Police responded to the eastbound lanes of the Westside Parkway near the Mohawk off-ramp after reports of "suspicious circumstances."
Officers then found a man who was hit by a vehicle

Fryman was arrested for charges related to hit-and-run causing death and driving with a suspended license

Eyewitness News has reached out to the BPD and they said they would reach back soon with more information
District Department of Transportation Director Sharon Kershbaum wrote the National Park Service last week to oppose the agency’s plans to end the reversible lanes on Rock Creek and Potomac Parkway during rush hours
Kershbaum said the District worried that ending the nearly century-old program could cause “significant traffic backups” downtown and that commuters may filter into residential neighborhoods
The program has existed since 1937 and works like this: During morning rush hours

it will make the city streets less safe and people will start using apps like Waze to cut through residential neighborhoods.” But Emington points out that two-way traffic works both ways: Opening the road to all drivers will reduce the number of cars on city streets that are traveling in the opposite direction–and would now be able to use the parkway

notified county planning officials about the glitch in the proposal put forward by property owner William Coots for Santa Rosa County Zoning Board consideration
Coots has subsequently pulled his request to rezone the property from single family residential to highway commercial development from the board's May 8 meeting agenda
"The applicant has tabled his request until next month," said County Planning and Zoning Director Shawn Ward
Ward said the 4.9 acre easement in question had been identified as a road on county zoning maps and
a former owner had wanted the land vacated
at that time the District 5 county commissioner representing the Gulf Breeze area
called upon fellow board members to support a resolution to establish a permanent conservation easement on the property
He received unanimous support to do so with one commissioner absent from the meeting
The resolution codifying the easement states that the county "shall prohibit the construction of any structure intended for residential or commercial use."
"Any use of the subject property shall be limited to those that protect the environmental integrity of the subject property," it said
Ward said paperwork generated through the creation of the easement seemed to indicate Lynchard had determined the vacated parcel to be a wetlands area that the county would be unable to do anything with and had therefore decided to create the easement
Santa Rosa County Property Appraiser records show
purchased the conservation easement property in April of 2024 for $100 despite it being clearly labeled on the agency's website as such
He also bought two other parcels the same month
all in the 6100 block of Gulf Breeze Parkway

who was to represent Coots at the Zoning Board meeting
said May 2 the existence of the perpetual conservation easement "had just come to light in the last week."
"That's the reason for the delay," she said
"The county attorney contacted us and we agreed it would be better if we wait for a month."
Cato declined to provide contact information for Coots
Coots purchased the land protected by the conservation easement from David May
In correspondence between Ward and Pavelick
Ward responded to a question about whether a seller would be required to inform a buyer of the perpetual conservation easement
"But a title search would identify the conservation easement (and) the Property Appraiser’s Office identifies it as a conservation easement as well
A potential buyer would hopefully do their due diligence to identify any wetlands or potential stormwater issues."
Last year the Zoning Board approved without objection a request from Coots to rezone land on the 6200 block of Gulf Breeze Parkway for highway commercial development
His application for the pending rezoning notes that a previous rezoning "straightened out the southern boundary of an area now zoned for highway commercial development."
The developer later decided that extending the area zoned commercial down to an existing wetland barrier would be "more amenable for cohesive development" and remove a small area of land zoned residential
it would impact the northern 653 feet of three individual parcels and add approximately 3 acres to the existing highway commercial development zoning
A wetlands assessment report conducted by Wetland Sciences Incorporated on behalf of the developer states that more than half of the parcel reviewed is comprised of wetlands but makes no mention of the existence of the perpetual conservation easement
"the actual area proposed for rezoning to highway commercial development is predominantly upland."
"The adjacent wetlands will be protected as required by the county
Florida Department of Environmental Protection and U.S
Army Corps of Engineers," the application states
the senior scientist who signed off on the wetlands report
did not return a phone call seeking comment
just because it says perpetuity doesn't mean it's permanent," he said
Pavelik said she wants to see the entire 4.9 acres protected under the easement remain free from development

Evidence at the scene led officers to determine the man had been struck by a vehicle
Officers found the vehicle involved in the collision in the 7300 block of Stockdale Hwy
51-year-old Tomice Fryman was arrested for charges related to hit and run causing death and driving with a suspended license
The Kern County Coroner’s Office will release the identity of the deceased later

(LEX 18) — One juvenile has been injured and another juvenile has been arrested after a stabbing that occurred off Centre Parkway in Lexington on Sunday
according to the Lexington Police Department

LPD says the stabbing involved two juveniles
One was transported to the hospital with non-life-threatening injuries

GROSSE ILE TOWNSHIP, Mich. – The Grosse Ile Parkway Bridge is set to close for construction work Thursday, and the closure is expected to last for weeks.
The bridge will close to pedestrians and vehicles at 7 a.m. on Thursday, May 1, 2025, according to a release from the Wayne County Department of Public Services.
The closure is expected to be in place for eight weeks, but this timeframe depends on weather conditions and any other delays that crews may encounter.
“Wayne County Department of Public Services appreciates the public’s patience and cooperation as we work to complete these important infrastructure improvements safely and efficiently,” the department said.
During the closure, crews will perform structural steel repairs on the Grosse Ile Parkway bridge.
While the bridge is closed, barriers will be put on both ends of it. Drivers will be rerouted to the Grosse Ile Toll Bridge.
The bridge also will not swing open for marine traffic during this time.

A police officer shot and killed Jumaane Wright
after he almost struck a cop during a car chase near the Belt Parkway on April 28
police said its community response team was on the Belt Parkway around Bay Street when they saw a Porsche with suspicious plates
Chief of Department John Chell said that officers conducted a plate check on the vehicle and it came back to be stolen.
“It was later discovered that this vehicle

our officer didn’t pursue but radioed ahead to adjoining precincts that a stolen vehicle was heading that direction.”

Officers said they performed life-saving measures on Wright
The New York Attorney General’s Office of Special Investigation has opened an investigation into Wright’s death
“I was very surprised to hear that because in this neighborhood

“We thought it was just a really bad accident on the Belt Parkway.”

FLEMING ISLAND, Fla. – A 15-year-old girl was hit by a car around 8 p.m. Wednesday while crossing Eagle Harbor Parkway at the Town Center Boulevard intersection, according to the Florida Highway Patrol.
Troopers said the teen was in the marked pedestrian crossing, headed north across the intersection, when a vehicle headed west on Eagle Harbor Parkway rounded the curve and hit her.
According to the report, the 68-year-old woman driving the car couldn’t see the girl as she was crossing.
The teen suffered critical injuries and was taken to HCA Florida Orange Park Hospital by Clay County Fire Rescue.
The driver was not hurt. She was wearing a seat belt, according to the report.
Clay County District Schools confirmed the teen is a student at Fleming Island High. A spokesperson said a crisis team will be working at the campus so students and staff who need support can speak with them or a school counselor.
The district could not comment on the student’s condition.

(WCIV) — A major Lowcountry roadway project is finally complete
Myers Parkway in Dorchester County is finished after decades of work
The $160 million project was the combined work of multiple agencies and is named after the late mayor who served the people of Summerville for nearly 50 years

“It's expected to move between 18,000 and 30,000 vehicles a day for Main Street Summerville
and enhancing the quality of life for everyone in the community,” Councilman Todd Friddle of Dorchester County Council said

Representatives at the ribbon-cutting said the project was aimed at improving the flow of traffic in Dorchester County through Summerville
Improvements to the project include a new primary route made up of four lanes with a landscaped raised median to help prevent crashes
“Every time that you encounter a stoplight
And so being able to have the free flow of traffic on this road is a really big deal for the downtown Summerville area,” Representative Robby Robbins
This is good news for Summerville residents who previously said their neighborhoods had seen dangerous traffic while construction was underway
The project also includes intersection improvements
as well as reconstruction of a shared-use path along the Sawmill Branch Trail and an additional 1.5 miles of new trails
Representative Gil Gatch of South Carolina District 94 said
“Is this parkway going to fix our traffic problems
it's not going to fix the traffic problems
but it is an excellent step on the path and the right direction to getting that done.”
Representatives believe this infrastructure addition will benefit not only the local community but the whole state
“South Carolina remains one of the fastest-growing states in the country
and Summerville and Dorchester County are at the epicenter of that boom
That growth brings opportunity and economic prosperity
but it also brings challenges like congestion
This project is one of many designed to help alleviate that congestion and improve safety across the region,” Secretary of Transportation for SCDOT Justin Powell said
SCDOT says there are a few more touchups they need to do before they can open the road to traffic but they are hoping to do that by next week.
