officers and several residents reported hearing a loud explosion in the area
Officers found ball bearings scattered near the scene and debris that had struck nearby houses
who told them the noise was from a firecracker and insisted they leave
Walker was detained after officers found him in possession of two 12-gauge shotgun shells
Officers also located remnants of what appeared to be a homemade explosive device
Police allege that after being taken to the Penn Yan Police Department
Walker obstructed and physically resisted officers during the arrest process
He also allegedly caused damage to the department’s interior
Walker was charged with Criminal Mischief in the 4th degree and Obstructing Governmental Administration in the 2nd degree
He was released on an appearance ticket and is scheduled to appear in Penn Yan Court at a later date
Additional charges may follow pending lab results from the collected evidence

who they said admitted to making the calls and will be charged as a juvenile
Superintendent Greg Baker said the school district closed "out of an abundance of caution" and "all students and staff remained safe." The district plans to reopen schools Wednesday

The Penn Yan Village Board moved key projects forward during its April 15 meeting
approving a tentative water and sewer budget and greenlighting several major community events
which included a public hearing on the tentative municipal utilities water and sewer budgets for the 2025-2026 fiscal year
Clerk/Treasurer Holly Easling presented an overview
noting a proposed 4.7% increase for residential customers
The board discussed the ongoing Wastewater Treatment Plant Headworks and Forcemain project
with new debt service now totaling $7.615 million after an additional $1.43 million bond resolution was introduced
the board approved setting a special meeting on April 29 to finalize the water and sewer budgets
Trustees also discussed potential impacts if contract extensions with wholesale customers were not secured
possibly raising Village resident rates by 17%
including the Finger Lakes Fit 5K on June 7
the Downtown Business Council’s Cruisin’ Night on June 6
and the Operation Graduation motorcade on June 20
In a nod to the importance of local traditions
the board voted to waive certain fees to support these activities
Trustee Kevin McLoud emphasized the value these events bring to downtown businesses
trustees approved general fund budget adoption with a 5.99% tax levy increase and use of $221,000 in fund balance
and property maintenance charges to county taxes and authorized an amended bond resolution related to the wastewater project
Personnel changes included the permanent appointment of Joshua Jones as Building Maintenance Mechanic
and the retroactive acceptance of Gregory Doan’s voluntary step down from Director of Parks and Facilities
Stacey Gerhardt was appointed as a seasonal Recreation Supervisor
the board adopted resolutions to propose local laws updating Planning and Zoning Board terms and mandating fire safety inspections for short-term rentals
Other highlights included approving sidewalk service permits for downtown businesses
and finalizing municipal utilities agreements
Public Works Chair Teresa Hoban announced a groundbreaking for the Lake Street Park DRI project scheduled for April 21

The board approved a $53,544.62 payment to Bell Mechanical for ongoing work at the wastewater treatment facility
It also authorized a $25,000 change order for additional project costs
They also approved the purchase of a new police vehicle under a “best value” determination and appointed Jordan Owen as an apprentice lineworker
effective April 14 at a rate of $31.90 per hour

(WENY) -- The Penn Yan Theatre Company (PYTCO) is working to turn a historical local landmark into its new permanent home. PYTCO has owned the Sampson Theatre on Elm Street for over two decades
but the organization is ready to complete the revitalization project
The landmark originally opened in 1910 as a vaudeville theatre
the theatre was also used as a car dealership and tire storage facility
PYTCO bought the Sampson in 2004 for only $1
"Penn Yan does Star Shine in the village
which is the village Christmas celebration
and we would host a light display in here for that," said Baker when asked what has taken place in the Sampson
"We've done Christmas productions but
it's all about giving experience to the community to be able to do as much live performances as possible."
Baker said the theatre has only been home to a few special use permit events since a flood in 2014
He said that's when the company got the motivation to revitalize the theatre
It's a project Baker said he hopes will leave an impact on the community
"The idea is that it will be not only a home for us
and our community theatre efforts but for the community in general," said Baker
small conferences and places like that."
Money to improve the theatre has come from several places
including New York State's Downtown Revitalization Initiative and various community grant programs
Baker said PYTCO has been working on the building for several years
but most of the work has been done in the past ten months
He also said PYTCO's first show back at the Sampson could come as soon as 2026
"Maybe next summer we'll have our main stage production in here
Baker also explained that one of the goals of the revitalization process is to make the theatre look like it did when it opened in 1910
He added that he's thankful for the community support
