(WCHS) — Construction is underway for a dental school at the University of Pikeville which is expected to have a positive impact on students and rural Appalachian residents
their study will be finished in three calendar years versus four academic years
a timeline that is unique to UPIKE and three other schools in the nation
The schedule is less expensive for students and expedites their path to a career
who serves as dean of the Tanner College of Dental Medicine
there has been a decrease in the number of dentists in rural areas
forcing residents to wait for months or drive hours for an appointment
“There is a dire need for dentists within eastern Kentucky and central Appalachia,” Keaton said
“Nearly 50% of dentists who are licensed to practice in Kentucky practice in two counties of the state that are Fayette and Jefferson counties
There are a number of counties within the state that have no dentist.”
The dental school will be housed in a 90,000-square-foot building and will offer a variety of specialized training in oral health
A donation of more than $2 million from Delta Dental of Kentucky will help pay for equipment and scholarships
The project also includes the opening of a pediatric dental clinic
The dental school building is expected to be finished in June 2026 and that is when UPIKE will welcome their first class of dental students

with the carnival lighting up Wednesday night for a sneak peak
Officials with the Southeast Kentucky Chamber of Commerce say the annual event is bringing in some familiar faces and flavors
with nearly 300 registered booths hitting the streets
so come on out and enjoy the stages,” said Chamber President and CEO and Festival Chairman Jordan Gibson
Between the music and the carnival and the great food going on
The street vendors will file in Wednesday night and begin serving Thursday
and music expected to pack Pikeville through Saturday night
first responders say now is the time to plan for your time in town
our number one thing that we get asked is: ‘Where is my child?’” said Pikeville Police Officer Tiason Lockridge
the first thing that I would try to advise anybody that’s coming this way is
take a picture of your child before you leave the house.”
Lockridge says keeping charged phones on hand
and knowing where help is available can be crucial during packed festivals
Firefighters say keeping yourself in check is also important
and making sure you are not getting too much heat are good ways to avoid exhaustion
but maybe it’s not the best thing to spend 12 hours a day walking around in 90° heat,” said Pikeville Fire Captain Brandon Hayton
“I know everybody wants to be out and enjoy the festival
but moderate your time with exposure in the sun.”
First responders will be set up throughout the downtown area and available to assist in times of need and Pikeville Public Safety will operate an emergency booth on the corner of Hambley Blvd
it’s also going to be an area where lost and found can be dropped off and you can get information about the festival from that location,” said Lockridge
Officials say anyone traveling near the area who does not want to attend the festival should find alternative routes to avoid the festival flow
and anyone coming to the event should be intentional about their parking and careful with their driving
“Just know that you’re probably going to have to park on the outskirts and walk to the areas that you’re wanting to be,” said Lockridge
The downtown streets closed to traffic Wednesday night
aside from folks who have passes for their vehicles
Traffic will remain impacted until the festival clears out Sunday
Officials say towing and ticketing will be fully enforced during the festival
Parking passes are available at the Pikeville Police Department for those who qualify
WYMT will be set up at the festival on Division Street
inviting folks to do Guest Weather and hang out with the team
A child care center has put a temporary security fix on a playground gate after a child was reported to have escaped
"I'm not happy this happened," said Kelli Williamson
a mom who unenrolled her child from the child care facility in 2021
"How do you have a fence that has no security more than that?"
The state of North Carolina visits centers to make sure laws are followed
WRAL looked into these records and found three visits to the childcare center last year
Management at the child care facility said they respect the privacy of children and their parents at their facility
the center told parents they plan to add staff and strengthen fencing
Officers say this is still an ongoing investigation
Pike County has declared a travel ban and curfew to flooded areas in the county
The order bans anyone from entering flooded areas unless they reside in the affected area
prevents anyone from outside of the populations above from entering flood-damaged areas of Pike County
"This curfew is necessary to prevent interference with recovery and cleanup efforts
Pikeville Mayor Jimmy Carter released a statement Sunday in response to the devasting impact Saturday's flooding has
130 emergency calls and calls for mutual aid into Pike County
the "dedication and professionalism" of the Pikeville Fire Department "undoubtedly saved lives," the release said
Flooding along Levisa Fork has impacted multiple neighborhoods
"including nearly every home in the Lake View subdivision near Pikeville Commons," alongside multiple homes near Pikeville High School
and truly humbled by the unwavering dedication of the Pikeville Fire Department," said Carter
"I watched them work for hours and hours through the night
Some of these rescues extended beyond our city as they answered calls for help across the county
Their courage and selflessness are nothing short of extraordinary
Efforts are underway to provide resources and assistance
and the city urges residents to "residents to remain vigilant
and follow guidance from emergency personnel."
"Our thoughts are with everyone impacted by this disaster
and we will stand together as a community to recover and rebuild."

Hillbilly Days has been an important fundraiser for Shriner's Hospital in Lexington
It has also grown to be the second largest event in the state next to the Kentucky Derby
Last year saw 150,000 visit during the 3-day event
Organizers are hoping for even more traffic this year
From the dozens of food and merchandise vendors
downtown Pikeville shuts down for the event
It gives the area a major economic boom with hotels booked up and restaurants being crowded
Hillbilly Days is the first public gathering since floods devastated the county earlier this year
For people such as Kaelynn Robinson who lost everything in the flood
it's a chance to take a break from the stress of recovery
"It gets your mind off the hard times," Robinson said

But the small group staying at the school weren’t there long
they were told to evacuate to Pike Central High School
They moved buses and school vehicles to higher ground and took what they could inside the school to its second floor
sticking around as long as they could before departing briefly to the district office
“We just tried to salvage what we could as the water rose,” Allen said
Water was still inside the school when the sun came up Sunday morning
half of the school’s football field was underwater
As it receded that afternoon it left a thick coat of mud behind that crews were working to clean
as many families in the region had their own messes to clean up
The superintendent was more fortunate than many
Trimble’s family members were out of town during the flooding and his home was safe
who was helping out Sunday afternoon at Pikeville High
said his basement was still submerged under six feet of water
Several other school leaders had “significant flood damage” to deal with
along with other families who had been displaced
Thornbury’s home by a nearby creek missed out on major damage as well
which the school board chairman credited to the pace of the rain — “since the water didn’t come down real hard
we didn’t get any flash flooding.” The worst of the floods took place along the Levisa Fork
years ago spending time in the Central City area in Western Kentucky
Flash flooding and flood warnings were at one point issued in all 120 counties in the commonwealth
according to WKYT Meteorologist Chris Bailey — Pikeville was hit hard
“The difference between Western and Eastern Kentucky is we have mountains and they have rolling hills,” Thornbury said
The mess in Pikeville extends outside the high school’s walls
Shopping centers on the north side of town were still swamped Sunday afternoon
with a car in front of E-Z Pay Auto nearly completely submerged
said he’d been called to the business that morning at 1 a.m

But that didn’t entirely blunt the shock when he arrived at his office at 11 p.m

“I think at this point we’re hopeful and optimistic that the worst is over with,” he said Sunday
“This was a little bit more traditional flooding than the flooding of two years ago

And Beshear warned more snow is likely Tuesday and Wednesday

The woman told police Belt had slammed a door

this time placing all cities in the region in at least minor flood status
It is important to note that the estimates are for river flooding only
which has been severe in many areas of Eastern Kentucky
damaging many structures and sending first responders out to rescue countless people trapped by rising water
Pikeville has now joined Paintsville as the only two communities currently projected to be in moderate flood status
The WPS defines moderate flooding as “Some inundation of structures and roads near streams.”
Pikeville has already reached minor flood and is expected to crest at 43.4 feet around 7 a.m.
That places it 1.4 feet above moderate flood stage
Paintsville is expected to crest at 40.5 feet at 7 p.m.
That level which is 2.5 feet above moderate level
but still 1.5 feet short of major flooding
The rest of the region is currently projected to reach minor flood status
with Prestonsburg the last city to make that list
Prestonsburg is expected to crest at 40.4 feet around 1 p.m.
Sunday — just five inches above minor flood level
The river is expected to remain around that same level until around 7 p.m
Kermit is now expected to flirt with moderate status
reaching a crest of 44.6 feet around 1 a.m.

Williamson is expected to see river levels reach 40 feet at 1 p.m.
Elkhorn City was initially projected to reach 21 feet
which is the level where minor flooding begins

there was both good news and bad news about flooding
The good news is the river has crested in Pikeville and has begun dropping
The bad news is that the Tug Fork continues to exceed earlier projections
placing both Williamson and Kermit at or approaching major flood status
Williamson is currently in major flood stage and is now expected to reach near-record levels of flooding
The river is now expected to crest at 49 feet this afternoon
The record flood level for Williamson is 52.6 feet
Kermit is currently still in minor flood stage
but is expected to crest at 51 feet early Monday morning
which is two feet higher than major flood stage
The first bit of good news since the storm is that the Levisa Fork is now dropping in Pikeville
Communities downriver from Pikeville are still waiting for the water to begin dropping
Prestonsburg is expected to crest at 41 feet
while Paintsville is expected to crest at 40.5 feet at 1 a.m.

after his case was bumped up to federal court
He was released from jail the following day
after federal prosecutors picked up the case
An affidavit filed in the case outlines how Maynard came to authorities’ attention
It describes a child giving Maynard’s cell phone to a woman and telling her it contained child porn
as well as Maynard’s computer and iPad
turned up seven videos and 133 pictures of child porn
