Mendoza after receiving the scholarship at 2024's tournament
Emerald Lake Golf Club was host to the sixth annual Reed Parlier Memorial Golf Tournament as the positive legacy of Ellis 'Reed' Parlier continues to grow six years since his tragic death in 2019
CW: This article mentions a past shooting on campus on April 30
Reed Parlier was one of two students killed in the April 30
Riley Howell and Reed Parlier were killed in the shooting
Emily Houpt and Rami Al-Ramadhan were injured
the Parliers and the Charlotte community have found a way to honor Reed and ensure he is not defined by his passing
great big brother [and] amazing son," said Julie Parlier
Reed was a second-year student studying computer science at Charlotte in 2019
taking time to help other students in his classes
he would take the time to help other students learn by answering their questions," recalled his professor
"I could see that the other students appreciated his patience
Reed was a true giver to any who needed it
so if they were playing some brand new game off the shelf and his friends couldn't afford it
he would buy the game for them because he saved his money," said Reed's father
Reed continues to help others through the yearly memorial golf tournament
With proceeds from the tournament and community donations
the Parliers have raised over $750,000 and funded 14 scholarships for UNC Charlotte students
Full-ride scholarship recipients are selected on the basis that they went to Reed's high school
Central Academy for Technology and Arts and are similar to Reed
The first recipient of the full scholarship
graduated from Charlotte in 2024 and now works as an engineer at Lenovo
Weisskopf said he was able to invest in his hobbies
received the scholarship last year as a surprise at the tournament
Mendoza attended under the assumption that he was only interviewing for the scholarship
making the moment he found out he would be receiving it all the more surreal
he says his family will be able to send his two younger siblings to college
Mendoza expressed that he could not have attended Charlotte without the scholarship
he is a member of the University Honors Program
he will participate in undergraduate research focused on AI models
Mendoza has developed a relationship with the Parliers
He occasionally communicates with Mallory Parlier
and frequently connects with the Parlier family
Mendoza says he feels it is his responsibility to live like Reed
describing him as a giver and someone who cares a whole lot
I feel like it's up to me to also be that way," said Mendoza
the Parlier family and the over 100 participants in the tournament was a group of UNC Charlotte organizers who have helped organize and hold the tournament for six years now
Some were members or associated with UNC Charlotte's Remembrance Commission
which was formed in May 2019 to guide the University in how best to memorialize Reed and Riley
these staffers have continued to work with the Parlier and Howell families to ensure their sons are remembered and their legacies extend beyond their passings
these UNC Charlotte staffers believe their mission is as important as ever
but I'll tell you that I feel like Reed has impacted my life in positive ways because Brian and Julie and the family and their friends and their community have come together to make sure that people don't forget what Reed's life meant
but you just find a new normal with that hole and that grief," said a University organizer
"To be able to support Brian and Julie in that journey is something that's very meaningful
but it's also just as important to be able to celebrate the life that [Reed] did lead."
As UNC Charlotte continues to work to memorialize Reed
so does the Parliers and Charlotte community
The tournament, which was first started in collaboration with the Chipping In organization
has seen continual growth and is something Julie Parlier says she hopes to do "as long as we're able to."
Editor's note: Members of the commission preferred to stay anonymous in their attribution to avoid detracting attention from memorializing Reed and Riley

Rodriguez was known for his kind nature and big heart
Parlier's police chief shared stories about how Rodriguez would help crime victims recover losses with his own money
Rodriguez had been a school resource officer at Parlier Unified where he made a lasting impact
"He really enjoyed working with the students
building relationships and helping them through challenging times and showing them another path and in general
casual conversations as well," said Parlier Police Chief David Cerda
"He's got two young sons in high school as well
so it was relevant and we saw he could make an impact and we saw it
Cerda says Rodriguez was initially recruited to work in the schools after no one else had volunteered

BAKERSFIELD. CALIF, (KERO — Chris Parlier, a retired law enforcement officer and former Bakersfield City Councilman, has officially announced his candidacy for the Kern County Second Supervisorial District.
It's been nearly two years since Chris Parlier left his seat on the Bakersfield city council. Now, he has become the latest candidate for the District 2 supervisors' seat, following Zack Scrivner's resignation last week.
“When I retired from the city council, I thought that was it, I wanted to enjoy my wife and my grandkids, but this opportunity presented itself and on Friday I started getting pinged from some folks who thought I'd be a good fit,” says Chris Parlier
I spoke to Chris Parlier, retired law enforcement and former Bakersfield city councilman who put his hat in to be a potential candidate for the District 2 supervisors' seat, along with 5 other candidates so far, Bernita Jenkins, Kelly Carden Jr., Pete Graff, Ben Dewell, and Dale Cisneros.
Parlier tells me his whole life had been about protecting people whether that be in the military, state service, or even on the city council.
“I've always been approachable and ready I gave out my cell phone when I was on the city council, people can call me anytime they want, and I imagine I'm going to have the same approach with the county” continues Chris Parlier.
I went with Parlier as he got signatures to show he has local support to ensure his candidate's legitimacy.
Parlier also had some words regarding former District 2 supervisor Zach Scrivner.
“The day-to-day connectivity of having a representative available and i pray for his family, there's a lot of difficulties there, and i pray they get through it but that doesn't stop the needs of people, and will be able to provide it,” says Chris Parlier.
There are currently 6 candidates, with two days left to file paperwork to run.
a majority of Parlier city councilmembers refused to participate in a scheduled city council meeting on Monday
the impasse over Neal Costanzo continuing as the city attorney remains unresolved
Mayor Alma Beltran says the council majority boycott is putting $700,000 in road funds for the Fresno County town of about 19,000 residents
and Diego Garza are locked in a political showdown with Beltran and it’s paralyzing council activity
and Garza believed they fired Costanzo with a 3-0 vote on June 17
Costanzo and ally Beltran countered that the council needs four votes to remove him
and Garza walked out and the meeting stopped because it lost a quorum
Solorio said she walked out because Costanzo remained on the job
Alma has him sitting there,” Solorio told GV Wire on Monday afternoon

Beltran let loose verbally at the last two meetings against the rest of the city council
She heavily criticized the three for not attending

Beltran said that $700,000 in road funds is at stake
as a resolution needs to be passed by the end of the month
“I’ve never dealt with a council so childish
until now,” Beltran said from the dais Monday
In a legal maneuvering suggested by Costanzo
Beltran adjourned the meeting until tonight
Costanzo also advised Beltran to issue a notice to Molina
Solorio and Garza compelling their attendance
If the three fail to appear, they could be subject to a $25 fine based on a 1921 city ordinance, and possibly up to $200 more for the first offense of violating city code

Cerda took over in February for Sonia Hall
The dispute remains as to how many votes are required to fire the city attorney
2022 vote by a lame-duck city council — Molina and Garza won election replacing Beltran allies but had yet to be sworn in — amended Costanzo’s contract requiring fourth-fifths approval for dismissal
The contract was discussed in closed session and approved 4-0
the debate and exact nature of contract were discussed behind closed doors
no can can produce a signed version of the contract
An unsigned contract from November 2022 GV Wire has seen doesn’t include the supermajority provision
Solorio and Garza says the lack of a signed contract means a 2018 agreement — where only a council majority vote was required — prevails
Costanzo said that even if the signed 2022 contract is missing
He said Monday that at least 10 people can testify about the legitimacy of the contract
“The city attorney’s contract was four votes
I was copied on an email when it was sent to the Deputy City Clerk and then I saw the mayor sign it
A misfiled contract doesn’t make it non-existent,” former city manager Hall told GV Wire

the Parlier City Council fired Costanzo — the city’s attorney — on a 3-0 vote in closed session
At a special city council meeting Monday, Costanzo occupied his normal seat, returning to work as if nothing happened. Just like George in “Seinfeld.”
isn’t it?” Costanzo told GV Wire
Even more unusual: Parlier officials say they can’t find Contanzo’s most recent contract
which stipulated that four councilmembers — not three as before — would have to vote to fire him for termination to take effect
Costanzo could not elaborate on why he worked Monday’s meeting
His status is the latest in the feud between Mayor Alma Beltran and three city councilmembers — Janie Molina
and Kathy Solorio —in the Fresno County city of about 19,000 residents
“I don’t know why he was there,” Molina said
“It’s Neal Costanzo because they don’t have the votes
If we’re going to go against the contract
Thus back to the question of whether the city council needs three votes
Molina would not answer the question because the city is going through the process to remove Costanzo
She said the city “will be taken care of.”
Garza and Solorio either wanted their own attorney
Beltran or Costanzo blocked those efforts by not placing the item on the agenda
“It’s something that I have been trying to do since last year because of the fact that we were never getting straight answers,” Molina said
Beltran said it would be wrong for the city to dismiss Costanzo
He is currently defending the city from a wrongful termination suit from former police chief Jose Garza
and I have to have faith that he’s going to go ahead and protect our city
because that ultimately is his job,” Beltran said
Molina, Garza and Solorio called for special meetings on June 10, 13 and 17. On the 10th, the three-member majority announced out of closed “reportable action” on the city attorney, for what was listed on the agenda as a “public employee performance evaluation.” The council did not announce what action was taken
Garza and Solorio announced the 3-0 vote out of closed session
and city councilmember Sabrina Rodriguez did not attend the meetings on June 10 and 13
Costanzo would not say if he was supposed to be there
Beltran explained her absence: “I’m not going to be part of something that I feel it is violation.”
Beltran did appear for Monday’s special meeting
Rodriguez did not respond to request for comment from GV Wire
Molina and Garza won election to the city council
the lame duck city council amended Costanzo’s contract on Nov
It would now take a vote of four councilmembers to remove him from office
there would be a six-month grace period when the new councilmembers started
Such a contract vote was never listed on an agenda
just itemized as a personnel item in closed session
Costanzo announced the 4-0 vote — Solorio abstained — when the city council returned to open session
“That’s the understanding that I developed
Can’t be found by the city,” Costanzo said
the Parlier city clerk still could not find the signed contract
“Only in Parlier,” Beltran said on Monday on the dais
Beltran said there are other contracts that went missing
“Those are the things that are internal issues that I cannot control
I can only raise the question of what’s going on
it’s the city manager who’s responsible to make sure that their staff is doing what they should do,” Beltran said
The city council fired City Manager Sonia Hall on April 18 by a 5-0 vote
Police Chief David Cerda has been acting city manager since
Costanzo said he had a signed copy of the contract
he said “there is no effect” if a signed version can be found
Beltran spent most of Monday’s special meeting arguing with the other councilmembers and the public
The city council approved the only item on the agenda — a contract for special legal services with Liebert
Cassidy and Whitmore by a 3-1 vote (Rodriguez was absent again)
Costanzo told the city council that the contract with the new attorney would be “ineffective.”
The city council can hire a special counsel for a specific purpose
“That’s another thing that is inexplicable to me
it’s simply provides for a specific type of services relating to employment matters on request,” Costanzo told GV Wire
“The only people that are authorized to make a request would be the council
and they haven’t made any such request
So they have an approved agreement that isn’t really implemented
Doesn’t have any legs,” Costanzo said
Beltran questioned what specific purpose LCW would perform
The city council holds a regular meeting this Thursday
Beltran says she is tired of the public bickering
And we still stay stuck on the same thing over and over and over
Has the new council even brought up anything that they would like to see different in the community
What they want to do different for our community
… All their main focus was me from day one,” Beltran said
“My only goal is to put our city back on its feet
I don’t expect anything from the city manager
Molina said the Costanzo item finally made it to the agenda because Cerda is acting city manager
The city council seems poised to keep Cerda around
A motion to enlist a search firm to hire a permanent city manager recently failed
She never responded to GV Wire’s request for comment
“It’s just about protecting the city
whether it’s going to be harming us or not,” Beltran said
declining to elaborate because the matter was discussed in closed session
and it was not a vindictive thing for me because I never had any vindictive reason to go after her,” Beltran said
“We needed to move in a different direction.”
Jose Garza took the stand to make the city pay for firing him on Wednesday
He alleges that he lost his job as retaliation for investigating embezzlement against an administrative police employee
Testimony in the case started Wednesday in the Fresno County Superior Court room of Judge Jonathan Skiles
He claims that Mayor Alma Beltran and then-City Manager Sonia Hall interfered with his work
Garza hired a third party to investigate allegations that police records supervisor Rosalia Solis stole $20,000
Hall then told the investigator to end his inquiry
answering questions in court from his attorney
“They’re trying to sweep under the rug the embezzlement of
And there’s no way I was going to do that.”
he had no choice but to ignore the city manager’s order and move forward
he said he knew that decision would cost him his job
Romero has not specified the damages he is seeking
in several Parlier City Council meetings in recent months
Garza spent most of his 44 years in law enforcement with the city of Fresno
He rose to the level of area commander before mandatory retirement in 2017

Garza also testified that Hall and Beltran began to interfere with the scheduling of his employees
City law said the city manager was his supervisor
But because of having to deal with Beltran
he never really knew who was his true boss
Garza testified he hired a third-party firm
Court documents indicate that Beltran and Hall obstructed justice to prevent and “kill” the investigation
and retaliated against Garza for performing his job
The lawsuit states that Solis — the police records supervisor suspected of stealing $20,000 — and Beltran were good friends
The lawsuit claims Hall instructed Dennis Montejano — a former Fresno Police Department commander of the internal affairs unit— to cease all work
and focus on another city employee as the culprit instead of Solis
The lawsuit further alleges the city fired Juan Torres because of the missing money
Garza said he told the investigator to continue
understanding such action “may have jeopardized my employment.”
The Fresno County District Attorney’s office declined to file charges against Solis
later told the attorneys not to focus too much on the case of the missing money
claimed Hall and then-city attorney Neal Costanzo pressured him to resign
The lawsuit also accused Mayor Beltran of attempting to interfere with his becoming Coalinga police chief
Garza accused Beltran of threatening Coalinga with terminating a police dispatch contract if the city hired Garza
The city council fired Hall as city manager earlier this year
Costanzo is defending the city in lawsuit despite being fired as city attorney earlier this year
He made an argument to the judge — to no avail — that he should be allowed to argue that Garza failed to exhaust all administrative remedies to keep his job
Garza’s attorney asked Skiles to delay the trial until February
said that Garza is undergoing daily radiation treatments from his oncologist
“It is in the best interest of my patient to resume trial after treatments are completed and is fully recovered after November 1
2024,” a note from Garza’s doctor William Silveira said
The attorney said he also had a conflicting court case later this month
Other city councilmembers and Beltran are expected to testify during the trial
Romero said it likely would conclude by the end of next week
Jose Garza served as Parlier police chief from 2017 until his firing in 2021
He said the city council let him go after he refused to call off an investigation of a city employee for embezzlement
The civil trial started earlier this month
“I feel a big relief,” Garza told GV Wire after the verdict
“The truth that Mayor Alma Beltran and former city manager Sonia Hall retaliated against me for trying to stop a investigation
two-male jury took parts of two days to deliberate in the 10-day trial
awarding him his request for $1 million— $200,000 for economic damages and $800,000 for pain
Garza has since taken a job as police chief with the city of Coalinga
He said his firing harmed his reputation and that of the Parlier Police Department
“It really put a damage or tarnish to the integrity of the chief’s office and the credibility of the police department
and that’s the sad part,” Garza said
Beltran said the verdict “was a sad day for the city of Parlier.” She complained that the judge did not allow the city to present certain evidence — such as the fact that the chief did not exhaust all legal remedies before suing
The city council will meet on Thursday to determine what course of action it will take next
Garza’s attorney showed the jury a letter from the city manager calling for an end to the investigation
“It’s unfortunate that we get targeted and we try to make sure that everybody follows the letter of the law … and I’m not saying that we did tell him to do that because we never did
I know that I’m fully aware that I never said anything like that,” Beltran told GV Wire after the verdict
Beltran said she voted not to renew Garza’s contract because “he was refusing to work with us,” specifically
the city was seeking voter approval for a parcel tax to help pay for law enforcement services
“He really didn’t care about my community and cared more about his contract,” Beltran said
She said the city may not be able to afford the $1 million damages
“He’s not caring about the community he said he cared about
We only have $5 million in our general fund
Three million (dollars) goes towards our police department
And if we have to pay a million to him and who knows how much on attorney fees
I’m already preparing to say that we might have to reduce our our police department because that is something we cannot afford,” she said
immediately motioned for a mistrial based on incomplete jury instructions
Judge Jonathan Skiles immediately denied the request
Garza alleged that then-City Manager Sonia Hall and Beltran tried to interfere with Garza’s investigation
He hired a third-party firm to look into the matter
He testified he did so to preserve transparency and independence
In a memo, Hall wrote to the investigator
that he should “stop all work on the investigation and provide me with whatever you have generated.”
She also wrote that city officials should not talk to the Fresno County District Attorney’s office
Garza’s attorney said Hall and Beltran did not want the investigation to focus on one particular person
whom the plaintiff said was a friend of Beltran’s
the city council voted not to renew Garza’s contract
complaining that Beltran and the human resources director “continuously interfered through micromanagement and undermining my authority and leadership.”
Hall notified Garza he was being removed as chief
Hall said the March 30 letter was the cause
citing “incompatibility of management styles.”
The DA’s office ultimately decided not to file charges in the embezzlement case
Beltran testified on behalf of the defendant city for two days last week
asked if investigating embezzlement was a high priority
Romero then asked about her knowledge of a Jan
letter from then-City Manager Hall to the third-party investigator of the embezzlement allegations
“This was being handled by the city manager and our city attorney
We have staff that are the ones that decide what route or what to do or what to recommend,” Beltran testified
Beltran said she and the city council followed their attorney’s recommendation
One argument made by Garza was that Beltran interfered with his future employment as Coalinga police chief
Romero asked Beltran about communication with then-Coalinga City Councilmember Adam Adkisson
Beltran said her communications with the city of Coalinga was related to the 911 dispatch contract and not regarding Garza’s employment as chief
Beltran said as Coalinga’s police chief
he would have control of the contract between the two cities
She testified that she was concerned that Garza may increase the rates Parlier paid
“It was going to be a high concern for me because we have a former chief that left that was very upset with the city of Parlier
it’s going to come across my mind what is he going to do with our contract?” Beltran said
Romero also questioned Beltran whether finances really played a role in Garza’s firing
a June 2021 parcel tax measure Parlier voters passed for public safety
She also testified why she was offended that Garza sent an email to other county law enforcement leaders about his firing
Beltran later posted that email after Garza filed the retaliation lawsuit
They saw the news and they were all questioning it
Jessica Sanchez of Clovis served as the jury foreperson
She said evidence supporting Garza’s case helped shape her vote
Particularly, she mentioned an email exchange between Garza and then-City Attorney Neal Costanzo — who still represented the city on the case despite being removed of his main duties over the summer
“The email between the plaintiff and the the previous attorney talking about the the counsel’s opinions about an open investigation and how that relates to his contract
I feel like what that spelled out in the documents was kind of the nail in the coffin for the defense,” Sanchez said
she said it was hard at first not to speak to any other jurors until deliberations.’
“I think it was it was good that we weren’t able to speak and share opinions until we all came together at the end
because each of us was able to pick out details and and see little things that when we finally came together
I feel like justice was finally served,” Sanchez said
The jury answered seven questions as part of its deliberation — the key question asking if Garza’s refusal to stop the investigation was the contributing factor to his removal
The jury was not unanimous in how much to award
only nine of the 12 jurors are required to support the verdict
The 4-1 vote out of closed session at a special July 10 meeting
ended for now the city council’s unhappiness with Costanzo
“Now we have to worry about our $4 million lawsuit,” Mayor Alma Beltran said in the final moments of the meeting
She was referring to an ongoing wrongful termination lawsuit from fired police chief Jose Garza
Diego Garza and Sabrina Rodriguez voted in favor of the termination
Costanzo served six years as Parlier’s attorney
He also is the attorney for several other cities and special districts
“It is what it is,” Costanzo told GV Wire on Tuesday
the city council voted 5-0 to hire Meggin Boranian of Clovis-based Fike & Boranian as interim city attorney
The continued battles on the council drew a rebuke from citizens
“You’re disrespecting the seat you hold
and you are disrespecting everyone here,” one public commenter said on July 10
“There was no reason behind it other than personal feelings
It’s based on what’s the best for the city of Parlier,” Beltran said
Beltran said the council will vote on a separate contract to allow Costanzo to continue representing the city in the Garza lawsuit
Costanzo is the latest casualty of a council that pundits have described as incompetent and ineffective
Molina and Garza had looked to hire another city attorney
GV Wire previously reported that the council majority was dissatisfied with the advice Costanzo offered
Several attempts to place the item on the agenda were thwarted by Beltran and Costanzo via legal maneuvering
Momentum changed in February when the council first voted to fire City Manager Sonia Hall
Acting city manager David Cerda — also the city’s police chief — allowed the item to be placed on the agenda for discussion
The council eventually terminated Hall on April 18 on a 5-0 vote

Cassidy and Whitmore for special legal services on June 17
the council did not specify what services they would perform
Molina and Garza called for a special July 10 meeting to define LCW’s role
In the open portion of the July 10 meeting
Costanzo went at length to explain why the motion as written would fail any legal test
it was to consult with Costanzo on legal matters
Costanzo lasted just approximately another hour and 15 minutes
