A shelter-in-place was issued at about 4:45 p.m
for people in the area while police investigated an armed person in the area

— A powerful storm swept through Owosso last night
leaving a trail of destruction in its wake
and caused widespread power outages across the city
"The bulk of the damage was our used car building," said Tony Young

so this was quite the shock," he said
the Tysonlentz family is waiting for their power to be restored
"They say in the next 24 hours it should be restored," he said
"Hard to believe with all the power lines that are currently down and there’s a massive tree that is in the way
so it still feels like there’s a lot of work to do."
Longtime Owosso resident Denise Donovan also experienced the storm firsthand
"I was sitting at my slider just watching it roll in and all of a sudden it just hit within like five minutes and started blowing siding and some wood and some shingles," she said
It’s one of the worst I’ve seen in a while."
Donovan was among the lucky few to not spend too long in the dark
"I was without power for about an hour and then it came back on
crews are working to clear debris and restore power
but it will take time for things to get back to normal

Kansas-based railroad equity company this week announced it has agreed to purchase a mid-Michigan regional hauler that runs from Ann Arbor to northern Michigan
Watco Railroad Company Holdings announced on Thursday that it has reached an agreement to purchase Great Lakes Central Railroad
"the largest Class III regional railroad in Michigan with approximately 400 miles of track stretching through central and northern Michigan."
"We are committed to honoring the history of the GLC and building upon our strong partnership with the Michigan Department of Transportation and our valued customers,” Watco CEO Dan Smith said
The agreement will enhance Watco’s presence in the state of Michigan
complementing services provided by Watco’s Grand Elk and Ann Arbor railroads
Watco did not disclose the purchase price in the press release or say when the transfer of ownership would take place. It said line operations will begin pending approval by the Surface Transportation Board
and service issues and rail restructuring transactions

The Surface Transportation Board has divided the freight railroads into three categories based on their operating revenue
According to the American Short Line and Regional Railroad Association
According to the Michigan Department of Transportation, there are 29 railroads operating in Michigan, most of which are small, regional companies. Michigan’s rail system has approximately 3,600 miles of rail corridors
Four of the seven Class I railroads operate in Michigan
The system carries about 17% of all the state’s freight tonnage and 21% of the commodities by value
The system also supports three intercity passenger-rail routes

An Owosso man who prosecutors said plotted attacks on a Democratic office and a bar because of political and anti-gay bias has pleaded guilty in Flint to committing a hate crime by attempting to carry out a mass killing
Mack Adam Davis, 22, of Owosso, admitted in federal court that that he attempted to conduct a mass killing of individuals at a the Shiawassee County Democratic Party headquarters
because he associated both locations with people who are gay
“This defendant amassed an arsenal of firearms
rounds of ammunition and bomb-making parts that he intended to use to carry out the mass killing of gay people," said Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division
"This kind of vile and heinous hate-fueled violence
intended to target innocent people based on their sexual orientation
runs contrary to our values as Americans.”
Attorney Dawn Ison said Davis' plans were "chilling."
"He intended to commit mass shootings at two locations — destroying countless lives and devastating our community — all because of his fanatical hatred for gay people," she said
“(Tuesday's) guilty plea is a reflection of my office’s commitment to prosecuting bias crimes and is a critical step in holding this defendant accountable for his actions.”
According to the Dec. 16 plea agreement, Davis faces up to 14 years in prison and five years of supervised release
The charge carries a maximum fine of $250,000
but no agreement on a fine is recorded in the plea
Court records indicate Davis is represented by attorney Bryan Sherer
Davis researched online about mass killings and their perpetrators
He also kept a journal about such incidents
documented his plans to commit mass murder
Davis wrote about "mission needs" and "mission haves" and listed weapons and tactical gear
He acquired two firearms (including shotgun and a .22-caliber rifle on which he shortened the barrel)
and knives (one of which he inscribed with the phrase "(gay slur) killer")
he recorded plans and shared selfies emulating mass killers
Davis referred to the political party headquarters as “Location 1,” and wrote that it was “filled with far-left liberal
Davis wrote that he would continue the mass killings at “Location 2,” a nearby bar that was “a (gay slur) bar,” officials said in a release
Davis vandalized a car belonging to neighbors he knew were gay
spray painting slurs and other symbols on the vehicle
he fired about 60 bullets into neighbors' properties
Davis was arrested on a felony warrant by the Owosso Police Department after that shooting
Davis was later transferred to federal custody
“Mack Davis’ guilty plea to a federal hate crime highlights the unwavering dedication of law enforcement to uphold the safety and security of every community in Michigan,” said Special Agent in Charge Cheyvoryea Gibson of the FBI Detroit Field Office

— A 19-year-old Lansing man died Friday night after a two-vehicle crash on M-21
Troopers responded to the crash near the Hintz Road intersection and Owosso Community Airport at 10:05 p.m
state police said in a post on social media
was thrown from the Chevy Impala he was driving when he was entering westbound M-21 from a private lot and was struck by an eastbound Jeep on the Impala’s driver’s side
He was in the road on M-21 when he was struck by a second vehicle
The man was later identified by family and friends as Ryan Mosher, 19, a Holt High School graduate and Cleary University student
The driver of the vehicle that struck him – a 65-year-old Ovid resident driving a Chevrolet Silverado – was “arrested
processed and lodged pending prosecutor review,” troopers said
“The second crash occurred when the 65 year old driver (Ovid) of a Chevy Silverado was westbound shortly after the first crash and struck the 21 year old while he was lying in the road killing him,” troopers said
“The driver of the Silverado failed to stop and continued several miles down the road
A witness on scene followed the suspect and provided information to 911.”

— For the first time ever in Shiawassee County history
the Board of Commissioners have approved the establishment of a Planned Unit Development for Owosso Speedway
The zoning will allow for the track to host special events during the racing off-season to make additional income
while also having major renovations made to some of the raceways structure
has been hosting races since the late 1930s however due to Michigan weather a regular racing season at Owosso Speedway only lasts about five months
leaving the other seven months with the track completely inactive
purchased the track in 2022 and in just two short years Wheeler has done a lot of work to keep the 86 year old track running
including getting the approval of the county's first ever approved Planned Unit Development zoning
"We've got plans wit ha lot of different building here
So the zoning is going to allow the flexibility for the investment we're putting into this place to be able to utilize the property," said Wheeler
Chairman of the Shiawassee Board of Commissioners says the zoning will allow for multiple activities on one property
He has submitted a plan here his general ideas He's not locked in stone
but we give him an overall approval for his development ideas," said Brodeur
Upgrades to the track itself include increasing the seating from 4,000 spectators to 20,000 spectators
There are also plans to build a campground and a potential hotel and event center
While parts of the project like the speedways new tech barn
fit with state of the art vehicle equipment
Wheeler says the finished product is still years down the line
"With the investment we're putting in the property
this will remain a racetrack for decades and decades to come," said Wheeler
The Owosso Speedway is currently in phase two out of eight total phases of construction
Each phase has taken about a year to complete
but even with the construction Owosso Speedway is set to start its preseason on Saturday

LANSING — A Shiawassee County man won a record-breaking $2.4 million Fast Cash prize from a winning ticket he bought at King’s Corner Market of Owosso, lottery officials said Monday.
The previous record for large Fast Cash prizes was set in November 2019, when Rodney Stokoszynski, of Wayne County won a $1.8 million Fast Cash progressive.
“I played 6-6-6 on a couple of Daily 3 tickets and won big,” said the winner, who chose to remain anonymous. “I decided to take $100 of my winnings and buy some Fast Cash tickets because the jackpot was so huge.
“As soon as the clerk handed me the tickets, I ran my eyes over them to see if I had won anything. I was absolutely shocked to see that I had hit the jackpot for $2.39 million! We started celebrating in the store and then I got to make the best phone call I’ve ever made to my family and friends to tell them the news! Everyone has been so happy for me and my wife!”
He told lottery officials he plans to use his winnings to pay bills and then invest the remainder.

Department of Justice today announced that 22-year-old Mack Davis has pled guilty to committing a hate crime for attempting a mass shooting
Davis admitted in court that he attempted to conduct a mass killing at a political party headquarters and a nearby bar because associated both locations with gay people
Davis used the internet and social media to research and glorify mass killers
He created a list of weapons and equipment that he went on to amass including: two firearms
One such knife was inscribed with an anti-gay slur
making several posts outlining his plans on social media
In these posts he also wrote about the online and physical surveillance he had done on the potential locations of his shooting
Davis vandalized the cars of his openly gay neighbors by spray painting one of them
He also fired around 60 bullets into several of his neighbors’ properties with an illegal rifle
The latter incident caused the Owosso police to arrest Davis
He was then later transferred to federal custody

The track has seen thousand's of cars and even more fans over the year and as the speedway prepares for its 86th opening night its hoping to have its best year yet
"It's going to be a different feel at Owosso Speedway in 2025 and I know we got a lot of race fans excited for us to open the gates on April 26th and get the season started," said Rex Wheeler
Once a quarter-mile dirt road the Owosso Speedway has come along way since it first opened in 1939 as it is now one of the biggest racing destinations in the state for the extreme motorsport
and there's actually a lot of history here
This facility closed off for auto racing during World War II as a prisoner of war camp in 1944 and 1945," said Wheeler
Wheeler purchased the track back in 2022 from its former owners
but they asked him to finish out the 2022 season
This gave Wheeler just enough time to plan out what upgrades and changes would be made to the track and facility
"When we were signing the paperwork at the title company
getting ready to start with the repave," said Wheeler
Wheeler has made several improvements to the track over the years including the track resurface
the addition of 16,000 extra seats and a new state of the art tech barn for racers are all now in place
so new for 2025 is our driver check-in building where the drivers pull in and their haulers
they go check in there and register their car and buy pit passes."
While these upgrades have taken up a lot of time and money
Wheeler says its been well worth it to keep this historical track running for the next generation
we're very excited and we're going to do our part to keep auto racing going
this will be auto racing for decades and decades to come with investment that we put in to this facility," said Wheeler

— A proposed 166% increase in water and sewer rates in Owosso is drawing criticism from community members
The city is considering raising the average quarterly bill from $266 to more than $700 per 18 units by 2030
City leaders stated that the increase would fund $208 million in water system upgrades

The 13th running of the event will now feature 200 green flag laps around the 3/8ths mile facility in Mid-Michigan which hosted the event for the second consecutive year in 2024
The Masters of the Pros 200 will be on Wednesday
one of the only mid-week specials expected on the 2025 schedule
The history of the Masters of the Pros is storied
with some of racing’s biggest names finding victory lane
Chase Elliott won the inaugural JEGS/CRA All-Stars Tour Masters of the Pros at I-44 in 2013
Anderson Bowen won in 2014 before NASCAR regular
John Hunter Nemechek scored back-to-back wins in 2015 and ’16
Cole Williams claimed the green jacket at the final Masters at I-44 in 2017
Georgia’s Bubba Pollard won the Masters of the Pros at Birch Run Speedway in 2018 and again in 2019 at Memphis International
Matt Craig earned a guitar and a green jacket in the Music City in 2020
Willie Allen laid claim to the two most recent Nashville Masters victories before Chase Burda’s triumph in 2023
