the 200 block of N Palm Canyon Drive at approximately 1:44 a.m and located two victims involved in the incident One individual sustained a non-life-threatening gunshot wound to the leg and was taken to a local hospital for treatment according to the Palm Springs Police Department The initial investigation revealed that an altercation occurred between the two individuals and others in the area during which one of the individuals fired multiple rounds toward the victims The department says suspects were last seen fleeing eastbound through an alley Officers conducted a search of the area and large warehouse project in the far north end of the city with Vice Chair Lauri Aylaian and Commissioners Carl Baker and Robert Rotman absent the commission allowed PS Canyon Development LLC to move forward with a 739,360-square-foot warehouse at the northwest corner of North Indian Canyon Drive and 19th Avenue It's not clear yet what company will occupy it Commissioners added several last-minute measures in an effort to reduce the environmental impact of the project the founder of the firm that is managing the project for PS Canyon Development had signed off on the project as long as long as certain conditions are met The area was selected because of its distance from residential areas and proximity to Interstate 10 The site is located north of the highway near the border with Desert Hot Springs The project approved on Wednesday could be developed into either a fulfillment center or a warehouse Fulfillment centers are used by companies to ship products to customers while warehouses are used to store products A tenant has not yet been identified for the proposed building and Snider said production would not start until one had been brought on Discussion on Wednesday focused on the clash between environmental concerns and the prospect of significant economic gains Project developer PS Canyon Development LLC believes a the facility could conservatively bring 700 permanent jobs to the area Palm Springs staff estimated the facility would generate $1 million in annual property tax revenue Palm Springs earned around $32.5 million in property taxes some local residents and environmental groups opposed the project for its impact on the views of the nearby mountains and the increase to greenhouse gas emissions the project would bring An environmental impact report stated the facility would have a "significant and unavoidable" impact on local greenhouse gas emissions even if all mitigations were put in place “The environmental impact is incredible," said former hotelier and resident Frank Tysen "We are a tourist community… no one is going to come here anymore when we build it out.” A total of 1,574 vehicles could arrive at the facility each day Snider defended the traffic impacts during the meeting the commission specified the eventual tenant would have to move to an electrified truck force as soon as feasible to coincide with state law "The site’s proximity to I-10 really allows this kind of building to be a part of Palm Springs but not negatively impact traffic or congestion," Snider said Addressing concerns that the building would obstruct views he said the building would only be two stories “I think this warehouse building will be the most attractive building of its kind," he said "certainly in the Inland Empire and this area.” The project follows a boom of warehouse development that has struck Southern California in recent years Nonprofit news organization CalMatters reports more than 1 billion square feet of land has devoted the northern end of the city that includes both a historically Black neighborhood and 119 acres of vacant land that were once the intended site of a College of the Desert campus The vote authorized city staff to pay about $250,000 to a Palm Desert land planning and research firm to revise the city’s existing strategic plan for an area including the Desert Highland Gateway Estates neighborhood and nearby areas A city staff report says the goal is a plan that "promotes quality and affordable housing and economic development," which have been key issues in lower-income parts of north Palm Springs where residents have long said they need more nearby amenities The purpose of the plan is to create a vision and framework to make sure the future development of the area is responding to residents' needs The plans usually include zoning rules that define what can and cannot be built or located in the area and other standards for development which can sometimes differ from those in other parts of the city The plan will also address transportation in the area including how to promote walkability and alternative forms of transportation The plan covers an area encompassed by Indian Canyon Drive to the east Palm Canyon Drive to the west and San Rafael Drive to the south A small area on the south side of San Rafael Drive near Indian Canyon Drive that includes a new Tower Market gas station and store and neighboring undeveloped land is also part of the plan The area includes the Desert Highland Gateway Estates Palm Springs Villas II and Mountain Gate residential communities plus the COD-owned land and an industrial area that is home to the city’s in-progress homeless navigation center The current plan for the area was approved by the council in 2011 when College of the Desert was planning to build its west Coachella Valley campus on 119 acres of land just north of Desert Highland Gateway Estates near the intersection of Indian Canyon Drive and Tramview Road that were given to the college by the city in 2010 Hadwin explained Thursday that 2011 plan was largely centered on that planned campus being the basis for development in the neighboring areas that campus was never built after a planned partnership between COD and Southern California Edison fell apart and COD turned its attention to building the campus on the former mall site near Palm Springs High School Hadwin said Tuesday that the plan revision will allow the city to come up with new visions both for what could go on the 119 acres and how the entire area could better serve the needs and interests of both area residents and the larger city Hadwin said the process will consider ”how we can sort of remove barriers and attract the right mix of housing jobs and services to serve that community now and in the future.” Hadwin said it will include the creation of an advisory committee consisting of local community leaders who will help ensure the city is able to garner input from a diverse group of residents The city will also seek to get input from residents through a mix of surveys Councilmember Christy Holstege asked that the city work to make sure it is truly getting input from a diverse and representative group of residents which she said has sometimes been a challenge in the past The 2011 plan was called the College Park Specific Plan after the planned COD campus Hadwin said that part of the process would involve coming up with a new name that would better reflect the vision for its future How long will the process take?Hadwin said revising the plan would take about a year and be completed in mid-2025 In 2020, College of the Desert entered into an agreement to sell the 119-acre property to a developer that planned to build 500 homes and 350 condos on the site a city staffer told The Desert Sun in 2021 that the developer could not move forward with those plans because the city placed a deed restriction on the property requiring it to be used for educational purposes when it gave it to College of the Desert had approached the city about removing those restrictions It is unclear if Watermarke is still seeking to develop the property now and that question was not addressed by the council Thursday during a public event held by the college in October College of the Desert President Laura Hope answered a question from a Palm Springs resident by saying negotiations around the property remained in progress and that the college was really hopeful for a good outcome Hadwin did say Thursday that the deed requiring the site to be used for educational purposes remains in effect and that the specific planning process would help the city determine what kind of uses it would like to see at the site It seems a safe bet that housing Marcus Lemonis contributed $100,000 and Miami-Dade Crime Stoppers contributed $5,000 Copyright 2021 by WPLG Local10.com - All rights reserved Janine Stanwood joined Local 10 News in February 2004 as an assignment editor Before moving to South Florida from her Washington home Janine was the senior legislative correspondent for a United States senator on Capitol Hill A fire tore through a North Palm Springs mobile home park Thursday afternoon destroying four homes and damaging three others at the Indian Canyon Mobile Home Park located on the 17-000 block of North Indian Canyon Drive across from the Windmill Market and near Desert Hot Springs These homes put out a ton of heat and flame," Cal Fire Capt the flames were out and firefighters were hosing down the charred remains Shoots said all of the homes that were damaged were vacant The fire began in one unit and spread to the others Daniel Gonzales’ trailer was spared by the fire but several of those across from him were not He said he was was not home when the fire began but dashed back after receiving a call from his neighbor He said he immediately grabbed a hose and began spraying his trailer as the flames grew close and the many priceless memorabilia items inside from his time working with the singer Michael Jackson Gonzales said he was thankful to both the firefighters and the many neighbors who sprang into action with their hoses “Everyone was running around with their hoses and everyone was helping everyone,” he said “We hardly know each other but we all came together.” Shoots said one firefighter sustained a minor injury and Gonzales said he saw them taken away on a gurney The Palm Springs and Cathedral City fire departments assisted Cal Fire in the effort due to heavy wind Shoots said firefighters expected to remain on the scene until about 8:30 p.m A Palm Springs nonprofit has been awarded a $2.1 million grant to develop programs aimed at reducing violence among youth on the north side of the city.  The grant was awarded to We Are One United, a Palm Springs-based nonprofit, by the California Board State and Community Corrections' Violence Intervention grant program That state program provides funding to cities and organizations that are engaged in work to reduce violence.  We Are One United was founded in late 2020 by John Epps a longtime business instructor at the University of California-Riverside Epps previously worked as the director of the Center for Non-Profit Advancement at the Palm Desert-based Regional Access Foundation We Are One United is described on its website as an organization "working for for community The efforts funded by the grant will be focused on Palm Springs City Council District 1 and particularly the Black Latino and Filipino communities that reside there District 1 encompasses an area north of San Rafael Drive as well as a few neighborhoods east of the airport The district is the sole council district in which racial minorities constitute a majority particularly the Desert Highland Gateway Estates neighborhood are plagued by higher crime rates and other problems.  who now lives in Highland near Redlands said he wanted to launch an effort focusing on north Palm Springs because he came to know the community well while serving as a fiscal agent for the Desert Highland Gateway Estates Community Action Association during his time working for the Regional Access Project Foundation.  He added that his organization plans to use the grant funds to attempt to address violence through three broad efforts: establishing programs and initiatives that will mold youth to be community leaders and by working to create and implement violence mitigation strategies including those who work in fundraising and policy Epps says it also relies on volunteers and plans to focus heavily on partnerships with people on the north side He said he is already working with area leaders such as City Councilmember Grace Garner and Jarvis Crawford who manages the community center on the north side of Palm Springs and hopes to make connections with leaders in the Filipino and Hispanic communities on the north side.  He also said he has been in touch with Palm Springs Police Chief Andrew Mills and called the police "a pivotal part of this."  if we're going to be successful at doing this," he said "There's a lot of retired people in this community who can volunteer and support us." Epps said he is keeping and adding to two lists: one of the things that must change in the community to achieve desired changes and another of what must change outside it.  "Prioritizing those things that we identify and then going after them is how I think we're going to get this done," he said.  will begin by convening several focus groups consisting of residents and other people with ties to the north end aimed at delving into the violence issue "Mitigation is really that idea of when we start talking with each other instead of talking at each other it's going to make a big difference," he said "And then the second part of that is as we start identifying the real issues what partners do we need and what strategies so that we can begin to change what's behind [the violence and challenges in the community.]" While the organization says it will take a multi-faceted approach to addressing violence issues in north Palm Springs Epps says many of the strategies will focus on developing the area's kids so that they can have successful careers and lives and eventually create a foundation of leaders and advocates for the community Epps said he hopes to create programs that will reach kids starting in elementary school.  from what I'm understanding and talking with people at the schools and in the community, this is starting pretty early with the kids like middle school and maybe even by the end of elementary so we know we've got to start with them," he said.  Epps said the programs will not be exclusively focused on kids because the causes and impacts of violence touch people of all age groups and especially parents "It's really hard to say we're just going to work with youth because if you come and work with me for two hours and you go home and your home is out of order then all of my work just went down the drain," he said.  Among the offerings the group wants to bring to the community are sessions where they will train people about how to start new organizations and take other steps to better the community and regular community events that they hope will allow the community to connect and grow closer.  "We try to invite people in because the people you hang out with are not people don't want to shoot and if you do have something that you disagree about you learn that you don't have to be disagreeable in your disagreement," he said "And these are just mindset shifts that I think we can help people make."  Increased attention to crime in north Palm SpringsThe grant comes when new attention is being paid to the issue of violent crime in north Palm Springs, and particularly the Desert Highland Gateway Estates neighborhood. In May, the Palm Springs Police Department held a community meeting at the James O Jesse Desert Highland Unity Center to discuss crime in the neighborhood and what residents would like to see done about it One frequent topic of discussion during the meeting was the desire of residents to see the city fund and develop new programs aimed at kids that would keep them engaged and off the streets Police Chief Andrew Mills said that the department cannot start such programs on its own but pledged to push the city to start such programs and help residents to do so.  The meeting also revealed an often-tense relationship between residents who spoke about their feelings of distrust toward police and charged that the police do not respect the community which expressed frustration of its own about a lack of buy-in from residents about addressing the community's crime problems and finding solutions.  In March, police went door-to-door in the neighborhood asking for their input on possible solutions after two fatal shootings occurred in the neighborhood in one week The victims in those shootings were a 36-year-old woman and a 45-year-old man No other homicides have occurred in north Palm Springs so far this year the department distributed fliers stating that the Desert Highland Gateway Estates community accounts for approximately 2% of the city's population and 30% of the city's total gun violence North Palm Springs saw an increase in crime about two years ago in part because of an increase in shootings back and forth between members of the Gateway Posse Crips gang which has been active in the Desert Highland Gateway Estates neighborhood since the 1980s and another gang based out of the Santiago Sunrise Village mobile home park A 2021 Desert Sun analysis of Palm Springs crime data reported to the FBI between 2010 and 2021 showed that an uptick in violent crimes in the Desert Highland Gateway Estates area started several years ago The analysis found that between late 2019 and summer 2021 police reported five fatal shootings in the area A 17-year-old boy was fatally shot in July 2020 in the area of Palm Vista and Granada Avenue. A 15-year-old boy was killed in August 2020 in the area of North Granada Avenue and Bon Air Drive A 19-year-old Indio woman was fatally shot at that same intersection last July.  the Palm Springs Police lieutenant in charge of policing on the north side said much of the crime in the neighborhood occurs along Granada Avenue in a two block area National Weather Service in San Diego Palm Springs resident Jimmy King likes to say he had three dads — the one who made him the one who molded him and the one who modeled for him.  began soon after he moved to California.  who had lived in Palm Springs since the 1950s and was a beloved member of the Desert Highland Gateway Estates community and deacon at Ajalon Missionary Baptist Church died on March 17 at age 95. He had been suffering from health problems recently although the cause of death has not been determined.  The decades Murrell spent in Palm Springs spanned a time of great change in the city including the Section 14 evictions and the development of the Desert Highland Gateway Estates neighborhood where Murrell lived for decades before moving to Las Vegas for the last year of his life.  "One time I was in trouble and feeling myself and getting hot-headed and everything," King said during the service he just said 'boy' — and when he said that you felt like the only boy in the world — and then he said some other things and finally he said 'take [yourself] home.'"  compassion and both gentle and not-so-gentle pushes to be a better version of himself featured prominently in Murrell's interactions with King and other men and women like him whose lives he touched in Palm Springs.  King was one of several of those people who shared their memories at Murrell's funeral Monday at Ajalon Missionary Baptist Church "He would see something in somebody and he would work to bring it out," King said "And when you were with him you may want to turn away but he stayed with you."  recounted how Murrell welcomed him into his home like a son.  "I never met a man who welcomed me to his household and placed my feet under his table and asked his family members to serve me," he said.  Murrell moved to Palm Springs in 1954 after growing up in a family of sharecroppers near the small town of Forest He spent many of his initial years in the city working in construction "I helped build Palm Springs," he told an interviewer from the Palm Springs Historical Society in 2011 it was a much different Palm Springs back then You found a shady spot if you possibly could You had to cut a piece of paste board and cut a fan out of it."  initially resided on Section 14 of the Agua Caliente reservation He told the interviewer he rented a three-bedroom house where he and his wife slept on a screened porch while his kids slept inside.  But it wasn't long before the city informed Murrell and the other residents of Section 14 they would have to move as part of the now infamous eviction process.  "The city had no provisions for us to move into when they said you got to move," he said. "You got a certain amount of time to We lost a lot of our people from the reservation that had to leave town to find places to live." While Murrell recounted how many of the residents moved to Banning he decided to move to north Palm Springs after a man named Henry Kincaid offered him a lot there.  "It's amazing how it worked because I can't remember the date that they gave us "They were pushing houses down around where I was living."
