Jeff Key (right) in the Palos Heights mayoral race in the April 1 election
(Lorraine Swanson | Patch Editor/Provided by Jeff Key)PALOS HEIGHTS
IL — Ask any long-time incumbent whether they support term limits in defense of their long tenures as elected officials
they are likely to answer that there are term limits – every two years
a seasoned alderman with 14 years of service
who is running for his seventh term as mayor for the City of Palos Heights
a retired junior high school band leader and minister of music
says he is running because of the lack of leadership from the current mayor on the Palos Heights City Council
“When faced with [the] crisis when a hail storm resulted in 1,120 roofs being damaged, residents waited up to 12 weeks to receive a city permit,” Key said in his Patch candidate survey
The challenger cites no goal setting for the city’s two TIF districts
He also claims the city has a poor relationship with the Palos Area Chamber of Commerce and that general communication from the administration is “totally lacking.”
Key accused Straz of keeping some members in the dark about a request from the CHSD 218 administration about a request to annex Alan B
The high school is located in unincorporated Palos Heights
“Projects need to be managed as they pass through committee to the Council for passage,” Key said
consequential projects have stalled or failed.”
Key says he plans to introduce a new leadership
communication and management model to the city
“We will start a robust discussion with the council regarding the management of the business district fund and how we must reinvest the collected taxes into the business community in a prudent way,” Key said
“My passion and motivation for Palos Heights will drive making much needed change
I will not be satisfied with the status quo.”
As for term limits for local elected officials
“If you can’t get something done in eight years
why should the voters want you in for 2 ½ decades,” he asked
“I am not afraid of stating an agenda and working to get it done
I am also not afraid of new ideas that new elected officials bring with themselves.”
Bob Straz has been mayor of Palos Heights since 2001
he served on the recreation advisory board for 20 years
He is a retired community banker of over four decades
“Again, through strong financial management, we have run at a surplus for 24 years,” Straz said in his Patch candidate survey
“We have taken those funds and have been able to acquire over $12 million in state and federal matching grants
with another $1.2 million in the pipeline through my efforts.”
Among the quality-of-life enhancements he’s brought to city
children’s programs and aesthetic improvements
“But the one thing that I want to see is the opening of Pete’s Market at 127/Ridgeland,” Straz said
“I started meeting with Pete’s management over 10 years ago
Straz has brought body cams and license plate readers to the Palos Heights Police Department
A police officer told Patch that Straz and Key are both “great guys.”
Straz describes himself as a fiscal conservative
while always looking for funding sources outside of taxes to benefit our residents
He cites plans for key areas of development most wanted by residents
such as the Harlem Avenue business corridor
we have acquired four properties for current and future parking in accordance with our 2019 Comprehensive Plan,” Straz said
“We have started the Business District [fund]
which will be the source of funding for the improvement in that district.”
Straz says having term limits do not necessarily guarantee a better government
Voters will need to go to their regular assigned precincts on election day, Tuesday, April 1. Voters can find their voter information here

Key is challenging long-time incumbent Robert Straz for the office of mayor of Palos Heights in the upcoming April 1 election
IL — Jeff Key is challenging long-time incumbent Robert Straz for the office of mayor of Palos Heights in the April 1 election
Key has served as 1st Ward alderman for the city
High Band Director – 35 yearsMinister of Music – 26 years
Palos Heights Alderman Ward 1 – 14 years of service
Mayor / City Administrator – Lack of Leadership in terms of goal setting with input from the City Council
Communication of those goals regularly so that Council members stay focused on collective objectives
Projects need to be managed as they pass through committee to the Council for passage
consequential projects have stalled or failed
No goal setting for the two TIF districts in PH
Very poor relationship with Chamber of Commerce
General communication from administration is totally lacking
Example: Palos Heights has recently hired a new administrative assistant/deputy clerk
She is in her fourth week of employment and none of us have been notified
Lack of leadership when faced with crisis when a hail storm resulted in 1,120 roofs being damaged
Residents waited up to 12 weeks to receive a city permit
I intend to implement an improved leadership
Will start a robust discussion with Council regarding the management of the Business District fund and how we must reinvest the collected taxes into the business community in a prudent way
Will collectively set goals for both TIF districts
Will restart effort to finish the much-needed renovation of the 70-year-old City Hall
Will improve relationship with Chamber of Commerce
Will Increase use of City Website and Social Media presence with an eye on cross marketing all Palos Heights entities including City Hall
Will proactively work with Business Community and developers
Will restructure Building Dept./Economic and Community Development model
increasing the presence of the Economic Development portion
Will ensure that there is one Alderman from each ward on every committee
Will begin an inquiry into eyesore property located at 135th and Harlem
Will ensure that one Alderman from each ward is on every committee
Will investigate possibility of term limits
My passion and motivation for Palos Heights will drive making much needed change
I will not be satisfied with the status quo
I have a completely different leadership/communication/management model
The Mayor needs to stay engaged as issues make their way through the committee/council system
The mayor needs to use the City’s Comprehensive Plan to demonstrate what objectives the Council established when the document was approved
I believe there should be one Alderman from each ward on every committee
thus ensuring equal representation throughout the City
The current situation has a completely different makeup
interjecting leadership into staying focused of much-needed projects
We cannot rely on progress happening organically
it was brought to my attention that crime evidence was taking up to 14-16 months to be processed by Cook County
with results being received in days instead of months
I led the effort to bring the renovation and expansion of our Recreation Center to referendum
resulting in a $6,3 million investment into our facility
we created all aspects of the Kris Kringle Market that brought 6500 people this year into our business district
I have worked diligently these past 14 years to make life better for the residents
Palos Heights has a great track record in this regard
Our streets and homes are safe because of their work
We have had a residential builder back out of a $35 million project for lack of cooperation and perceived negative response to getting the project completed
We have seen commercial developers become frustrated with lack of cooperation from the City
The whole idea behind the $.01 consumer tax along the Harlem corridor is to have a financial engine in place to reinvest into the district
A design group needs to be engaged to help solve existing problems such as parking
We have collected $400,000 for this purpose
430 days have passed without a single discussion with the City Council as to how we move the project forward
What city policies do you believe need updating or rescinding
The City Administration needs to revamp how they communicate with all entities
Without their cooperation in setting specific goals
and then communicating and managing those goals
the Aldermen have gotten into the habit of voting their opinion instead of voting to achieve goals
We require leadership that places a target
and stays focused on the target so we are all aiming at the same place
The way we do things now is the Aldermen shoot eight arrows into the air and then run around with a target trying to get a majority of the arrows
If you can’t get something done in eight years
why should the voters want you in for 2 ½ decades
I am not afraid of stating an agenda and working to get it done
I am also not afraid of new ideas that new elected officials bring with themselves
The City leadership desperately needs a new way of getting things done.A leadership change is needed in Palos Heights
both in the Mayoral and Administrative positions
It is simply saying that Palos Heights can do better
The residents deserve a passionate leader who wants to get things accomplished and won’t be satisfied with the status quo
They deserve a leader who will solve crisis situations as a team
They deserve a leader committed to setting
Palos Heights is a wonderful place to live

IL — Bob Straz is running for his seventh term as mayor of Palos Heights in the April 1 election
Mayor - 24 yearsRecreation Advisory Board - 20 yearsPolice Pension Board - 12 years
We will develop past sources along with new ones
This may be the established Business District tax
The infrastructure costs will come from acquired reserves
Work toward a conscientious for the good of the city
I have worked in this market as a banker for some 46 years
For at least 25 years of that time I had my office in town
I know the needs and wants of the residents
and have helped address them and many levels
as shown in financial performance of the city over the past 24 years
My vision for the quality of life that I have brought to the city
Ability to bring matching grants to the city through my established relationships with leaders at state and federal levels. This will continue with my re-election
We have taken those funds and have been able to acquire over $12M in state and federal matching grants
with another $1.2m in the pipeline through my efforts
We initiated programs that enhance the quality of life in town
4th of July and Santa parade to name a few
This is in addition to esthetic improvements such as Arts throughout town
We have added a senior bus in town and added children’s programs
to serve all age residents. We can’t forget the new Recreation center
I have always put the interest of the city as a number one priority
I have never done anything to shake the resident’s belief in me
I do this job because I just want to help people; that has been my approach in life always
Continued improvement in the quality of life
But the one thing that I want to see is the opening of Pete’s Market at 127/Ridgeland
I started meeting with Pete’s management over 10 years ago
I would say that I am conservative in my fiscal policy
We have established programs to keep it that way
I am a firm believer in License Plate Readers as a proven crime fighting tool
We have numerous officers who are and have served of various Federal agencies
giving invaluable training and a funding source from drug asset forfeitures
We have established a model Critical Intervention Unit
hoping to deal with problems before they escalate
We work with developers interested in coming into Palos Heights
I have a long history in my banking career in helping make this sort of thing happen
One of the major problems that we have is that we have so many small individual property owners
The only building updates we have had such as Franklin House
and Advocate is when there has been a change in owner ship
landscaping and sign grant program in place for a number of to encourage updates to properties
An updated Harlem Avenue business corridor
to that end we have acquired 4 properties for current and future parking in accordance with our 2019 Comprehensive Plan
which will be the source of funding for the improvement in that district
We should look at the Ordinance Code and determine if changes are needed to the codes and committee structures
No Term limits do not guarantee a better government; a conscientious informed electorate does
I do this because I want to help people and continue to make our home of 47 years a great place
I serve in many capacities in organizations in the area for that reason
I just want all our residents to enjoy living in Palos Heights as we have

Early voting is from March 17 through March 31 (Courtesy of George Popelka)PALOS HEIGHTS
IL — George Popelka is running for treasurer of the City of Palos Heights in the April 1 election
George Popelka for Treasurer
Business Manager/Bookkeeper/Business Accountant – By way of summary
I am a financial professional with over thirty-five (35) plus years of experience
I have worked in both non-profit as well as grant-funded organizations
with assets ranging from 1 million to 100 million dollars
I have served on many community-based boards including one where I was appointed to by the Mayor of Colorado Springs
and elected as Board Chairperson by my peers
I think the most pressing issue centers on transparency
Each year the city treasurer has provided the citizens of Palos Heights with a report on both income received
and expenditures incurred for the year ended on December 31st
the city website indicates that the last city treasurer’s report was issued for the year ended on December 31
For me this is symptomatic that all is not well
How can we believe that the incumbent is committed to transparency when four (4) years of public reports due to the community have been ignored
I will ensure that this as well as other information
will be made public instead of being “over-looked.”
I believe the critical difference between myself and the incumbent centers on fiscal policy and direction
It is no secret that real estate taxes rose by 20% on average during 2024
which to me is simply taxation without representation
I ask what extra value did or are the residents of Palos Heights going to receive because of this increase
If this question cannot be answered and measured
The incumbent takes the position that these funds simply belong to the city and the increase should be treated as part of the normal business cycle
The incumbent certainly had an opportunity to use his office and question the impact of the impending property tax windfall and advocate for either additional value to be provided to the community or to refund the excess
the incumbent sat quietly at the table and gave little attention to the issue
the incumbent failed to consider the needs of the community
deserved a public hearing for residents to provide their input on this major issue in Palos Heights
The issues that I believe define my campaign are centered on who is truly willing to represent the interests of the people of Palos Heights
Not only do I bring a strong skill set of fiscal management skills to the table
but I also pride myself in seeking to hear all sides of an issue
I have distinguished myself as a savvy business professional having exceptional strengths in workforce deployment with a strong understanding of the major components associated with both business growth and development
In addition to being extremely successful in developing top-performing teams and creating programs to achieve long term business sustainability
my career has afforded me the opportunity to develop expert organizational
Why should voters trust you?As your City Treasurer
I would focus on ensuring that both the interests of the city and its residents are paramount in any policy-based decision or action
one only needs to look at my record as a member of Lions International
I envision a city treasurer’s office which is not only transparent and current with its reports
but one that also serves as a voice for the citizens of Palos Heights
Someone who will question policies and decisions and seek supportive documentation
And if the information supporting a decision seems to be weak or non-existent
then use the office and share the shortcomings accordingly with the public
While taxes are necessary to conduct the public’s business
needs to be managed so that those who pay local taxes receive proportional value
and those services should be delivered professionally and promptly
To me it is unreasonable that a homeowner who suffered the loss of a roof on May 7
should have had to wait four (4) to eight (8) weeks to get a permit to restore one’s home after a major storm
All this during a fiscal year when the city was the beneficiary of a property tax windfall
Somehow city priorities were not in alignment with the needs of the community
What are your thoughts on the crime rate in your community
and what more can be done to combat crime — especially violent crime — in Palos Heights
We are truly fortunate to have an incredibly low crime rate in Palos Heights
One goal that I believe would help to preserve this situation would be to develop a program so that every home has some type of electronic doorbell monitoring system in place
This type of technology would provide additional surveillance and information to assist local law enforcement if individual police services are required within Palos Heights
as well as to serve as a deterrent to criminal activity
This question is at the forefront of every community
consumer patterns have changed dramatically over the past five (5) years
This is evident by the number of delivery trucks who occupy the streets of our community daily
I learned that there is $400K in TIF Funds ready to be used to help improve the local business district
to have financial resources available to implement a program is extremely helpful
but there are more aspects to this issue than simply buying houses and creating parking lots
more time needs to be spent on both data collection and creating measured outcomes
so that the dollars spent can truly have the impact for which they were intended
I certainly would say that to update Harlem Avenue would be a desired goal
the city needs to be initiative-taking to ensure that Pete’s does eventually open
it is not at the expense of losing the Jewel
The city is assuming that the Jewel’s continued operation is a given
it is extremely prudent to review an agency’s policies and procedures to ensure they are both relevant and up to date
While there are compelling arguments on both sides of this issue
term limits serve to deter the growth and development of career politicians
I am mindful of the adage that power corrupts and absolute power
the most recent examples of what happens when there are no term limits in place and individuals acquire considerable power
can be best illustrated in the recent cases involving Edward Burke and Michael Madigan
I have been engaged in public service for decades
Serving both as an active volunteer and supporter of the Illinois Epilepsy Association
and the Pediatric Oncology Treasure Chest Foundation
I have been a staunch supporter and participant in the Palos Area Chamber of Commerce
These experiences have served me well in helping me to become collaborative within policy discussions
thus adding greater value to any organization with which I am associated.Among the unique skills which I possess are specialties in Administration and Management
Budget Development & Management as well as being a Solutions-Driven Analytical Person
I have attended the University of Illinois at the Medical Center
University of Colorado Springs in Colorado Springs as well as Northwestern University’s Kellogg School of Management
All my certifications are available within my LinkedIn Profile
I will do my best to continue making Palos Heights a wonderful place to live
