(WVUE) - A small plane that crashed in a Raceland marsh in early April
appears to have gone down vertically after encountering turbulence and cloudy weather
according to a new preliminary report from the National Transportation Safety Board (NTSB)
was destroyed in the April 2 crash that killed flight instructor Lyle Panepinto and pilot trainee Lauren Menkemeller
The NTSB says the two were flying as part of a night training and proficiency mission
The flight left Belle Chasse’s Southern Seaplane Airport around 8 p.m
with plans to conduct a series of instrument approaches at airports in Houma and Galliano before returning to Belle Chasse
the aircraft requested to fly a practice ILS (instrument landing system) approach into the Houma-Terrebonne Airport
The crash occurred shortly after 8:30 p.m.
approximately 7.5 nautical miles north of the Houma airport
Investigators say the wreckage was mostly submerged in marsh
with only the left wing visible above the surface
Wreckage patterns suggest a near-vertical impact
Radar data and air traffic communications indicated that the plane had just been cleared for approach and switched to the Houma advisory frequency
No further communications were received after that
Weather reports at the time included wind gusts up to 26 mph and an overcast ceiling of 1,400 feet
Lafourche Parish President Archie Chaisson said the wreckage was discovered around 7:30 a.m
with search efforts delayed overnight due to strong winds and the remote
was providing Menkemeller with additional night and instrument training
The NTSB says the flight was part of her preparation to eventually join the company’s on-demand air charter operations
though some parts – including the instrument panel and firewall – were not found
The engine and all three propeller blades were recovered
and the aircraft’s control surfaces were accounted for
The NTSB’s final report will determine the official cause of the crash
though investigators say no fire or explosion occurred

100 Years After The Fire.” Co-authors of the book are Reggie Labat and Skip Folse
This book tells of a destructive fire that occurred in Raceland in the year of 1917
Cortez shared that his book also contains biographies
and that “...the story within the story is what brings out this book.”
Bowie was the name of the company that owned a number of lumber mills
Cortez covers the mills located in Raceland
Cortez shared some brief history of the town and business stating
“William Cameron was the first to start the saw mill in Raceland
He brought in his friend George Moreland Bowie into the mill business
This was before 1800 mostly looking for standing lumber
William Cameron named the [town] Bowie for George Moreland Bowie
Bowie still owns all of the land they ever purchased since the early 1800s..
They strictly follow all of the laws which keep their property protected.”
The Bowie mill in Raceland was involved in the operation of red cypress lumber
is said to have been the largest fire in Lafourche Parish at that time.” “One person died
and… possibly 7 were injured when they tried to light dynamite to spread the wood that was burning,” shared Cortez
He stated that the fire was so intense that from approximately 12 miles away “...a little girl in Bayou Boeuf read a book in a hay loft by the light of the fire,” and that in another distant location
“...a circle of kids played marbles by the light of the fire.”
there were 95 million board feet of lumber in the Bowie lumber yard and enough crossties to build a railroad from Raceland to San Francisco,” shared Cortez
Cortez stated that the damages of the fire “...came out to a little over a million dollars.” Considering that this was in 1917
we can only imagine how costly that must have been
The possibilities he shared are as follows: “1
Somebody threw a cigarette into the wood stack
A German sabotage occurred [ by someone who sided with the Germans]..
somebody that believed in German ways started the fire.”
“There was a court case” as a result of this terrible incident
the details of how the fire was started and who won the court case are revealed in his recent book
This book is dedicated to Emile and Viola Landry Blanchard
cherished the town and would call it “[h]er little town,” Cortez described
Giving a recount of what occurred the time Cortez interviewed Viola
he shared that she was the first person that he interviewed for the book
Cortez told her that he wanted to write a book about Bowie
but you're crying?” Cortez then shared Viola’s heartfelt response
“I'm crying tears of joy because with your book they’ll never forget Bowie.” He has mentioned Bowie in previous books that he has written and upon the completion of his most recent work
my promise to her is complete.” Her husband
was able to revisit his property in Bowie before he passed away
which was a desire fulfilled in his lifetime
“We like your books because they're easy to read and they tell stories.”
Cortez shared the following statement: “The book may be purchased from Amazon and the price is the same we would charge and possibly cheaper
It is easy to read and it's the ‘story in the story’ that makes it worthwhile.”
