Station’s Website Nevada’s Legislature has authorized cities and counties to use redevelopment under Nevada Revised Statutes Chapter 279 to revitalize communities statewide a mechanism that reinvests additional property tax revenue generated by new development back into the project area has spurred private investment and transformed blighted areas into vibrant economic hubs From Sparks’ Victorian Avenue and Marina to downtown Minden and expanded tax bases through increased sales The Reno Redevelopment Agency has been a cornerstone of progress in the Biggest Little City since 1983 and the Meruelo Group’s proposed expansion and arena project at the Grand Sierra Resort in Redevelopment Project Area No 2 (RDA 2) is a historic opportunity to continue this legacy of successful rejuvenation and revitalization the City of Reno and the Reno Redevelopment Agency will drive transformative economic growth and tourism without placing any financial burden on the city or its residents Reno’s redevelopment began with Redevelopment Project Area No reshaping the downtown core into a tourism and hospitality hub TIF-funded projects like the National Automobile Museum Truckee River Walk and Truckee River Whitewater Park helped counter declining visitor numbers and Silver Legacy benefited from these attractions and TIF-supported expansions such as Eldorado’s parking lot redevelopment in the early 2000s demonstrating the potential of public-private partnerships The $275 million Reno Transportation Rail Access Corridor (ReTRAC) replaced 10 at-grade rail crossings with a 2.25-mile trench improving safety and enabling events like Hot August Nights drawing hundreds of thousands of residents and visitors to the downtown core annually offer valuable lessons for shaping future redevelopment efforts The Meruelo Group’s proposal avoids the ills of earlier TIF projects by eliminating the need for city-backed borrowing ensuring a financially responsible investment that benefits the community without straining public resources after an exhaustive 18-month public process the Reno City Council and Redevelopment Agency established Redevelopment Project Area No 2 (RDA 2) to address areas in need outside of downtown characterized by deteriorated infrastructure and additional tourist and visitor declines RDA 2 included the Reno Hilton (now Grand Sierra Resort) is now set for a $785.7 million private investment by the Meruelo Group transforming Reno’s entertainment landscape Future phases will add 300 workforce housing units The Meruelo Group’s $785.7 million investment in the Grand Sierra Resort will drive regional economic growth A 10-year Treasury note would yield $145.8 million more Alex Meruelo would be significantly wealthier in 10 years if he loaned the money to the federal government or invested it in Las Vegas instead of investing his money in Reno Meruelo requests reimbursement of the incremental property tax generated by the project’s enhanced value over 10 years without new taxes or strain on Reno’s general fund The GSR assumes all financial risk; if the project underperforms as supported by the Redevelopment Agency Advisory Board on April 21 Critics falsely claim TIF diverts public service funds but incremental property tax from rising values goes to the Redevelopment Agency This revenue supports projects like property acquisitions façade upgrades and sewer fee offsets for other redevelopment projects across the city Incremental property tax revenue cannot fund general city services while the Agency exists TIF has bolstered the tourism and hospitality sectors by funding downtown Reno projects designed to attract visitors private ownership of the arena proposed at the GSR reduces municipal risk by assuring adequate funding for operating maintenance and capital expenses — costs the city and redevelopment agency simply cannot afford but which are not absorbed by the private companies that use the facilities Meruelo’s request includes no municipal debt and no taxpayer funds outside of what the GSR contributes The same cannot be said for the downtown facilities which collectively maintain approximately $133 million in obligations spread across three different bonds the downtown facilities have created substantial financial benefits to the downtown casinos for the past 30 years by using public funds at the expense of the city’s budget This new proposal by the GSR is a responsible departure from how projects have been built in the past The GSR project offers Reno a rare opportunity to rival Las Vegas entertainment venues attracting top-tier events and cementing its status as a premier entertainment destination set for a spring 2025 groundbreaking and 2027 opening has an opportunity to deliver on its long-standing promise of bringing significant economic development to the Biggest Little City by approving a sustainable no-risk investment that will secure a thriving future grateful to be attending the 2025 Abell Institute,” Eusden said “Many of the issues that the other doctoral student attendees and I are working on do not have simple or easy solutions The opportunity to work with other highly experienced mentors and form connections with other early career peers is critical for helping to address these types of issues on a broader scale.” In addition to being a doctoral student, Eusden works Extension’s Living With Fire Program, part of the College of Agriculture, Biotechnology & Natural Resources where he has spent the past four years collaborating with teachers to codevelop science curricula focused on environmental issues Eusden’s dissertation explores how phenomena such as wildfire can be used to support effective and just science education in K-12 classrooms It includes a multiphase study: analyzing existing wildfire-themed curricula through a justice lens examining their alignment with Next Generation Science Standards (NGSS) and conducting a qualitative case study on the development of a social justice-oriented curriculum with Nevada teachers He presented findings from the NGSS curriculum study at the 2025 National Association for Research in Science Teaching (NARST) Annual Conference Eusden also coleads, with Ke, the development of a middle school curriculum that incorporates data storytelling and social justice practices, currently being piloted in Nevada classrooms. The work is supported by Ke’s NSF CAREER grant.  Ke’s selection as a mentor underscores the national recognition of his expertise in science education he will support Abell Institute participants such as Eusden as they refine their research and develop their professional identities within the broader science education research community “The Abell Institute has a tradition of preparing the most promising emerging scholars in the field of science education,” Ke said I am especially proud to see Spencer recognized for the innovative research he is conducting." 25-hour play is a collection of 10-minute plays that have been written The actors for each play auditioned April 25 at 6:30 a.m. Each writer was required to have a beach ball involved somehow and a line “I hope he has a shirt on” in their plays the festival began with “Washed Ashore,” written by Ria Howard played by Genesis Jessamyn Mahrous Velazquez being hit in the head with a beachball and getting knocked unconscious discovers what she’s done and spirals about what this woman’s life was like before she “took it.” The monologue was comically dramatic and was very well performed setting the pace for the rest of the plays to come “Everyday for a Summer,” written by Luis Galvez and Benit Hensley is seen waiting and two “therapists,” played by Ria Howard and Jace Ouchida The patient starts talking about the issues he’s having and the therapists hilariously do not care about what he is saying One of the therapists comes up with a horrible metaphor to try and get this patient out of the room and eventually just leaves the patient all on his own This play had a little more edge than the previous but nonetheless didn’t fail to make the audience laugh “Regretting Your Hero” is everyone’s worst nightmare began with a fan who snuck backstage to meet her idol and instead interacted with the stage manager The idol is incredibly self-centered and forgets people if they aren’t important to him The fan and the idol introduced themselves three separate times because the idol kept forgetting the fan The play ends with a surprising plot twist The stage manager and the fan end up getting together and that’s where it concluded Following was “Watson: A Castaway Hommage,” written by Ryan D an homage to the movie “Castaway.” The beachball had the handprint and face The two try to find a way to escape and hilariously break into song who is singing Regina George’s solo from “World Burn,” a song in the Mean Girls musical This play was exceptionally done and had perfect comedic timing “Influencers Anonymous,” written by Madison Youngblood is setting up for Influencers Anonymous when three influencers come in one by one is an e-boy on TikTok who is very nonchalant and doesn’t care is a fitness influencer who is a complete bro is a snobby influencer who thinks she’s better than everyone Watching the different kinds of characters interact was beyond entertaining and the plot twist the group leader becoming an influencer again and creating an influencer house Each writer and every actor did such a fantastic job with such a short amount of time to prepare The plays were all amusing and entertaining in their own way giving the audience a variety of stories and never failing to make the audience laugh Opinions expressed in The Nevada Sagebrush are solely those of the The Triple-A baseball Reno Aces are the longest standing minor-league team in Northern Nevada calling the region home since relocating from Tucson in 2009 In its three most recently completed seasons 5,040 (in 2023) and 4,769 (in 2024) fans per home game in the 9,013-capacity Greater Nevada Field have averaged 3,427 fans per home game in their debut season while playing in the 4,200-seat Tahoe Blue Events Center That's an average percent capacity of 81.6 Hunden Partners projects minor-league hockey games to draw an average attendance of 4,449 fans per home game in the 10,000-plus-seat GSR Arena While hurdles in getting a minor-league team to Reno exist one thing helping the projection is the fact GSR owner Alex Meruelo owns the Tucson Roadrunners Phase one of the GSR project also includes a community ice rink that would double as a practice facility for a minor-league team "We are working on bringing a team," Diss said I feel pretty confident within two years when the facility opens (in 2027) that we will be at that point where we're announcing a new team." The Hunden Partners presentation also projects five major concerts and seven minor concerts per year as part of those 95 annual events One of the GSR's big pitches is the arena would change the caliber of acts who would stop in Reno the top draws from a venue standpoint include the Reno Events Center (7,000 capacity) outdoor Nugget Event Center (8,500 capacity) and GSR's Grand Theatre (2,900 capacity) "We think that number is conservative," Diss said of the projected five major concerts and seven minor concerts "We are shooting for much higher numbers because Reno is a pass-through market for the big shows that are driving along Interstate 80 from Sacramento going out to Salt Lake City or vice versa And we wanna put Reno on the map as one of those stops for those big shows that are currently bypassing us and going straight to Golden One (in Sacramento) It's about that market that we are serving not only for the locals but for the Northern California drive-in market We want to give them a reason to come over here and see that big show that they have been wanting to see." City Manager Jackie Bryant announced the hiatus as part of a broader effort to realign operations with current staffing levels and service delivery priorities Bryant said the hiatus will allow staff to focus on developing a comprehensive review process for community engagement practices "Community engagement remains an important and valued aspect of our City processes," she said "The City must ensure our strategies meet the needs and preferences of the community and staff resources are used to meet these needs in the most efficient way possible." The hiatus affects several boards and commissions New appointments to these non-mandated boards will not be agendized during this period Bryant emphasized that the hiatus is not an elimination of boards and commissions but a necessary step to prioritize staff time and resources "It is a necessary step to review our approach to B&C operations maintain compliance with Nevada Open Meeting Law and identify the most accessible and effective ways for residents to engage with their local government," she said The city plans to present its current community engagement strategies and an overview of the review process on May 7 followed by a presentation on the structure and operations of current boards and commissions on June 4 These efforts aim to establish a modernized framework for public involvement that aligns with the City's reduced organizational capacity Members of the affected boards and commissions will be contacted directly and the city will continue to maintain communication with the public to ensure residents remain engaged in city decision-making News 4-Fox 11 reported earlier this year the city's budget shortfall comes after city leaders forecast slower-than-expected revenue growth due to flat sales tax revenues Reno finance director Vicki Van Buren told council members the deficit is driven by stagnant consolidated tax revenues higher interest rates and declining consumer confidence are the major factors that have contributed to the slowdown "Over 80% of consolidated taxes are sales taxes So it is very volatile and it's based on people's spending and the economy," Van Buren said "It can even fluctuate based on people's consumer views of what the economy's going to do people tend to save Van Buren said city departments have begun cutting costs in the current fiscal year with departments instructed to find 2% cost savings by taking steps such as holding some positions open department heads have been told to find ways to lower expenses by 5% and the city will use one-time funds to cover $16.4 million worth of expenses there is a $3.7 million budget gap after those steps City staff will host another budget meeting Monday morning and a regularly scheduled council meeting Wednesday A crowd gathered outside the federal building in downtown Reno on Thursday -- May Day or International Workers’ Day -- chanting for workers’ rights and protesting President Donald Trump’s actions The Northern Nevada Central Labor Council, Indivisible Northern Nevada and 50501 Northern Nevada hosted the demonstration and estimated 1,000 people added their names to clipboards supporting the cause protesters carried homemade signs that had an array of topics One sign said “Workers over billionaires” while another next to it said the “Hands off our democracy” theme from previous protests in Carson City was prominent on signs in Reno as well as the wave of protesters naming Lombardo on their signs and advocating for people to vote against him in 2026 The Virginia City resident told the RGJ she drives to all the protests because she believes the Republican party is not standing up for the U.S McMillin said she believes Trump’s executive orders on things like tariffs and federal funding cuts are trickling down to Nevada and she thinks Republican-dominate areas are going to feel a harsh reality check She said she was told before the election that she needed to relax and not worry so much I feel like my worry was warranted,” McMillin said A Washoe County School District employee for 30 years Janet Brown said she's a registered Republican but said she’s “beyond frustrated” with members of her party like Trump and Lombardo not abiding by the U.S “Donald Trump (is) skirting around the actual constitutional laws He is trying to be a dictator and make us an authoritarian country,” Brown said Brown said Trump laid out all of his plans for 2025 and people are just now catching on to what’s going on are going to suffer the most as federal funding gets cut Brown said she grew up in a Navy family and was taught to take care of her own “They taught us to stick up for what was right,” Brown said said they felt everything Trump has been doing has slowly snuck up on them “We’re going to be undoing this for decades,” Carrara said whose parents immigrated from South Africa in 1997 said what they’re witnessing with the ICE deportations and Trump’s actions are terrifying to watch Carrara added that they weren’t the targeted minority group Trump was going after “You have to fight for the communities that are already down low there’s going to be nobody else there to fight for you,” Carrara said An 8-year-old activistKylie Fraley was one of the youngest activists out Thursday Her mom, Maria Fraley said they came out to advocate for her special education rights and support all of the teachers that assist Fraley in school “We need the necessary accommodations and equity to survive in the educational system in America,” Fraley said The 8-year-old told the RGJ she loves school and that math had become her favorite subject I’m against.”Robert Richter said he came to support veterans the Department of Education and every other group affected pointing to the blow-up of the president he carried throughout the protest The Reno resident said Trump’s administration is “madness” in the way they pull people off the streets and send them to the El Salvador prison He also fears the tariffs’ financial implications “It’s going to happen soon and it's going to hit everyone all at once,” Richter said Self-declared political activist Jane Ifland traveled all the way from Casper and happened to catch Reno’s May Day protest Ifland and her boyfriend were helping move his son to Fallon for a new job she immediately started searching for a May Day demonstration she could join “I’m frustrated with the disregard for the plight of the most vulnerable people,” Ifland said “What I think (Trump) is doing is seeking to destroy the American way of life.” Jaedyn Young covers local government for the Reno Gazette-Journal.
