The staff report submitted with Monday's request outlined whether the C-4 rezoning would be the appropriate move
or if there could be potential adverse effects
C-4 zoning would allow much higher density which would also mean a higher demand on utility use

"That's basically saying that we don't have sewer capacity to give everybody whether they are entitled to it through current development approvals or has an opportunity through by-right development," Development Services Director Dara Sanders said
The staff report continues stating it recommends the applicant revise its request to rural agricultural (RA) district or the rural residential (RR) district
This would allow for one or two single-family homes to be constructed on the property
though the report indicates the applicant had denied that recommendation
"There is a big difference between multiple dwelling units above ground
which would be allowed in the C-4 zoning district
then the single-family home being constructed," Sanders said
"There is also a big difference in water demand between a single-family home and a car wash

said the reason for the applicant's denial of the alternative zoning was that it appeared incongruent with the city's comprehensive plan for the area
Mayor Matt Fitterer said he understood the zoning predicament
and that the RA or RR zonings would likely not be the proper final zonings necessary but act as a steppingstone to the project taking momentum

"It doesn't mean it can't be the intermediate step," Fitterer said
"I don't think the intermediate zoning designation is going to be relevant
because ultimately we are going to approve the PDP or not
What happens to this parcel is tied to the bigger picture."
A former Port Royal police officer has been arrested and charged with third-degree criminal sexual misconduct with a minor according to a release from the State Law Enforcement Division (SLED)
was arrested following an investigation into the incident led by SLED
a preliminary hearing was scheduled for him on Friday
The arrest warrant states that in December 2024 a 10-year-old child was in Jansons’ residence
The minor reported the incident right away and stated during an interview as part of the investigation that Jansons’ touched the back of their arms and they felt his tongue
Jansons was booked into the Beaufort County Detention Center on April 19 and was released on April 21 on a $25,000 personal recognizance bond
A person is guilty of sexual conduct with a minor in the third degree if the alleged defendant is over 14 years old and “willfully and lewdly” commits or attempts to commit a sexual act upon a child under 16 years old “with the intent of arousing
passions or sexual desires” of the defendant or the child and it is a felony that is punishable by up to 15 years and/or a fine to be issued by a judge following a guilty verdict
Jansons voluntarily resigned from the Port Royal Police Department in November 2024
he was the facing pending criminal charges and was the subject of a criminal investigation when he resigned
He worked for the Port Royal department from February 2013 to his resignation in November 2024
He also previously worked with the Beaufort County Sheriff’s Office from July 2001 until February 2013
and before that he worked with the Andrews Police Department in Georgetown County from 1986 to 2001

Ryan Smith emerged victorious over a field of 36 Sprint Car drivers to claim the $15,000 victory.

who started the 30-lap race in the 12th position

The event will now be incorporated into the 74th Annual Labor Day Classic
The rescheduled Tribute Race will carry an increased purse of $7,400 to win

he parked in victory lane for the first time and took home a $5,000 payday
Justin Whittall and Logan Wagner would make up the front row of the 25-lap A-main event which saw Whittall take the lead from the drop of the green flag
The driver from New Jersey would lead the field through lapped traffic through the opening 15 laps while drivers like Brock Zearfoss
Billy Dietrich and Michael Walter would all battle inside the top 5
Lance Dewease would slow to a stop on the front stretch after reportedly losing his brakes which would bring his race to an end after running in 5th
Logan Wagner would slide past Whittall to take the lead coming out of turn 4
Whittall would return the favor in turn 1 to regain the lead back as they would come to the line with 8 to go
The two cars would trade positions over the next lap and while coming down the front stretch with 7 laps remaining
both cars would come together at the entrance of turn 1
sending both cars spinning into the outside wall and ending both drivers' race
who had never won a 410 sprint car race entering the night
would hold on for the final 7 laps and visit victory lane for the 1st time in his career
"I've always wanted to do this since I was a little kid," said Walter in victory lane

Saterlee would face challenges midway through the A-main event when faced with heavy lapped traffic in front of him which allowed Max Blair to close the gap between himself and the leader
but a timely caution allowed the field to reset giving Saterlee the clean air he needed to hold on for the win
is now a guaranteed starter for next Sunday's Battle in the Borough versus the Lucas Oil Late Model Dirt Series
If Saterlee were to qualify for the main event next Sunday
the next highest finisher in April 19th event who does not qualify will be awarded the starting position

Nick Sweigart would start in 1st and finish in 1st
He would have a lead as large as 5 seconds in points of the A-main only to be erased by cautions
but that didn't stop him from going unchallenged to the victory on Saturday night
Logan Spahr would charge from a 13th starting position to finishing in the runner up spot and Mike Melair would finish in 3rd from 10th
Port Royal Speedway will be back in competition on Saturday April 26th with the Keith Kauffman Classic paying $15,000 to win for the Weikert's Livestock 410 sprint cars which will be supported by the USAC East Coast Wingless Sprint Cars and wingless sportsman

PA -- After an exciting night of racing for the Keith Kauffman Classic on Saturday night
The Speed Palace returned to action on Sunday with a full late model card of competition featuring the Lucas Oil Late Model Dirt Series
won The Battle in The Borough in Port Royal in 2024 and would do so again on Sunday night
The 40 lap A-main event for the super late models saw Jonathan Davenport and Garrett Alberson make up the front row with Davenport taking ahold of the early lead
Alberson and Ricky Thornton Jr with Davenport leading the way
Thornton was able to get by Alberson off of turn number 4 to get to the runner up's spot and trying to reel in the 49 car of Jonathan Davenport
Another caution with just 14 laps recorded would bring Thornton to the tail of Davenport and allowed him to challenge for the lead
Thornton was able to slide underneath Davenport for the lead and would hold onto it over the remaining 25 laps earning him the $10,000 win and his 2nd straight Battle in the Borough title
"Those yellows helped me time," said Thornton Jr
"When you are working in the one percent of this deal
a little fine tuning can be your make or break and lucky for us tonight it was good for us."
Jonathan Davenport would finish in 2nd and Devin Moran would round out the top 3
In Zimmerman Truck Repair limited late model competition
Andrew Yoder would lead all 25-laps of the $2,000 to win feature event but would face a late challenge for the win
Yoder would start on the pole and would have a lead as large as 3.5 seconds at points in the A-main
but a restart with 2 laps to go gave Taylor Farlling the opportunity to try and steal the win
had worked his way up to 4th before the final restart and would be the only car working the top side of the speedway to pick off 2 of the cars in front of him and challenge Yoder on the final lap for the win
Farlling would challenge to the outside of Yoder but wasn't able to mount enough speed to complete the final pass
allowing Yoder to take home the $2,000 winner's share
Ryan Zook would finish in the 3rd spot to finish of the podium

PA -- Saturday night brought 36 410 sprint cars to Port Royal Speedway to compete for the Keith Kauffman Classic presented by White Cap
Big names from all over the country including Kasey Kahne
and Anthony Macri were in competition to take home the $15,000 prize
it was Ryan Smith alone at the top to claim his 2nd win of the 2025 season
The 30 lap A-main event saw Kahne and Lucas Wolfe make up the front row and lead the field to the green flag
Four cars would battle for the top spot between Wolfe
but Wolfe would lead the opening lap with Smith right behind him
would use his speed coming off of turn 4 on the opening lap
to drive to the inside of the 5W of Wolfe to get by and take the lead away
Smith would open up his lead to nearly 3 seconds but as he would enter into lapped traffic
had worked his way up to 3rd while battling with the likes of Anthony Macri and Troy Wagaman
Dietz was able to slide past Wolfe for the runner up spot while 12th starter Lance Dewease would follow suit to get by as well to take the 3rd position
Smith was able to up his lead back up to nearly three and a half seconds
but with 7 laps remaining a caution would restack the field for a wing panel coming off of Brock Zearfoss on the front stretch
Smith would surge to the front as Dewease and Dietz would briefly battle for 2nd spot over the next two laps
Dietz found speed on the top side of the race track trying to track down the leader in Smith
He would continue to cut into the lead as he pulled alongside the 69K coming to 2 to go
Dietz would duck to the inside of Smith battle for the lead going into turn 1
hitting the turn 2 wall and giving Smith enough of a gap to hold on and win the Keith Kauffman Classic
"The next thing I know there he is," said Smith in victory lane talking about the battle with Dietz
"I just kind of buried it in there and hope it stuck."
Dietz would hold on for 2nd and Lance Dewease would finish in 3rd
Dewease would also claim the Ramsey's Car Wash Hard Charger award and the J&S Classics Warrior Award following the pill draw in victory lane would go to Michael Walter who finished in 15th
For the USAC East Coast Wingless Sprint Cars
Dale Schweikert and Ed Aiken would make up the front row for their 25 lap A-main event
would work his way to the bottom in turns 1 and 2 and sneak past both Schweikert and Aiken to take the early lead
Danner would lead the first 10 laps of the feature event before Tony Jackson would slow to a stop on the backstretch
Danner wouldn't be able to run away from the 2nd place running Kenny Miller III and Steven Drevicki
Those 3 cars would turn laps around The Speed Palace nearly nose to tail over the 15 remaining laps with Christian Bruno getting into the mix with just 9 laps remaining
Bruno would sneak by Drevicki on the front stretch to get into 3rd while Miller and Danner battled for the lead
Bruno would use a strong run on the bottom side of the track to move into the runner up spot
Bruno would pull alongside Danner with 2 laps to go and a slowing lapped car got in the way of the leaders as he tried to exit the speedway
giving Bruno the opportunity to put a large enough gap to take the lead and take Danner out of his rhythm
Briggs Danner would hold on to the 2nd spot and Kenny Miller III would finish in 3rd
Dexter Ehrenzeller and Steve Wilbur would lead the field to green for a 20 lap feature event which would see Wilbur take the early lead
Tony Jackson would snag the 2nd spot away from Ehrenzeller and then would follow Wilbur closely around the race track over the next 10 laps
Jackson was able to pull alongside Wilbur and take the lead away
Wilbur was not able to run Jackson back down as Jackson would hold on for the win
Wilbur would finish in 2nd and Billy Brian Jr would round out the top 3

this time for dealing fentanyl and other drugs out of a Port Royal mobile home
A Beaufort County General Sessions Court jury found David Fields Jr
He was sentenced to 25 years in state prison and fined $75,000
“This defendant essentially ran a pharmacy for illicit drugs
complete with a drive-up window in the front of his mobile home,” said Deputy Solicitor Mary Jordan Lempesis of the 14th Circuit Solicitor’s Office
“Investigators recovered a staggering amount of drugs
along with an arsenal of handguns he needed to guard his nefarious inventory
“Law enforcement got these dangerous drugs off the streets
and now this jury has helped take a dangerous dealer off the streets
Fields was convicted in federal court for charges that included distribution of cocaine and money laundering
but his penalty was reduced after a change to federal drug laws
He now returns to state prison for offenses related to a July 18
search and seizure of his residence on Port Royal’s Wayside Lane and surveillance operations that preceded the search
Fields represented himself during the proceedings
The jury needed just 75 minutes to reach its verdict

called seven witnesses during three days of testimony at the Beaufort County Courthouse
The Beaufort County Sheriff’s Office Crime Suppression Unit conducted a months-long investigation after a confidential informant reported that crack was being sold from a mobile home on Wayside Lane in Port Royal

The informant made several controlled buys and identified Fields as the seller
Surveillance revealed heavy vehicle traffic to and from the property
Traffic stops were conducted on two such vehicles
and controlled substances and paraphernalia were found
Authorities obtained a warrant to search the home and arrest Fields
Fields’ criminal record dates to 1989 and includes convictions for assault and battery

he was able to get back there for the 2nd time in his career behind the Kreitz racing 69K and did so in comfortable fashion for the $5,000 payday
would start alongside Lucas Wolfe to take the opening green flag of the 25 lap A-main event with Peterson getting out in front early
Smith would charge from his 6th place starting spot and take the 3rd spot away from Jeff Halligan while also challenging Wolfe for 2nd
Smith would catch Peterson over the next 4 laps and with a good drive into the low side of turn 1
Smith would get by Ricky Peterson Jr for the lead and wouldn't look back
The A-main would remain green for the remainder of the race and Smith would finish with a margin of victory over 4 seconds

Drake Troutman would take the early race lead but after a pair of cautions over the opening 3 laps of the race
Eckert was able to utilize an outside starting lane on restart to get by both Colton Flinner and Troutman to take the race lead and not look back
Troutman would run in 2nd for the majority of the race with Flinner close in tow

(WTOC) - An RV caught on fire Sunday night in Port Royal
According to the City of Beaufort/Town of Port Royal Fire Department
firefighters responded to the fire at about 9:45 p.m
they found that an RV was fully engulfed in flames
The City of Beaufort/Town of Port Royal Fire Department was able to get the fire under control in about five minutes
Firefighters were on scene for about an hour
No injuries were reported and the cause of the fire is under investigation

The goal of this study is to enhance mobility and improve safety while preserving the town’s historic character and natural resources
the department held a community meeting and established an online survey in December 2018 to entice the traveling public to develop and share their ideas
Paper copies of the survey were also made available at the Caroline County Public Library
VDOT received 180 responses to the online survey
The study focused on two areas: Route 301/Route 17 intersection and Route 301 through the Town of Port Royal

The Historic Port Royal Foundation will hold a Millett Park Rededication Ceremony at 4 p.m.
The park is located at the Magnolia Tree near the end of Paris Avenue across from the Brick Customs House (before entering Safe Harbor property)
Millett Park was established in 1932 and dedicated on May 22
who oversaw funding and construction of the Port Royal Railroad
the HPRF worked with Safe Harbor to refurbish the park
Mayor Kevin Phillips and the Port Royal Town Council will participate in the rededication ceremony as a new sign for the park will be unveiled
