Lujan Grisham pushed through the legislature in a last-minute addition to capital outlay projects as part of House Bill 450 The bill outlines $1.2 billion in capital outlay projects including $10 million for a reproductive clinic in Northern New Mexico The funds are to be allocated to the University of New Mexico who will be the fiscal agent for the project At this time the project is not shovel ready nor has a location even been selected for the project Representative Pat Woods mentioned Raton in the discussion of the approval of House Bill 450 City Manager Rick Mestas read a statement indicating that no one at City Hall Raton Public Schools or any other entity that he knew of He added that when the Governor visited earlier in January Mayor Neil Segotta noted this caught purchase of two 2025 GMC Yukon 4WD diesel vehicles for the Raton Fire Department utilizing the CES price agreement The cost of the vehicles is $77,280 each or $151,468 with CES discounts Commissioners approved a grant agreement with the NM Finance and Administration Department and the Administration Department for Radio Communications System to purchase new radios for the police department This is the first step of many in the process of working up a new radio system for the police department The city is asking for $250,000 for the project This will replace an aging radio system that has been in service for over 20 years Commissioners approved the Aviation Consumables grant between the city and the New Mexico Department of Transportation The grant of just over $20,000 with a match of 2,222.00 from the city covers consumables that are used by the airport in the day-to-day operations Commissioners heard about the agreement with Colfax County for inmate confinement in the Vigil Maldonado Detention Center The cost to house an inmate is going up from $99.75 to $170.00 per detainee This increase will go into effect on July 1 Commissioners heard the recommendation of an award for the Kearney School Project The city received one bid from Franken Construction which far exceeded the architects’ estimate by about $4 million Southwest Hazard Control presented a proposal for the Kearney School TSI and Soil Abatement Utilizing the CES Contract for funding the work The work will consist of abatement and disposal of approximately 100 OLF of ACM pipe insulation and soil cleanup The city has received a cost estimate for work on the foundation at city hall from Reineke Construction utilizing the statewide price agreement The scope of the work will include soil testing and reports at a cost of $12,000 stabilizing foundations at a cost of $200,000 With NMGRT the total cost of the project is $229,507.60 Commissioner Honeyfield has had some experience with this contractor and recommends that the city have the soils report done by a third party and then dependent on the soils report determine what the city needs to do Commissioners rejected the bid from Reineke and voted to have someone else do the soil tests Item O Cleanup of 805 N 4th and 801 N 4th will include demolition of walls back yard landscaping Grancor Environmental estimates the cost of this cleanup at $51,279.16 through the CES purchase Contract Commissioner Honeyfield and Mayor Segotta both voted no creating a tie vote Commissioners voted to postpone Items O and P until the next meeting Item P Resound Networks for the purpose of installing and maintaining fiber optic network in the northeast section of Raton The franchise will be 4% of their net income in the City of Raton Commissioners also introduced Ordinance 1018 which deals with water and sewer rates in Raton The rate increase is for construction water use rates only Hydrant or manifold meter non-potable fixed per meter- $50.00 per month and $12.50 per 1000 gallons and Chapter 53 of the city of Raton Code of Ordinances Section 53.059 Application for Water Service is amended to read as follows Hydrant or manifold meter non-potable a $900 cash deposit and a $100 fee shall be made with each hydrant or manifold meter owned by the water utility and checked out by authorized contractors Only utility owned meters are allowed to be connected to the water utility system This ordinance is to be reflected in water/sewer rates for meter readings done on July 1 The property at 805 North 4th Street was brought up again for discussion with Jeremiah Trujillo appealing the decision of the commission on the property until he can clear the deed for the property He purchased the property in a delinquent tax sale and has will take place on May 17 Commissioners approved the proposal from High Tech E&D for a study on the Raton Senior Center convection oven issues Commissioners heard about two Lodger’s Tax requests from the Raton Little League ($3000) to help with funding for this year’s Allstar Tournament to be held in Raton again this year and the request to renew billboard contracts with Lamar and Lindmark The city will keep the billboard on Clayton Road at the east edge of town The city will let the billboard at the Armex building go along with the ones in Dalhart Tx and Dumas Tx Planning and zoning brought recommendations for a request at 1001 Snead Street to sub-divide and also for sub-division at 200 and 208 Canyon Drive These requests will also affect the property vacation on De Maret Street and Zaharias Road Commissioners received a request to vacate property on De Maret Street and Zaharias Road both unimproved properties and the streets do not exist The resolution 2025-25 adopting the Colfax County Hazard Mitigation Plan was approved The plan is used to help with funding for hazard issues that might come up after natural disasters or other events LLC provided an estimate on the heating and cooling system at the Tourist Information Center utilizing the state price agreement 30-00000-23-00084 The estimate includes work to replace the HVAC systems including testing and operational checks for a cost of $57,376.90 A bid for the demolition of the property at 801 N 4th from SL Hayden Construction came in at $15,750 but does not include hazardous material abatement which will be acquired separately A recommendation to work with Chinook Architecture who garnered the highest rating out of seven firms for work on the Climax Canyon/Old Pass Trail System development project This vote is to agree this firm is qualified to do the work for a project at Climax Canyon Provided a proposal for the purchase of P25 digital radio system and dispatch consoles for the Raton Police Department utilizing the state purchasing agreement #10-00000-20-00048 The total cost of all the new equipment is $220,604.85 including $5,154.84 of NM GRT The funding comes from the state emergency capital outlay The FY26 Interim Budget was opened for discussion and public input This is the first of two hearings for the city budget The FY25 3rd quarter financial report was gone over unanimously passed Ordinance 1028 which will de-annex a total of 367.7 acres located in the vicinity of I-25 and the 450 exit for the purpose of pursuing a possible gaming casino partnership with Picuris Pueblo According to the gaming compact between the State of New Mexico and the Indian Tribes and Pueblos it stipulates that any land held in trust by the United States for the exclusive benefit of the tribe cannot be located within the city limits of any municipality By de-annexation of the 376.7 acres of contiguous property this would allow the alignment of the 132.6 acres outside the municipal boundary which would be part of the government-to-government transfer The remaining 244.2 acres will remain as city property the Commission held a public hearing on the matter to which no one addressed the commission Commissioners also acted on Resolution 2024-68 which declares a State of Emergency for snow and inclement weather that affected the city over the past weekend and left piles of snow in the streets of Raton The Governor’s office has unlocked $1.5 million in state funding to support coordinated response efforts including emergency management road clearing and public in Boca Raton near the city's airport One person on the ground was also hurt but is expected to survive their injuries The Cessna 310 went down at about 10:20 a.m on Military Trail near Glades Road received a call at about 10:12 a.m "The aircraft apparently had some mechanical issues and went down here on Military Trail," LaSalle said Fire Rescue said the driver on the ground was injured after Scott Singer shared his condolences during the news conference "We express our heartbreak at this tragic loss of life," Singer said "Our thoughts and prayers go out to the families and all affected of the deceased." WPTV spoke to the driver, identified as Pablo Tafur of Boca Raton, who was thankful to be alive after he said he drove through debris and flames. Tafur, 24, said he was driving his white Toyota Prius when he crashed and suffered first-degree burns on his arm. A photo from a WPTV viewer showed Tafur's car was heavily charred after hitting the tree. The plane crash scattered debris across the road and the nearby train tracks. Aerial pictures showed multiple first responders at the scene shortly after the crash. The FAA and the National Transportation Safety Board will investigate the cause of the crash. The NTSB will lead the investigation. During a Friday evening news conference, NTSB investigator Kurt Gibson said data indicated the plane was in the air "approximately eight to 10 minutes" from the time it took off before it crashed. The plane was built in 1977, but Gibson described the Cessna 310 as having a "very long history of being a safe aircraft." At this time, Gibson was not aware of any mechanical failure with the plane. WATCH BELOW: NTSB holds news conference on fatal plane crash "The three things we always look at are the pilot, we're going to look at his pilot qualifications, his 72-hour history, anything else that might be going on in his life," Gibson said. "We're going to be looking at the aircraft, we're going to be looking at the maintenance records. We're going to be going through the wreckage in detail." The NTSB said they expected to be at the scene for "a couple of days." Once all of the wreckage is gathered, Gibson said it would be taken to a salvage facility in Jacksonville for analysis. A preliminary report on the NTSB's investigation will be released in about 30 days, with a final report being released in one to two years. “A situation like this, there's going to be PTSD in the family members, friends, relatives. It just goes with the course,” Boca Raton resident and pilot Harold Pitts told WPTV's Michael Hoffman. “It’s sad.” NTSB officials urged any witnesses with doorbell video of the crash to contact them at witness@ntsb.gov. Boca Raton police said N. Military Trail between Northwest 19th Street and Butts Road will remain closed overnight.
