OSCEOLA COUNTY
– Three Osceola High School students were injured during what appears to be a shootout at a resort in Davenport
according to the Polk County Sheriff’s Office
The shooting happened early Sunday at Azur Resort on Famagusta Drive in Davenport
which the sheriff’s office said has some short-term rentals
there were over 100 people and several vehicles at the scene when a fight broke out
A witness told deputies that a “group of males” were fighting when they began shooting at each other
Deputies said three people — a 17-year-old girl
a 17-year-old boy and an 18-year-old man — were injured “due to being in the crossfire” while they were in a parked vehicle
The three said they heard an argument before the gunfire
The 18-year-old suffered a graze wound to the forehead but was treated and released from the hospital
The 17-year-old girl had graze wounds to the shoulder and forehead
They remained in the hospital as of Sunday
The sheriff’s office said all three were from Osceola High School
Polk County Sheriff Grady Judd said the victims were not “troublemakers,” he said they were just where they shouldn’t have been after midnight
The sheriff’s office said they are looking at videos to try and find the gunmen
but they are having trouble getting anyone to speak
Judd said they believe there were at least three shooters
given the number of shells and bullet holes
The second question I have is why is it that there’s over 100 people here and nobody knows anything?”

our hearts and thoughts are with the students and families involved
I am extremely thankful that all three students survived
I want to assure you that we will have additional counseling personnel on campus tomorrow to support any student who needs to talk with someone
We have very limited details and can not release any information at this time
provide the utmost care for our students as we come together to process the impact on our Kowboy family
Any student who would like to talk to someone on the counseling team tomorrow morning is encouraged to let an administrator know as they arrive on campus
in the morning a student would like to talk to someone
they should tell their teacher and make their way to the media center
We are mindful that tomorrow begins both state and Advanced Placement testing
so please reach out to administration if your student has been affected by the events that took place so we can seek to make arrangements to ensure they are also supported academically by our team
I want our students to know that they are not alone—our Kowboy family stands united in compassion and strength
Kennedy said counselors will be available on the school’s campus on Monday for any student who needs to speak with someone
I need you to lean in on your high school kids that were there and say
what’s to stop that bullet from killing someone next Saturday night or next Friday night?” Judd said
Judd said they are still working to nail down whether there was a party happening at a short-term rental in the complex and if the shooters were attending the party
Judd said his office has also asked Airbnb and VRBO not to rent to kids
“And then the kids invite their friends and their friends invite the friends
and the next thing you know is you have people show up with guns and start shooting each other

the Osceola School District has a new leader
the Board of Education voted to hire Gregory Hodges as the district’s next superintendent
“We are excited to welcome Mr. Hodges to Osceola and look forward to the leadership and vision he will bring to our district,” the district stated in a Thursday news release
who is completing his doctorate in educational leadership at Harding University
currently serves as director of elementary education
and alternative learning for the Marion School District
His resume and profile information can be found here

– Osceola County deputies managed to find and rescue a missing 3-year-old boy who had wandered into a retention pond near his home last month
deputies said that the Aviation Unit eventually spotted the boy in a retention pond around 300 yards from his home
“Deputies responded and recovered the child
who was already up to his chest in the water...” the release reads
the child was uninjured and reunited with his family.”
As a result of the incident, the sheriff’s office issued a reminder to families about its “Project Lifesaver” program
which offers free GPS tracking bracelets to vulnerable family members who may be susceptible to wandering off
anyone with information about this case or any similar incidents is urged to contact the sheriff’s office at (407) 348-2222
And for more details about Project Lifesaver, News 6’s Erik von Ancken spoke with Osceola County Sheriff Marcos Lopez about the issue. Find more on that by clicking here
– A sergeant with the Osceola County Sheriff’s Office who had once been fired from the agency for speeding in his patrol vehicle was pulled over in February for driving his personal car too fast
Gabriel Garcia was driving the BMW “more than 100” miles per hour on a road with a posted speed limit of 45 miles per hour
Garcia was issued a written warning instead of a speeding citation
motorists cited for exceeding the speed limit by 30 miles per hour or more are required to attend a mandatory court hearing
Following an internal affairs investigation into the traffic stop
Garcia was suspended for what the sheriff’s office described as “unbecoming conduct”
An agency spokesperson did not disclose how long Garcia was suspended or whether his prior discipline for speeding was a factor in his punishment
The fellow deputy who stopped Garcia testified during the internal investigation that he could not prove the exact speed of Garcia’s vehicle because he did not have radar
Garcia was driving a BMW westbound on Fortune Road in Kissimmee around 7:45 p.m
video from the deputy’s body-worn camera shows
“Why are you hauling ass?” asked Rivera DeJesus
The deputy returned to his patrol car and called a supervisor on the phone
I see this BMW going like a hundred miles per hour
Not putting on signals or anything like that
The deputy told the supervisor that the driver was Garcia
he was going like more than 100 in that BMW,” said Rivera DeJesus
let me call you back,” the supervisor said
Rivera DeJesus turned off the microphone on his body-worn camera
A sheriff’s office spokesperson said agency policy permits members to mute their cameras when not interacting with the public
Rivera DeJesus issued Garcia a written “warning notice” for careless driving
law enforcement does have discretion on whether they will issue a citation or a written warning,” an unnamed sheriff’s office spokesperson told News 6 in an email
The sheriff’s office launched an internal affairs investigation in February
Rivera DeJesus testified that he observed Garcia’s driving pattern from a side mirror and did not have a radar to confirm the speed
there was not enough evidence to write a citation for a mandatory court appearance,” the spokesperson said
Garcia was suspended for 16 hours without pay after the investigation concluded he violated agency policy governing unbecoming conduct
lost wages that was more than double the cost of a [careless driving] citation,” the unnamed spokesperson wrote in an email to News 6
Garcia was fired by former Osceola County Sheriff Russ Gibson for speeding in his agency-issued patrol vehicle
Marcos Lopez, the current sheriff, rehired Garcia in 2021. Video posted on the agency’s Facebook page shows Garcia being sworn in
An agency spokesperson did not respond to questions from News 6 about Garcia’s prior termination
including whether it was a factor in his most recent discipline

Experts say an estimated 13,000 businesses nationwide bolster an illicit massage industry believed to be worth as much as $4 billion
This is the second article in a series examining the illicit massage industry prompted by a recent undercover sting conducted by Osceola County Sheriff’s Office
The final article will explore solutions to dismantling illicit massage businesses—and include comments from a manager of one of the businesses targeted by the Sheriff ’s Office
Driven by an estimated 13,000 businesses nationwide—nearly 10% of them in Florida—the illicit massage industry is believed to be worth as much as $4 billion
The system thrives by exploiting ancient cultural traditions
fraudulent massage licensing and a revolving door of vulnerable women
The Osceola County Sheriff ’s Office recently conducted an undercover prostitution sting at local massage businesses
resulting in the arrests of four Asian women who shared several known signs of human trafficking
The operation raised concerns for potentially further exploiting women
while also placing agents in compromising situations since they undressed and at least one was touched inappropriately before arrests were made
risky and largely ineffective at impacting illicit massage businesses (IMBs)
The sheriff ’s office has refused to comment
Experts say women working in IMBs are often out of options and desperate to escape conditions in their home countries
chief strategy officer at The Network—an intelligence-driven counter-human trafficking organization—said most of them are older
they are called “sheng nu” or “leftover”— women who serve no purpose
making them prime targets for overseas IMBs
cultural shame and a hidden workforce Collier County Sheriff’s Lt
Chris Williams—an expert in IMBs who recently led efforts to shut down more than a dozen such operations in South Florida—explained that many such women are initially recruited through the Chinese messaging app WeChat
lured by promises of legitimate work in the U.S
and it’s not what they were promised,” said Williams
recruiters often coach women to claim religious asylum upon arrival
(Graphic AI generated) they can quickly earn massage licenses with travel expenses paid
they learn the job involves commercial sex and are sometimes saddled with tens of thousands of dollars in debt for travel
they succumb to the work and then are usually moved among cities every few weeks
“New girls” is a frequent selling point found on IMB ads on sex service websites
Many of the women carry a deep sense of cultural shame about their work
which prevents them from acknowledging they’re being exploited and telling anyone about it
“They don’t want their families to know what’s happening,” said Williams
“Even being the victim of a sex crime is considered dishonorable
It’s not something they’re willing to admit—sometimes not even to themselves.”
IMBs rely on centralized advertising networks and standardized operations
allowing them to quickly expand while maintaining the appearance of legitimate businesses
“You have people who try to own a couple [businesses] in an area
or others who have regional presence across multiple states.”
Williams added that “the storefront is just the tip of the iceberg.” Behind it are recruiters
The storefront setup provides cover for both traffickers and buyers
creating a “plausible deniability” that shields the businesses from scrutiny while allowing exploitation to occur openly
Widespread licensing fraud fuels the systemTo help convey legitimacy
IMBs usually ensure their masseuses are licensed
Williams described a rampant system of fraud within the massage licensing process
fake training certificates and even individuals paid to take the Massage and Bodywork Licensing Exam (MBLEX) on someone else’s behalf
He said hidden cameras have been used to video record test questions and build massive question banks
Women may also be coached to memorize trigger words linked to correct answers through crude translation
They memorize just enough to pass,” Williams said
“Some even hire men to take the test in wigs using fake IDs.”
Completing the fraudulent licensing and immigration process typically costs $10,000 to $30,000
placing women deep into debt bondage and making escape from the industry nearly impossible
A search of the Florida Board of Massage Therapy’s public licensing database shows active massage therapy licenses under the same names as three of the women arrested in the Osceola County sting
the license of one of the women with the same name was listed as “null and void” for failing to renew
executive director of the Federation of State Massage Therapy Boards (FSMTB)
said her organization is well aware of the fraud enabling trafficking operations and is taking direct action
Without disclosing to fraudsters all their methods
Persinger said using high-security testing facilities and biometrics are among the ways they are combating bad actors
the sex trade continues to infiltrate the legitimate massage industry in all 50 states
“There’s a constant flow of people and these exploited women trying to come into the profession
They try and operate under the guise of a legitimate license
said he’s been going to IMBs in Central Florida for the past 30 years
he said there are certain cues he looks for to know if a place is likely to offer an erotic massage
“They’re the ones that have ‘Asian’ or ‘Sunshine’ in the name
they have a neon sign that says ‘Open.’” He said he has never had the feeling that a masseuse was being coerced or harmed in any way and has even gotten to know at least one whom he says he has seen several times over the years
“She told me stuff about her sisters and going home to Korea.”
Williams said some women work their way up into management roles— known within the industry as “mamasans.” Often former workers themselves
mamasans oversee daily operations and coordinate logistics
learn the business and they can buy their own business for $50,000 to $100,000,” he said

OSCEOLA, Fla. — The Osceola County School Board met Tuesday night to address their new ESE class updates for the 2025-2026 school year

If it wasn’t clear how parents feel about the Osceola County School Board’s new plan for ESE students
they made sure to make it known at the rally
Some of the parents say they’re fighting for the lives of their children

which is about 12 minutes from their home and has the resources that he needs
But a new plan from the school board would have him going to Gateway High School
which is a 58-minute morning commute from their home
Velez says this decision was made without her input
and the family will be affected because of that,” Velez shared
Brian Bennett is an advocate with Parents for a Quality Education in Osceola County and says his son Michael has a very rare disease called CDKL5 Deficiency Disorder
which made him the eighth male in the world to have it when he was diagnosed
And while this plan isn’t going to impact his family
We all have individual needs,” said Bennett
“My kid’s needs are far different from other kids and we can’t just bucket everybody in and say we’re going to serve them in these schools.”
The school district says they’re not grouping all ESE students together
“We will be able to provide higher quality services because those supports will be concentrated in those locations instead of being spread thin across 55 plus schools within our district,” said Osceola County School District Deputy Superintendent Dr
county growth and ESE staffing challenges have led to changes
Velez hopes their concerns over this new plan are heard
“I at least want them to stop what they’re doing right now and so we can go to the table and talk with them and see how this can work better,” said Velez
District leaders say that communication about this plan was not executed well
Board members even shared that they didn’t know about the plan
They are urging any and every parent with questions to schedule meetings or phone calls with their staff to get their questions answered
