— The city of Pahokee can’t account for nearly $2 million in taxpayer spending after an audit from the Inspector General in Palm Beach County
which found overpayments to contractors and evidence that suggests fraud and abuse by a former city manager
A copy of the report was sent to the State Attorney’s Office for possible criminal charges
Inspector General John Carey said the audit’s findings show unprecedented widespread and systematic mismanagement of taxpayer funds
“I have not found any city that we have audited or have been involved in with problems to this degree,” Carey told WPTV’s Ethan Stein
Carey’s office said the issues identified in this audit and in past financial statement audits and OIG reports show a pattern of mismanagement and lack of accountability that has continued for at least 10 years
The issues include overpayments to contractors
city staff spending money without receiving required permission from elected officials and hundreds of purchases without purchase orders or proper paperwork
according to the report published on Tuesday
The report also found city staff did not fill out paperwork to exempt their purchases of sales tax
then would reimburse employees for paying the state tax
Auditors also found the city didn’t follow their travel policy requirements
which included inappropriate credit card charges
The report also said the city didn’t follow the recommendations in past audits, which found then-City Manager Chandler Williamson spent city money traveling to homecoming weekends at Benedict College in South Carolina
the city said it would either seek outside services to implement and create policy
or work with legal counsel to fix problems found inside the report
"These reports by themselves are not enough to proceed with active prosecutions," a spokesperson from the State Attorney's Office told WPTV
"If we get a complete filing packet from law enforcement that contains evidence that is usable and provable in court
then we would be able to file charges in these matters
City administration didn’t respond to WPTV’s request for comment on Tuesday afternoon
(CBS12) — A Pahokee woman is accused of striking her ex-boyfriend with a crowbar and attempting to run him over with her car
Deputies with the Palm Beach County Sheriff's Office (PBSO) say they responded to a domestic dispute and vehicle hit-and-run call in Belle Glade around 2 p.m
Deputies reported meeting with the victim at the scene
had struck him several times with a crowbar before attempting to hit him with her car
Bell had attempted to gain access to his residence
When he tried to prevent her from entering
she struck him in the head with the crowbar
After hitting him with the crowbar a second time
she allegedly got in her car and attempted to run over him
before crashing into his parked vehicle instead
A witness statement and ring doorbell footage confirmed the victim's story
When deputies caught up with Bell at her Pahokee residence
they searched her vehicle and found a small crowbar and a black semi-automatic pistol
PBSO deputies found probable cause to book Bell on counts of domestic aggravated battery and possession of a firearm in the commission of a felony

the Inspector General’s office said they found ‘widespread
systemic noncompliance’ due to a lack of documentation for city expenses and unveiled a pattern of mismanagement and a lack of accountability
“The city that we found the most widespread problems,” said John Carey
“This is not the norm in Palm Beach County.”
He told CBS12 News officials from the city of Pahokee requested the audit of its financial accounts in 2021
But that investigation was put on pause several times
“Over the past number of years – even during the audit — they've had a number of city managers come and go and people they were dealing with,” said Carey
the OIG uncovered nearly $2 million in funds that were “not properly accounted for.”

The audit highlighted several financial management issues
including excessive payments to contractors
city staff making purchases without proper authorization from elected officials
and numerous purchases without correct documentation
some of those funds were used to purchase a bounce house for Cinco de Mayo and fireworks for the 4th of July
Another $378,000 was spent without proper approval
The report also found former City Manager Chandler Williamson used the city credit card to pay for travel to his alma mater in South Carolina and to pay for satellite radio
we suggested that they seek an outside consulting company
There’s a number of companies that help cities get on a solid base so they can move on,” said Carey
is receptive to these recommendations and has implemented some changes during the audit
The OID says they will check in with the city of Pahokee in 6 months to see how they are fairing
The audit report was also sent to the state attorney’s office to look into allegations of fraud or misconduct by the former city manager

we will be reviewing the findings to determine whether any further action is warranted.”

as well as alleging fraud on the part of a former city manager who had taxpayers pay for weekend homecoming trips to his alma mater in South Carolina
In question is nearly $2 million in taxpayer spending
according to the recent Palm Beach County audit
Carey’s team says it found "widespread and systemic mismanagement" of taxpayer funds during the audit period of Oct
The current city manager, Michael Jackson, was hired 10 months ago, and his administration was not a subject of the audit. Jackson told The Palm Beach Post the city has accepted the recommendations made and has already put many of them in place

The report has been referred to the State Attorney’s Office
“Given the frequent change of city managers and finance directors
we suggest the city consider hiring outside assistance to help implement policies outlined in the audit,” said Carey
noting that the mismanagement in Pahokee has occurred for at least 10 years
Previous audits also cited the city for a lack of accountability as well

some of them appointed on an interim basis
The city had the opportunity to challenge the report's findings but did not contest any of them
There was such a lack of accountability during the audit period that the report concluded that it could not determine that the nearly $2 million in questionable costs “were for a valid purpose,” adding: “We cannot assure that the city received the goods and services it paid for.”
While those costs were labeled “questioned,” the audit accused former City Manager Chandler Williamson of fraud
He was the city manager from February 2015 to May 2021
An attempt to reach Williamson for comment was not immediately successful
but he was given the opportunity to respond to the report's findings
city commissioners requested the inspector general to do the audit
Williamson used a city-issued credit card to purchase a flight
totaling $1,721 to attend the annual convention of the Southern Municipal Conference
and Williamson failed to submit any documentation that his trip to South Carolina was city-related
has a history of using his city-issued credit card to pay for transportation and lodging for his attendance at homecoming weekends at his alma mater
according to the inspector general's office
Williamson also had the city pay for a Sirius XM radio subscription
The city also could not locate a $1,300 laptop that it had issued to him
fraud and abuse of taxpayer dollars,” the audit alleged
Murvin and commissioners Benny Everett and Felisia Hill of conspiring with one another to award Williamson $67,000 in severance pay
The lawsuit alleged that the four commissioners manipulated a meeting agenda to allow Williamson “to steal” the money by refusing to swear in new commissioners who would have fired him until after Williamson had resigned
The lawsuit also alleged that Williamson paid an engineering company $150,000 for work that was never performed
It called on Williamson to repay the city more than $250,000
The lawsuit was settled out of court in November 2021
The Post has filed a public records request with the city to obtain the terms of the settlement
Carey said he was unaware of the litigation but added that it was something that is office would review

FPL spokesman Kamrel Eppinger gave me this statement:

(CBS12) — A dog was found in an abandoned Pahokee apartment
surrounded by waste and lacking food or water
The Palm Beach County Sheriff's Office (PBSO) said that deputies responded to the apartment on Rardin Avenue
where they reported being met immediately with the smell of ammonia and feces
The probable cause affidavit states that as deputies walked further into the apartment
they found a dog named Bella locked in a cage without any food or water
An Animal Care and Control officer arrived on the scene and took Bella to their facility in West Palm Beach for evaluation and care
Further investigation led to the owner of Bella
identified as 26-year-old Christopher Butler
The report states that during a call with Animal Care and Control
Butler shared that he had left Bella in the apartment because it had become unlivable due to black mold
He admitted that he did not check on Bella regularly
sometimes going as long as two days without visiting her
Butler confirmed with deputies that Bella had been padlocked in the cage with no means to escape
he expressed their desire to surrender Bella to Animal Care and Control
Butler has been accused of animal cruelty and abandonment of an animal

Florida Power & Light (FPL) disconnected the power after discovering broken power meters
but were able to get the lights back on Thursday afternoon
using a flashlight to navigate his apartment

(CBS12) — A migrant worker from Guatemala is accused of stabbing a coworker over a missing phone on Christmas Eve in Pahokee
The Palm Beach County Sheriff's Office (PBSO) said on December 25
flagged down deputies to report a violent incident that occurred the night before Christmas at a nearby migrant camp at 1401 Joe Louis Avenue
the alleged stabbing took place around 9:30 p.m
and other migrants living at the facility informed him of a stabbing involving multiple people
directed authorities to the people involved
One of the victims reported that Gelser Ivan Ramirez Cruz confronted him about a missing phone
Despite the victim's offer to help locate the phone
was convinced his coworkers were playing a trick on him
and allegedly began slashing away at several of his coworkers
while another victim received a lower back laceration

The second victim told deputies during his interview that Cruz became irate during the search for his phone and — without warning — began slashing at him and the first victim
the second victim chose not to pursue prosecution
while the first victim expressed he did not feel safe and wanted to press charges
PBSO said the 23-year-old suspect was arrested and booked into the PBSO West Region Detention Center for aggravated battery with a deadly weapon

Investigators in Palm Beach County say a migrant farm worker got angry at his co-workers and pulled out several knives

(CBS12) — Over 350 gallons of raw sewage spilled near an elementary school in Pahokee last week after a wastewater main broke
The Florida Department of Environmental Protection (FDEP) said the spill occurred on the roadway of 560 E Main Place near Pahokee Elementary IB World School on January 25 at 11:39 a.m
but around 356 gallons of raw sewage spilled onto the roadway
The FDEP said the affected area was washed down and treated with hydrated lime to lessen potential hazards

(CBS12) — A Pahokee man faces fraud allegations after he received tens of thousands of dollars in COVID-19 relief loans despite the fact he reportedly never had a business in his name nor was there a business at the address he used on the application
The Palm Beach County Sheriff’s Office (PBSO) filed its probable cause affidavit against Malik Hall in late May; however
he was not taken into custody until Wednesday morning
was booked on a single count of organized scheme to defraud between $20,000 and $50,000
the amount Hall reportedly borrowed cleared the $20,000 threshold by less than $1,000
He is accused of accepting $20,832 for the business he claimed to have – a business that did not have a name
His applications for loans from the Paycheck Protection Program
listed a Pahokee address that matched the home address listed in the affidavit
he reportedly listed himself as an independent contractor of Habbo Cleaning
Investigators indicated they could not find evidence that the money obtained was used to purchase products from that account
and only listed multiple money transfers he made

The affidavit lists Hall’s income during the two years that COVID-19 related restrictions were at their highest
as well as the three years leading up to that time
Only once did his annual income top $11,000 and it fell to less than $5,000 in the subsequent years
Hall’s combined income for 2020 and 2021 was reportedly less than $500
The affidavit goes on to detail the tax information he claimed to acquire the loans as well as several accounts balance in the months following the loan being issued in May 2021 by Prestamos CDFI
A Pahokee man died Friday afternoon after his car veered into oncoming traffic on a two-lane road west of Belle Glade and hit another vehicle
according to the Palm Beach County Sheriff's Office
was driving his 2005 Scion xB southbound on State Road 715 around noon on Friday when his car veered into the northbound lane and hit a 2019 Ford F-150 truck traveling the opposite direction
according to a sheriff's office crash report
Investigators do not yet know why Thornton's car veered into oncoming traffic

Lammons was a defensive back and team captain on the Blue Devils' last championship team in 2008
"It's a blessing to be in this position in the community where I was born and raised," he said
Glades Central also has won six state championships, but none since 2006. Omar Haugabook
takes over as head coach after serving as an assistant the past four years at Pahokee
"We're trying to rebuild everything when it comes to a football program," Haugabook said
Neither first-year head coach expects an immediate return to state prominence
Glades Central is coming off its worst two-year stretch in recent memory
Pahokee finished 6-5 and beat Glades Central in the annual Muck Bowl last season
but a lopsided loss to Williston in the Class 1R playoffs showed how far the Blue Devils still have to go

This community and the surrounding area around the southern shores of Lake Okeechobee
but the people of Pahokee’s past has often been skipped over
McKinley and Suchak spoke over Zoom to tell us why this story has resonance for Americans far beyond “the Muck.”

Bhawin: We thought it was going to be more of an ESPN 30 for 30-type football story
but then realized that narrative has been done before
What was really powerful was you have a family in a community where everyone wants to leave and get out
the community connections with the cookouts
and with Alvin being a football coach—him just really providing so much grounding and love to these young men

Ira: “The muck” has always been about survival
Even though the people didn’t have money
they have food and sources to eat so why do I need money
and then migrant workers were no longer as involved because [farms] went from using labor to using machines
That’s what we’re trying to explain in the film
and now there’s a bigger Mexican population in the area because those are the ones [working] in the field
and the level of pride and resilience and fortitude that [was] built in those people who suffered all these different tragedies
and have so much collaboration in just the most basic survival skills of going fishing and hunting and sharing resources
You’ll see people sharing their catch
or sharing the rabbits and the fruits and vegetables
It was a counter-narrative to all these films about rural communities where people always want to get out
and maintains those family histories?” Like Ira says in the opening of the film
“I had to tell this story because if I don’t
it’s going to disappear.” An important part of this film is the spirit going through that town
about connecting to the history and the ancestors
I was interested in doing a film that wasn’t just about a social issue from a more traditional standpoint
but about showing you something you may have never seen before when it comes to a community like Pahokee
You haven’t seen the stories of the people that remain
Bhawin: Ira gave me the book Muck City [Winning and Losing in Football’s Forgotten Town]
He told me about his family’s history
Zora Neale Hurston [who wrote her important novel
in nearby Belle Glade]—all of it—and I said
“This is an incredible story.” It was going down [to Pahokee] and meeting Ira’s family that sold me
I started to build that relationship with the family and get a sense of what the community stories were and some of the history
I didn’t want to just go in there and start filming
I wanted to make sure I had people’s trust and a level of understanding of what we were trying to do
Ira: When I first came down there before Bhawin did
I had a chance to tour it and reconnect because I hadn’t been there for 35 years
The first year we really filmed we had to do a GoFundMe
We had to raise like $10,000 and Bhawin’s parents helped put money in
But we had a season [where] we went in before we even got really big funding
We filmed [Pahokee High’s football team] during their undefeated season and that’s what really connected us to the people
We didn’t know they were going to win
and we really cobbled it together: the GoFundMe
Ira: Stories have been told [about Pahokee] throughout [its] 100 years of history
That’s when my family came up north [as migrant farmworkers]
I left Florida in ’79 and ’80 and went back in 2015
I used to go there two times a year but never lived in that type of setting
things would come back to me with déjà vu about a place
There’s more people that don’t play in the NFL and that’s why you see the poverty
That’s why you see all those just trying to bring resources
a lot of the women are doing better because a lot of them are going out and getting educations
Bridgett is getting an RN [registered nursing] degree
She is the “mother” to many people there
We tried to tell the stories of Alvin and some NFL players as family-oriented
There’s got to be more hope for the youth and others than playing football
Everybody can’t be a football player
There’s people that have other talents
The reason why they go catch rabbits is to help the family eat
All the kids are doing is trying to help the family eat
Bhawin: I work with young people across different genders
one of the things they’re craving is people in their lives to hold them accountable in a way also backed by care and love
Allowing them to grow into who they are and not judge them
That’s something I really admired about Alvin while we’re filming that you don’t see a lot
One story unfortunately we had to cut was about a young man they call “B Man.” You see him in the film but his story goes really deep: he was 14 and got arrested for armed robbery
Alvin took him under his wing and mentored him
gave him a shot at being a football player
he’s got a baby and a job and lives down there still
But Alvin did that with so much care for these young men
not judging them and not casting them away
it’s football—aren’t you talking about how dangerous it is?” That’s part of it
but I want to show there’s also a level of love and community and camaraderie here that is so critical to the life of these young men
they may not have someone in their life looking out for them
The way Alvin mentored and cared about these young men was important to show—that masculinity can be expressed in many different ways
When everyone’s telling each other how much they love each other
Everyone talks about how Black families are broken and men don’t do anything—and it’s like
That’s just because that’s what you choose to show the public
There’s another side to this story that you were not showing.” All Alvin does is spend time with his kids and his family
He doesn’t party and do any of that stuff
He’s just with his family and those boys on the football team
Ira: Bhawin has another organization he’s running
they’re being used and they’ve been used for hundreds of years
We’re coming down using our money to try to build and help them
but they’re so beat up by what’s been going on
I’m glad my people got me out of there
I still got family members—my bloodline starts there
and feel like I’m being shut out even though I have support
These are the barriers we’ve got to break down
Ira: We are trying to do a workshop right now for youth media [in Pahokee]
and the pushback we get on trying to do it is crazy
But [there’s] red tape with the political stuff because they don’t want us to bring this down there for people’s benefit
Bhawin: It’s part of our impact project with Outta the Muck
A lot of young people down there have so much talent
so many ideas and ways they want to express themselves
It seems the only way they can get that energy out is through sports and football
We had all these things they don’t even have anymore.” Part of what Ira and I are trying to do is use my resources through Youth FX
to bring training to young people to be able to tell their own stories without folks like us coming down there
Bhawin: There’s also documentaries coming out that in some form weave in the story of Zora Neal Hurston, which has really not been told in a broad scope. Executive Producer Sam [Pollard] did a documentary about Hurston [2008’s Zora Neal Hurston: Jump at the Sun for PBS’s American Masters], but there’s other films like After Sherman and Descendant that also talk about this
When Ira was down there doing all that preliminary research
he had already known about this aspect of the town
you couldn’t find people who know who Zora Neal Hurston is
We feel PBS supporting these types of films with this history and community culture from the perspective of the actual people are so important
because not everyone responds to a straight historical documentary
“How are they not teaching this in our own schools?” They’re like
we live in this incredible historic town but some of that is even obscured from us.” That’s what Ira was talking about
He’s going down there trying to help educate people and bring this history to the town
but it’s hard because there’s a lot of structural issues there
They’re so marginalized and underfunded that they don’t have access to that

Residents say they were given four days to get out of their homes and that is unacceptable
Kristina Bryant has been living in the Parker apartments along Rardin and Adams streets for six years
"The landlord doesn’t want to work with anyone to give them a place to live or help give them any expenses to move we are just stuck," said Bryant
The letter from the city was posted on the walls of the three buildings after an inspection found the property was no longer safe

"When COVID-19 started things started going downhill
and they promised to renovate the apartments and make some changes," said Bryant

(CBS12) — Investigators captured a suspect in Orlando for a murder in Pahokee
is charged with first-degree murder with a firearm and discharging a firearm in public
The shooting happened just after midnight on Feb
The first deputies on scene found a 28-year-old man dead with a gunshot wound to the head
Investigators learned the shooting stemmed from an altercation at the Muck Tavern about a mile away.Surveillance video from the area
picked up the commotion after the shooting
and a man wearing dark-colored clothing running from the scene
a witness told deputies that Miles told the victim
"you're gonna die tonight."A second witness said he saw the shooter approach the victim from behind before the shooting
The witness said he saw a muzzle flash and the same man run past him
The witness said he could identify the shooter's face because he wasn't wearing a mask
A third witness told investigators "TJ" drove a gray BMW
The witness also said the shooter used "TJ" as an alias and gave investigators the man's Instagram account
that information led to a search of phone records
The BMW turned out to be registered to the murder suspect's mother
Investigators used License Plate Reader technology to track its movement on the day of the killing around Loxahatchee and Royal Palm Beach
investigators detected the car in the Orlando area
A fourth witness told investigators he met the victim at the Muck Tavern on the night of the shooting
The victim told the witness that "TJ" was "laying on" him
The witness said Miles was at the Muck Tavern in an orange sweater
but later changed his clothing to all-black
The witness said they saw "TJ" shoot the victim and run past the Blue Store after the shooting
investigators met with the suspect's mother in Orlando
She told investigators that she lends her car to her son and his girlfriend
and that he often goes by "TJ." She said her son had her car on the day of the shooting
and that she met her son and his girlfriend in Riviera Beach to retake possession of the car
authorities found a live round of ammunition in the front driver-side door with markings that matched the spent shell casing at the crime scene

He was extradited to Palm Beach County on March 24

New water sample findings reveal that the water within the marina is more toxic than some residents expected
The levels of toxins are more than 100 times higher than the health advisory limit

The Florida Department of Health in Palm Beach County has issued a Health Alert for the presence of harmful blue-green algal toxins in Lake Okeechobee near the Pahokee Marina located in the City of Pahokee
This is in response to a water sample taken on April 26
The public is encouraged to exercise caution in and around Lake Okeechobee near the Pahokee Marina located in the City of Pahokee
Blue-green algae are a type of bacteria that occur frequently in Florida’s freshwater environments
A bloom occurs when rapid growth of algae leads to an accumulation of individual cells that discolor water and often produce floating mats that emit unpleasant odors
Blooms may negatively impact fish and other aquatic animals
Some environmental factors that contribute to blue-green algae blooms are sunny days
still water conditions and a plentiful supply of nutrients
Blooms can appear year-round but are more frequent in summer and fall
Many types of blue-green algae can produce toxins
Algal blooms can result in high toxin concentrations
you cannot tell if blue-green algae are producing toxins just by looking at a bloom
Blue-green algae blooms can impact your health
Direct contact or breathing airborne droplets (such as those created by pond/lake fountains or irrigation/sprinklers) containing high levels of algal toxins can cause irritation of the skin
Other symptoms include nausea and vomiting
There is not sufficient information available yet on potential long-term health impacts from exposure
but we are actively supporting research to find some of these answers
and those who are immunocompromised may be at risk even at low concentrations and should avoid any exposure
Residents and visitors are advised to take the following precautions:
water ski or boat in waters where there are toxic algae blooms
Wash your skin and clothing with soap and water if you have contact with algae or discolored or smelly water
Waters where there are algae blooms are not safe for animals
Pets and livestock should have a different source of water when algae blooms are present
Do not cook or clean dishes with water contaminated by algae blooms
Boiling the water will not eliminate the toxins
Eating fillets from healthy fish caught in freshwater lakes experiencing blooms is safe
Rinse fish fillets with tap or bottled water
Do not eat shellfish in waters with algae blooms
The Pahokee mayor said the city's municipal power is limited and there is no money set aside for algae clean-up
