and fire officials say the abundance in rain the region received helped slow its spread
The Pioneer Fire in the area of Dibble Creek in the Highway 36 corridor burned 68 acres as of Monday morning and was 90% contained
California Department of Forestry and Fire Protection spokesman Aaron Johnson said
“Some of the green vegetation helped slow the fire spread,” Johnson said

RED BLUFF, Calif. — A new restaurant is opening in Red Bluff, offering a taste of Poland at a time when several local businesses have shuttered. Krystyna's Polish American Cuisine, named in honor of the late mother of Agniescka Fisher, will serve authentic Polish dishes that the family grew up making.
"My mom was actually a chef, this is her actually," Fischer said, pointing to a photo of her mother that sits framed, greeting customers as they enter. "Krystyna was her name and so the restaurant was named after her. She was a chef in Poland. Robert developed that love I think from cooking with her because she lived with us, and that’s how we got here."
Also known as Agnes, she, her husband Jay, and their son Robert are determined to carry on the legacy of her mother by bringing these cherished recipes to the community. Robert Fisher is now a classically trained chef after going to the American Culinary Institute, but shared how his passion for cooking began with his grandmother.
The Fischers shared that having their own restaurant was a dream of Krystyna's, and since her passing seven years ago, they worked tirelessly to see it come to reality. Saying they immediately went in on the property after seeing the location at 620 Main Street was up for sale.
They open at a time when many business owners in the community have said its a struggle. With recent closures of businesses like Babs Southern Bistro and Vista Speed Shop, whose owners both cited crime and rising interactions with the homeless as why.
However, after two years of construction, the Fishers remain optimistic about their venture.
"We have this little strip of downtown," Agnes said. "It reminds me of a little Hallmark movie where people walk out, and that’s what I think we as a community are fighting to keep here."
Krystyna's opened with a small menu but plans to expand as they grow their staff.
"Eventually we’re gonna roll in with some Pierogi," Agnes said. "We’re gonna bring in some authentic sausage. We are actually going to do some fusion food just to incorporate the Polish American, so those are gonna be little surprises coming."
Krystyna's will be open from Tuesday to Saturday, 11 a.m. to 9 p.m., with an official ribbon-cutting ceremony scheduled for May 9.

which has been home to many for over a year
Notices were distributed to those camping illegally on Monday
but the actual clearing is set to begin next week
"We’re trying to work with some partner agencies to get an access road
so they can get equipment down into that area
That’s dependent upon when that access road can get punched into the area," said Tom Westbrook
The cleanup is a collaborative effort involving local
Work is currently underway to create the necessary access road
with plans to start on the exterior areas by May 6
Westbrook noted that organizing resources has been a significant challenge
"We’re trying to coordinate when we have the resources available to us to do the work
so it’s kind of strung out the process for the Forward Park but we’re hoping within a couple weeks it will be complete," he said
While some of the cleanup costs can be covered by a grant the county received last year for homeless encampments
the city is still working within a tight budget
Westbrook emphasized the importance of maintaining the park's cleanliness once the encampment is cleared
"Once we go through the effort to make the cleanup we’re going to want to keep those park areas clean so that we don’t get into a similar circumstance in the future," he said
Officials have not set a timeline for the project, but once Forward Park is cleared, attention will shift to Dog Island and Samuel Ayer Park, where some homeless individuals relocated after the initial clearing of the official encampment.

The Red Bluff Round Up assured that "everyone from the concert has been safely evacuated."
The power was mostly restored by 11:30 p.m., as indicated by the PG&E outage map.

"Extremely worried that somehow she wound up in the water," said Scott Piaia
"We've walked miles of the banks or someone took her
We're just trying to figure out because we're very confused
and then all of a sudden we didn't hear from her."
Guillen was believed to be wearing dark-colored pants and an unknown colored shirt at the time of her disappearance

Both brothers have been with the distribution center for over 20 years

RED BLUFF, Calif. — The Red Bluff Police Department has announced the commencement of phase two in their ongoing park cleanup and fire abatement operations at Forward, Dog Island, and Samuel Ayer Parks. This initiative, which has been nearly two years in the making, aims to address long-standing issues within these public spaces.
Authorities confirmed that all individuals present in Forward Park were notified of the cleanup efforts and were advised to vacate the premises. The police department acknowledged the complexity and scale of the project, noting that it requires substantial resources, organization, and cooperation from various agencies.
"We appreciate the patience shown by everybody, especially Mayor Kris Deiters and City Manager Tom Westbrook, as we have worked long and hard to define and execute this plan of operation," said the police.
The department expressed gratitude to several agencies for their assistance, including the Tehama County DRC, Fish and Wildlife, Red Bluff Fire Department, Red Bluff Public Works, Greenwaste, PATH Outreach, Antelope School District, Hills Towing, Cal-Fire, Bureau of Land Reclamation, Tehama County Sheriff's Office, Tehama County Code Enforcement, and the Ishi Fire Crews.

RED BLUFF, Calif. — The Red Bluff Police Department (RBPD) arrested one suspect Saturday morning, April 26 after a park shooting incident left one injured at Dog Island Park.
Preliminary investigations indicated that this was an isolated incident, and there is no ongoing threat to the public according to RBPD. The individuals involved were acquainted and had a prior dispute. The argument had escalated into a physical altercation involving blunt objects, and the suspect discharged a firearm, striking the victim once in the leg.
In a press release, RBPD said Red Bluff dispatch received a 911 call reporting a shooting at Dog Island Park around 6 a.m. Saturday morning. Responding officers initially provided with limited information.
Dispatch was able to ascertain that an individual had been shot inside the park, and the suspect was seen running towards the parking lot armed with a firearm. Upon arrival, RBPD said officers observed the suspect, identified as Forest Clark, leaving the parking lot area holding a blunt object. Clark was then detained at gunpoint and placed in handcuffs.
A subsequent search by RBPD revealed a highpoint 9 mm semiautomatic handgun in his front right pants pocket, with one-round loaded in the chamber and another in the magazine.
RBPD said the victim is currently in stable condition with no life-threatening injuries and Clark was arrested at the scene. RBPD detectives are actively investigating the case.
The Red Bluff Police Department also extended their gratitude to the Tehama County Sheriff's Department, Red bluff Fire Department, and Saint Elizabeth medical personnel for their assistance.

— The Red Bluff City Council is set to tackle two pressing issues at its meeting Tuesday night: Management of funds for homelessness efforts and exploring new funding avenues for road repairs
City Manager Tom Westbrook said the council will reaffirm its role in a memorandum of understanding established in April 2024 concerning a $14 million Encampment Resolution Funding grant. The memorandum involves the city
Pacific West Communities and the Tehama County Continuum of Care
which received and manages the grant funds
"This has been in the works for some time," Westbrook said
"The application was actually submitted in January of 2024
So this has kinda been moving for more than a year."
Westbrook explained that the city's involvement in the grant funding is limited to creating a homeless liaison officer position within the police department
Westbrook explained that if the city is unable to fill that position
all that will happen is the the over $387,000 allocated for funding the job for three years will go unused
Regarding road repairs, city councilors will review several potential revenue sources after a special sales tax proposal narrowly failed by fewer than 50 votes
Westbrook noted that the council has narrowed down the options to either a general sales tax to improve city streets or a citizens' initiative
both requiring a majority vote for approval
"They narrowed that down to really two items," Westbrook said
"One potentially moving forward with a general sales tax that would improve the city’s streets
Westbrook previously highlighted the poor condition of Red Bluff's roads
stating that most of the approximately $1.2 million earned annually for road improvements is spent on maintenance personnel
"There’s an improvement on South Main Street from Sycamore down to Luther Road," he said
"That construction project was about three and a half million dollars for 1 mile of roadway."
The city council is expected to decide on which revenue option to pursue
with any potential tax likely appearing on the ballot next November.
