(FOX26) — The Clackamas County Sheriff’s Office reported a body was discovered along the shore of the Willamette River on Sunday
The department believes the body may be that of 20-year-old Marcelus Angelo Rodriguez of Porterville, who went missing on April 12th when he went over Willamette Falls south of Portland
Deputies arrived at the scene shortly after 1:00 p.m
and found the body in a challenging location along the shoreline just north of Meldrum Bar Park in Gladstone

The Sheriff's Marine Unit accessed the area using boats to recover the body
The Clackamas County Medical Examiner’s Office was present at the scene and will work to confirm the identity of the individual

The Porterville Police Department responded to a call of a dead dog in a car in the 1000 block of West Cleveland
it appeared that the dog had been dead for a while

deputies were called to a home on Leggett Street near Success Drive for an attempted home invasion
Deputies learned a masked man in his late teens or early 20’s forced his way into the home

PORTERVILLE, Calif. (FOX26) — Last week, Porterville Mayor Greg Meister announced he wants to create an ordinance to protect women's safe spaces, which include bathrooms, locker rooms, and sports.
Meister brought up the motion in the last city council meeting that lasted more than four hours.
The motion passed 5-0 but has sparked backlash from the LGBTQ community.
The mayor joined FOX26 live on Thursday morning to explain and expand on the proposed ordinance.
PORTERVILLE, Calif (FOX26) — Two men were arrested and 1 was cited during a drug bust in Porterville on Friday, police say.
Around 9:00 am detectives with Porterville Police served a search warrant at a property on Avenue 146 in East Porterville.
Detectives believed there was a stolen trailer on the property.
When they got there, they saw 48-year-old Kevin Russell of Porterville run into a trailer.
They say, they gave multiple commands for Russell to get out of the trailer, but he didn’t comply.
Porterville Police's SWAT team was then called out to assist detectives with the situation.
Police say after 45 minutes, Russell exited the trailer --which was stolen-- and he was arrested.
During the search, detectives also found 48-year-old Eugene Gaines and 38-year-old- William Strowmatt, both of Porterville, on the property.
They say Strowmatt was hiding in a separate trailer on the property.
Police say Gaines had one misdemeanor arrest warrant, while Strowmatt was on Post-Release Community Supervision (PRCS) and had 6 outstanding arrest warrants.
Police say 3 of Strowmatt’s warrants were felony warrants, and one was a no-bail hold.
Once officers were able to search the trailer where Russell had been barricaded, they found a large amount of fentanyl, cocaine, heroin, and prescription meds,.
They believe he had been trying to destroy them.
They also found brass knuckles, drug paraphernalia, and evidence he was actively engaged in selling drugs.
Police later learned Russell had previous drug-related convictions and was out on bail.
Police say Russell will face new charges including: Possession of a Stolen Trailer; Destruction of Evidence; Possession of Fentanyl for Sales; Possession of Cocaine for Sales; Possession of Heroin for Sales; Possession of Brass Knuckles; Possession of Drug Paraphernalia; Possession of Drugs with Prior Convictions; Operating and Maintaining a Drug House; and Resisting or Delaying a Police Officer.
He was booked at the Tulare County Sheriff's Office South County Detention Facility, where he is being held without bail.
Strowmatt was also booked at South County Detention Facility for resisting or delaying a Police Officer and his six outstanding arrest warrants.
Gaines was cited and released from the Porterville PD on a misdemeanor warrant.

(FOX26) — Two people are in custody after a Porterville resident was shot when confronting the suspects who were breaking into their vehicle Monday morning
Porterville officers responded to the intersection of West Date Avenue and South Lotas Street after receiving reports of a shooting around 5:15 a.m
When they arrived they learned two suspects were in the area committing thefts from vehicles
identified as 18-year-old Adrian Mejia of Poplar
The two began to fight and that's when the other suspect
pulled a handgun and shot the man in the leg
He was taken to the hospital for treatment
Officers detained the 18-year-old and the juvenile and turned them over to detectives
A search warrant was served at Mejia's and the juvenile suspect’s residences
Mejia was found to have a loaded sawed-off shotgun and other live ammunition in his room
He is also a prohibited person from possessing firearms and ammunition
The juvenile suspect was arrested and booked at the Tulare County Juvenile Detention Facility for Attempted Homicide
Mejia was arrested and booked at the Tulare County South County Detention Facility
for prohibited person in possession of a firearm

Marcelus Angelo Rodriguez of Porterville was kayaking in Oregon City on Saturday, April 12, while on vacation with his family, the Clackamas County Sheriff's Office said in a news release Thursday
multiple 911 callers reported seeing a kayaker in distress upstream of Willamette Falls
Witnesses then reported seeing the kayaker go over the falls and fail to resurface
Emergency responders began a robust search effort involving marine units
Coast Guard retrieved Rodriguez's blue hard-shell kayak near Elk Rock Island
about 7.5 miles downstream of Willamette Falls
The Sheriff's Office released Rodriguez's identity on Thursday
are truly devastated by the tragic event that unfolded this past Saturday in the Willamette Falls area
and we would not wish this experience on anyone," Rodriguez's family said
"Our family is making every effort to heal and come to terms with our loss."
The family added a warning to always wear a life jacket for those planning on entering the Willamette River
stating that "the forces of nature can quickly become overwhelming and deadly."
We hope that this tragic accident can be avoided in the future for other families

Mayor Greg Meister has proposed legislation that would protect areas such as bathrooms
which he believes are essential for women's safety and privacy
"We have a high duty to protect women in the community," Meister said to his fellow council members
"To set law in the city of Porterville to protect women's safe spaces like bathrooms

The Porterville Fire Department responded to the abandoned building on Mill Avenue and Second Street at 4:45 a.m
Investigators say the person found was trapped in the building and taken to the hospital for smoke inhalation
Fire Crews spent hours mopping up after putting out the fire
The cause of the fire is under investigation
Calif (FOX26) — Six people were arrested for running a meth lab in Porterville
On Wednesday Porterville PD Officers responded to the 1000 block of West Montgomery Avenue to try to contact 40- year-old Matthew Ward regarding a criminal threats investigation
Ward and 42-year-old Robert Atchison were found at the trailer home
Ward’s trailer was searched by police for weapons and other illegal items as ordered by the court since he was on Post Release Community Supervision (PRCS)
While searching police found suspected drugs in the trailer in addition to materials and equipment for making drugs
They say they also found tax documents and business payroll forms from various local businesses and people living in the area
Ward and Atchison were now charged with operating and maintaining a drug house
manufacturing of a controlled substance and identity theft
They were both arrested and taken to the Tulare County Sheriff’s Office South County Detention Facility
Ward was booked for operating and maintaining a drug house
Manufacturing and Processing a Controlled Substance
Atchison was booked for Operating and Maintaining a Drug House
He is being held in place of $120,000 bail
on Thursday detectives with Porterville PD Narcotics Investigations Unit got a search warrant after they were informed on the location of the meth lab
With the help of High-Intensity Drug Trafficking Area (HIDTA) taskforce detectives
detectives found and arrested 43-year-old Darin Morgan
54-year-old Rigoberto Miranda and 29-year-old Cody Douglas all of Porterville
Douglas ran away at first but with the help of a Porterville PD drone and an aircraft from the Tulare County Sheriff’s Office
he was taken into custody in the 1000 block of South Wisconsin Street
Police say Douglas was found with meth when he was arrested
When detectives searched the property they say they found drugs
burnt foil and opioid overdose reversal kits
They say they also found fentanyl powder and meth inside the home
Detectives took the meth conversion equipment which included numerous pots and pans
Morgan and Smith were taken to the TCSO South County Detention Facility and face multiple charges including Possession of a Controlled Substance
Under the Influence of a Controlled Substance
and Possession of Unprescribed Prescription Medication
Douglas was taken to the same location and faces charges including
Resisting/Delaying/Obstructing a Peace Officer
Miranda was also taken to the same facility and faces charges of Under the Influence of a Controlled Substance and an active warrant for his arrest
(FOX26) — A former teacher at Porterville Military Academy in Porterville
was sentenced to 13 years and 8 months in prison on Friday
[RELATED]Teacher at Bullard High School in Fresno charged with sex crimes with a student
Each count included the special allegation that Van Norton was in a position of trust.
The crimes occurred between August 2018 and March 2019 in Tulare County against a single minor victim.
At the time, Van Norton was employed as a teacher at the Porterville Military Academy.
Tulare County District Attorney Tim Ward expressed dissatisfaction with the sentence, stating, "I am certain that the public views this sentence as wildly inadequate based on the defendant’s actions and position of trust."
Ward explained that the sentence was in accordance with California law, which allows a maximum punishment of 14 years and 8 months.
In addition to his prison sentence, Van Norton is required to register as a sex offender for life.
PORTERVILLE, Calif. (FOX26) — Two people have been arrested following a drug bust in Porterville.
On Wednesday, detectives with the Narcotics Investigations Unit were called out to Luisa Avenue near Wellington Street to search a home.
Detectives say they had information that one of the suspects inside the home was selling drugs.
When they arrived, 35-year-old Lenny Cordon was found leaving the home.
Detectives also detained 34-year-old Lessley Cordon.
During a search of the home, detectives found a large amount of fentanyl, methamphetamine and drug paraphernalia. Detectives also located numerous firearms, ammunition, and evidence indicating Lenny Cordon was actively engaged in drug sales. Detectives also found evidence that indicated Lessley Cordon had knowledge of and assisted with the sales.
Detectives also seized drug paraphernalia, loaded firearms and controlled substances that were unsecured and accessible to juveniles living at the home.
It was determined that Lenny Cordon had previous drug-related convictions and was previously a convicted felon.
Lessley Cordon was booked at the TCSO South County Detention Facility on charges of Possession of Fentanyl for Sales; Possession of a Controlled Substance; Possession of Drug Paraphernalia; Possession of a Firearm While Under the Influence of a Controlled Substance; Illegal Storage of Firearms; Child Endangerment; and Conspiracy to Commit a Felony.

PORTERVILLE, Calif (FOX26) — Two men were arrested and face various charges including embezzlement and burglary.
Porterville Police say that on Monday night they received a call to go to Home Depot on 700 South Jaye Street about an employee suspected of fraudulent transactions.
An asset protection personnel told police that 34-year-old Jayme Hernandez a cashier had been intentionally voiding items at the register, allowing a customer who was later identified as his dad, 63-year-old Jaime Hernandez to take items without paying full price.
A corporate audit flagged the activity as suspicious, revealing that Jayme had done numerous fraudulent transactions over the past few months, resulting in a loss of more than $4,000.
They said during an interview with Asset Protection Investigators, that Jayme admitted to the fraudulent activities.
On Thursday Detectives from Porterville PD took over the investigation and went to Jaime’s home in the 1300 block of North Lime Street.
It was there that detectives found both men.
Jayme was booked into the South County Detention Facility for Embezzlement, Burglary and Conspiracy.
He is being held in place of a $10,000 bail.
Jaime was also booked into the South County Detention Facility for Possession of stolen property, Burglary and Conspiracy.
He is being held in place of a $5,000 bail.

PORTERVILLE, Calif (FOX26) — Three people have been arrested on prostitution charges, Porterville Police say.
Porterville PD says they have been investigating complaints about suspected prostitution happening at various massage parlors in the city.
Community members told law enforcement that customers at these parlors were being propositioned for sexual service in exchange for additional payment.
Detectives consulted with the California Massage Therapy Council (CAMTC) and the City of Porterville’s Licensing Unit.
They also reviewed business permits and online advertisements that uncovered references to illicit activities.
On Friday detectives an undercover operation to determine if the illegal activities were happening in the locations operating as massage parlors.
50-year-old Liyan Sun Winters, 52-year-old Fuzhen Chen and 58-year-old Qunhua Feng all of Porterville were arrested at three separate locations.
Winters at a Therapeutic Massage Parlor at 62 West Putnam Avenue, Chen at Gen Spa at 1531 West Olive Avenue and Feng at Relief Spa at 188 West Olive.

PORTERVILLE, Calif (FOX26) — UPDATE: Porterville Fire Department confirmed the fire was human-caused and the man who was rescued 43-year-old Anthony Drew was determined by the fire department to be the one who started the fire.
PFD says Drew was charged with unlawfully causing a fire in a structure.
A person was hospitalized after a fire inside the historic Porter Theater.
The Porterville Fire Department responded to a call about a fire inside the theater around 4:45 Sunday morning.
Crews arrived and were told there was someone inside the theater.
The victim was found and taken to the hospital in an ambulance.
PFD says the cause of the fire is still under investigation.
They say most of the damage is on the north side of the building.
There is no word on the condition of the victim.

Calif (FOX26) — A man was hospitalized after an officer-involved shooting in Porterville on Friday night
At 11:00 Porterville Police Officers were called to the 1000 block of North Salisbury Street for reports of several gunshots heard in the area
When police arrived they went to the residence where a party appeared to be happening
When they knocked on the door and announced their presence
Sebastian Martinez turned on the porch light and walked outside
They say as he came outside he pointed a gun at one of the officers
Another officer shot at Martinez striking him

Officers gave medical aid to Martinez until EMS arrived
Martinez was seriously injured and taken to a local hospital
They said he was also in possession of another gun in his waistband
Police recovered both guns and found both to be loaded
The Tulare County Sheriff’s Office was contacted and is conducting a criminal investigation into this incident
Police said Martinez has several prior convictions for drug possession
possession of stolen property and illegal possession of firearms
Martinez could face charges of attempted murder
felon in possession of a firearm and ammunition and child endangerment
the two officers have been placed on paid administrative leave while the investigation is underway
TCSO is also investigating negligent discharge of a firearm resulting in the call

Calif (FOX26) — 6 people were arrested during a drug bust on Friday
Porterville PD Narcotic Investigation Unit (NIU) Detectives got information about a residence in the 100 block of South Doree Street
It was believed that people in the residence were involved in the sale of meth
A further investigation identified Marvin Statler and Tanya Leveck as residents of the house
Detectives conducted surveillance and take-down operations to confirm the allegations and determined the residence was involved in the sale of illegal drugs
Based on that information NIU detectives got a search warrant approved by a Tulare County Judge
On Friday afternoon PPD NIU detectives and Special Investigations Unit (SIU) detectives conducted a surveillance operation at the residence
They noticed Statler and Leveck leaving the residence in their vehicle
[RELATED] Man arrested for having and distributing child sexual abuse material
They followed the two until they arrived at their destination in the 300 block of North D Street
Statler and Leveck were both arrested without incident
Detectives then went back to the Statler’s residence and found 4 more people
Jonah Teal who ran away out the rear door of the residence was later caught
Justin Leveck and Michael Hurtado were also in the residence and were arrested without incident
detectives found evidence of the sale of illegal narcotics
a ledger tracking the quantity and sale amounts of illegal narcotics and numerous small containers with drug residue
Inside the residence detectives also found 98-pre packaged bindles of suspected Meth
Several firearms including an AR 15 were also found

in the area of Westwood and Orange Streets in Porterville
they found a 54-year-old woman who had been shot
She was immediately taken to a local hospital for treatment and released
The woman said she was confronted two people who were trying to steal her car when they shot her

(FOX26) — A manhunt has ended for a Porterville resident who opened fire on Tulare County Sheriff's Office deputies during an attempted arrest on Thursday
Deputies were trying to serve an eviction notice at a home in the 600 block of West Mulberry around 10:30 a.m
They discovered that one of the men living at the residence
and Bratton drew a firearm and fired a shot
He took off running and a few minutes later dispatch received a call about a stolen car not far from the scene
Deputies and Porterville Police surrounded the area
at a home in the 9000 block of Road 256 in Terra Bella
He was taken into custody and faces charges of attempted murder and carjacking

(FOX26) — Two ordinances proposed by the Porterville City Council have both energetic support and opposition
Both sides got together Tuesday night to share their sides as the council discussed them
One was presented as an ordinance to protect women's spaces
while the other was an ordinance on parental rights in education and child upbringing
It would require school officials to notify parents if their child requests to be identified by a gender different from their biological sex
It also calls for the creation of a legal assistance fund to help parents take legal action against government entities violating the ordinance
Porterville Mayor Greg Meister proposed the ordinance last month to protect women's spaces

the council also faced intense criticism from those who say members' priorities are out of order and from LGBT advocates

(KFSN) -- Fire investigators are working to determine what caused flames to spark near a home in Tulare County
One man was injured due to Saturday's fire on Cleo Avenue and Ruth Street in Porterville
Pictures shared by the Tulare County Fire Department show the damage left behind
CAL FIRE and Porterville City Fire assisted in battling the flames
The move provoked anger among growers who crammed into the irrigation district’s tiny board room to ask pointed questions and have their say
and now things have changed,” said dairyman Matt Kidder
“You even voted to move ahead with the city
general manager for the irrigation district
Porterville Vice Mayor Ed McKervey said the only power struggle he saw was between the irrigation district and its own growers
He accused the board of deciding to kill the city partnership before Tuesday’s meeting even got underway
“I’m looking at you guys thinking I don’t want to be involved with you,” McKervey said
The breakup is a continuation of the strife that has dogged the Tule subbasin as it struggles to comply with the Sustainable Groundwater Management Act
which mandates aquifers be brought into balance by 2040
Squabbles and lawsuits have centered on the southeastern portion of the subbasin where some growers are blamed for overpumping so much that the ground has collapsed
sinking a 33-mile section of the Friant-Kern Canal
All of this is playing out as most of the subbasin was scheduled to begin adhering to sanctions issued by the state Water Resources Control Board after it placed the region on probation last September
Those include that growers meter their wells
report extractions and pay an annual $300-per-well registration fee plus $20 per acre foot pumped
Farmers in two Tule GSAs were excluded from those reporting and fee sanctions
Those exemptions didn’t include Porterville Irrigation District farmers
In an attempt to get out from under state sanctions
water districts and GSAs have been frantically revamping plans and management structures
But the partnership with the City of Porterville
seen as advantageous to both entities when it was approved in February
suddenly soured for board members of the Porterville Irrigation District
was the make-up of the board for the nascent Porterville Groundwater Sustainability Agency
The city and irrigation district would each fill two director seats
while a fifth seat had yet to be determined
Irrigation district legal counsel Aubrey Mauritson had said the fifth board member couldn’t be an irrigation district board member as that would violate the Brown Act
which prohibits a majority of board members from discussing district business outside of noticed public meetings
Growers wanted someone from their ranks to fill that seat but that idea apparently didn’t fly and the irrigation district wanted out
Geivet said separating from the city would allow the irrigation district to tailor its own groundwater agency
“I don’t see any downside to it,” he said of dumping the city
McKervey said the irrigation district’s fear of losing control was “more perception than reality.”
“I think it’s wrong what you’re doing,” he told board members at Tuesday’s meeting
But this power struggle thing I don’t understand.”
Regardless of whether the city and district form a joint GSA

But irrigation district board member Brett McCowan pointed out it’s common practice for water district boards to also run GSAs
Vandalia and Delano-Earlimart irrigation districts all operate
“You guys are making this seem like we’re doing this differently than anyone else.”
Growers at Tuesday’s meeting don’t feel the irrigation district board is transparent enough nor representative of their needs
They also pointed to both Geivet’s and irrigation district board president Eric Borba’s involvement in the embattled Eastern Tule GSA as reasons they didn’t want them running the new GSA
The irrigation district had been a member of the Eastern Tule GSA
Borba had been that board’s president when Eastern Tule created a groundwater crediting system that allegedly allowed farmers to continue overpumping
exacerbating subsidence on the Friant-Kern Canal
The Friant Water Authority sued Eastern Tule
“We came up with the rules that most people liked,” a clearly irritated Borba snapped
stop everybody that was pumping and let them go broke to satisfy Friant
That didn’t strike growers as a successful groundwater management strategy
“That’s the confidence factor you can give us?” dairyman Kidder asked
With Porterville Irrigation District and the City of Porterville likely to form their own GSAs

20-year-old Marcelus Angelo Rodriguez of Porterville
The Rodriguez family had been vacationing when the Clackamas County Sheriff's Office says it received reports of a kayaker who went over the falls late Saturday night
the Coast Guard had found the kayak seven and a half miles downstream
Authorities say a 911 call from a person living at a homeless encampment along the Willamette river alerted authorities about the Kayaker struggling against the current near Willamette Falls on Saturday night
Emergency responders from the Clackamas County Water Rescue Consortium
and the Clackamas County Sheriff’s Office Marine Unit
launched a coordinated search effort shortly after
and are the second largest in the nation by volume
There are large signs leading up to and around cautioning the public about the falls
there are also signs at the nearest public put in spot at Willamette Park
there are no signs around the floating home community
and the kayaker may have not seen the large signage given that it was late at night
The kayaker's family remains in Oregon
while friends and family back home are surrounding them in prayer and they're asking the same from others
the Rodriguez family is sending an urgent message to others about the importance of safety when around water and unfamiliar areas

2024 when police received a CyberTip from the National Center for Missing and Exploited Children telling them a Porterville resident uploaded a file containing the abuse material
Officers received additional tips later on October 29 and November 7
2024 telling them more files were uploaded from the same IP address as the original tip
detectives served a search warrant at Hayes' home on Scarlett Oak Avenue in Porterville
Officers seized electronic devices as evidence and will search them for any other abuse material
Hayes was booked into the Tulare County South County Detention Facility and is being held on $100,000 bail

arranging and meeting with a minor for lewd purposes
and sending harmful matter to a minor with sexual intent
The case has been referred to the San Luis Obispo County District Attorney’s Office for prosecution
