Tulfra Real Estate has tapped JLL to arrange the sale of a recently completed
160-unit luxury apartment building in Rochelle Park
Known as The Delford, the property at 120 West Passaic St. opened its doors last year as part of a multiphase project less than a mile from Route 17
The six-story building is now 98 percent occupied
strong local demographics and amenities such as a coworking lounge
an outdoor swimming pool and grilling stations
Also notable is that the property has a 30-year payment in lieu of taxes agreement with the township
“Underpinning the property’s strength is a thriving submarket
characterized by tight vacancy at 5 percent
impressive five-year rent growth of 20 percent and a decade-long streak of positive absorption,” JLL wrote in its offering materials
“The Delford offers investors the ability to acquire a newly constructed apartment community with long-term tax savings benefits.”
Elizabeth DeVesty and Austin Pierce are leading the marketing effort with support from Gerard Quinn and Michael Klein of the firm’s debt and equity placement team
which includes 136 market-rate and 24 affordable units
had an impressive lease-up timeline after hitting the market early last year
The property sits within two miles of several major shopping centers
while the nearby highways provide quick connections to the George Washington Bridge and the Garden State Parkway
It’s also adjacent to NJ Transit’s Passaic Street at Berdan Street bus stop with commuter service to Manhattan

The operator of a New Rochelle valet parking service has been charged with falsely obtaining $646,371 in Social Security benefits and evading $248,810 in federal income taxes
Pavlounis on April 2 on charges of wire fraud and tax evasion
He pleaded not guilty on March 7 in his initial appearance before U.S
Pavlounis obtained an average of nearly $54,000 a year in Social Security benefits for 12 years
by omitting substantial income from the valet parking service
He allegedly evaded federal income taxes from 2017 to 2021 by concealing his income from the business
The indictment does not identify the parking business but says it was put in the name of a family member to enable Pavlounis to conceal his income and it uses an address of a New Rochelle storage facility
The details seem to fit the description of Select Parking Systems Inc.: incorporated in 2015 by a woman named Pavlounis and using the address of a CubeSmart self-storage business at 111 Cedar St.
Pavlounis oversaw day-to-day operations of the parking business
and he evaded personal income taxes by making it appear as if the business was not profitable
He allegedly used the company’s bank account to pay personal expenses; created false ledgers showing more than $1 million in expenses for renting parking lots when there was no such expense; caused a tax preparer to falsely report business expenses; misrepresented his tax forms to IRS agents; produced false ledgers in response to a grand jury indictment; and failed to file individual income tax returns
The personal income taxes he allegedly evaded ranged from $19,5897 to $84,485 a year
Pavlounis was released from custody on March 7
on pledging to post a $150,000 appearance bond
Judge McCarthy ordered him to avoid contact with anyone who may be a victim or witness

JLL noted that Rochelle Park is 16 miles from New York City

Questions about this camera or its location
I wish that Trains would just get with Virtual Railfan for Rochelle content
I wish the Cam would zoom out a little more so we can see the UP signals to know if a train is enroute
come and go until there is more action…
Okay… I’m no Apple Bar Genius
but it seems we’ve “lost” the bandwidth lately to carry an audio stream and the local temperature reading
Hmmm… sure sign of a shrinking economy or some election year whacky conspiracy theory!
I’d love to see a study done to see how long the UP occupies the crossing vs the BNSF
BNSF local is the only one they have at a slow speed.
The UP is parked on the diamond right now
The UP velocity in this area leaves a lot to be desired
this is still a throat into the UP Proviso area which is their major Chicago HUB (Well
one of three) and so traffic is subject to inconsistency’s because of those hubs
BNSF has no such problems as their hubs are all farther away than UP’s
train watching his train watching and I’m glad to have all the UP I can get since Virtual Railfan seems to be run by BNSF and CSX/NS fans
What happened to the picnic table at the end of the fenced enclosure
Is there any Amtrak action at Rochelle crossing
Am I the only one that seems to see BNSF moving right along at or close to track speed while the UP trains just plod along
up no audio an when I click on for audio I loose the picture
Since knowone cares to maimtain the camera at Rochelle
Night time view with the correct time of day
Please move the weather information to the upper righthand corner or lower center
Most viewers are not from Rochelle and the weather there isn’t important
Why is the weather illustrated in the middle of the screen
How about moving the weather text so it isn’t directly over the tracks
It’s been showing the middle of the night for two days now
At 10:04 am on Feb 22,22 the camera is not working properly
It would be nice if somebody could go out and clean the camera lens (or protector glass or ?)
The same nebulous blob has been hovering over the relay cabinet for several weeks
I suspect that’s a remote function that could be easily tweaked if anyone who is authorized knew about it
I have to say this is my favorite railcam/railroad park
I am very happy with the rochelle railroad park webcam now keep up the good work
Please return the sound function for the smaller sized view
Having sound on the full screen version only does not allow doing other computer tasks at the same time
This new format is an Edison moment – great way to discover directions to avoid
I get two or three emails a day from Trains
If you get your webcam problems resolved I may order some more of your stuff
I used the page zoom to expand the picture to where I wanted
when I came back to it in the afternoon I lost the whole tool bar at the bottom
the share button (that didn’t work anyway) and the current temp
I’ve had no issues with the webcam for months
it would be nice to have sound back and be able to go full screen with clarity we had it before can you bring it back please i and many others enjoy the webcam alot
I’VE BEEN A SUBSCRIBER SINCE VOL1 #1 OF CLASSIC TRAINS
I’M SURE SOME OF THE POSTS COME FROM PEOPLE THAT HAVE BEEN WITH YOU LONGER
MAYBE WHEN RENEWAL TIME COMES I’LL CHANGE TO A FISHING MAGAZINE!!!!!
I don’t think anyone from Trains reads these posts OR email
I sent them an email about it no longer works on my Fire TV and got no answer
if I have the cam running and go to another tab
Using Safari on my Mac I only get a still picture that’s infrequently updated
Thanks for the sliding volume control lever
Now if you’d have just sharpened up the focus
I know…we’re never satisfied…!)
I see a sound icon has been added to the pop-up toolbar
with a train silently going across in one of them at times
How much effort does it take to at least respond and explain to Trains patrons what the thinking was/is about no sound on the “improved” webcam
in most instances do the BNSF trains seem to be rolling right along while the UP trains seem to
I agree — UP does seem to run through much slower
Sometimes they completely stop and then back-up to not foul the crossing
There is a small yard on the UP line just west of the diamond
This accounts for the slow approach and departure speeds and the back and forth across the diamond as large trains are built up
Google Earth gives you a nice view of the neighborhood
I have no problem with webcams all over the country
Why do I only have a problem with Rochelle????
This site is the only web RR camera I watch that does not have history
Need a better camera and the ability to browse through at least 12 hours of past action
Trains.com certainly still has many challenges still unsolved as of the end of July
One other thing…there is a low level hum or buzz in the audio
It’s not terrible but could probably be easily eliminated
The site is fine…and I enjoy the train watching
The ‘old view’ was definitely better
there are a couple of things that could be improved on the ‘new’ look
It appears that some sort of plexiglass protective shield had been added and the result is a lot of strange distortion in the picture in the late afternoon hours
the overall focus doesn’t seem to be as sharp
Kooks like “hobos” have moved-in under the rr track display
Well now a homeless man is moving concrete ash blocks into the lower viewing section
Waking back and forth across BNSf main tracks and throwing them over the fence
Today I saw what looks like homeless man and two unleashed dogs living in the lower park
I have seen him before without the dogs at different times of the day
Just saw them come up from the lower level
May 22nd and see that the “new” view is still terrible
Guess I’ll try in another month and see if it has been returned to the “old” view or I am dumping this one
This is one of the big reasons I subscribe to the the magazine
Sorry if you’ve been experiencing difficulties
We’re having some teething pains with the new Trains.com site
There is a pop-up tool bar on the bottom of the screen that allows you to turn sound on and off
We are still in the “pardon our dust” phase of the site launch
Why does it say “You have 7 views remaining.” near the top of the page
Has anyone ever given any thought to the notion of nighttime lighting to be able to identify the trains at night
I hate to pile on but the new webcam t’aint any good
well I can’t find anything else wrong with it but I’ll keep looking
Why is it folks have to “fix” what isn’t broken 😠
all I see is a black screen with the Earthcam logo
These changes are so sad…took something good and messed it up
It looks like something the government would do
Getting used to navigating the new sight – and while different
Except: Could we please get a link (button maybe) from news wire to the web cam
In order to make the jump I have to relaunch the browser
Please restore the old layout of the Rochelle webcam webpage
The new page layout shrinks the actual webcam window and crams in a large ad
Full screen mode does NOT solve this issue
as I want to have other windows opened along with Rochelle in my daily work
This has been my default desktop for 6 years
The convention on the Internet is that if you pay for a website (as we all do for Trains.com and the Rochelle webcam)
Update: for those who want the Rochelle webcam window larger but not full screen
display the window and then tap CTRL-SHIFT-+ (CTRL
This zooms that browser window and grows the webcam window
Picture is much smaller than used to be!
anyway) and the webcam resolution on full screen is indeed
I just cannot get over what an astounding mess you folks have made of your web pages
PLEASE return to the previous style which was vastly superior to the mess you’ve created here
but I want to do other things with my computer than watch a single webcam
I do not get the full screen and the picture clarity diminishes
Plus in a round about way we do “pay” for it through our subscriptions
If I had to pay additional for the service now
I would decline based upon the quality received
People – press/click the BUTTON to take the view to full screen
Press/click the small SPEAKER icon to turn on the sound
As much as I don’t care for the new website
as long as other than being a subscriber I don’t have to PAY for access to News Wire or the webcam it’s not that bad
Still not fixed … must click back and forth on play & pause & full screen to eventually get it to show anything!
Go back to the old way … MUCH BETTER!!
Have to agree with the criticism of the new layout
It really is bad for us … I can’t get the cam to show any picture … large or small!
It is just a small black square … none of the buttons work!
Please fix … take a step bak and give us the old format!
the Bailey Yard cam has been out for several days
You had a very good format and was easy to view
If this is the direction you want to take then I guess I can show my displeasure by not renewing when the time comes
but at the least please restore the webcam to its old size (about double the dimensions of the new format)
New web cam is like viewing a postage stamp and it is ridiculous trying to navigate the news wire
The old web page was a thousand percent better and easier to navigate
I’ve been a trains subscriber for many years and this just about makes this my last subscription to Trains Mag
same here guess things changed after main editor passed away……bring back old format too bad they want more money to get other things on site that we used to get
I have no interest in this new trcomcomainscom eature
As ffar as I am concerned it is garbage and ruined a fine website
The old web site for Rochelle was much better !!
Its a pain in the Behind to get to work !
Roger, EarthCam has cameras located all over the world and this location is not posted on EarthCam’s website as it’s exclusive to trains.com (and I just recently checked it over at http://www.earthcam.com) but they have a network of webcams at other places you can see like WTC in New York or Dealey Plaza in Dallas (you can see some action from DART
In my use the video can be initiated by clicking on the pause (||) icon and then the play (>) icon to bring up the video

Controversy over pride flag was last straw
A venomous split between Republicans in Rochelle Park led to the censure and removal of Perrin Mosca as mayor on Wednesday and the withdrawal of GOP party support for his re-election campaign
after calling some elected officials “not good Catholics” for supporting the raising of a rainbow flag during Pride Month and then threatening colleagues who disagreed with him
“Mosca has embarrassed the township and brought its governance to a screeching halt
threatening two decades of progress,” said Republican municipal chairman Frank Valenzuela
he used his position to create a negative atmosphere guided by his personal ideals versus what is best for the residents of Rochelle Park.”
The township committee voted 4-0 to pull the mayoralty from Mosca – Democrat Linda Boniface joined three Republicans; Deputy Mayor Jennifer Appice will serve as acting mayor until a vote for a new mayor can be held at the governing body’s next meeting
Valenzuela said Mosca has not been to a meeting since last month
“Rochelle Park Republicans have always governed as common-sense conservatives,” Valenzuela said
I believed he understood and knew the role he was nominated for and believed in the values of good government
and the best interest of the residents and the township.”
Valenzuela said he can’t support Mosca for a second term
The infighting among Republicans could result in Democratic control after the November election

ROCHELLE PARK — A Nazi salute from a committee member and outbursts from the mayor over the approval of raising the pride flag led the majority of the Township Committee to condemn both and remove the mayor from his position
The committee members voted to censure then-Mayor Perrin Mosca and Committee Member Linda Boniface for their behavior during the May 24 public Township Committee meeting
at which Mosca tried to rescind a resolution allowing the township to raise the pride flag on June 1
The resolution was approved at the previous work session before Mosca arrived at the meeting

While Mosca talked of rescinding the resolution
Boniface placed a pride flag in front of her on the dais and followed it with a Nazi salute
Mosca's wife handed him a Virgin Mary flag to hang in front of him on the dais
The residents in attendance at the meeting were divided and spoke on the issue for about 90 minutes
a Republican running for reelection to the committee in November
made a motion to rescind the resolution by saying that hanging flags other than government
state or town flags would leave the township open to liability
He said the American flag is inclusive of everyone
The motion was not seconded and a roll call was not taken
leaving the resolution to hang the pride flag intact
Mayor censured and stripped of his titleMosca failed to maintain a level of conduct
engaging in an "intentional and personal attack" directed at fellow elected officials during a closed-session meeting
according to the resolution to strip him of his mayoral title
said Mosca threatened and made offensive remarks toward committee members and was "aggressive
threatening and inappropriate," violating the most basic conduct of an elected official
so I don't want to get into too much detail." Committee member Gail Artola said during the June 14 meeting
"I understand things are heated and personal
Mosca said his closed-session actions weren’t physical and it was a “heated argument.” He said he was upset because one member told him he would have their support
and another would change their vote if they saw division among the public
They just left me to hang out to dry,” Mosca said
He also said Boniface called his wife a “name I won’t repeat” which made him more emotionally charged
a resolution to remove Mosca as the mayor was also approved
Deputy Mayor Jennifer Appice said that in the best interest of the township and residents
and she made a motion to remove him as mayor
"He has shown an inability to disagree and communicate with members in a civil manner," Appice said
"His intention is to govern with his own personal beliefs and convictions rather than governing for our residents."
who said he was not at the meeting because he was boycotting June meetings in response to the pride flag
said he was "blindsided" and felt "betrayed."
"But I'm not even worried about that anymore," Mosca said this week
but now my new goal is to protect the children
Everything else in this country is attacking children
I'm going to use my platform now to spread the truth about what's going on in this country

"That's the kind of stuff we're dealing with
and I will continue to fight for these kids to be left alone and let parents decide when to talk about this stuff."
Boniface responded to Mosca's speech to rescind the flag ordinance with a one-handed salute
and can be heard on video calling the mayor "Hitler." Later
The resolution that censured Boniface said it was for the gesture made toward Mosca that was deemed "offensive and inappropriate."
who voted against the township displaying the pride flag because she said she is against all flags other than the official government
said she was proud of Boniface before the gesture
but this kind of behavior can't be done at meetings," Artola said before voting
"I liked Linda at the last work session meeting and was very proud that we were able to disagree in a way that was productive
Boniface voted against the motion to censure her and said what she did was "a salute to a dictator" and admitted to calling him Caesar and Putin before
"It was in no way antisemitic," Boniface said during the June 14 work session
Boniface referred all questions this week to the township attorney
Mosca said it wasn't the first time Boniface has made such gestures to him in public and that he has reached out to District 38 Democrats to inform them of her actions
“I personally can’t believe it," Mosca said
it would be national news because I’m a Republican
Mosca said he still hasn't decided whether he will attend the Wednesday
Thirty-five years ago, three immigrants in pursuit of the American dream opened an Italian restaurant. The trio — Manuel Moreira, Lino Queirolo and Paolo Gilberto — called the spot Nanni Ristorante
Nanni continues to thrive as one of Rochelle Park's most beloved restaurants
white-tablecloth spot is as strong as ever
home to honor Moreira and his contributions to the local community
"Senator Schepisi and two former mayors will be here to recognize my dad and deliver a commemorative award for his 35 years in the restaurant industry."
As the sole owner now — Queirolo and Gilberto have since died — Manny (as his regulars call him) "has been the most important piece of the puzzle in keeping the restaurant alive," his son said
"His commitment and dedication are what allows Nanni to continue to be successful."
who used to work as a personal chef for Frank Sinatra
he has worked "every role in the house," and he knows each of his regular customers by name
locals have made Manny and Nanni a part of their lives
"I got introduced to this place 35 years ago from my colleagues," longtime customer Michael Petriella said
I've eaten more meals here than any other restaurant; my daughter even had her rehearsal dinner here
Nanni's is a restaurant you can count on — the atmosphere is congenial and the food is excellent."
Queirolo and Gilberto opened Nanni Ristorante after leaving now-shuttered Archer's
once one of the most well-known restaurants in the region and among its most expensive
After seeing a nearby property go up for sale
the trio decided to launch a similarly elegant restaurant
but with simple Italian dishes at more affordable prices
Even after the death of his business partners (Queirolo died during the COVID pandemic)
Moreira has kept the restaurant running as always
"Nanni opened the same month my wife and I got married," said Mike Marino
The main thing about a restaurant is consistency
we've had the same few chefs and waiters."
"Nanni's got a very predictable environment," he said
With few exceptions — takeout is now available
and reservations can be made on Open Table — the restaurant still feels like a step into the past
"It has always kept its old-school charm," Robert Moreira said
"The pasta here is really good," said Mikki Swartz
Throughout the years, Nanni Ristorante has powered through, despite economic downturns, 9/11, Superstorm Sandy and COVID (the restaurant lost 95% of its business during the pandemic)
and I'm here every day to handle that for the customer."
Robert Moreira worries that the longtime staff of Nanni will soon begin to move on from its elegant
With waiters nearing retirement and their dad in the twilight of his career
Christopher — whom he has enlisted to help him preserve the restaurant — have started preparing for a not-too-distant changing of the guard
"My brother and I have been trying to adapt and learn to make sure Nanni will stay exactly the way it is now
even after the current staff leave," Moreira said
have been at the spot since its 1988 beginnings
“We're not just holding this ceremony to celebrate the 35 years we've had; we want to tell everyone we're going to be here for another 35."

Tulfra Real Estate has kicked off a series of improvements at a development site in Rochelle Park
part of a mixed-use project that will revive a former AT&T data facility
said it is currently focused on beautification efforts at the 7.5-acre parcel at 120 West Passaic St
That will include a series of upgrades to an on-site retention pond on the southwest corner of the property
as well as extensive landscaping throughout that will enhance the site for planned residential and retail uses
The developer has already completed a 100,000-square-foot
816-unit self-storage facility at what’s known as Village Center of Rochelle Park
“This significant next stage of development will transform the old retention pond into a public park — a beautiful setting to walk
get inspired and significantly enhance the quality of life for all residents of the community,” said Sonny Jumani
president and partner of Tulfra Real Estate
“We are eagerly looking forward to seeing these renovations come to fruition.”
plans for the retention pond renovation include dredging
aerating the surrounding turf and integrating extensive landscaping designed to beautify the pond and help maintain the integrity of the pond walls
Those steps will manage stormwater to prevent flooding
while also adding to the aesthetics of the property
shrubbery and plants alongside the areas of the property that face West Passaic Street and throughout designated open space between the new apartment complex and Sprout Brook
Its additional plans include 8,000 square feet of build-to-suit retail space and a 160-unit luxury apartment complex
capitalizing on a location across the street from the Westfield Garden State Plaza
immediate access to major highways and proximity to New York City
“We are now actively searching for the right mix of retail tenants that will complement the project,” Jumani said
“There are two pads that offer great visibility to the main road.”
