Nipomo Mesa.”
But it was a forwarded email received independent of the Friends’ records request that proved to be the kicker
State Parks’ Sarah Miggins emailed Parks staff regarding “Oceano Dunes Leadership.”

would be taking over as “acting district superintendent” at Oceano Dunes
The brief email included a forwarded email to select staff
O’Brien will replace chief ranger Kevin Pearce
who has been acting district superintendent since 2017
O’Brien is to maintain his current role in Sacramento while traveling to Oceano Dunes “two days a week or four days every two weeks,” and as needed
His assignment will be evaluated in six months “to see how things are for him and the district.”
which underscores a Sacramento-based management approach to Oceano Dunes
But what hits first is that the district superintendent position at Oceano Dunes has been open since 2017
Kevin Pearce filled in on an interim basis when the previous district superintendent
was promoted to the Monterey District in 2017
Prior to an organizational restructuring of State Parks that was known as “transformation,” rangers could promote to lead a State Parks district and maintain their law enforcement classification
which was finalized in 2017 (after Brent Marshall’s move to the Monterey District)
a district superintendent position at State Parks was no longer considered a law enforcement classification
For law enforcement officers that created a disincentive to promote to a district superintendent spot because that meant giving up badge and gun and no longer accruing a pension based on a law enforcement classification
Kevin Pearce stepped up for State Parks as “acting district superintendent” because an official move to that position was effectively a demotion
And he remained in that limbo between job classifications for nearly eight years
a “fantastic job,” as the forwarded email stated
Why has State Parks left the position open for that long
One of the oft-promoted benefits of the “Transformation” restructuring was that it was to “streamline the hiring process.” It seems more it has led to a perpetual meander
there have been two presidential elections and two elections for California’s governor
We have also had two directors of State Parks
and two deputy directors in charge of the Off-Highway Motor Vehicle Recreation Division of State Parks
there have been at least four separate attempts to hire a permanent Oceano Dunes district superintendent—four times when the position was advertised
On at least three occasions State Parks hired professional recruiters to find candidates deemed satisfactory
It begs the question: Who has been doing the not-choosing
The only constant at the top executive level of State Parks since 2017 has been Liz McGuirk
the chief deputy director and second in command
the extent of her involvement with the OHMVR Division generally and Oceano Dunes specifically has been significant
she oversaw the final implementation of State Parks’s “Transformation” restructuring
“Transformation” diminished the OHMVR Division’s role at Parks and reallocated much of its funding
she was a deciding voice in accepting the APCD’s order—a decision made without input from the technical team State Parks had assembled to evaluate and counter various order-related proposals pushed by the APCD
the deputy director position at the OHMVR Division was vacant
Rather than have the Division’s very capable second in command at that time
McGuirk assumed the role herself while maintaining her duties as chief deputy director for all of State Parks
McGuirk has been on the interview panel for the Oceano Dunes district superintendent spot
As the top Parks executive on a three-person panel that includes two of her subordinates
McGuirk weighs in as to who should or should not be the Oceano Dunes district superintendent
I know because I interviewed for the position
and on July 17 of that year I was interviewed for the district superintendent spot by the Chief of Southern Field Operations/Executive Chief of Law Enforcement Brian Ketterer
the Deputy Director in charge of the Park Operations Division of State Parks
“If you are still interested in moving forward in the process I would like to extend the invite.” I called to say I was indeed still interested
2019 OHMVR Commission meeting in Atascadero
he told me “things are out of my hands,” but that I should “hang in there.” Still
there was no communication from State Parks
and so I resubmitted my application to start the process again
2021 at the Oceano Dunes District Office in Pismo Beach
There were at least two other candidates who made it through the selection process to be interviewed that day
and I’m sure they thought they did well also
no one was chosen for the district superintendent spot
This anecdote reflects the dismay of not one but all of those who went through the time and effort to evaluate the potential job

the contracting of recruiting agencies seems to have been only an exercise
There have been at least two other rounds of interviews in the subsequent years
Those appear to have been internal to State Parks to find a State Parks employee willing to sub-in for Kevin Pearce as “acting district superintendent.” But in the end
Kevin served ably in that role through 2024
No doubt he is grateful to return finally and officially to his Chief Ranger position
the person now taking the district superintendent spot
the Oceano Dunes district superintendent position remains open
and leave the position open for eight years
Liz McGuirk who plays a peculiar Goldilocks
looking for no one at all until she finds someone just right
someone just malleable enough to suit her needs
maybe she makes O’Brien the official district superintendent at Oceano Dunes
It seems he has been able to walk the order line to Ms

What is obvious is that keeping the district superintendent position open and leaving Oceano Dunes in leadership limbo for eight years is an affront
that decision aligns with all of the other order-related decisions that have led down a crooked path—a path the Sacramento-based management of State Parks readily walks no matter the cost
the person who ran the Park Operations Division at State Parks
There are more than a few capable people working in Park Ops who answered directly to Ms
Amann—people who could credibly fill the vacancy she left behind
it appears Liz McGuirk thought it would be best if she filled that role herself
McGuirk now serves as “acting” deputy director of Park Ops while continuing as Chief Deputy Director for all of State Parks
just as she did in 2019/2020 for the OHMVR Division.)

I enjoy the sheer act of creating within ANY medium a million times more
The way I continue to approach my Music and all creative output across all my platforms is devoid of focus on outcome

or use my brain to help serve those I love

Michigan grindcore/metalcore outfit See You Next Tuesday have officially withdrawn from the upcoming Oceano final shows tour. The band cites the most recent tour flyer design fiasco as the reason.
Earlier in the week graphic designer Chris Gallien called Oceano vocalist Adam Warren out for using his flyer design, though slightly edited, after telling him his flyer did not make the cut. Warren tried to smooth things over by paying Gallien after the fact
Earlier today, Oceano's social media has been wiped including all mention of the tour. We also reported that every band associated with the tour had also removed the flyer or any mention of the upcoming run.
As of posting this, there has been no official word from Oceano or any other band on the tour package. However, now with See You Next Tuesday dropping many are questioning if the final shows will happen.
See You Next Tuesday shared the following message:
In the end, we as a band have decided we are not comfortable with the current situation and will no longer be part of this tour.
We would like to apologize to everyone who worked on making the tour happen for us and anyone who was looking forward to seeing us live. Lastly, we hope a positive resolution can be reached between all other parties involved.

The Bearmans’ talent for crafting simple dishes that explode with flavors garnered them a distinguished James Beard Award semifinalist nomination for “Best Chef” in the South last year
So I knew their creativity would transfer to the new

but it’s the people who make this a special place
we were warmly greeted by a passing server and then by longtime GM Sue Brown
who offered us a glass of wine while we waited for a table
but there are also unique finds like Sancerre
For someone who always looks for the “off the beaten path” varietals
We settled into a cozy nook in the back until two seats at the chef’s table/bar opened up
I couldn’t believe my luck; I had a front-row seat to the kitchen magic
directed the culinary symphony with grace and calm
calling for service in almost a whisper and always punctuating his requests with “please” and “thank you.”
I won’t go into much detail about our meal
I will dish about the house-made mozzarella ($21)—warm
gooey and sharing a soft slice of bread slathered in garlicy pesto with the most delicious baby tomatoes I’ve ever savored
an edible piece of colorful modern art with pieces of ripe orange
juicy grapefruit and tender avocado balanced with crunchy red onion and cancha corn
overflowing onto our table and pushing me to rush through them before they lose their heat
each dish was delivered with the perfect duration between courses
I also appreciated that our plates were changed before each course
The rigatoni with lamb ragout ($39) and New Bedford scallops ($41) rounded out the dinner
with its melt-in-your-mouth meat and crunchy breadcrumbs
was equally as savory as the perfectly prepared scallops
Sitting at the bar enabled us to interact with most of the small staff
Servers chatted with us as they poured their guests’ wine
And it made me jealous of those who live closer to Oceano
