stories surrounding the area an African American community in Poolesville “There were 6 African American communities that were established post-civil war he’s a descendant of the Martinsburg descent and Sugarland,” tells James M Etheridge “Skip,” who is a friend of Copland a former Maryland State police officer and Montgomery County Public Schools security guard Copland was able to obtain a list full of previously owned slaves in Poolesville as well as article clips from Montgomery County and even photographs “It was jarring when I found my family’s names,” says Copland Copland took a walk through the Warren historic site cemetery which holds nearly 200-300 unmarked graves of previous slaves and African Americans Copland recalls a time when he was walking in the cemetery with his cousin “It was just the weirdest feeling we both had And I just felt like it was my ancestors just saying She currently attends the Philip Merrill College of Journalism at the University of Maryland Maryland, Montgomery County, and Poolesville officials are offering a $3 million financial incentive to resolve the long-standing dispute between the owners of White’s Ferry and the Virginia landing site aiming to reopen the ferry that has been closed since 2020 According to the Montgomery County Department of Transportation (MCDOT) contingent on a binding agreement by July 1 marks a final attempt by local and state governments to restore the ferry service which previously served as a vital commuter and economic link between Maryland and Virginia Per the news release: “Officials from the State of Maryland Montgomery County and the Town of Poolesville are offering a $3 million incentive to the owners of White’s Ferry and Rockland Farm to reach an agreement to re-open White’s Ferry a historic Potomac River crossing linking Poolesville has been closed since December 2020 due to a dispute over the landing rights at Rockland Farm on the Virginia side the ferry carried an estimated 600 to 800 vehicles across the river daily and was considered an essential transportation link for recreation errands and commuting between the two states The economic impact is calculated from estimated travel time savings the value of emissions avoided and the value of trips not currently taken and Chuck and Stacy Kuhn of Potomac Crossing have been unable to reach a financial agreement despite regional efforts to bring them together to negotiate Montgomery County has been working with Maryland legislators the Town of Poolesville and Loudoun County to try to help resolve the dispute that has kept the ferry closed for more than four years addressing both the White’s Ferry owners and the Virginia landowner The letter details a financial incentive to work together to get the ferry running again as a last effort to propel progress “I am proposing a financial incentive for the two of you to work together to get the ferry running again as a final measure to initiate momentum,” wrote County Executive Elrich The $3 million public subsidy was amassed from several agencies and offered to encourage both entities to work together to come to an agreement to restart White’s Ferry State aid recommended by Maryland Governor Wes Moore and approved by the Maryland General Assembly in the state’s FY26 budget accounts for $1.5 million Another $1.5 million came from a Montgomery County capital improvement amendment put forward by County Executive Elrich and supported by the County Council that also includes a pledge of cooperation and financial engagement by the Town of Poolesville Contingent on Montgomery County Council approval and appropriation or other capital investment needed for the ferry a set reopening date for the ferry must be established must reach a binding agreement before July 1 If an acceptable agreement is presented to Montgomery County by then a grant agreement will be structured to disburse the funds Maryland State Delegate David Fraser-Hidalgo is a key supporter of the state funding “If and when a deal is signed between the private parties the funds will become appropriated with a deadline of July 1 “If an agreement cannot be reached by that date we will walk away knowing we did all we could State and leadership of Poolesville have worked diligently with all parties involved over the past four years on getting White’s Ferry back up and running It’s disappointing that a settlement that supports the overall public interest has not been reached It will require both sides to come to the table with an open mind and a willingness to be flexible.” Montgomery County acknowledges in the letter that the County and the State of Maryland have no jurisdiction or authority to make a deal between the two private parties and hopes the funds will incentivize them to compromise Kuhn’s previous offer to donate the ferry equipment to the County Kuhn’s offer stipulated that his donation did not include the land that would be required to access and operate the ferry County Executive Elrich noted that the compensation requested for the land use drove the cost significantly higher than would be feasible for Montgomery County taxpayers to shoulder The lengthy closure of White’s Ferry has caused additional complications to the re-opening efforts The grandfathered zoning exemption that allowed the ferry to operate in Loudoun County has since expired A framework to compensate Rockland Farm for the use of the ferry landing was advanced only to find that Virginia’s zoning regulations were likely to prevent it from moving forward unless the regulations were modified which would be a significant effort that would take some time The Town of Poolesville has suffered an economic downturn since the ferry closed in 2020 and our commercial zone has suffered a 20 percent decline in traffic since the ferry closing,” said Poolesville Town Commission President Jim Brown “It has caused a substantial loss to the region but for the quality of life of so many people White’s Ferry was a critical connection point since it opened in 1786 and was the last of about 100 ferries along the Potomac the ferry carried nearly 800 daily users between Maryland and Virginia.” The letter encouraged the private parties to meet soon and reiterated that this would be Montgomery County’s last attempt to restart White’s Ferry “We’ve done everything we can do as a government to get this ferry reopened because we understand how much it means to the people who live and work in this region,” said County Executive Elrich “This offer is about giving the private parties one last opportunity to find a workable solution but we are putting real money on the table to help make one possible it won’t be for lack of effort from the County by purchasing a pull type John Deere 12A combine in July 1948 This event was the beginning of his 76-year business career.  De and his siblings were raised by their aunt She remained an important part of his life not only as a parent but as a trusted advisor De was dedicated to Tatie’s wellbeing and cared for her until her death in 2005 De married Frances Mae Amato of Washington D.C They raised their four children in Poolesville where the family enjoyed the privilege of farm life water skiing at Seneca on the Potomac River and trips to Ocean City De converted to Catholicism and became a faithful and active member of St Mary’s Catholic Church in Barnesville in 1970 (later renamed Willard Agri-Service) as a companion business to his custom farming operation Willard Agri-Service grew to become a nationally recognized agricultural retailer serving Maryland De’s thirst for knowledge motivated him to become active in numerous ag retailer organizations across the nation where he built a network of cherished friends De launched a second business endeavor in the automotive industry which grew to five dealerships located in Maryland Similar to the network of friends he developed in agriculture he grew another network of treasured colleagues in the auto world.  never carving out significant time for hobbies and recreation He often remarked that “if you love your job you’re having fun every day and don’t need a hobby!” However when he took a flying lesson at the Frederick Municipal Airport he fell in love with aviation and the intricacies of modern aircraft De quickly mastered the coordination of flight controls obtaining his private pilot’s license in January 1984 and later securing an instrument rating His favorite aircraft was his Bonanza A-36 (N345D) He logged over 3,000 hours of flight time which included many trips to the mid-west often with lifelong friends from the Poolesville/Frederick area Flying was also a timesaver when De desired to visit his fertilizer plants on the Eastern Shore of Maryland or attend meetings within the flight range of his Bonanza De was an innovator who loved traveling the country looking for new ideas and concepts He often remarked that his network of friends and business associates he nurtured was critical to his professional success These friendships meant a great deal to De De fostered important relationships within the ag industry by serving on the Boards of The Fertilizer Institute the National Fertilizer Solutions Association and the Maryland and Virgina Milk Producers Cooperative De never forgot those early customers that trusted his abilities and took a chance doing business with him He stayed connected to many of them later in life and never forgot them during the holiday season De was a huge believer in being involved and “giving back” serving on numerous nonagricultural Boards he was a member of the Mid-Atlantic Master Farmers Assoc. and the Upper Montgomery County Farmer’s Club He also served on the Town of Poolesville Planning Commission and he served on the Boards of Frederick County National Bank Believing education is key to a strong future De also served on the Boards of the Connelly School of the Holy Child and as President of the Poolesville High School PTA.  He is survived by his former wife and mother of his children Frances Amato Willard; The primary purpose for planting sunflowers in wildlife management areas is to provide a food source for mourning doves sunflowers and sunflower seeds are a favorite food source for a host of other songbirds benefit from the abundant nectar and pollen that sunflowers produce The many benefits of sunflowers are lost when they are cut or trampled by people These sunflowers are planted for the benefit of wildlife and regulations prohibit the cutting destruction or removal of any plants from the areas admire and photograph the sunflowers in bloom The techniques used to plant the sunflowers as well as the number of acres planted and their locations Sunflowers are planted in late April or early May soil conditions and herbivore damage will all impact the time that it takes for the plants to bloom After the sunflowers are done blooming and seeds are mature strips are mowed through the sunflowers to scatter the seeds on the ground where they are more accessible to mourning doves and
