Three suits filed by residents of Miller Street accuse PGW
PECO and other residents of negligence that contributed to the blast
after an explosion at Miller and Atlantic streets in Port Richmond
The investigation into the New Year’s Day explosion is ongoing
Early results don’t point to PGW’s gas lines
“When you have nothing and you've lost everything

PECO spokesperson Greg Smore noted the company does not provide natural gas service to Philadelphia residents
and said there is “no evidence that PECO’s electric equipment was involved.” He pointed to the findings of the PUC’s investigation
“PECO and Exelon should not be parties to this lawsuit,” Smore said.

Permits have been issued for the construction of a new school building at 3350 Richmond Street in Port Richmond, Kensington
The structure will house a rebuilt and modernized AMY at James Martin school
a part of the school district of Philadelphia
the new building will stand four stories tall and will span 88,576 square feet of space
The property will also see the construction of a new playground space and a new surface parking lot/drop off loop
KSS Architects is the firm behind the school’s design
brick-clad exterior that offers a modern look for this location
The facade’s brick composure will be separated in multiple sections
with some area (such as the ground floor) being clad with red brick and other portions seeing the usage of tan brick (such as the portions of tan brick situated at the corners on upper floors)
Windows of varying sizes are arranged throughout the exterior
statement windows located in areas that see higher volume/usage
The school aims to make a pleasant street presence
with an abundance of street trees slated to be planted around the perimeter
renderings suggest that there will be garden space incorporated within the project that will add more greenery to the street scape around the playground space
there are few sections that do not interact nicely with the surrounding sidewalk
with no blank walls creating significant dead space around the school’s footprint
The only real hindrance to the project’s street presence are the curb cuts included at the surface parking lot
In order to access teacher parking space or the student drop-off/pickup loop
cars will cross the sidewalk along Richmond Street and Salmon Street
Around the beginning and end of the school day
this will create a steady flow of cars crossing the sidewalk
though thankfully this is confined to these select times
these curb cuts already exist on the school property as it is today
and so this new project is not actually creating these curb cuts
this lot has observed an academic occupancy for a significant portion of its lifespan
The new school building will be replacing an older school situated in the exact same space
The old school offered an attractive stately exterior that stands out as one of the more visually appealing structures in the area
The detailed stone exterior included arched windows and a prominent cornice that rested atop a staggered building crown
it is admittedly disappointing to see this beautiful relic bite the dust
even if its replacement offers a solid design itself
It is certainly positive to see significant investment and development on this site
and the modernized school will be a fantastic improvement for the surrounding area
brand-new school with a flashy playground should do wonders for the surrounding community
While it would have been nice to see a renovation of the older building
it likely would have required far too much money and work to make the renovation justifiable in comparison to starting from scratch

“gross negligence” that led to the explosions

filed in the Philadelphia Court of Common Pleas
allege that the explosion was the result of a gas leak and that utility and maintenance companies had years to prevent the incident but instead “chose not to warn residents of Miller Street
“The gas pipeline leaked into the ground near and around 3546-3550 Miller Street,” the complaint on behalf of Janiszewki’s estate says
“The leaking natural gas ultimately ignited and created a massive high order explosion.”
Janiszewki’s estate sued alongside Michael Schofield

He was sleeping in his mother’s house on Miller Street on the night of the explosion and suffered broken ribs

PGW’s initial investigation found no leaks in the natural gas infrastructure on the block, representatives of the utility said in a community meeting days after the incident
And PGW continues to stand by that assessment
“As the incident did not involve PGW’s mains or service pipes
PGW has no further updates or information and cannot comment on pending litigation,” the spokesperson said

as Rebuild roof project stallsThe roof of the library is filled with leaks

construction to repair the roof through the city’s Rebuild initiative has been stalled for months
who works at Richmond Library and is a member of AFSCME District Council 47 Local 2186
said that she once had faith that Rebuild would restore the library
“We understand how important the library is to the Port Richmond community and the library will reopen as soon as all needed repairs are complete,” Lloyd Salasin-Deane
The city’s Rebuild initiative
a series of reinvestment and construction projects in Philly infrastructure funded by the soda tax
began a $1.9 million roof replacement for Richmond Library in February
Since construction workers removed the building’s roof that month, they have yet to make progress on its replacement. The most recent Rebuild progress report published in September stated that construction was 0% completed
though Salasin-Deane said that the project
After workers removed the roof last winter
watertight layer that is typically meant only to last several months
which construction workers told Richmond staff was because of the structure’s rotting wood
Thatcher said that before the original roof was removed
it only leaked in one spot and that the replacement was much worse
“Who the hell takes off a roof without having a roof to put on?” Thatcher said
In an effort to make the roof’s watertight layer more secure
Thatcher said that Richmond staff found numerous nails in the lawn
even after asking construction workers to do more thorough sweeps
One library worker stepped on a nail that went through the sole of her shoe
Salasin-Deane said the general contractor picked up loose debris and installed a temporary protection for the roof
But Thatcher said the damage was already done
“Half of our LGBTQ+ book collection is ruined
Much of the children’s nonfiction books have been ruined
Who will pay for the replacements?” Thatcher said in an email to The Inquirer
Salasin-Deane denied that books were damaged
Before the construction companies contracted by Rebuild began removing the roof
Rebuild ordered replacement roof tiles from Ludowici Roof Tile
They chose Ludowici because it builds a style of terra cotta clay tile that can withstand harsher East Coast weather
and it supplied the original roofing when the library opened in the current building in 1910
Richmond Library is a designated historical building
meaning renovations must closely match its original infrastructure
Meeting minutes about the roofing project provided to The Inquirer state that Ludowici had been paid in full for the order by Rebuild’s contractor
though Salasin-Deane disputed that the company had been fully paid
The tiling company has pushed back its estimated delivery date several times
a Ludowici representative said that two out of three trucks loaded with tiles finally shipped out on Friday morning
Salasin-Deane said that Rebuild anticipates the roof will be complete three months after the arrival of all tiles
“We are eager to see this project move forward and are working with the general contractor on a delivery date for the roofing material
We are hopeful that the roofing material will be delivered to the site soon,” Salasin-Deane said
“If this city’s government is also keen on keeping families local
they will support the infrastructure that makes this possible
I cannot think of a better example of this than the Port Richmond Library,” wrote Pati Babik
“This library is the heart of our community
… It is simply atrocious that this library has been neglected by the city

Permits have been issued for a new multi-family renovation and addition to existing structures standing at 2964 Richmond Street in Port Richmond, Kensington
The project will entail the renovation of an existing row house on site and an addition to this row house and industrial building at the rear of the property
The development will add 11 residential units to the site
and will also expand upon the commercial space that is situated along Richmond Street
The renovations will occur over 2,694 square feet of space
while the added floor space of 7,485 square feet will bring the new structure’s total to 10,179 square feet of space
ISA is the firm behind the project’s design
The new construction portion of the building will feature a modern exterior that is resemblant of other projects designed by ISA
The structure will be entirely coated in vertical metal panels
On the sides of the structure facing Richmond Street at the front and Salmon Street at the rear
the structure will see the usage of red cladding
while the other faces will have lighter gray cladding
Windows of differing sizes will be arranged in various locations throughout the facade
The rowhouse that will be renovated as part of the development is fairly standard: The structure features a red brick exterior with minimal detailing
While the upper floors include two smaller windows
the ground floor sees the usage of floor-to-ceiling windows that serve the interior commercial space
2694 Richmond Street (observed from Salmon Street)
The structure meets the street as a low-slung industrial building
one-story structure features a tan brick exterior but is largely consumed by a garage door
Considering the unimpressive appearance of the building in its present state
the structure’s planned visual overhaul will certainly improve upon this Salmon Street facade
The added density along this street helps assert it as a blossoming commercial corridor for this part of town and an anchor for future residential density
No completion date is known for the project at this time
