— A proposed landfill in Odenton is a no go
Maryland's Department of Environment recently denied Halle Companies a refuse permit to build the Chesapeake Terrace Landfill along Patuxent Road
The landfill would've provided a capacity of 9.3 million cubic yards on 480-acres of land
In declining the permit
environment officials cited harm to public health
"The proposed East Entrance from Conway Road constitutes a risk to public health due to the proximity of the Two Rivers Elementary School and the intersection of the WB&A Trail," the department said
The applicants were reportedly given the opportunity to pitch an alternative entrance
Anne Arundel County Executive Steuart Pittman agreed with the denial
"Much has changed in the immediate area surrounding the landfill since it was first proposed
Thousands of homes have been built adjacent to the proposed landfill as well as an elementary school to educate the children who live in those homes," said Pittman
The County Executive suggested preserving the land for nature and recreation
I will be reaching out directly to the Halle Companies to begin discussions about preserving the land for nature and passive recreation
either in partnership with the county or a local land conservation organization," Pittman said
The decision can still be appealed within 30 days

hundreds of parking spaces separate the southbound side of the Odenton MARC commuter rail station from a nearby town center
but Maryland transportation officials want that to change
As the state considers how to boost the commuter rail service
particularly along the popular Penn Line from Baltimore to Washington
some experts think the acres of parking surrounding many of its stations hold the key to MARC’s future
the Maryland Department of Transportation issued a “request for qualifications” seeking a private company or nonprofit to develop the state-owned land in Odenton
It hopes to transform the 12-acre parking lot into hundreds of apartments
while consolidating the parking into a garage
The state wants to sign a developer by next summer
It’s the first movement on the state’s strategic plan for revamping stations along the Penn Line, developed in tandem with a broader MARC Growth and Transformation Plan
includes possible service expansions and expensive equipment upgrades
around the suburban stations along the line
as one solution to the housing shortage and key to the state’s ambitious climate plan
After seeing several administrations come with an interest in transit-oriented development and go without ever getting serious about building it
urban planner and author said it finally may be TOD’s time
Odenton’s existing town center has never been able to realize its potential
because it was put in the wrong place — in a wetland too far from the station
Redeveloping the sprawling parking lot with mixed-use spaces would be a win-win for both Anne Arundel County and MARC and could “create the sense of a real town center,” he said
Good TODs can help drum up the demand for more transit service by attracting new ridership
chief of real estate and transit-oriented development for the Maryland Department of Transportation
Platforms at the Odenton station are typically crowded during peak commuting hours
and additional development nearby could fill them even at off-peak times
“Doing TOD is going to help drive the demand quotient
getting the funding done for that infrastructure expansion,” said Zaidain
TODs can bring in five times the riders that surface parking can
Denser development around MARC stations will allow them to “mature” similarly to how areas surrounding Washington’s Metro stops did
“Part of the restructuring of MARC has to be going away from being just a commuter system and becoming an all-day system,” Philipsen said
Transportation demands seem to constantly be shifting in a post-COVID lockdown, work-from-home world. Only about 44% of Odenton station’s roughly 2,000 parking spots were occupied on the average workday in 2023, according to the call for developers
Anne Arundel County will spearhead a two-acre
1,100 spot garage on the southern end of the lot
The state is looking at transit-oriented development not just for MARC, but for Baltimore’s light rail and Metro, which also have been slow to bring back riders since the coronavirus pandemic began in March 2020
And officials repeatedly cite future TOD as one of the driving reasons to build Baltimore’s east-west Red Line light rail
which operates MARC and other bus and rail services
is tinkering with its own long-term vision to meet that changing demand
Commuters aren’t taking the train to get to work as much as they used to
which some are using to go to cultural events in Washington
“People are using it for everything now,” MTA Administrator Holly Arnold said Monday on WYPR’s Midday, as she talked about this demand change with host Tom Hall
She also highlighted a recent agency marketing push for commuters struggling with new north-south traffic since the collapse of the Francis Scott Key Bridge to consider MARC train
more frequent trains and expanded lines to new destinations
according to the results of almost 4,700 survey responses received by the MTA last year
Non-riders who completed the survey cited inconvenient train times
long travel times and few destinations as reasons for not getting on board
The agency’s new MARC Growth and Transformation Plan, which it will present to the public for feedback at a virtual meeting next week, will include a variety of future service scenarios and the investments necessary to make them happen
there are strong forces that could restrain MARC’s growth
The MTA doesn’t own the track that all three MARC lines run on — they operate by the grace of expensive contracts with Amtrak
which owns those of the Camden and Brunswick lines
So the MTA can’t just run more MARC trains because that’s what people want
It pays Amtrak and CSX per mile and schedules have to be mutually agreed upon
The national passenger railroad also is looking toward growth
particularly along its busy Northeast Corridor
And CSX is gearing up for the planned expansion of port operations at Tradepoint Atlantic
which would send some container trains along the same tracks as the Camden Line
In 2019, 66% of the time that MARC trains spent delayed was the result of issues attributed to Amtrak and CSX
Only about 9% of delays were because of MTA issues
But good TOD — and its resulting rider demand — could help the MTA’s case
and having Anne Arundel County government as an active partner in the redevelopment
His message to developers: “We are ready to partner.”
Correction: This article has been updated to correct that there are multiple tracks in the Penn Line corridor
and none of them are dedicated specifically for Amtrak or MARC

She attended a Thursday job fair in Odenton hosted by the Anne Arundel Workforce Development Corporation
MD — "The hatchet just came down," said Sylvie Kwedi of North Laurel
The Howard County resident said she was laid off in January from an AIDS prevention foundation that lost its federal grant
Kwedi was among the 750 job seekers at a Thursday evening job fair in Odenton recruiting laid-off federal workers
Attendees also included terminated government contractors and workers for aid organizations that lost funding
Other participants were employees who accepted the deferred resignation buyout and current federal workers scouting options in case they were eventually dismissed
The fair responded to President Donald Trump's government downsizing
Kwedi appreciates the push to eliminate waste
but she would prefer a slower and more strategic approach
Anne Arundel County and the City of Annapolis are now recruiting former federal workers for vacant jobs in local government
The Anne Arundel Workforce Development Corporation hosted the event at the O'Malley Senior Activity Center
Recruiters hailed from the Anne Arundel County Police and Fire Departments
the county school system and the Maryland Department of Labor
Other opportunities were available through Live
Casino & Hotel and the University of Maryland
Plans are underway for a second recruitment event in Anne Arundel County
The Workforce Development Corporation is also planning a regional career fair with neighboring jurisdictions
I need to pay my bills because the layoffs were so unexpected," Kwedi told Patch
"The scariest part is not even because of my job
The scariest part is the impact that that work had," Kwedi said

He eventually switched paths and became a communications specialist for his government contractor
"It definitely seemed safer than journalism," Maki said
Maki enjoyed his most recent employer and would return for one of its private sector contracts
He remains wary of federal jobs amid the ongoing cuts ordered by the Department of Government Efficiency
"There doesn't seem to be effective communication about what's going on

It does not seem efficient," Maki said of DOGE

Glover worked in human resources at USAID's Washington
She may pivot to state or county government because they are more intimate

that doesn't matter and it's not taken into account," Glover said
we're not looking at the actual people that will be affected."

mixed-use communities along the rail corridor between Washington
the 13-acre surface parking lot on the west side of Odenton MARC Station is a development opportunity to provide new housing
retail and enhanced connectivity adjacent to transit with regional accessibility and close proximity to Maryland’s largest employment center – Fort Meade
MDOT is looking for development teams with a track record in partnering with public sector agencies in delivering transit-oriented developments and affordable housing
“This public solicitation is the first step toward improving transit connectivity
creating new jobs and expanding affordable housing options along the MARC Penn Line,” said MDOT Secretary Paul J
we look forward to engaging with experienced development teams that can become long term partners in developing the Odenton MARC Station into a vibrant community where people can live
The plan for the area surrounding the Odenton MARC Station calls for the addition of a mixed-use development
$270 million in state and local tax revenue and upwards of 117,000 new annual MARC trips at the station
MDOT notes the plan would add more than two miles of new safe
trails and bike paths for improved connectivity
Transit options would be enhanced through local bus and shuttle routes
MDOT will establish a pre-qualified list of teams that will be able to submit development proposals in spring 2025
MDOT intends to select a development team next summer and negotiate a master developer agreement
This solicitation request covers the first phase of development planned for Odenton MARC Station
MDOT is also working on an approach to the future redevelopment of a nearly eight-acre parcel on the north side of the station.
“In order to address Maryland’s housing crisis and expand economic opportunity for our residents and their communities
we must create more housing – particularly housing near transit,” said Maryland Department of Housing and Community Development Secretary Jake Day
“This solicitation will play a critical role in the future of Odenton and its residents
We’re proud to partner with MDOT on advancing transit-oriented development opportunities like this one across the state.”
MDOT is releasing the development solicitation opportunity in coordination with Anne Arundel County
The County’s Plan2040 and the Odenton Town Center Master Plan identify Odenton MARC Station as a critical location for advancing transit-oriented development in the county.
“This is an important step for Odenton and Anne Arundel County and we’re looking forward to working with the Maryland Department of Transportation and a development team to deliver better amenities
improved services and real benefits for the Odenton community,” said Anne Arundel County Executive Steuart Pittman
“Transit-oriented development like this is key to creating sustainable
connected communities that meet the needs of residents now and into the future.”
MDOT notes Odenton Station is an integral part of the Penn Line Transit-Oriented Development Strategy Plan
an effort to catalyze growth and further private investment along MARC’s busiest commuter rail line
The plan presents recommendations for the development of 170 acres of undeveloped state-owned land around Penn Line stations.

The Maryland Department of Transportation is taking steps to build more transit-oriented development along the MARC Penn line in Odenton
MDOT is looking for a development team to design a plan at the Odenton MARC station that could include over 900 housing units and more than $270 million in gross tax revenue for the State over 30 years
“Good quality transit-oriented development is not just mixed use development
it’s development that is well connected to the transit
that is integrated with the surrounding community,” David Zaidain
MDOT chief of real estate and transit-oriented development
This is the first near-term opportunity to advance a strategic plan on the 12-acre site which Zaidan said is the missing piece between the station and the growing Odenton Town Center
“It’s seen as a barrier between the MARC station and the growing Odenton Town Center
and so this transit-oriented development is kind of the missing piece in linking that town center that the county has been pushing

Many secular New Year’s resolutions focus on imagining new
The failure rate of New Year’s resolutions is about 80 percent

MARYLAND — Snowfall estimates have increased for Maryland and a winter storm warning is now in place for parts of the Baltimore-Washington
Parts of the Old Line State could see 8 inches of snow Tuesday into Wednesday
but they agree that snow accumulation should be greater in the Washington area than in the Baltimore region
The National Weather Service issued a winter storm warning
forecasting "heavy snow possible" and "snow accumulations between 4 and 8 inches."
Counties under the warning include: Prince George's
A winter storm advisory will be in place from 3 p.m

"… Some schools may choose to hold classes Tuesday or consider an early dismissal
Federal workers could also be let off work early to avoid a congested and hazardous afternoon and evening commute," the Post said
"Closings are likely to be more widespread Wednesday since the heaviest snow
lowest temperatures and worst road conditions are expected Tuesday night."
The National Weather Service urged residents to delay all travel if possible
drive with extreme caution and be prepared for sudden changes in visibility
Precipitation is expected to start in the mid-late morning on Tuesday, an NWS forecast discussion said
The storm should start with snow and convert to sleet and freezing rain further south as temperatures rise throughout the day
Total accumulations will depend on how high the thermometer climbs and how fast the precipitation falls
Sleet and freezing rain should pick up Tuesday night into Wednesday morning
The NWS expects snow totals of 3 to 5 inches with locally higher amounts reaching 6 or 7 inches
Ice accumulation of a tenth of an inch is possible in southern regions
"Leave plenty of room between you and the motorist ahead of you
and allow extra time to reach your destination," the NWS said
and be especially cautious on hills or when making turns
Make sure your car is winterized and in good working order."
the NWS believes a second system will bring sleet and freezing rain to the area later Wednesday
It should convert to rain through Wednesday afternoon
Here's the NWS's seven-day forecast at Baltimore/Washington International Thurgood Marshall Airport:
Northwest wind around 5 mph becoming calm in the evening
Calm wind becoming southeast around 5 mph in the afternoon

Redemptorist Father John Barron “Harry” Harrison
a former pastor of Our Lady of Perpetual Help in Ellicott City and St
Joseph in Odenton who was remembered for his pastoral care of parishioners
a longtime parishioner at Our Lady of Perpetual Help
He was always going the extra mile to work out whatever problem you had.”
remembered a moment that reflected Father Harrison’s compassion
she recalled how her younger sister Maureen
longed to participate in the sacrament of confession after seeing her siblings do so
“He took her by the hand because she didn’t want any of us to go along
She came out of there just beaming because she went to confession like the rest of us.”
Father Harrison was ordained a priest in 1967 and resided at St
Mary in Annapolis while he completed additional theological studies
His first assignment was in the former Redemptorist vice province of Campo Grande
he spent the majority of his time as a teacher in formation at the high school seminary
he began serving at Our Lady of Perpetual Help
where his leadership brought significant changes
“He’s the one who brought modernization of the office,” said retired Deacon David Page
we only had one computer in the office and that was just keeping track of the funds.”
Father Harrison not only added multiple computers to the various offices
but he personally went through the parishioner’s registration records and created a database
but also allowing him to create and mail out personal Christmas letters to all the parishioners
“I have yet to meet one of the older parishioners who didn’t get one,” Deacon Page said
said he came to know Father Harrison in two different roles
“I knew him first as a pastor,” said Deacon Roling
“but then when I decided I wanted to become a deacon
I was sent to him as a spiritual director.”
Deacon Roling found him to be great as a pastor
he always kept me on the right track,” Deacon Roling said
Father Harrison was transferred to Our Lady of Lourdes in Seaford
John Neumann Residence at Stella Maris in Timonium
the retirement community for Redemptorists
“Everybody just adored him,” said Rick Culp
“He was always so easygoing and very approachable
he would drive down from Timonium to the Eastern Shore
and then drive back up to Stella Maris again all in the same day
and the only way you ever knew he had a bad shot is hearing him quietly say
recalled Father Harrison’s patience and gentleness
“I don’t think I’ve ever heard him angry,” Thompson said
Thompson was in church organizing his Lenten music when the pastor called him
requesting that he come over to the office
The message was that they had gone through Father Harrison’s notes for his funeral
and one of his requests was to “make sure that Harry’s there.”
Just after arriving in Brazil 56 years ago
Father Harrison sent a note back to his order with a brief description of his activities
and it is a perfect description of how he saw his priestly ministry
“I said Mass on the back porch of an old schoolhouse
The congregation gathered in the school yard underneath the shade of the trees
there was the rooster still announcing the dawn; the chickens were clucking at the feet of the congregation
the dogs were weaving in and out around the altar during Mass
They were happy as could be that they were able to have Mass there in their area.”

MD — Police continue to search for the assailant who stabbed a 17-year-old male student Thursday morning at Meade High
sending the Severn school into a five-hour lockdown
Officers said the victim was taken to the University of Maryland R Adams Cowley Shock Trauma Center in Baltimore
Authorities said they have not identified the suspect or suspects
Investigators have not found the weapon in what they believe was an isolated incident
Detectives are working through leads while the school remains on lockdown
Students, who were provided lunch and able to use the restroom, remained in their classrooms until dismissal at 3:18 p.m. All afterschool activities at Meade High were canceled Thursday
"Turn yourself in. Turn yourself in," Anne Arundel County Police Chief Amal Awad told the suspect at a Thursday press conference
Awad said a student resource officer stationed at the school notified authorities of the stabbing at 10:09 a.m
Western District patrol officers responded
assisting the SRO and school staff with life-saving measures for the victim in the hallway
"I'm asking the community to wrap their arms around this young man
calling it "a traumatic incident." "Children should be free to come to school
learn and not fear of being violently assaulted or harmed while they're protected by our education system."
Anne Arundel County Public Schools Superintendent Mark Bedell promised to hold those responsible accountable as outlined in the student code of conduct
"We will take the appropriate actions," Bedell said at the news conference
"We 100% can assure you that actions will be taken with anybody involved in this situation."
Students had just completed a period change when the stabbing happened
and the school went on lockdown to let first responders act without obstacles
"This school responded to the procedure of moving into a lockdown process to the T," Bedell said
"They were easily able to move through to intervene."
Bedell wants to explore increased security in schools
He said his fiscal year 2026 budget proposal includes money to pilot "non-invasive technologies" that detect weapons
That budget is still under consideration by the Anne Arundel County Board of Education
Bedell hopes to "make school as safe as possible" and "ensure that our schools are safe havens in this community."
"Our primary goal should be that when parents send kids to our schools
the one thing that happens is that they leave our schools a little bit smarter on a daily basis," Bedell said
The AACPS Superintendent encouraged more community members to participate in his #BePresent program to curb violence
trains adult volunteers to be an extra set of eyes and ears monitoring schools
Bedell said he doesn't yet know if anybody from the program was on duty at Meade at the time of the stabbing
adult presence can really change things," Bedell said of #BePresent

The snow is expected to start late Sunday night and continue into Monday

Friday and covers Baltimore City and portions of Frederick
with the potential for snow squalls," the advisory said
"These conditions can result in rapid reductions of visibility and snow accumulation on roadways
even if temperatures are initially above freezing."

with temperatures at least 12 degrees below historical averages
Some states could see temperatures plunge 25 degrees colder than normal
