near the intersection of Mermaid Boulevard and Inverness Court in Pike Creek

Emergency responders located a 30-year-old male who sustained minor injuries
Mill Creek Fire Company EMTs provided initial care before New Castle County Paramedics assessed and treated him at the scene

with New Castle County Paramedics accompanying him
Authorities said he was in stable condition at the time of transport

a 63-year-old pre-K teacher whose disappearance sparked county-wide attention before her body was found in the bushes in Carousel Park last September
who was described in court as Amalfitano's boyfriend
is charged with first-degree murder for her death

She told the jury that Amalfitano went to her Rehoboth residence with Heck for a short
Footage from a neighbor of her Rehoboth residence then showed the two arriving and subsequently leaving in Heck's vehicle
But Mills said Amalfitano "never made it back."

She said surveillance footage from the night they believe she was murdered shows Heck arriving back at the condo alone and staying the night there before carrying things in and out of the Pike Creek condo
discarding some items in a dumpster and leaving the next morning
The following morning, a Monday, Amalfitano didn't show up to her job at Concord Preschool and Childcare
The witness in trial testimony Monday was an official from that school who said Amalfitano was never absent from the job without warning
So they first called local hospitals to see if she had been in a car accident
They then called New Castle County Police to conduct a welfare check on her residence
which she had taken to Rehoboth that weekend
her family tried to call Heck nine times but received no answer
New Castle County Police questioned him in the parking lot of his apartment that morning
He denied Amalfitano was his girlfriend and denied any knowledge of her disappearance
She disappears," Heck told the officer that morning
according to a snippet of body camera footage played for the jury Monday morning
Mills said the "denial" of their relationship was "because he killed her."
Officers also noticed "cuts" and "abrasions" on Heck's forehead and elsewhere on his body
Cell phone location data ultimately led to a break and will be featured heavily in the evidence against Heck
Detectives were able to track them going back to northern Delaware and the area of Carousel Park in Pike Creek
It was there officers found Amalfitano's body
The medical examiner said it bore signs of strangulation and ruled that the cause of death
In court documents not referenced during Monday's first day of trial
police investigators noted that one of Amalfitano's relatives said the two had broken up a few weeks before her death and that Amalfitano said he pushed her and was "afraid for her life."
Heck was arrested a week after the killing
told the jury that prosecutors will only offer "circumstantial evidence" in asking "you to jump to conclusions that (Heck) intentionally caused her death."
She emphasized that there are examples of evidence not properly investigated
no witnesses that saw what happened and told the jury that investigators "put blinders on" in targeting Heck

A project to restore the South Branch of the Pike River

According to a presentation at the County Board’s Wednesday committee of the whole session
the Pike’s south branch flows north before joining just west of Petrifying Springs county park in Somers with the north branch that flows south from Racine
The convergence of the two branches then meets the river's main branch traveling east through the park and eventually empties into Lake Michigan
The branch's corridor extends from Highway S south to Highway K
the Wisconsin Department of Natural Resources would acquire 58 acres of land in the western part of the project area
Wisconsin Wetland Conservation Trust resources would be used for wetland mitigation
The property would then become part of a conservation easement for perpetuity and maintained by the DNR
County officials said Friday that the project design and engineering is 60% finished
but its completion depends upon County Board approval
an early version of the plan called for completion in 2025

The proposed project grew out of study recommendations from both the Southeast Wisconsin Regional Planning Commission in the 1980s and the county’s own Pike River Plan improvements for the south branch in 2013
It received a significant funding boost from the U.S
when the federal agency authorized up to $10 million for the completion of 60% of the project’s design
The project is also benefiting from several grants including $182,000 from the Fund for Lake Michigan
$1.6 million from the DNR and $500,000 from the Brookwood Foundation
is offset by its own funding commitment of $2,625,000
which includes $2.2 million in bonding authorized by the board in 2022
according to Finance Director Patricia Merrill
The remaining $2.5 million would be funded through an initial resolution for bonding authority
which will go before the County Board along with the project on March
Development and Extension Education Committee will take up the proposed project on March 12
followed by the Finance and Administration Committee on March 13
Pending is a joint committee meeting of either committee with the Public Works and Facilities Committee

which has secured much of the grants to offset costs

Getting urine samples to test for drugs, as the lawsuit points out, is often used to manage patients being treated with oxycodone or other opioids, in large part to guard against an overdose
The purpose is to “monitor whether patients are taking prescribed drugs and adhering to treatment,” the lawsuit said
“The tests are used both to confirm that patients are taking
and that they are not taking other drugs not prescribed by the treating physician.”

drug testing has been used extensively by many doctors
Since 2022, however, guidelines issued by the U.S. Centers for Disease Control and Prevention call for doctors who prescribe opioids to “consider the benefits and risks of toxicology testing.”
Those considerations include not to use testing as a punitive measure and being wary of biases and the possibility of false positives
“Clinicians should consider toxicology test results as potentially useful data
in the context of other clinical information
for all patients and consider toxicology testing whenever its potential problems can be mitigated,” according to the guidelines
which also said testing should not be used as a reason to dismiss patients from care
Nicholson said she was part of a CDC working group that reviewed and provided comments on what she says are sensible guidelines on drug testing
“They recommend that it can be done in the context of what’s needed for patient care and done very carefully,” she said
“They should be used with a lot of attention and care and in a person-centered
“The focus on all of these things is really looking at the needs of the patient in front of you
not necessarily treating everyone in a one-size-fits-all manner.”
would not comment on the merits of the lawsuit
but said that “ordering drugs or psychological screening where no treatment happens is inherently problematic.”
Defense attorney Chapman did not address the specifics of the government’s allegations but noted that under the CDC regulations in place from 2016 to 2022
patients receiving high dosages of narcotics should be considered high-risk and monitored closely
“The government doesn’t seem to acknowledge the fact that many of these patients were receiving the type of dose that the CDC would have suggested required closer monitoring
and instead believes that patients in some cases shouldn’t be monitored,” Chapman said
The second component of the alleged scheme was that thousands of physiological and neurological tests were submitted for payment when they were either not performed or were not necessary and not used to guide treatment even when warranted
such tests must be ordered by the treating physician to assess a patient’s “cognitive
and behavioral functioning” and help those “with known or suspected mental disorders or dysfunction,” the lawsuit said
But testing conducted “when no mental illness/disability is suspected is considered screening and is not covered by Medicare,” the lawsuit said
during a two-year period the pain center sent Medicare
Medicaid and a health program for civil service federal employees a bill for psychological testing “for nearly every patient visit,” the lawsuit said
The testing consisted of screening questionnaires that were not used to “diagnose mental illness or brain dysfunction” or to help guide treatment
The lawsuit used the example of a patient identified only as C.W
The center billed Medicare 46 times for psychological screening for nearly every appointment C.W. had over a three-and-a-half-year period — sometimes twice in the same month.
Several times the patient “reported feeling depressed or anxious on a daily basis
but the results “were never addressed or reported in C.W.’s progress note” for that office visit
