2025 - WASHINGTON – Congressman Jim Costa (CA-21) has introduced the Safety Training for Officers on Public Health Threats Act (STOP Health Threats Act)
bipartisan legislation to equip local law enforcement officers with the tools and training they need to recognize and respond to public health threats arising from building code violations
including illegal and unsafe facilities like the biological lab discovered in Reedley
California in 2023.Costa has been leading the charge to prevent future incidents like Reedley by pushing for better oversight and inter-agency coordination. "When dangerous
unregulated labs can operate undetected in small towns like Reedley
it’s not just a local issue—it’s a national public health risk," said Congressman Jim Costa. "This isn’t just about one lab; it’s about making sure no town has to face a threat like this alone
The STOP Health Threats Act gives law enforcement the training they need to identify these risks and act swiftly
and making sure every officer has the tools to protect their community."“Keeping our communities safe means making sure local law enforcement has the tools required to quickly identify serious public health threats,” said Congressman Valadao
Co-Sponsor of the bill. “The STOP Health Threats Act takes important steps to help officers recognize dangerous situations—like the illegal Reedley lab—before they put their lives at risk
Costa in introducing this bipartisan bill to strengthen public safety and protect our families.”“As a small rural City
and yet we have to deal with some of the same threats and complexities in larger urban cities. Criminals and those who wish to hide their activities will often choose smaller cities precisely because they believe their deeds will go unnoticed since there are fewer staff and resources to source out and investigate issues. The STOP Health Threats Act will provide a training lifeline for rural cities
ensuring that Code Enforcement Officers and Inspectors have the knowledge and tools to protect Americans from biological and similar threats that might otherwise go undetected,” said Nicole Zieba
City Manager of Reedley."Code enforcement officers play a crucial role in safeguarding our communities by ensuring buildings and facilities adhere to safety standards,” said Code Council Chief Executive Officer John Belcik. “The International Code Council commends Congressman Costa for introducing the STOP Health Threats Act
which would augment training for these public servants to ensure they are best equipped to identify and mitigate public health threats arising from building code violations."BACKGROUNDIn 2023
storing hazardous biological materials in violation of numerous building and health codes

and poor sanitation often go unchecked due to limited specialized training for law enforcement
especially in rural areas with limited resources
These unchecked violations can trigger disease outbreaks and long-term health risks. The STOP Health Threats Act empowers local governments by directing the U.S. Secretary of Health and Human Services (HHS) to provide grants for training code enforcement officers to recognize and respond to public health threats caused by building code violations
The bill promotes collaboration with public health departments and nonprofits
supports the development of tailored training programs
and prioritizes funding for communities like Reedley

(FOX26) — Congressman David Valadao of California's 22nd District and Congressman Jim Costa of California's 21st District have introduced the Safety Training for Officers on Public (STOP) Health Threats Act
The bipartisan legislation aims to equip local law enforcement with the necessary tools and training to identify and respond to public health threats stemming from building code violations
similar to what happened with the Reedley bio lab in 2023

“Keeping our communities safe means making sure local law enforcement has the tools required to quickly identify serious public health threats,” said Congressman Valadao
“The STOP Health Threats Act takes important steps to help officers recognize dangerous situations—like the illegal Reedley lab—before they put their lives at risk
Costa in introducing this bipartisan bill to strengthen public safety and protect our families.”
Congressman Costa emphasized the broader implications of such threats
it’s not just a local issue—it’s a national public health risk
This isn’t just about one lab; it’s about making sure no town has to face a threat like this alone
and making sure every officer has the tools to protect their community."
The bill comes in response to a 2023 incident in Reedley where code enforcement officer Jessalyn Harper discovered an illegal laboratory storing hazardous biological materials
including infectious agents like COVID-19 and HIV
The STOP Health Threats Act proposes to empower local governments by directing the U.S
Secretary of Health and Human Services to provide grants for training law enforcement officers
The training would focus on recognizing and responding to public health threats caused by building code violations
The act also promotes collaboration with public health departments and nonprofits
and prioritizes funding for communities where serious threats have been identified

Guardian Village in Reedley is now open for the affordable housing needs of farmworkers
Reedley celebrated the ribbon cutting of the $25 million Guardian Village on Feb
affordable housing development is aimed at providing housing for low-income families
Guardian Village was developed by Visalia-based Self-Help Enterprises
a company that helps low-income families build and sustain homes
Ground was broken for the project in April 2023
Self-Help CEO Tom Collishaw shared where the name Guardian Village came from
“It derives from the historic use of this property that served the veterans in the Reedley area for many years
making it a place that honors both service and sacrifice,” Collishaw said
as well as a California National Guard sign
two- and three-bedroom apartments designed to accommodate various households
15 units are specifically reserved for agricultural workers
reinforcing the commitment to sustainability
The income range for qualifying households is said to be from about $15,000 a year up to about $55,000
Collishaw spoke about the significance of opening Guardian Village to the Reedley community
“Reedley has always been welcoming of our efforts to house their hardworking population
which started decades ago with our first self-help housing efforts,” Collishaw said
“These efforts provided opportunities for people to build their own homes
and find great stakeholders in this wonderful city.”
Collishaw added how much he enjoyed working with the city of Reedley and Mayor Matthew Tuttle
Jim Costa shared similar sentiments and expressed his gratitude for all of those who helped invest in the development
“Today marks a major milestone for our farmworker community and their families
Our farmworkers and farmers are the backbone of the Central Valley and our nation
they put food on America’s dinner tables every night
Increasing the production of affordable housing must remain a priority for those who put food on Americans’ dinner plates,” Costa said
for their collaborative efforts to make Guardian Village a reality
The project was made possible through a combination of public and private funding
The California Department of General Services played a crucial role by donating the property under a 99-year lease for just $1
the Department of Housing and Community Development provided $6 million through state grant programs
Fresno County also contributed resources and funded amenities such as a playground
a covered seating area and recreational facilities
One of Guardian Village’s key investors was UnitedHealth Group
The company invested $14.4 million in equity in the project and committed $100,000 annually to fund on-site services
UnitedHealth Group has worked all over California
helping fund apartments in the Central Valley
the senior director of UnitedHealth Group’s investment management team
explained why investing in affordable housing is essential to them
“When you have a health condition and you don’t have stable housing
your focus is on taking care of your housing needs
but you kind of neglect your health needs,” Henry told The Business Journal
“So we really see it as helping the health care
helping people have better and healthier lives through stable housing with services.”
One of the highlights of the ceremony was when Collishaw introduced Cindy Vidal
Vidal talked about the struggles of raising her kids in her previous apartment due to its small size
She shared her emotions when she found out that she had been approved

farmer Keven Lai wants to develop 42.5 acres of land
community development director at the city of Reedley
Lai still doesn’t have a plan for the land or a developer
but if it is allowed to become part of the city
the industrial zoning it falls under could bring 650 jobs
Reedley’s zoning also allows for mixed-use development
Corona-based Golden State Environmental Justice Alliance has sued the city and the developer for not doing a full environmental review
The Golden State Alliance has also sued the city of Fresno and Tulare County for industrial projects
The nonprofit did not respond to requests for comment
“Having a job center that could potentially employ up to 650 people
that’s pretty big for our city,” Horton said
“It dampened the mood quite a bit because we did our due diligence in making sure we studied every aspect of the project and its potential impacts on the environment
And we have a group that’s not even based out of the Central Valley
They don’t understand how to spell Reedley.”

Reedley has long looked at the parcel of land on East Huntsman Avenue as a growth area for the city
the city conducted environmental studies on the impacts of converting the land to industrial use
The master plan calls for 19 office or light industrial buildings on 16.4 acres of the parcel
The city’s light industrial zoning also allows for mixed-use
the city has an 80-unit mixed-use development with affordable housing attached on land zoned industrial
Fresno County has zoned the land for agricultural use
The Fresno Local Agency Formation Commission is reviewing an application for annexation
Having another job center would be a boon for Reedley
Some residents travel as far as Bakersfield or Madera for work
The city’s major employers include Reedley City College
Horton told GV Wire that people often ask him why distribution centers go to other cities
“I think our folks would want to have those kind of jobs located here in Reedley so they’re not traveling as far as possible to get to their employment centers,” Horton said
The lawsuit from the Golden State Alliance alleges that the city and landowner should have done an environmental impact report to examine project’s impacts on air
The lawsuit also states that the city’s study —a mitigated negative declaration — did not sufficiently address those issues
“An EIR must be prepared to include a cumulative analysis discussion here to demonstrate the impact of the proposed project in a cumulative setting,” the lawsuit states
“The MND does not discuss or analyze the project’s compliance.”
It also claims that a warehouse could increase air pollution
Air quality would disproportionately affect Hispanic communities in Reedley
It also calls for landscape plans and a detailed site plan to fully analyze the project’s impacts
The city’s study of the land in 2014 meant the project didn’t need a full review
Lai paid $140,000 for the mitigated negative declaration
Horton also said the city’s general plan accounted for industrial development along Huntsman Avenue
“It was a full and thorough study,” Horton said
That MND put requirements on the developer such as redoing the bridge over Traver Creek
While a full EIR would have cost just below $200,000
another factor is the possible years-long process of an EIR
the group also sued the city of Fresno and major developer Scannell for — among other things — not incorporating union labor into its nearly 1-million-square-foot project
Scannell did a full EIR ahead of the project
The Fresno City Council approved the EIR 5-2
The group also sued Tulare County for the Akers Business Park Project in 2023
A judge dismissed the lawsuit with prejudice later that year
has been able to shake down developers for money,” Horton said
Horton said there is no hurry on the landowner’s side
He has made plans for the 2025 farming harvest
The city had a settlement conference with Golden State Alliance in November 2024 but hasn’t received a formal list of requests
Horton speculates that the lawsuit is low on the group’s radar
The group has not challenged the annexation
