— A fire at a single-family home on Victoire Way in Redding on Sunday morning has left a family displaced
According to the Redding Fire Department (RFD)
the fire is believed to have started in the garage before spreading to the attic
Smoke damage affected the living areas of the home
The RFD fire chief said crews managed to contain the incident as a first-alarm structure fire
RFD officials said the fire is still under investigation
Neighboring businesses are anxious to see if a fire that collapsed the roof of the vacant building that once housed one of Redding’s more notorious bars will finally spark the city into action to do something about the problem property
the former Bert & Ernie’s building on Industrial Street had been red tagged by the city
Investigators believe the early morning fire was human-caused

which has been vacant since the bar closed in late 2012
Code enforcement officials did not reply to two phone messages seeking comment
"This placard is not a demolition order" in capital letters
“I don’t know why it has taken so long because we have been on top of it by calling and letting them know about different things that are going on in there,” said Asher
whose business is next door to the former Bert & Ernie’s
Asher and other businesses for years have complained to the city about homeless people camping in the building
Moule’s California Glass owner Michelle Tegerstrand said the illicit activity around the building has gotten worse in recent years
The glass shop also is next door to the former bar
“Even in the last month we have had to report five different incidents to Redding police,” she said
“People are going in there tagging the building
We had somebody break into our parking lot and (break) into our trucks.”
Reding Fire investigator Ron Krznarich said he was inside the building about two weeks ago with code enforcement officials and at the time saw evidence of warming and cooking fires
"The building is heavily known to have transient activity."
Krznarich added that the building’s electricity and gas had long been shut off
So that would rule out those two potential ignition sources for a fire
He said there is an open code enforcement case on the building
but Krznarich did not know the specifics of it
The former Bert & Ernie’s building owner could not be reached for comment
code enforcement issued a notice of noncompliance to the property owner
violations that included trash and debris piles
Bert & Ernie’s was no stranger to police calls when it was open. It also had its liquor license suspended for 30 days in 2009 by state alcohol officials
A state Alcoholic Beverage Control notice was posted on the chain-link fence in front of the building in September 2022 announcing the name of a new business
A building permit for a commercial remodel also was in plan review at the city’s building department
She'd picked up the keys to the store's new location on her birthday
and had the business up and running on March 4
"It was pretty quick," she said of sorting through a "mind boggling" amount of stuff that had accumulated in the store's former location on Park Marina Drive over the 18 years she operated there
behind an organic grocery store and near an antiques seller
But it's also bright and sunny and is drawing new customers and sparking new programs
"I have the proper things now that I need to carry on," said Piearcy
a stylish 77-year-old who's run the quilting and sewing store for nearly three decades and is an accomplished quilter herself
While some customers come looking for 100% cotton fabrics to make clothing
When the lease on the property at 2453 Athens Ave
Piearcy said she'll be 80 years old and might want to segue into something different
Or she might just keep The Sewing Room going
I don't know what I want to do in three years."

She said she lost interest after going to college and went on to become a dental hygienist
The Redding resident sometimes created Victorian-style pillows or children's clothing
which she sold at a store that was then operating on Athens Avenue

We loaded the back of her van with fabric and we got a bill for $5,000
'oh my gosh' and you only had 90 days to pay for that."
So they opened part of the store as a room where people could sew
Piearcy also created some items sold there
including aprons and other goods made from batik fabric
It got bigger and bigger and bigger," she said of her store
where motorists going by could sometimes spot a quilt on display outside next to the front door

Since her husband had shaped the store's interior
moving from that space "was a huge decision," she said
"He developed that whole store on the inside
So that was hard because we had his celebration of life over there because he did all that over there
Piearcy has set up an airy sewing retreat room where weekend scrapbooking and sewing enthusiasts can gather
Vibrantly-hued quilts are displayed all over the place
along with a collection of tables with hand-painted tops where retreat participants set up their sewing machines
Space is also leased by a "longarm" quilter who puts together quilts for people not wanting to do the work themselves
Another person teaches people how to place designs on everything from furniture to tennis shoes
Someone offering knitting and crocheting classes comes to the store three days a week
mugs and other goods produced locally are sold
Piearcy displays her collection of vintage sewing machines picked up over the years
very old machines are displayed in their boxes
One ornamental piece that's hand-crafted from porcelan used to contain liquor
She's waiting to see how the government's new import tariffs impact her prices of cotton fabrics
which are imported from textile mills in China
Japan and Indonesia and recently sold for about $12 to $14 a yard
"We don't know what it's going to be," she said in April
"My (wholesale) companies I deal with are preparing for that
This will most definitely affect our business tremendously."

— A fire early Friday morning destroyed the long-vacant Bert and Ernie’s bar on Industrial Street
Fire crews responded to the scene shortly after the blaze was reported and arrived to find heavy smoke pouring from the structure
prompting a second alarm and the deployment of all available department resources
Firefighters worked for several hours to contain and extinguish the flames
and nearby structures were not affected by the fire
The abandoned building has long been known as a site of unauthorized entry by transients seeking shelter
While the cause of the fire is still under investigation
authorities with the fire department believe it was human-caused

is at risk of closing its doors after 53 years of service
Executive Director Art Sevilla said the center may need community support to continue operations
and the Empire is not necessarily saving their lives but teaching them to save their own," Sevilla said
"One of the focuses we have as an agency is our goal is to make sure that this is our last program."
Sevilla explained that declining occupancy and retention rates have significantly impacted the facility's financial stability
"Occupancy rates have gone down at the facility
both for residential and withdrawal management," he said
we’re not providing the service and we’re not getting reimbursed for it."
The center serves approximately 300 people annually
"We’re still going to be providing substance use disorder treatment but we’re looking to add a clinical component to both our withdrawal management and residential treatment
which is something that we don’t have," he said
A lack of onsite clinical help has contributed to the loss of employees and patients
the center will close its outpatient services
While the center has support from local organizations
Sevilla emphasized the importance of community involvement
which I believe are our biggest stakeholders
was just a way for us to maybe ask the community to also help pitch in during this process," he said
Sevilla started a GoFundMe to help support the addiction center as it makes this shift

REDDING, Calif. — Two motorcyclists were injured in a crash today on the interchange between Highway 44 East and Interstate 5 Southbound. The incident occurred around 12:50 p.m., prompting a swift response from the California Highway Patrol, which closed the ramp to traffic.
Both riders were transported to the hospital following the crash. The riders' condition remains unknown, and the cause of the accident has yet to be determined. The large road bikes involved in the crash sustained damage and were removed from the scene by tow trucks.
Authorities continue to investigate and updates will be provided as more information becomes available.
A fire broke out Saturday evening in Shasta Lake and reportedly was burning 2.5 acres, according to fire officials.
The Miller Fire was reported at 5:53 p.m. just north of Shasta Dam Boulevard, off Shasta Park Road. At least two California Department of Forestry and Fire Protection helicopters flew over the area dropping water over the fire.
Alert California outdoor cameras pointed in the area of the fire showed a white plume of smoke billowing in the air.

Additional charges include fleeing a pursuing peace officer's motor vehicle while driving recklessly
four counts of possession of a firearm with an enumerated prior misdemeanor conviction

SHASTA COUNTY, Calif. — Clint Curtis, the newly appointed Shasta County Clerk and Registrar of Voters, is already making plans to settle in the Redding area. Pending a background check, Curtis is expected to officially assume his role within a couple of weeks.
Curtis, a lawyer with offices previously in New York, Florida and other locations, expressed his intention to make Shasta County his permanent home. He was appointed on Wednesday to complete a term that ends in June 2026.
Curtis plans to implement a pioneering video system to ensure accuracy and transparency, aiming to prevent any fraud. Regarding the issue of hand-counting ballots, Curtis stated he would adhere to the law.
Curtis also confirmed his intention to run for the office in 2026, potentially setting up a closely-watched race with the current Assistant Registrar of Voters, Joanna Francescut.

but Redding told Finnegan that she knew she could find a way to make it work
she met Daniel “Danny” Redding through a mutual friend while living in the Baltimore suburbs
He “followed me around like a puppy dog,” she told Finnegan
and they were attached at the hip until the day he died in 2016
but Dorothy Redding always said they could read each other’s minds
but they always loved and respected one another
Danny Redding encouraged his wife to pursue her dreams of becoming an artist
and he supported her as she studied at the Maryland Institute College of Art
She earned both bachelor’s and master’s degrees there and occasionally took additional classes after graduation
She enjoyed creating portraits and realistic still-life paintings
and her work has been featured in galleries including the Baltimore Museum of Art
Jaffae Art Gallery and the Museum of the Dog
Dorothy Redding connected personally with her students
interviewing them about their goals and objectives to better guide her pedagogy
While teaching at Howard Community College
she once hosted an art exhibit full of students’ work
Their art was so good that the president of the college told Redding worriedly that the school didn’t have insurance for museum pieces
Redding opened her own art school in the early 2000s after her husband
purchased a new building and gave her space there
She was excited to teach students of all ages and offered classes there for about a decade
Francine Diggs was newly retired when she decided to take up art as a hobby
who embraced her students with positivity and kindness
Redding would often walk around the classroom to look over each student’s shoulder and check their progress
and she was known to repeat the phrase “TYT” — trust your teacher
“She was a human being first — nothing else mattered,” Diggs said
Her students respected her a lot — not just her skill set but her humanity — and she had the tendency to endear herself to a lot of the students.”
Redding also found deep friendships with her caregivers
a lawyer who initially met Redding while she dealt with a nasty legal dispute over her late husband’s estate
their relationship morphed from business to familial
and Galvin saw her not only as an eccentric artist but a fiercely independent and principled woman
her personality came across not just in her actions but the way she described them — for example
Redding was a lifelong vegetarian because she said
She was particularly fond of Alaskan malamutes
which she kept as pets and brought with her to class
She belonged to the Alaskan Malamute Club of America and fostered dogs
stayed at her side until he died of cancer last December
Redding was struggling significantly with her health
and her caregivers wanted to shield her from the pain of seeing her dog put down
But Navarre wouldn’t go to sleep without the comfort of his companion
so Galvin wrapped him in a blanket that Redding always sat with
that Navarre finally laid his head down and died

— Residents of California Place Apartments in downtown Redding are voicing their frustrations over ongoing maintenance issues
including a broken elevator that left disabled tenants stranded for nearly a week
"I've heard that they can't come down..
they missed multiple doctors' appointments..
they can't get their medications," said one resident
She claims management threatened to evict her for speaking out about the issues
and said another tenant had planned to speak to KRCR News about their concerns but backed out after being threatened by their apartment manager
said she was also threatened with police involvement when she attempted to drop off required paperwork
Apartment manager Kathryn denied the claims and declined to comment further
were not returned last week regarding these concerns
Kathryn read out a statement from FPI Management that goes as follows:
Residents remain outraged over the handling of numerous problems
including frequent hot water outages and pest issues
which have been reported for nearly two years with little action
One anonymous tenant's emails revealed that her young child couldn't take warm baths
Despite management's claims that repairs are in progress
and the community game room was taken away without explanation
Landlords cannot retaliate against tenants for requesting repairs
Residents are advised to report such issues to local code enforcement and seek legal advice before withholding rent
for a comment on the most recent allegations
The building manager at California Place did not respond and had a 'Do Not Disturb' sign up
Another woman did not identify themselves to KRCR and refused to speak about this matter
which has not responded to numerous calls over the past week
Whiskeytown National Recreation Area rangers are cautioning anglers and boaters to clean their equipment and crafts (small and large) before taking them to Whiskeytown Lake and other Shasta County waters
They and California Department of Fish and Wildlife officials are trying to stop golden mussels from invading North State waters after the animals first arrived for the first time in Northern California last October
The tiny fresh and brackish water mollusk could spell big trouble for California reservoirs
they said; and could potentially devastate Whiskeytown Lake’s other freshwater bodies’ ecosystems
The state recently began to require inspections of boats at Folsom Lake and Lake Clementine in the Sacramento area to stop the invasive species from spreading
Whiskeytown biologists are working with the CDFW to monitor the lake for golden and other mussels (quagga and zebra)
according to park spokesperson Scott Einberger
The park is stationing staff at boat ramps to ask anglers
kayakers and other watercraft users if they washed and drained their equipment before they came to the park
It’s the best way park visitors can “avoid spreading invasive species between water bodies,” Einberger reported
Similar in oblong shape to invasive quagga and zebra mussels
golden mussels are usually yellow or brown
they attach themselves to surfaces where they “grow in dense … colonies containing as many as 80,000 to 200,000 organisms per square meter,” the CDFW said

Mussels can affix themselves and grow on the interiors of water pipes, clogging water flows. That can in turn “impede distribution of municipal water supplies, agricultural irrigation and power plant operation,” the CDFW said
Golden mussels and other filter feeders can also hurt local ecosystems and recreational businesses dependent on them
They “consume large quantities of the microscopic plants and animals that other species depend on … displacing native species and sport fish.” They also encrust docks and beaches
jet skis (not allowed at Whiskeytown) and other watercraft
Whiskeytown biologists said they aren’t sure how fast the prolific mussels can sabotage a California lake because they’re so new to the state
mussels “caused significant damage in Argentina and Brazil” since they arrived in those countries in the 1990s
What boaters can do to prevent spread of golden musselsWhiskeytown is asking people who play at the park to follow the state's “clean, drain and dry" practices whenever they move fishing equipment
kayaks and other boats out of one water body
drain the container and refill it with spring or dechlorinated tap water
“Never dump live fish or other organisms from one water body into another,” the CDFW said
They likely got sucked on board ships that use seawater for ballast
Its population is erupting in the San Joaquin Valley between Concord and Stockton
Golden mussels also showed up south of that area last autumn in the O'Neill Forebay in Merced County
east of Santa Cruz; and in the San Luis Reservoir in February

One man is dead and another man injured after a small plane crashed in Tehama County on Tuesday
The Aeronca Champion 7EC crashed in a field in southwest Cottonwood just before 3:30 p.m
the Federal Aviation Administration reported
The single-engine plane went down in a field near Laurel Way
according to the Tehama County Sheriff’s Office
The area is close to Bowman Road and west of Burnsini Vineyards and Interstate 5
and the other was taken to a local hospital to be treated for major injuries
The two men were the only people in the plane at the time of the crash
The Tehama County Coroner's Office hadn't released the name of the man who died as of 11 a.m
The cause of the crash is still under investigation
The FAA and National Transportation Safety Board took over the case from the Tehama County Sheriff's office
First responders from the California Department of Forestry and Fire Protection helped rescue the survivor
Two adults were injured while a nine-month-old baby boy from Shasta Lake is believed to have died after a car went off the road and into the Trinity River traffic early Thursday morning
according to the California Highway Patrol
The driver of a 2004 Lexus going eastbound on Highway 299 at an unknown speed veered off the road and went down an embankment before going into the river
were taken to Trinity Hospital with minor to moderate injuries
There have been no arrests in connection with the crash and neither alcohol or drugs were a factor
The cause of the collision remains under investigation by the Trinity River Area CHP
Ken Miller of Northstate's Commercial Partners said they are in discussions with additional businesses
though the current economic climate presents challenges
"I'd say where people's mindset is right now [with the] trade war
there's just a lot of weird stuff going on that we’re not accustomed to," Miller said
"My sense is that a lot of folks are just going to lay low until this settles and then we’re going to get back to business."
Miller noted there is no set timeline for completion
and they are seeking more chains to fill those spots
Miller emphasized that many retailers underestimate Redding's vibrant market
but those who do their research recognize the city generates a lot of revenue per capita and is a prime location for business
When country music legend Merle Haggard lived in Palo Cedro, one of his well-known local hangouts was LuLu’s Eating and Drinking Establishment in Redding
That’s where longtime LuLu’s employee Marci Biancalana would serve “The Hag” his favorite meals
“He came in here for a long time,” said Biancalana
“I knew Merle since the 1980s and then he just started coming in here every day.”
“He’d sit right there in that booth and order his pancakes and oysters,” she said
Biancalana tells more stories about the restaurant’s most famous customer and about working for her boss
There’s also a full-circle connection coming up in Redding between Paulson’s long tenure with the Asphalt Cowboys and the musical Haggard family
A lifetime in restaurantsPaulson recently took time out from his active schedule to talk about his popular restaurant and clarify how the business did — or didn’t — get its LuLu’s namesake
who has been a local food-service fixture for many years:
The restaurant industry runs deep for Paulson
used to own Pat Paulson’s Prime Rib House on Eureka Way from about 1977 to 1984
The name was a reference to deadpan comedian Pat Paulsen who was a regular on the Smothers Brothers Comedy Hour television show
he’d prepare potatoes when the family ran restaurants in San Francisco and down the Peninsula
“I was born at the Presidio (military base),” he said
Peel a couple sacks of potatoes for a buck a sack and you had a little change in your pocket,” he said
Paulson said he bought LuLu’s from his uncle
He owned it for five years before Paulson bought it from him
He added that his uncle also owned the French Gulch Hotel in the 1970s
The restaurant’s menu depicts a woman named LuLu who “came from a very questionable past in old San Francisco’s Barbary Coast.”

a California version with avocado and an Irish style with corned beef hash
One lunch favorite is the Monte Cristo sandwich with ham
It’s grilled in a cinnamon-egg batter with strawberry preserves
It’s “a little bit different,” Paulson said
Also well-liked are their chicken fried steaks
The kitchen breads and prepares the meat and then serves it with whole-milk gravy
Also tempting is the choice-grade prime rib that’s offered every night
Paulson said a number of early customers are those coming off graveyard shifts
Marci Biancalana said she started working at LuLu’s in 1984 when she was 18
She started as a server and was a bartender for 10 years after she turned 21
then she’s been manager for about 25 years since
“So I’ve been here a very long time,” she said
This April marked the ninth anniversary of Haggard's death. The singer-songwriter died at home on April 6, 2016, his 79th birthday
Customers to this day can sit in Haggard’s favorite spot – the large corner booth in the coffee shop whose windows face the busy intersection of Pine Street and Cypress Avenue
“People all around know that his booth is here and they’ll say
‘Can we sit in Merle’s booth?’” Biancalana said
The booth is memorialized with two framed wall displays of Haggard
Your laughter and friendship will truly be missed.” The other is a drawing with the singer’s autograph (“Donated by Merle’s friend Indian”)
Biancalana tells the story of the time Rolling Stone magazine published a 2009 interview with Haggard and how he liked to visit LuLu’s when he wasn’t on the road touring
That mention set the diner’s phones a ringing
But she said he’d be very gracious when he met fans inside
just by that article how many phone calls we got and how many people would want to talk to him,” Biancalana said
“People would walk in with their guitars and ask for an autograph on their guitar or ask for an autograph on their hat if he was here.”
I need to go get my hat or go get my guitar,” she said
She added that another favorite eatery of Haggard’s was Lim’s Café
Deseray Blackburn was another longtime server who told the Record Searchlight in 2009 that Haggard’s favorite orders were the dollar-sized pancakes and oysters with spinach and beans on the side.
You could find Haggard at LuLu’s “nearly every day when he was in town,” Blackburn told Record Searchlight writer Marc Beauchamp at the time.
Another connection with the Haggard name will play out soon. The Asphalt Cowboys always wanted Haggard to play for their annual street dance but it never panned out.
However, this year on May 9, Haggard’s son, Ben, will perform for the dance at the downtown Whistle Stop Park on Market Street.
“So we’re excited about that,” Paulson said. “He’s kind of doing it because of, you know, us, his dad, the Cowboys.”

she was staying at an ex-boyfriend's home in Costa Mesa in Orange County and harmed herself to make her fake kidnapping look real
She was charged with mail fraud and lying to the FBI. She eventually pleaded guilty to the charges and was sentenced in September 2022 to 18 months in prison
Shasta County supervisors picked an attorney with no experience in managing an elections department in California as the next registrar of voters
making it the second time they pass over the assistant clerk in that office
Curtis was chosen over Shasta County Assistant Registrar of Voters Joanna Francescut
who said after the meeting in an interview with the Record Searchlight she will run for the office in June 2026
Francescut has worked in the Shasta County elections department since 2008
Chris Kelstrom and Corkey Harmon said they had nothing against Francescut but argued it was time for a change
Supervisors Allen Long and Matt Plummer wanted Francescut for the job
to right what I think is wrong with elections,” Crye said of Curtis
Many local election skeptics who for years have alleged wrongdoings in the county elections office with no verifiable evidence wanted Curtis to get the job
Both Long and Plummer said Curtis did not have the experience and questioned what they saw as discrepancies on his application
“This is a highly detailed job where you have to get the details right and even in the application to our county there are a number of things that don’t add up and don’t make sense,” Plummer said
Curtis stated he worked with Germany to transition away from the use of voting machines in 2004
they still used electronic voting machines
It wasn't until 2009 that they changed the constitution," Plummer said
Curtis crusaded for hand-counting ballots
He said he would increase the number of cameras inside the elections office to provide more transparency

Curtis is expected to take office as county clerk and registrar of voters on May 13
Francescut and Curtis were finalists for the job last June when the board voted 3-2 to hire Tom Toller. Curtis had the backing of Supervisor Chris Kelstrom and former Supervisor Patrick Jones
but the supervisors flipped and voted for Toller after Crye said he was going to vote for Francescut if they did not back Toller
But less than a year on the job, Toller announced his resignation in late March due to health issues. He endorsed Francescut as his successor
Francescut told the Record Searchlight after the meeting that she is still passionate about the job
I do this job because I love this community where we live and I look forward to running for office,” Francescut said

REDDING, Calif. — The Shasta County District Attorney’s Office has filed charges against a Redding man in connection with a shooting at a mobile home park in Redding on April 6
we learned new details about what led to the shooting
was arraigned in Shasta County Court on Wednesday for several felony charges including attempted murder
personal use of a firearm and discharge of a firearm with gross negligence
such as personal and intentional discharge of a firearm causing great bodily injury or death
The DA's office said King is also charged with a misdemeanor for possession of a firearm with a temporary restraining order

King was given a public defender and asked to be released with a GPS tracker or supervision
The prosecutor then asked for a $500,000 bail
but the judge said they would decide on bail later
His preliminary hearings are set for April 15 and 19 in Department 24 at the Shasta County Courthouse
the Northstate's News obtained the full police report regarding King's arrest
including the victim's identity and what led to the shooting
officers responded to the mobile home park at 485 Twin View Boulevard for a report of a gunshot victim
They said officers arrived and found a man
suffering from a gunshot wound to his right arm
Police said he was shot with a shotgun at close range and lost a large portion of his right arm bicep area
reportedly told officers he was in his trailer when he heard a vehicle driving up to his home at a rapid pace
He told detectives he grabbed his 12-gauge shotgun
who was standing outside of the home and reportedly reaching for the screen door
Police said King claimed self-defense but admitted he did not see Hale or anyone else with a weapon
He also acknowledged that Hale did not make any specific or direct threat to his life
King did not mention giving Hale a warning before shooting
Police said that as Hale approached the front door of the trailer
King shot him once with a shotgun from about five feet away
Detectives searched King's home and said they found a 12-gauge shotgun in the front living space
and a hole through the screen door of the trailer
They also learned King was served with a civil harassment restraining order in March 2024
which prevents him from owning any firearms or ammunition

at the Sundial Bridge in Redding to honor missing persons and recognize missing and murdered Indigenous people
The community is invited to gather from 5:00 p.m
