– A 74-year-old widow was conned out of nearly $200,000 in a scheme that highlights the growing threat of fraud targeting seniors
Floridians lost $885.5 million to fraud last year
with imposter scams ranking third on the fraud list
Elizabeth Bahmann’s experience is a stark reminder of how easily individuals can fall victim to these schemes
“I remember I was dusting the house when the phone rang,” Bahmann recalled
It was a call that appeared to be from her bank
and it was a call that led her to financial devastation
My entire life I was trying to be a good person,” she said
reflecting on the emotional toll of the scam
The police report details how Bahmann was defrauded after someone claiming to be from her bank asked her to verify by phone two $5,000 transactions
the scammers insisted they needed to investigate the fraud
“How did those scammers learn about my name
They knew everything about me,” Bahmann questioned
The crooks told her that her account had been compromised and urged her to withdraw her money
She made multiple withdrawals over several days
she was advised to transfer her funds to cryptocurrency and unknowingly sent it all to the criminals
“Every day they told me that as soon as the investigation is over
everything will be returned,” Bahmann said
When asked if she ever thought it could be a scam
because I have never ever heard anything like that before
The crooks also convinced her to take out two home equity lines of credit
now burdened with debt that she must pay using her Social Security income
When Bahmann realized she had been ripped off
“That day when I went to the bank with the policeman
expressing the profound impact of the fraud on her mental health
bank employees raised concerns to Bahmann about her frequent large withdrawals
the crooks advised her not to mention “the investigation,” so Baumann told the bank she was doing home repairs
the bank had to allow her to access her funds

“We also know what these fraud schemes look like
And so we just want to slow it down a little bit to protect them,” she said
The law allows financial institutions to delay transactions for 15 days
with the option to extend for an additional 30 days if they suspect someone over 65 is being financially exploited
“It encourages us to take those extra steps and
those extra steps probably would have saved a lot of folks,” Thompson added
In an effort to further protect their customers
United Community Bank is encouraging clients over 65 to add a trusted person

— The Volusia County council voted Tuesday to make the dog beach in Ormond Beach a permanent fixture
The county launched the dog-friendly initiative in November 2023 as an 18-month pilot program
They designated a stretch of beach between Milsap Road and Rockefeller Drive — just over a half-mile long — as a dog beach
The county said the pilot program was a success
addressing the community’s desire to bring their pets to the beach
Volusia County Animal Services observed nearly 13,000 dogs enjoying the beach with their owners and received no reports of significant issues or interactions
“This is proof council that we can set up a commonsense program with reasonable expectations,” District 4 representative Troy Kent said.
The county dedicated staff to the program — focusing mainly on compliance with leash laws — for an average of 31 hours per week
Residents and visitors now have a dedicated section of the beach they can enjoy with their pets
but not everyone is on board with the decision

The stretch of beach between Milsap Road and Rockefeller Drive became dog-friendly on Nov. 1, 2023
Residents at the time told News 6 they were concerned about enforcement of dog bites

The county reports over 12,800 dogs were recorded visiting the beach in that time
with no reports of bites or aggressive behavior
There were 326 incidents of dogs being off-leash and 15 instances in which owners failed to clean up after their pets. One resident started a petition to get the dog beach shut down.

“This is proof that we can have an idea come up and people not be supportive of it in the beginning
and then turn those minds around and get support,” said Council Commissioner Troy Kent

'Yep.' I guess we all felt the same amount of people who were trying to reach out to their elected bodies to tell us about the risks of having this stuff in the water," Leslie said

A National Toxicology Program review of existing scientific literature found that fluoride exposure more than double that of what is recommended to be added to water systems is associated with lower IQ in children
"It is important to note that there were insufficient data to determine if the low fluoride level of 0.7 milligrams per liter currently recommended for U.S
community water supplies has a negative effect on children's IQ," the National Toxicology Program review states
"The NTP found no evidence that fluoride exposure had adverse effects on adult cognition."

“I’ve seen people have conversations with them

these sculptures are done in a style called hyperrealism
Each sculpture looks as if it could come to life at any moment
Johnson created them with the hope people would interact with them

you’ll notice Monet’s painting on the canvas is actually of the bridge he’s facing
you can find curious onlookers walking up to the sculptures and admiring them
and the texture on the jeans,” says Beverly Fox says as she describes the installation known as Bunnies Don’t Bite
It’s of a woman holding a bunny and a boy kneeling trying to pet the creature
She has seen Johnson’s work elsewhere and is thrilled they’re in Ormond Beach now so she can take her friends on a tour
They have become a popular spot for people to take selfies

She saw them elsewhere and took a chance to bring them to Ormond Beach
So the fact that it’s been so successful is really gratifying,” says Stein
There are 13 of them spread out along a one-mile path around downtown Ormond Beach
The Arts District made maps so you can easily find them all
And each sculpture has a QR code so you can learn more about them
They say it should take about an hour to complete the entire loop
But they encourage you take your time and get to know them

we took a driving tour of Ormond Beach with the newly-elected mayor
Stop #1: Rainbow Park — magic in the making
We got the idea of doing the driving tour from our viewers
Several of them wrote in with questions about the city – we figured the best way to answer those questions was to jump in a car with Mayor Leslie
Our first question came from Charly Sems who asked: “The best place in Ormond Beach is ‘Rainbow Park.’ But it’s been closed from hurricane damage
and nobody can say when it’s going to reopen
“We’re probably looking at [opening up the playground in] the next two to four weeks,” said Mayor Leslie
and families come from all over just to visit.”
Rainbow Park is part of the much bigger Nova Community Park (a complex that covers over 60 acres) that boasts baseball fields
When we got to Rainbow Park, construction crews were busy repairing structures on the playground. While that area is still cordoned off, other parts (like the handball courts – of which there are four) remain open. Sidenote: one gentleman we saw was using a handball court to practice Jai alai
“It’s one of our biggest attractions as far as playgrounds go,” added the mayor
and people come from all around the area and even different parts of Florida just to come visit this park
Rainbow Park, aka the Magic Forest Playground
Stop #2: Andy Romano Beachfront Park — the heart of the coast
no tour of Ormond Beach would be complete without a stop at the ocean
with its stunning views and accessible beachfront
Ormond Beach’s most popular beach access facility is going to go under the knife in the next few months
Andy Romano Beachfront Park was damaged by summer storms in 2024 with fencing
and part of the seawall partially destroyed
The city applied for federal relief and received a grant from FEMA that covers 87.5% of the cost of rebuilding
“So what’s going to happen is that the park is going to close,” Mayor Leslie told me as we walked through the beach parking lot
“We’re going to look to replace the playground…and then when we reopen
One addition that won’t be popular with some visitors is a new $20 parking fee
applicable only to non-Volusia County residents
“You could pay $20 to go park at a parking garage
You just park because you’re going to an event or whatever you’re doing
Here you got all these amenities for $20.”
Andy Romano Beachfront Park is located at 839 S Atlantic Avenue
Stop #3: Ormond Beach Performing Arts Center — a stage set for greatness
Ormond Beach has its own Performing Arts Center (PAC) that has an interesting recent history
the facility was only open for a month before a fire closed it down again
It took another 9 months before it could re-open once again
The newly renovated Ormond Beach Performing Arts Center is another hidden gem
this venue has transformed into a cultural hotspot
attracting renowned performers and local talent alike
“Theater was a big part of my life,” the mayor told us
“I just want to make sure people can still enjoy it
“They did a beautiful job with this renovation,” said the mayor
And it’s not just theatre people can come to enjoy. The PAC currently has an exhibit of African-American art by husband and wife Richlin Burnett-Ryan and Weldon Ryan. The Dynamic Duo, Partners in Art runs from February 1st through March 11th in the PAC lobby

Stop #3.5: Proposed Grupo México fuel farm
Here’s a question we got from Ginny Turner: “Ormond Beach residents are very concerned about the fuel terminals that Grupo México wants to build here
On our way out to the airport and sports complex (see below)
we passed by a Florida East Coast Railway railroad spur leading to land owned by Belvedere Terminals
A little background here to tie all of this together: Florida East Coast Railway (FEC) owns railroad tracks up and down the east coast of Florida (used by both FEC freight and Brightline trains). In the summer of 2017, FEC was formally acquired by GMXT (GMéxico Transportes
a subsidiary of an international transportation company called Grupo México
Grupo México also owns a company called Belvedere Terminals
Belvedere is a fuel farm business founded in St
we asked Mayor Leslie about Ginny’s question—was there any update on the fuel terminal
“The application was started in December of 2023,” said Mayor Leslie
Mayor Leslie speculated that there could be shadow meetings taking place between the state and the applicant in an effort to get the project relocated
By the way, Ginny is not alone in opposing the fuel terminal construction; WKMG has covered this topic before with both residents (and the city) opposing Belvedere putting a 20 million gallon fuel farm in such close proximity to homes
Stop #4: Ormond Beach Sports Complex — a hidden powerhouse
This location wasn’t on our original list of things to see
but the mayor insisted we stop in and see it
A short drive took us over to the Ormond Beach Sports Complex
an impressive facility featuring soccer fields
this place is crawling with people,” noted Mayor Leslie
“It’s a huge revenue generator for the city
with numerous organizations renting out the fields.”
And huge it is. The sports complex has parking for about 500 vehicles. The mayor told us that decades ago, a professional soccer team from Europe used the facilities for practice while visiting the States. Mayor Leslie has his eye on the 2026 FIFA World Cup
offering up the facility as a team base camp for games played in Miami

Stop #5: Ormond Beach Municipal Airport — a vision for the future
The Ormond Beach Municipal Airport also wasn’t on our list of places to check out
but Mayor Leslie really is very proud of the facility and has some ideas for its future
where Mayor Leslie talked about how far the airport has come in the last few years and where he’d like to see development and growth
“At one point there [were] planes here that were essentially abandoned,” he told me
After getting the old planes out and the facility cleaned up
the airport has taken on a new life with new hangars
“There [are] actually private jets parked inside those hangars
and they’re owned by individuals,” Mayor Leslie told us
the airport has its own type of HOA community that maintains the property
Businesses and residents own the buildings but lease the land
Mayor Leslie wants to redevelop the now-closed 172-acre Riverbend Golf Course that sits adjacent to the airport
“It would just be a place to have meetings and be able to gather and then
“I think that would be really kind of a really cool addition to the city.”

The Florida Department of Health in Volusia County issued a rabies alert in Ormond Beach after the discovery of a cat with rabies
The unvaccinated cat was captured near Collins Street and Hand Avenue on Feb
"DOH-Volusia is monitoring rabies among wild animals in the area
All residents and visitors should be aware that rabies is currently present in the wild animal population," according to the department
DOH advises avoiding physical contact with wild animals and keeping domestic animals away from animals such as racoons
Wild animals "carry a higher risk of human exposure and a need for rabies post-exposure treatment
receiving appropriate treatment after exposure will protect you from the risk of rabies," the health department stated in a news release

The Volusia Sheriff's Office (VSO) said the beachgoer was injured on April 5 after a Jeep was attempting to back up into a parking spot in Ormond Beach
Investigators said that a 33-year-old Ocala man was sunbathing when the driver of a Jeep traveled outside of the travel lanes to back into a parking spot and ran him over

Ormond Beach Mayor Jason Leslie said he was "blindsided" last month when two city commissioners condemned his appearance in a Channel 6 news segment
The mayor tagged along with a TV crew to tour what the broadcast piece later described as the city’s “best-kept secrets." City Commissioner Kristi Deaton and Deputy Mayor Lori Tolland criticized Leslie at a Feb
19 meeting for sharing "inaccurate" information and "misrepresenting" the city in the segment
The commissioners also called out Leslie for not informing the city's public information officer that he had been approached by the TV crew
which Deaton said is "protocol" whenever media outlets try to contact City Commission members

In an interview with The News-Journal Friday morning
Leslie said he "was trying to help promote the city" by driving around and highlighting some of its parks
and that he "didn't see any harm" in participating in the TV segment
"The way it was told to me is that if there is something controversial
something that has to be voted on by the commission and things like that
then you are going to want to talk to the city (before) doing those kinds of interviews," Lelsie said
Leslie also said the commission knew Channel 6 would be doing additional segments with various Ormond Beach agencies as part of a series of stories about the city
which made him "assume it was part of what everybody knew that they were doing."
Leslie said he "was blindsided by the comments (at the meeting) and didn't expect it." Leslie did not respond to Deaton's or Tolland's comments during the meeting
Leslie said he learned from the TV news crew
that they had attempted to contact the city's public information officer before reaching out to him directly
Deaton said at the meeting that to her knowledge
public information officer and facilities personnel were not informed ahead of time of the news crew arrival.”
In an email to The News-Journal Friday afternoon
said "a reporter at News 6 did reach out to the city about interviewing the mayor
but mentioned a topic that is under current litigation
so we could not offer commentary as advised by our city's legal department."
Elston added that the city was already aware "of News 6 being in town for their live broadcast and were actively collaborating on story ideas through our partner
on locations around the city that would best showcase the incredible beauty of our town."
She said the city made a "strategic decision not to respond" to the mayor interview request "in order to ensure that Ormond Beach remained part of the broader coverage News 6 was already working on with Ormond Mainstreet."

Elston clarified that the city commissioners' comments at the meeting were "not about the media needing to reach out to the PIO," adding that "that is not the media's responsibility and News 6 is a fantastic organization that does great work
"The comments were simply around following the city's general practice that we ask our elected officials make the PIO aware of any media contact concerning the city and that it be made clear when an elected official is speaking on their own behalf or on behalf of the city."
Deaton presented the idea (and the commission approved) to have city staff prepare an ordinance setting external communication rules for when commission members act on the city's behalf
“Many municipalities have ordinances in place stating that no actions should be taken by the mayor
on behalf of the city unless it is approved by the majority of the commission,” Deaton said
Citing an ordinance under Sec. 2-1.4 of the Daytona Beach Shores municipal code as an example
Deaton said such measures “help prevent confusion among third parties whether statements
made by elected officials reflect their personal opinions or official city positions.”
"Because the only way the public can know what's going on with their elected official is through the media or attending the city meetings," the mayor said Friday

Deaton said that while the idea of highlighting Ormond Beach "is always a positive thing
there is a process in place for engaging with the media to ensure that staff is aware
and that the information being shared is factual."

"The mayor himself has acknowledged that he did not check in with anyone beforehand

"These processes are not about limiting speech but about making sure the right information is shared in a way that benefits the community," Tolland wrote
"Involving staff and the public information officer helps ensure that we provide the most complete and factual representation of our city."
Both Deaton and Tolland said commissioners receive "guidance when taking office on best practices."

City Attorney Randy Hayes said the city does not have an ordinance similar to the one from Daytona Beach Shores
Tolland said that while these "best practices" are "long-standing institutional norms rather than formal ordinances," they are "in place to promote transparency and effective communication."
"I believe we all continue to learn as we serve
and I hope we can use this as an opportunity to work together and strengthen how we inform and engage with our residents," Tolland wrote
Deaton added that "clarity in communication is key to maintaining trust with our residents."
"There’s always a learning curve when stepping into public office
but it’s important for all of us to respect the processes in place that keep the public informed in a responsible way," Deaton wrote
"That includes making it clear when we are speaking as individuals versus when we are speaking on behalf of the city."

However, another city in Volusia County, Ormond Beach, lays claim to being the birthplace of speed. This historic location is where the land speed record was first set.

A recent TV news segment featuring Ormond Beach Mayor Jason Leslie and meant to showcase some of the “best” the city has to offer was cause for controversy at last week’s City Commission meeting
Some city commissioners criticized Leslie for independently tagging along with a Channel 6 news team to tour what the broadcast piece later described as the city’s “best-kept secrets,” in a segment they argued both misrepresented the city and in which the mayor shared inaccurate information
the commission gave consent for city staff to prepare an ordinance setting external communication rules for whenever commission members take action on the city's behalf

City Commissioner and Deputy Mayor Lori Tolland was the first to address the matter at the meeting

and Memorial Gardens “would have been optimal locations to spotlight the gem that Ormond Beach truly is.”
Leslie did not address the TV segment or his colleagues’ comments
Deaton then introduced the idea for the ordinance and asked for City Commission and staff input
City Attorney Randy Hayes said that while the city does not have an ordinance similar to the one Deaton used an example

“I can take a look at that as connective tissue

Belvedere Terminals has shifted its plans from building a fuel storage and distribution facility near Ormond Beach to a site in Palm Coast as its proposed location
Belvedere Terminals plans to build the facility on more than 70 acres near the city’s utility plant off U.S
The project is expected to bring about 300,000 barrels of product ― one barrel is equal to 42 gallons ― in about four to five tanks
Belvedere Terminals' Chief Financial Officer Tim Schwarz said
Schwarz said Belvedere Terminals chose the site in part because it's already zoned for industrial use and it's near to the Florida East Coast Railway track
which would be used for transporting the product
He said he's been working closely with Flagler County and Palm Coast officials on the plans
Belvedere Terminals plans to invest about $75 million in the project and use an additional $10 million from the state of Florida
The state offered the money as an incentive for the project to move from Ormond Beach to an alternative site in Volusia
and the funds would go through Flagler County government
Plans for the Ormond Beach project on Hull Road faced major backlash from residents
business owners and others concerned about the possible hazards of living next to a large fuel storage facility as well as traffic increases and other issues
Schwarz said he's trying to avoid that early by educating people about the safety features and benefits of the Palm Coast project
"There's a lot of things that we bring that I don't think we ever really got a fair hearing in Ormond Beach to talk about the benefits
I think people were too concerned about a lot of disinformation about the safety of our system," he said
Schwarz said Ormond Beach is a backup plan if Palm Coast falls through
The Florida East Coast Railway owns the Ormond Beach site
Elena Krafft was among those who advocated against the Ormond Beach location
"I'm incredibly happy for Ormond Beach," Krafft said
"It was always an extremely inappropriate project for our beautiful beach community
will be part of a bigger system of fuel delivery and storage that has taken more than 10 years and over $20 million to develop to date
"We're redesigning the way product is brought into Florida," he said
every gallon of gas you consume currently comes over the water into the three main ports: Tampa
crews will load 125-car trains with product at a hub in Mississippi
and the trains will deliver products to "spur locations" in Jacksonville
the products will be trucked to local retailers
Schwarz said it will provide a stable source of fuel that won't be disrupted by severe weather like ports are
and it also won't rely on long-haul trucking
Safety has been top of mind for Belvedere Terminals from the beginning
and the business has invested "millions and millions" toward that end
The trains are built specifically for Belvedere Terminals
If a component such as a bearing were to overheat
the locomotive and control room would be notified
the train would stop and the train car would be pulled out of service for repairs
"That telemetrics is basically bringing passenger-level safety to industrial-commercial rail," Schwarz said
The storage tanks will be state of the art
with advanced lightning protection systems and floating roofs to prevent vapor and air from accumulating and risking an ignition
Each tank would have a foam suppression system that would be immediately triggered to put out a fire if something ignited
Tanks would be monitored daily for leaks visually and electronically
The entire facility would also have a berm wall
it would be contained within the berm wall
Underneath the property will be a nonpermeable membrane so no leaks will seep out of the area and into the groundwater system
the facility will go above Environmental Protection Agency standards to control vapor loss
which can happen when moving product from one container to another
"We're 10 times better than the EPA's standard for vapor recovery," he said
Schwarz said officials expect about one train a week to come to the Palm Coast site and about four trucks from customers an hour to pick up fuel for local delivery
What's the next step in the Palm Coast fuel facility project?The land is already zoned for industrial use
Belvedere Terminals still needs to complete a lease agreement with Flagler County
and go through the regular project permitting process with Palm Coast
which is from the Florida Department of Commerce
will also go toward site improvements and building infrastructure
Flagler County Administrator Heidi Petito said in a prepared statement
While the project sparked pushback in Ormond Beach
Palm Coast officials voiced enthusiasm for the fuel facility
The project is expected to bring in 30 to 35 jobs with salaries of $100,000 or more and $800,000 of tax revenue
A press release from Flagler County government said the project would be an "economic development boon" in a county where only about 5 percent of tax revenue comes from commercial and industrial properties
Belvedere Terminals also plans to work with its customers
and with Palm Coast and the surrounding area to ensure that fuel is available for first responders in the event of an emergency that limits access to fuel
Palm Coast and Flagler County officials commented on the proposed fuel facility Friday
Palm Coast Mayor Mike Norris said in a text message to The News-Journal that
"It's a strategic asset for the state and an economic opportunity for … our city that's in desperate need of balancing out our tax base
With the planned north-south connector C.R
it will be ideally located to support ingress and egress into and out of the state during national disasters."
Palm Coast Acting City Manager Lauren Johnston said economic vitality is one of the community's top priorities because it will help diversify the tax base
“This project will help us start to balance our tax base more evenly and minimize the burden on residential homeowners," she said in a prepared statement
