The City of Rockville has announced it secured key legislative wins during the 2025 Maryland General Assembly session
and support for youth services and municipal governance
Per the City of Rockville: “The City of Rockville secured significant legislative wins during the Maryland General Assembly’s 2025 session
community facilities and transportation safety programs
Rockville received $460,000 in bond initiative funding
including $200,000 to transform the old water tower on Talbott Street into a neighborhood park and $260,000 for renovations and upgrades at the Elwood Smith Community Center
Key transportation safety measures were also passed
House Bill 18 extends the authorization for noise abatement monitoring system pilot programs in Montgomery and Prince George’s counties through June 2028
The bill also ensures data confidentiality with these systems
The city’s ongoing commitment to road safety was further boosted by HB 1173
which allows Montgomery County municipalities
to implement speed monitoring systems on high-risk highways that have been identified by the jurisdiction
The maximum civil penalty remains $40 per violation
Revenue from these systems is required to be reinvested into safety improvements
aligning with Rockville’s Vision Zero Plan
Rockville will be required to evaluate the effectiveness of each camera in reducing vehicle speeds to levels at or below those traveled by 85% of drivers

The bill establishes a maximum penalty that ranges from $50 to $425 for the offense

Municipal governance received a boost from HB 322
which enhances election administration through stronger collaboration between municipalities and the Maryland Board of Elections
Senate Bill 820 increases the maximum fines municipalities can impose for ordinance violations
providing potential new revenue streams and strengthening local enforcement

(7News) — A Tesla vehicle went up in flames while parked inside the Rockville Town Center parking garage on Friday
according to Montgomery County Fire Rescue
The fire and heavy smoke were reported on the fourth level of the garage
which is located at 300 Hungerford Drive in Rockville

The Montgomery County Police Department (MCPD) has arrested and charged a 32-year-old man with theft
and providing false information following incidents at multiple retail locations and a 7-Eleven on Rockville Pike on May 1
“Officers from the 2nd District Station – Central Business District Team have arrested and charged 32-year-old Ceolus Shall
with thefts and vandalism that occurred on Thursday
2nd District officers responded to the 7-Eleven store in the 11500 block of Rockville Pike for an assault
The investigation revealed that the suspect
entered the store and attempted to steal property
Shall threw items at them and kicked the front door twice before running away from the scene
An officer obtained and provided a description of Shall to other officers in the area
officers located Shall near the 7-Eleven store and followed him to the North Bethesda Metro Station in the 5500 block of Marinelli Road
When officers informed Shall that he was under arrest
officers were able to confirm Shall’s identify and determined that he had provided a false name
A search of Shall revealed clothing stolen from the H&M and GAP stores on Grand Park Avenue
Officers contacted the loss prevention personnel at both stores and confirmed that Shall had stolen the clothing earlier that day
Shall was transported to the Montgomery County Central Processing Unit
where he was charged with theft less than $100
obstructing and hindering and failure to truthfully identify
He has been released on a $100 unsecured personal bond.”
A Rockville preschool teacher was arrested April 25 as part of a child predator sting conducted by the Loudoun County Sheriff’s Office (LCSO) in Virginia
who worked at the Bender Jewish Community Center of Greater Washington (Bender JCC) in Rockville
was taken into custody following an internet chat operation carried out during the week of April 21
The operation resulted in charges against eight men
Police said Sherman believed he was communicating with minors under the age of 15 during the operation
He has been charged with using communications systems to facilitate offenses involving children
“Protecting children from online predators is one of our highest priorities, and I commend our investigative team and partners for their diligent efforts in securing these arrests,” LCSO Sheriff Michael Chapman said in a statement
“These disturbing cases underscore the importance of parents actively monitoring what their children do online and on messaging platforms
and teaching them how to stay safe.”
Bender JCC immediately fired Sherman on April 25 after hearing of the arrest, according to a written statement from the school
He is prohibited from returning to Bender JCC in any capacity
“The arrest had no connection to any conduct that took place at Bender JCC,” the school said in the statement
“Sherman had no previous allegations made against him at the time of his hire
the Bender JCC conducted regular background checks and screenings during Michael Sherman’s employment that did not yield any prior misconduct.”

a pre-school teacher from Rockville was among eight men arrested by The Loudoun County Sheriff’s Office (LCSO)
in collaboration with the Northern Virginia Washington DC Internet Crimes Against Children Task Force (NOVA-DC ICAC)
after concluding an internet chat operation during the week of April 21
2025 that resulted in detectives obtaining charges on eight adult males who were trying to use the internet to exploit children in Loudoun County
According to a FOX 5 report
Sherman worked in several positions at the Bender JCC Rockville community center and was more recently a pre-school teacher
The Bender JCC immediately terminated his employment on the day of the arrest and notified parents about it
The sheriff’s office shared that the adult males believed they were communicating with minors under the age of 15 on a variety of chat and social media platforms
Seven are in custody at the Loudoun County Adult Detention Center on no bond; one (Sherman) was taken to the Montgomery County Detention Center
FOX 5 also stated that in a written statement
“Michael Sherman had no previous allegations made against him at the time of his hire
the Bender JCC conducted regular background checks and screenings during Michael Sherman’s employment that did not yield prior misconduct.” They went on to say
“Bender JCC is fully committed to providing a safe environment for children and youth and has had an ongoing partnership with the Center for Hope of Lifebridge Health
which provides regular staff training and review of its child protection policies.”

A traffic stop on I-495 turned deadly when a driver jumped out of his car and was struck by oncoming traffic
an officer attempted to pull over a driver heading north on the interstate near Annapolis Road for a traffic violation

The City of Rockville will hold community engagement sessions on May 28
and June 3 to gather feedback on plans for the historic King Farm Farmstead Park
helping refine potential uses for the 7-acre site
Per the news release: “Rockville continues to seek community input on plans for historic King Farm Farmstead Park
scheduling a new round of public engagement sessions aimed at refining potential uses for the property
Upcoming community filtering sessions will allow residents to review and provide feedback on preliminary concepts derived from earlier public input
at Saddle Ridge Community Center at King Farm
All sessions will be held from 6:30-8:30 p.m
King Farm Farmstead Park is a 7-acre historic site at 1101 Grand Champion Drive
The city designated the site a historic district in 2006
incorporating it into Rockville’s park system
These filtering sessions follow a series of community visioning meetings conducted earlier in the spring
along with survey results and extensive prior studies
will inform recommendations presented to the Rockville Mayor and Council for the property’s master plan

Montgomery County Fire and Rescue Services (MCFRS) responded to an electric vehicle fire on Friday in Parking Garage A at Rockville Town Square, located at 300 Hungerford Drive near Beall Avenue, temporarily shutting down traffic at the intersection.
According to MCFRS spokesperson Pete Piringer
the fire occurred on the fourth level of the garage and involved a single vehicle
Fire investigators determined the cause to be accidental and electrical in nature
though not related to the vehicle’s battery

The Montgomery County Police Department (MCPD) arrested a woman after she allegedly attempted to breach a closed race route during the Pikes Peek race on April 27
driving toward a crowd of runners and leading officers on a pursuit before being arrested and charged with first-degree assault and disorderly conduct
Montgomery County 1st District officers responded to the intersection of Sommerville Drive and Redland Road after receiving a report of a Jeep Wrangler driving toward a crowd of runners assembled between Metro Access Road and Crabbs Branch Road
attempted to drive through the closed intersection of Redland Road and Frederick Road
An officer directed Gangloff to turn right onto southbound Frederick Road
she drove through traffic cones and into the parking lot of a nearby 7-Eleven
Gangloff left the gas station parking lot and continued northbound on Frederick Road at a high rate of speed
An officer positioned himself in front of the Jeep and signaled for Gangloff to stop
the officer moved out of the way for his safety
Gangloff then turned right onto Metro Access Road
and subsequently turned left onto Redland Road
strategically positioned his cruiser in front of Gangloff’s Jeep and braked
Gangloff refused to get out of the vehicle
leading officers to break the driver’s side window to remove her from the jeep
A subsequent search of the vehicle recovered a magazine containing five 9mm rounds
Gangloff was taken into custody and transported to the Montgomery County Central Processing Unit
She is charged with first-degree assault and disorderly conduct and is currently being held without bond
No officers or bystanders were injured during this incident.”
The City of Rockville is reminding residents that a Montgomery County ban on gas-powered leaf blowers and vacuums takes effect Tuesday
with $100 electric blower rebates available to help residents and businesses comply
Per the City of Rockville: “A ban on the use of gas-powered leaf blowers and vacuums in Montgomery County takes effect Tuesday
July 1 and applies in the City of Rockville
The ban seeks to address the environmental
noise and health concerns related to gas-powered leaf blowers and leaf vacuums
It aims to reduce harmful air emissions and continued reliance on fossil fuels
and to lessen health impacts that contribute to hearing loss
The ban on sales of gas-powered blowers and vacuums took effect last July
To help residents and businesses comply with the law
a limited number of rebates for purchasing electric leaf blowers will be available from Montgomery County
Residents are eligible for one $100 rebate
Applications for the rebates will open July 1

The Supreme Court’s 2024 Purdue decision1 held that the Bankruptcy Code does not authorize a release and injunction under a Chapter 11 plan of claims against a non-debtor
even if they relate to claims against or by the debtor
continue to see the merits of a collective resolution of such issues
because non-debtor third parties may have an incentive
for a comprehensive resolution of overlapping claims against them by the debtor and third parties than they would in a piecemeal process
The recent Chapter 11 case of the Roman Catholic Diocese of Rockville Centre illustrates how sophisticated parties may maximize the benefits of a collective resolution of claims when
a completely collective approach to claims against non-debtors cannot be forced on holdouts
the distinction between the debtor’s claims against such third partes
which can be settled in the bankruptcy case over holdouts’ objections
and true non-debtor claims against such parties
On December 4, 2024, Chief Bankruptcy Judge Martin Glenn of the U.S. Bankruptcy Court for the Southern District of New York confirmed the Roman Catholic Diocese of Rockville Centre, New York’s (Diocese) innovative Chapter 11 plan (Plan).2 The Plan broadly resolves and discharges all childhood sexual abuse claims against the Diocese and its affiliate parishes
which filed separate Chapter 11 cases shortly before confirmation of the Plan
as well as resolves competing claims to insurance
by channeling those claims to a trust that will make approximately $323 million available to abuse claimants
which is the eighth largest in the United States and affiliated with 136 parishes in Suffolk and Nassau counties on Long Island
seeking to achieve a comprehensive settlement with hundreds of abuse survivors
were responsible for abuse claims along with the Diocese and also claimed coverage under the Diocese’s insurance policies
the parishes did not originally file for bankruptcy relief
but they were prepared to negotiate and contribute to the settlement in exchange for obtaining a release through a Chapter 11 plan
as well as to release their claims to insurance in return for a settlement payment by the insurers to the tort claimants
Although the insurers raised defenses under their policies
they also were open to a collective resolution of coverage issues under a plan
but were reluctant to agree to a non-comprehensive settlement
protracted and further delayed pending the Purdue appellate process
so much so that the Diocese eventually raised the prospect of dismissing its case
directing the parties to a “last chance” mediation while noting the very personal effects of further delay on the survivors
That mediation resulted in an economic settlement among the Diocese
it did so with two post-Purdue concepts that fostered a collective resolution
not only the Diocese but also the parishes received a Chapter 11 discharge of the abuse claims
again as part of the mediated comprehensive settlement
parishes and abuse claimants negotiated and implemented the following resolution of their claims against the insurers under which the insurers bought back their insurance policies for approximately $88 million
with that amount to be contributed to the abuse claimant trust under the Plan
The Plan at that point was confirmed without objection
The combination of the insurance buyback and “abbreviated Chapter 11” bankruptcy process for the affiliate parishes achieved in Rockville Centre
provides a possible framework for resolving other mass tort cases after Purdue

consistent with section 1126(b) of the Bankruptcy Code
contemplate conditional approval of a disclosure statement and voting on a prepackaged Chapter 11 plan before the bankruptcy filing date
and thus the parishes filed for Chapter 11 relief knowing the outcome of the balloting on the joint Plan
which had taken place within the time contemplated by the Bankruptcy Rules for voting

tell 7News that prices have gotten out of control — and it's driving people out of the community

"The neighbors that I’m surrounded by are quite different than the neighbors that I had two years ago..
watching them get evicted in many cases."

"I am concerned about what this means for diversity in the area," Adams said
"This is one of my biggest concerns as someone who has seen minority communities get pushed out because of high rent prices."
"The city council of Rockville desperately needs to consider and pass this legislation," Samms said

Here are answers to some frequently asked questions on the event’s website:
Advanced reserved parking will be available for weekend or daily purchase in both the General Parking in Lot 6 and the Premium Parking located inside the track on the Speedway’s backstretch
Advanced sales will end two weeks prior to the event to ensure on-time shipping of the vehicle hangtag which will be required for entry into the parking lots
The hangtag will include directions to the parking areas associated with the pass
Advance 4-day general and premium parking passes are both sold-out already on the festival website. Cost for advance single-day parking passes is $45 for general, $65 for premium. Those passes are available online at welcometorockville.com
Fans with General and Premium Parking will enter the festival at the Speedway’s Turn 2 entrance
Parking passes also may be purchased on show days at the event
There is designated ADA parking in both the General and Premium parking lots
Vehicles will need both their advanced purchase parking pass along with a valid government issued ADA placard or license plate to park in these designated areas
overnight parking outside of the event’s designated campgrounds is not permitted
All vehicles must exit the parking lots or will be towed if left overnight

(7News) — A truck reportedly backed over and struck two pedestrians in Rockville
according to Montgomery County Fire and Rescue Public Information Officer Pete Piringer
The incident happened on Dover Road near North Horner Lane
The injured pedestrians are currently being evaluated for their traumatic injuries
They are expected to be taken to the hospital
Construction is underway at the new Silver Branch Brewing Company Rockville Beerworks location
We reported last year that the downtown Silver Spring-based brewery announced its intention to expand in Montgomery County and would seek public investment to enhance its offerings and relocate brewing facilities to the former True Respite Brewing Company site at 7301 Calhoun Place

Silver Branch’s downtown Silver Spring brewery reached total capacity within a year of opening in 2019. It had previously announced plans to merge with Old Ox Brewing in April 2022
but the two breweries called off the merger three months later
Along with the Rockville Beerworks expansion
Layke and Robison plan to use the funding to expand distribution to Virginia and Delaware
and launch a Mosaic Pizza Truck and Silver Branch Bierwagon
After moving the brewing equipment to the former True Respite facility
the downtown Silver Spring and Warrenton locations would be expanded with a full Mosaic Pizza kitchen co-located with each of Silver Branch’s taproom locations
They plan to launch a beer and food delivery service and convert the space occupied by the brewing equipment at the downtown Silver Spring location into an event space overlooking Colesville Road
“Silver Branch has been capacity-limited for over two years,” according to the brewery’s Honeycomb Credit listing
“We have needed more space to brew so we can meet the demand of Silver Branch beer in wholesale
and we have needed more space to build a kitchen in Silver Spring so we can meet the demand for private events and a more diverse menu for groups and family dining.”

The City of Rockville is considering annexing 107.9 acres near the Shady Grove Metro Station to expand city boundaries and support transit-oriented development
A public hearing is scheduled for March 26
with final consideration by the Mayor and Council tentatively set for July 7
Per the City of Rockville: “The City of Rockville is advancing a proposal to annex 107.9 acres of land near the Shady Grove Metro Station
Rockville’s Planning Commission is scheduled to hold a public hearing during its Wednesday
the proposal would expand city boundaries and support transit-oriented development
which includes property owned by the Washington Metropolitan Area Transit Authority and CSX Transportation
was introduced by the Mayor and Council on Oct
Final consideration by the Mayor and Council is tentatively scheduled for their Monday
located east of Frederick Road (MD 355) and north of Redland Road
is within Rockville’s Maximum Expansion Limits
as identified in the city’s 2021 comprehensive plan
the city would assume responsibility for public safety and other public services for the area
while WMATA would continue operating the Metro station and related transit services
Annexation of the site aligns with Rockville’s long-term vision for growth and development
planned bus rapid transit and walkable development potential
the area represents a key opportunity for economic expansion and improved connectivity
Rockville officials are working closely with Montgomery County
