Neb.(KMTV) – After nearly an hour of public comment
Papillion city council members voted against the backyard chicken ordinance at Tuesday's city council meeting
Neighbors filled the city council chambers showing their support for the backyard chicken ordinance ahead of the vote Tuesday night.One by one neighbors talked about why they feel backyard chickens should be allowed within Papillion city limits
Hoping this time the city council would pass the proposed ordinance but after nearly an hour of talks
”It’s a huge disappointment,” neighbor Ami Rodgers said
“I think the council had an opportunity to listen to the people and give the people what they have been asking for for a while now and let Papillion be a city of the Papillion and a grant of people most people desired around here and something they looked forward to.”
This ordinance was revised from a previous ordinance that failed back in 2012
City Council Member Jason Gaines said the new one addressed previous concerns and put more regulations on backyard coops
the city council members who voted against the ordinance said neighbors in their wards are concerned about the flocks bringing in predators and worry others won't follow regulations

Reporter Greta Goede spoke with neighbors about why they want the city to pass a new ordinance to allow these birds within city limits
The proposal came up for the first time Tuesday night at the city council
neighbors can keep backyard chickens within Papillion city limits
Papillion neighbors Steve and Sara Zivny are happy to see it front and center again
they put a lot of time and effort into going back into the ordinance from years ago and hitting all the concerns that council and Papillion folks had in the past,” Sara said.This new proposal would allow neighbors to keep up to eight female chickens
Neighbor Ami Rogers said having her chickens would not only be money-saving but also have health benefits
“I think there are so many benefits that come with having chickens whether that be small backyard or farm
Whether is it the enjoyment of just having the pets,” she said
“The health benefits that come along with it
knowing where your foods coming from and what’s going into the chickens."
neighbors would need to apply for a license and permit and go through a training course before they can set up their coop
Nearby homeowners will also be notified when a permit is issued
There will be public comment on the ordinance at the next city council meeting on March 4
The 44-year-old school psychologist was arrested in March on accusations of child sex abuse
Papillion La Vista Public Schools officially fired former school psychologist Jeffrey Fauble Monday night
charged with four counts of child sex abuse
Sarpy County neighborhood reporter Greta Goede uncovered that before becoming a school psychologist
Fauble was a deputy Pottawatamie County Sheriff’s Office but he was later decertified after he was accused of having a relationship with a female inmate
This led to questions for the district about its background check procedures
They declined to answer our questions last month
board members asked questions about how the districts background checks could change to prevent this from happening again
“What can we do to be better so that this sort of thing does not happen again.”

officers responded to a complaint that turned out to be over 120 kids in a home
More than 35 were ticked for Minor in Possession
and two were cited for providing the alcohol
there were still many cars parked outside after the kids were released to their parents
C shift responded to a call that turned out to be 120+ minors in a home
A lot of cars remained after the intoxicated parties were released to parents
Who was going to drive those cars home if police don't show up
(WOWT) - The Papillion Police Department responded to a bomb threat at a middle school Thursday morning
Papillion La Vista Community School officials say that police
completed a thorough search of the area and found “no credible threats.”
The incident happened at Liberty Middle School shortly after 8 a.m
authorities temporarily blocked off Highway 370 traffic
Students were then escorted back across the highway to another school
School officials told parents that students can be picked up after 11 a.m
They have counselors available for students
The incident comes a few days after a “swatting” call prompted a lockdown Monday morning at Millard South High School
have completed their thorough search of Liberty Middle School
and the building has been cleared for reentry
Current Status: Students are being escorted back to Liberty Middle School by staff and law enforcement Regular operations will resume once students return Attendance will be taken upon return to Liberty

and our counseling staff is available for any students who wish to talk
Papillion Police Department coordinated with us and temporarily blocked off Highway 370 traffic to ensure the students crossed safely
both for the evacuation and the return to school

(WOWT) - Fire crews fought a fire in a Papillion home early Monday
Officials say that the fire was contained in the basement and that there are no injuries
and duplexes ranging from more affordable options to larger
Affordable housing and a gap in classes in neighborhoods is something neighbors said is becoming more frequent in their communities
but housing development in Papillion is working to change that
our zoning and the way we develop has segregated our populations
the developer of the Bungalows on the Lake
said this development is a start to bringing classes together
since the buildings are small and they don't have to be all the same thing
we have been able to program in more economic diversity than what's in a typical neighborhood,” he said

Developments like this help bring neighbors together
according to Papillion neighbor Emma Thompson
She hopes more affordable options are built into neighborhoods like this
I think in the climate today we have a class war going on honestly

(WOWT) - The driver in a crash that killed his passenger last month is behind bars in Papillion
was arrested and booked into jail Thursday on one felony count of motor vehicle homicide in relation to a crash that killed 26-year-old Juan Guillen on Oct
The Sarpy County Sheriff’s Office says that deputies were called to the scene in a Papillion subdivision off Highway 370 around 1:10 a.m
They arrived to find a Ram 1500 pickup truck that had smashed into a tree
Harvey occupied the driver’s seat while Guillen was on the passenger side
Officials pronounced Guillen dead at the scene
while medical personnel transported Harvey to the hospital with serious injuries
Preliminary investigations revealed that Harvey was speeding southbound on Richland Drive when the crash happened
Surveillance footage from a nearby house showed the truck traveling at “excessive speed
followed by the sound of a loud crash,” according to SCSO
Investigators say tire marks on the road correspond with the video evidence
Both speed and alcohol are believed to be factors in this investigation
Authorities said that Harvey did not comply with a search warrant on the night of the crash
making it more difficult for deputies to determine if he had been drinking
Subsequent search warrants led investigators to consider alcohol a contributor to the accident

Stanley Hall Elementary in the Papillion La Vista Community School District was arrested Tuesday morning after police say he sexually assaulted a child
A school psychologist is in jail after reports of child sexual assault
these charges do not involve students at PLCS and the district said Fauble was immediately put on administrative leave and is moving to formally fire him
Fauble was a psychology intern for the school during the 2023/2024 school year at Tara Heights Elementary and was hired on as a full time school psychologist this school year
This wasn’t the first school where fauble worked
Ralston public schools confirmed Fauble was a classroom paraprofessional for the district from December of 2019 to May of 2020
KMTV team also went through Pottawatomie County Board minutes from 2005
Fauble was a deputy with Pottawatomie County Sheriff’s Office starting in March of 2005 until he resigned in 2010
Fauble is being held in Douglas County Jail
(KMTV) – The Papillion Police department has designated safe zones outside the department for neighbors to buy
BROADCAST TRANSCRIPT: Do you have safety concerns when it comes to meeting people online from buy sell trade groups
As it gets closer to the holidays neighbors may be trying to save some money or make quick cash through places like Facebook Marketplace or eBay
but there’s a risk when meeting strangers from the internet
"You don’t know that person and you don’t know what their motive is,” online buyer Kenneth Cardin said
you got witnesses and people can see that transaction so people can see what is going on.”
Cardin said he is always cautious when buying items online and other neighbors should be too
"If you go by a camera the person that is selling the item is less likely to do something stupid because they’re being watched,” he said
That’s why the Papillion Police Department and others in the area offer safe zones for neighbors to do these transactions without compromising their safety
Lieutenant Jason Sharp said the department has a designated area that is under 24-hour surveillance and is always well lit
"These working spots is us just trying to provide a service to the community
so they do have a safe space to exchange and pick up packages,” Sharp said
The Sarpy County Sheriff’s Office offers these other tips:

Sharp said neighbors should still always be cautious when meeting people online

Bryson Bahl nailed two free throws with 2.4 second left to ice the game as Papillion-La Vista South secured the 61-57 victory

officials confirmed to KMTV that he was a deputy for Pottawattamie County until 2010 when he was accused of having a relationship with an inmate
a school psychologist for the Papillion La Vista School District was arrested after
KMTV learned about his past in schools and law enforcement
Stanley Hall Elementary was arrested Tuesday morning
on four counts of sexual assault of a child
the assault did not involve a PLCS student
Before becoming a school psychologist at PLCS and classroom paraprofessional at Ralston Public Schools
Officials confirmed to KMTV that Fauble was a deputy for Pottawattamie Countyfrom 2005 until 2010 when he was accused of having a relationship with a female inmate
A petition to decertify Fauble as a law enforcement officer was filed in October of 2010 and 2011
KMTV found this information with some research and phone calls
would this information show up on a district background check
president of One Source A Background Check Company in Omaha said background checks include registries and criminal offenses
other information may not be reported due to federal laws
“We would only be able to report adverse information within the last seven years
so if there is something beyond seven years it would not be permissible to report that,” she said
it would depend on what you're looking for and the nature of the type of product and the scope of the product.”
Background checks would reveal criminal convictions whether they happened in the last seven years but arrests without convictions would not be included in any background check
CEO of DDS Employee Screening Services in New York said although some state laws could be different
federal background checks cannot go further than seven years back
“If I knew something that went back 15 years that I thought was relevant
I wouldn't be able to give that to the employer because it is beyond the time frame allowed,” he said
KMTV asked the district for information about its background check vendors and processes
but it declined to provide that information

-- Law enforcement in northeast Nebraska arrested a 49-year-old Papillion man after he blew four times the legal limit.
The Stanton County Sheriff's Office said they arrested Eric Johnson on Monday afternoon.
They found Johnson's pickup had slid off Highway 57 in Stanton
and he was lying outside of the pickup.
He was arrested for aggravated driving while intoxicated after his BAC was tested to be four times the legal limit.
Johnson said that he was heading to Norfolk from Omaha at the time of his arrest.
