buildings on Prescott’s Main Street A lot of people and goods have passed this spot over the centuries The building was constructed in 1885 as the H.S Miller Rank and used as the Prescott City Hall from 1944 to 1991 From the financial sector to government operations today it’s home to the settlement’s stories worked on the river for several years as a young man before deliveries were switched to the Union Pacific railroad He was once away for more than two months on voyages around the river network His story is one of a long line of river work and river workers in Prescott there were 43 licensed river boat pilots living in the town But it was no way to live if Eggers wanted to be a husband and father so he eventually left the river boats and began a career as a high school teacher and sharing his hometown’s history and its long connections with the major rivers that meet at its doorstep Prescott’s position as a crossroads plainly contributed to its rich history He says that it was particularly important to the settlement of the St The big paddleboats that came up the Mississippi — starting from St or even New Orleans — often couldn’t make it up the smaller and shallower St They would discharge passengers at Prescott who would transfer to smaller boats that would carry them the last leg of their journey up the St there would often be a thousand people staying overnight log rafts One wall is dedicated to a display from the Prescott Spinner Co. a fishing lure business founded in 1893 which once produced a quarter million products per year at its factory down the street where the popular restaurant Muddy Waters is now located Another display features a complete set of “steel jewelry,” the heavy rigging materials used to connect tow boats and barges There are meticulous detailed models of different kinds of river boats made by Reuben Atchinson and a huge collection of hats for a variety of vessels One of the main attractions are a complete set of maps of the lower St They are original prints produced in 1932 by cartographer George H showing the river in great detail for boat pilots to navigate its many channels In addition to depicting the sinuous areas that are now submerged depicted as swamps and sloughs Croix River before the construction of Lock and Dam #3 at Red Wing which has caused elevated water levels far up the St and other forces have also affected the river’s depth and flow The maps are a little like looking at a friend’s childhood photos The whole exhibit offers a window into a rich period of time from when rivers were the Prescott has now failed to have his bankruptcy annulled and is liable to pay more legal fees to the New Zealand Police after another unsuccessful trip to court Prescott was caught driving 64km/h in a 50km/h zone and was sent a ticket for it he tried to claim he wasn’t driving the car When he didn’t pay the fine and the matter went to court Prescott didn’t show up and he was fined a further $80 and $30 in court costs Prescott unsuccessfully appealed the fine in the District Court and rather than seek leave to appeal he sought a judicial review of that decision That request for review was struck out and Prescott was ordered to pay nearly $7000 in court costs Prescott tried unsuccessfully to have the High Court recall that judgment before making a bid to the Court of Appeal to stay the costs order That was also dismissed and close to $6000 was added to his burgeoning debt A further $2500 was added to the bill after Prescott tried and failed to get leave to apply to the Supreme Court Prescott did have one small win in 2020 when he applied to the High Court to appeal the original District Court decision before applying to the High Appeal and Supreme courts to recall earlier decisions to decline a judicial review Then in December 2020 police served a bankruptcy notice on Prescott for failing to pay them close to $7000 in court costs Prescott tried and failed to have this bankruptcy notice set aside and was ordered to pay a further $12,000 in costs By September 2021 Prescott owed the police $27,000 and in 2022 he was declared bankrupt then tried his hand at the Court of Appeal to have the order reversed Prescott tried to have his bankruptcy annulled in the High Court at Auckland on the basis that the process of the hearing was unfair because he had a hearing deficiency that prevented him from fully participating in the hearing Prescott raised five cross-claims against the police but didn’t produce any actual evidence to support them Prescott claimed he raised this issue with the court at the time which states that a person must be given a fair opportunity to be heard and a reasonable opportunity to present their case Prescott said he was deprived of the opportunity to properly or fully present his case and this was a failure in procedure and process Associate Judge Paul Cogswell said he had carefully considered Prescott’s submissions but couldn’t find anything in the conduct at the original bankruptcy hearing that reached the standard to annul the order the applicant was never deprived of an opportunity to raise cross-claims in opposition to the bankruptcy application,” he said “The applicant’s claimed hearing deficiencies did not interfere with his ability to properly prepare his adjudication opposition and substantiate his alleged cross-claims The applicant had known for many months that evidence was required to support any such argument “He simply failed to bring the requisite evidence to establish the cross-claims.” Associate Judge Cogswell said nothing police did or said prevented Prescott from putting his case forward “The applicant has not pointed to any ground relied on by the police in the adjudication hearing that he 29 He was surrounded by love throughout his journey with early onset Alzheimer's and love continued to surround him as he took his last breath on this earth.  A Memorial Service celebrating his life will be held at St The family will receive friends immediately after the service at the church Tommy was the son of the late Jim and Jeanne Prescott He spent many hours in the woods growing up both in the Columbus area and at the family farm in Wrens Tommy learned to hunt and fish at an early age and the outdoors became a life long passion He spent countless hours in the woods or on the water with family and friends Tommy graduated from Hardaway High School and Columbus College (now Columbus State University) He loved his community and began working in banking shortly after graduation from college He worked at what was then known as First National Bank of Columbus and continued to be friends with many of those colleagues after switching to what is now known as Synovus Financial Corporation where he retired as the Executive Vice President and Chief Financial Officer He served the community in a variety of ways He served on many boards and committees: Family Life Center Luke United Methodist Church and the United Way to name a few His family remembers less visible moments of service as a strength of Tommy's character Whether making impromptu care packages for the unhoused discreetly supporting a student's education or financing and participating in yearly shopping trips to provide Christmas presents for another family Tommy was quiet and unassuming in his generosity The great love of Tommy's life was his family They began a love story that spanned almost 50 years the wedding scheduled around hunting season and the Georgia Bulldogs football schedule They later welcomed two daughters to their family and Tommy's pride and devotion to them has never been questioned He passed on his love for the outdoors to his daughters The family spent many weekends and
