PRAIRIE GROVE — Police have arrested local attorney and businessman Justin L
Crawley following an eight-month investigation into multiple allegations of fraud
forgery and financial deception totaling more than $1 million
Department of Agriculture and was transferred to the Prairie Grove Police Department
It began with a report involving the forged endorsement of a check for $160,362 that Crawley tried to deposit into his personal bank account without the required authorization
Investigators then interviewed dozens of individuals and entities following the initial incident and uncovered evidence Crawley used deceptive practices to get money and services from at least 24 victims
Police said Thursday they have received an additional 14 calls since sending out the release
Victims range from individual law firm clients and small businesses to banks
property managers and agricultural enterprises
Allegations include the use of deception and fraudulent misrepresentation to obtain funds
failure to repay debts and the misappropriation of money
Some common themes emerged among the victims during the investigation
Many victims reported Crawley used his professional status and charismatic personality to gain trust
create an illusion of financial stability and ultimately exploit those relationships for personal gain
Crawley is accused of using money obtained from one individual or business to repay obligations to others
creating a pattern of financial misrepresentation and unsustainable transactions
“This case represents a significant breach of trust and a deliberate abuse of professional authority,” Prairie Grove Police Capt
Crawley used his reputation and community involvement to create opportunities for fraud
impacting individuals and organizations across Northwest Arkansas
State charges currently pending against Crawley include forgery and theft of property
Additional charges may follow as the investigation continues in cooperation with local

More than 1,000 customers were without power this morning delaying school start time throughout the Prairie Grove School District thanks to an early morning tornado
Roadways were blocked by debris and roofs were ripped off of buildings
but crews have been out clearing pathways all morning
The severe weather was part of a strong storm system sweeping east bringing the late-season tornado threat
The NOAA Storm Prediction Center noted more than 140 severe weather reports as of Thursday morning
with most of them being damaging wind reports
A 96 mph gust was reported in Logan County, Okla.

The NBC television drama series “Chicago Med” could be filming in Prairie Grove next month along Gracy Road
Film crews are expected to be onsite to prepare for the scene from Jan
The scene requires a full closure of Gracy Road from Route 31 about a mile east to Barreville Road
Filming will also be done on private property and at the village’s Public Works building and parking lot
The scene involves a character driving in a “rural area at night” and hitting another car pulled over at the side of the road
“As he gets out of the car to assess the damage
he notices no one inside the other vehicle,” Chicago Med Assistant Location Manager Dustin Schoenfeld said in an email to the village
“He walks into the field to find that the driver of the vehicle has fallen into a hole adjacent to the vehicle
He goes into emergency mode to try and rescue the other driver.”
Village Administrator Michael Freese described the road closures during filming as a “soft shutdown,” so if someone needs to get through
Universal Television will cover the costs of staffing police officers
and the village expects those fees to be about $1,500 to $2,000 per day
Trustees unanimously approved the tentative filming agreement last week
It is unknown if the agreement is confirmed by Universal Television
No further information is available at this time

Construction of more than 200 single-family homes and townhomes in Prairie Grove became more likely Tuesday after the Village Board unanimously approved four ordinances related to the project
is looking to transform almost 80 acres of undeveloped land into a subdivision with 112 single-family homes and 112 townhomes at the northeast corner of Route 31 and Ames Road
to be called Walnut Hollow – an addition that could increase the population of Prairie Grove
which the Census estimated had fewer than 2,000 residents last year
The proposed project also consists of a park with a playground
a trail system and about 8 acres of preserved woodlands
All village trustees approved the following ordinances during a board meeting Tuesday: a development agreement
an amendment to the village code to add single-family and townhouse districts
and an ordinance to classify the new subdivision as single-family and townhouse districts
The ordinances came with conditions that still need to be worked out between the village and the developers
Lennar “has the green light to proceed,” Village President David Underwood said in an email to the Northwest Herald
The Village Board will likely vote to formally adopt the final version of the development agreement once conditions and edits are completed
Prairie Grove’s Planning and Zoning Commission voted against recommending the proposal in a 4-0 vote in August
Over two dozen residents spoke about concerns of density and increased traffic at the meeting
A much smaller turnout appeared at the Village Board meeting
despite having the meeting moving to District 46′s Prairie Grove Elementary School to accommodate a bigger crowd
Concerns over increased traffic on Route 31 remained
Resident John Koss said problems will be created with the increased traffic density on the small and few roads that run east and west from Route 31
“I foresee a great deal of difficulty managing the traffic and the density without there being some significant gives by the state of Illinois and without those
I think we’re going to have a nightmare,” he said
The Illinois Department of Transportation plans to widen Route 31 to four lanes with a median from Route 176 to Route 120 starting in 2026
IDOT also will provide a traffic signal at the intersection of Edgewood Road and Route 31
Lennar is looking for separate left and right turn lanes on Ames Road at Route 31 but will need to work with the village and IDOT to ensure it happens
Slight changes to the density were made since the last planning and zoning meeting
Developers dropped six townhome units from the original plan and decreased each building from six units to four
Walnut Hollow will have about 40% open space with a walking trail
“We did hear a lot of the feedback from the last meeting and beefed up all of the buffering
but buffering all along Route 31,” he said
Prairie Grove planning and zoning commissioner Jim Hicks said he would like the townhouse density to decrease further to alleviate traffic concerns
especially at the intersection of Edgewood Road and Route 31
“I am willing to say this will be the busiest intersection between Crystal Lake and McHenry,” he said
Prices for single-family homes are expected to start at $500,000
and the townhomes will range from $350,000 to $400,000
Lennar representative Scott Guerard said in August
The single-family home models range from 2,100 to 3,200 square feet and the townhomes range from 1,700 to 1,800 square feet

Yes, I support the McHenry County Board’s study findings. Based on recent housing developments in the City of Crystal Lake, Village of Cary, and McHenry, affordable housing options are being introduced to better address this need.
State law limits local law enforcement ability to cooperate with and work with the federal Immigration and Customs Enforcement (ICE) to identify and deport immigrants who do not have legal status to be in the United States. However, local law enforcement should cooperate with ICE in cases where a judge has issued a criminal warrant.
1. Public safety: protection of people and property is always our top priority; this is accomplished in a number of ways including partnerships with area law enforcement agencies to prevent crimes, to respond to emergencies and to ensure roads and buildings are safe;
