Khan Suri has not been accused of any crimes but is currently in custody over allegations of “spreading Hamas propaganda.” District Judge Patricia Giles didn’t reach a ruling on the federal government’s request but asked for counsel on both sides to provide her with more information over the next few days The judge raised concerns that if she agrees to dismiss the case in Virginia this would void a court order keeping Khan Suri in the country until his case is resolved She appeared unconvinced when Justice Department attorney David Byerley assured her that Immigration and Customs Enforcement told his team that it doesn’t plan to deport Khan Suri immediately “I don’t know that I’m going to rely on that drawing chuckles from the jam-packed courtroom Among those present was Beyer — a lawmaker who has spoken out against Khan Suri’s detainment since it became public despite ongoing friction with many of the Georgetown scholar’s most vocal supporters Also present were dozens of protesters who filled the courtroom’s benches and occupied the courtyard at 401 Courthouse Square throughout the afternoon hearing In a press conference surrounded by supporters Khan Suri’s legal team described the postdoctoral fellow as a “political prisoner” whose case has deep implications for the rights to freedom of speech and freedom of association — both for immigrants and for all U.S “We need to understand that we are a country that has political prisoners,” attorney Hassan Ahmad said and all of us need to stand together and fight against this tyranny.” In a social media post yesterday Arlington’s Democrat congressman accused the Trump administration of attempting “to instill fear on college campuses and clamp down on the freedom of speech.” Suri is deeply wrong and contrary to American values and he should be released,” Beyer wrote “I will continue to speak up about his case as courts consider it in the days ahead.” In between chatting with some protesters during a court recess Beyer told ARLnow that he sees this as a case of an Arlington man being “kidnapped” by plainclothes ICE agents because of a family member’s political ties “Particularly upsetting for me is that ICE is not alleging that he’s done anything wrong,” Beyer said worked as a political advisor to the prime minister of Gaza from 2006 to 2010 Shortly before yesterday’s hearing, Beyer introduced legislation which would require all immigration enforcement officers to display “bold and visible identification during a time of action.” I have been dismayed by the recent cases where unidentified ICE Agents have been documented picking people up off the street or from their homes,” he said in a press release today “The lack of identification can create dangerous situations and contribute to a climate of fear It undermines the public’s trust in law enforcement and is reminiscent of police states.” Beyer told ARLnow that finding enough votes for legislation like this is difficult but he eventually hopes to find support from across the aisle he sees pressure from the public and legal challenges like Khan Suri’s case as essential tools for reining in Trump’s power “We have to fight back. We have to resist,” Beyer said in a video statement after yesterday’s hearing “I’ll be doing everything I can to help Dr and I encourage each one of us to do all that we can to tell these stories to help educate the American people about what’s happening Despite his public statements in support of the Georgetown adjunct professor Beyer has faced criticism from Khan Suri supporters who argue that the congressman’s stances on immigration enforcement and the war in Gaza don’t go far enough protesters pressed Beyer to call Israel’s actions in Gaza a “genocide” and visit the ICE detention center in Farmville “You have the power to call it out,” a protester said of the deaths in Gaza “There are legislators who are trying to do something about it and if you just stand by and make wishy-washy statements this genocide will continue to happen at your hands.” In response, Beyer said he was one of the first lawmakers to call for a ceasefire in December 2023 and he has voted against military funding for Israel He called Israel’s actions “a tragedy” and “ethnic cleansing” but not a genocide Beyer also said he has been trying to pay a visit to Farmville Detention Center but hasn’t yet been successful In the protest and press conference immediately after yesterday’s hearing activists noted the lawmaker’s absence said at the press conference that her husband’s arrest has taken a major toll on her three children in Rosslyn who haven’t seen their father in person in 44 days he continues to wear a red uniform reserved for detainees classified as “high security,” she said Saleh said she sees irony in such treatment for a student with a Ph.D “The Trump administration says that he is a threat to the foreign policy of the United States,” she said this is the most ridiculous thing I have ever heard Badar is a man of peace who loves peace and studied peace He is a scholar who loves his books and teaching.” Khan Suri is one of several pro-Palestinian immigrants recently detained over alleged “adverse foreign policy consequences for the United States.” Unlike other detainees like Mahmoud Khalil or Mohsen Mahdawi, who was released on bail earlier this week although he had posted in support of Palestine a handful of times on social media the Department of Homeland Security has cited its authority to deport non-citizens whose “presence or activities … would have serious adverse foreign policy consequences for the United States.” “Suri — a non-immigrant visitor present in the country for just about two years — has limited rights under the First Amendment in this context,” federal lawyers wrote in a filing last month “The Government has lawful bases for seeking removal And the Court should not second-guess the government’s discretionary determinations about foreign policy matters.” are leaning on arguments based on rights to free speech They have said the Trump administration’s interpretation of “adverse foreign policy consequences” is “arbitrary and capricious The court didn’t take on any of these arguments yesterday the hearing focused on whether the Eastern District of Virginia is an appropriate venue for Khan Suri’s case attorneys said that Khan Suri’s attorneys filed his suit in Virginia after he was already taken out of state They argued that filing his case in Texas is “relatively straightforward application of well-settled law.” The Trump administration said it quickly moved Khan Suri from Farmville Detention Center to a detention center in Louisiana seemed skeptical of the government’s overcrowding claim She asked the government to provide details about the number of open beds in Farmville at the time of Khan Suri’s arrest as well as the number of people who’ve been transferred because of overcrowding Khan Suri’s attorneys from the American Civil Liberties Union told the judge that once in Texas Khan Suri slept on the floor of an overcrowded detention center for at the least the first few weeks His legal team said the real reason he was moved to Texas was to bring the case before a more conservative judge Attorney Vishal Agraharkar accused the government of what’s often called “forum shopping.” federal district courts in Texas and western Louisiana are dominated by Republican-appointed judges appeals of such cases go to the reliably conservative 5th U.S The 5th Circuit is one of 13 federal appellate courts around the nation and has 17 full-time judges Twelve were appointed by Republican presidents including six by former President Donald Trump Ahmad echoed Agraharkar’s arguments in the press conference after the hearing “There is a reason why the detention facilities exist there,” he said “This kind of rigged game has to stop.” ARLINGTON, Va. – The 2024 Rosslyn Jazz Fest will take place in Gateway according to the agency’s crime data hub The BID says the new program builds on existing efforts that support the neighborhood’s relatively low crime rate “We have been very intentional and proactive about our approach to public safety and our overall clean and safe operations,” said Victor Carcamo the BID’s vice president of operations and public safety “Our partnership with Block by Block allows us to go beyond basic cleaning and security services By cross training our Ambassadors and Safety Rangers we are creating a consistent layer of hospitality and service to the Rosslyn community.” The Rosslyn Business Improvement District (BID) is strengthening its commitment to a clean and welcoming neighborhood with the launch of the Rosslyn Safety Rangers a dedicated security presence in the district Through its long-standing partnership with Block by Block the Rosslyn BID is introducing these Safety Rangers as a specialized complement to its existing Ambassador program The Rosslyn BID and Block by Block first partnered in 2007 to launch the Ambassador program offering Rosslyn hospitality and maintenance services that improve the downtown experience The Safety Rangers represent a strategic expansion offering a cross-trained team who provide comprehensive security and customer service throughout the district This unique approach goes beyond traditional security services combining trained intervention with a welcoming By integrating the Safety Rangers into the operations team the Rosslyn BID is taking a proactive and holistic approach to public safety This ensures that every interaction contributes to a consistent high quality community experience while supporting residents and public spaces—and keeping Rosslyn one of the safest neighborhoods in Arlington County “The Rosslyn BID is committed to clean safe and welcoming at every corner,” said Mary-Claire Burick “A well-cared-for neighborhood is a thriving neighborhood—and we believe that’s key to a high quality of life By taking a holistic approach to our operations and public safety program and adding a layer of security through our partnership with Block by Block we aim to provide a seamless experience in the neighborhood that ensures peace of mind and keeps Rosslyn a welcoming destination for all.” The Rosslyn Safety Rangers will play a key role in community engagement providing It has continued the national debate about the intersection of free speech and immigration, which started with the arrest of a pro-Palestinian Columbia graduate student More on the latest arrest, below, from the Associated Press A Georgetown University researcher who is married to a Palestinian American was detained by immigration agents who told him his visa had been revoked prompting another high-profile legal fight over deportation proceedings against foreign-born visa holders authorized to live in the U.S a postdoctoral scholar at Georgetown University and citizen of India was arrested Monday night outside of his Virginia home by officers who identified themselves as Department of Homeland Security agents according to a legal filing by Suri’s lawyer wrote in a court filing that Suri was targeted because of his wife’s “identity as a Palestinian and her constitutionally protected speech.” “have long been doxxed and smeared,” the court filing stated Critics have published Saleh’s photograph online along with information that includes her former employment with Al Jazeera and her birthplace in Gaza City “as support for her alleged ties with Hamas.” Rep. Don Beyer (D-Va.), who previously called for the release of the Columbia student released a pointed statement “after his constituent Georgetown postdoctoral fellow Badar Khan Suri The Trump administration “has punished speech with frightening most of us would not hesitate to call ‘authoritarianism,’” Beyer said Badar Khan Suri’s detention is a clear violation of his constitutional rights Suri is here lawfully and is not accused of a crime yet he was surrounded outside the Northern Virginia home where he lives with his wife – an American citizen – and their children arrested by masked authorities without explanation The ‘justification’ given for these violations of Mr Suri’s right to due process is another violation of the Constitution: a blatant attack on the First Amendment Suri and his family are unfortunately the latest victim of President Trump’s assault on the freedom of speech Trump has made no effort to disguise the fact that the arrests of academics like Suri and Mahmoud Khalil is intended to have a chilling effect and discourage the free expression of political views which Trump dislikes the administration has punished speech with frightening most of us would not hesitate to call ‘authoritarianism.’ It is authoritarianism and while some will find false consolation in their own disagreements with the views expressed by those detained the truth is that the horrifying precedent established by these cases may lead to the persecution of other individuals and groups with unforeseen consequences given the administration’s track record of attempting to deny constitutional rights in ways that are difficult to undo before judicial remedies can be provided the administration must stop its assault on the Bill of Rights and until it does all reasonable people who claim to defend the Constitution must oppose what is happening to Badar Khan Suri Late Thursday afternoon, a federal judge in Alexandria ordered that Badar Khan Suri not be removed from the U.S. A major redevelopment project next to Gateway Park is receiving largely positive feedback from local leaders despite some concerns about pedestrian safety and vehicle access The SPRC meeting was the first step of a process that is expected to put the proposal in front of the Arlington County Board The proposed density drew little concern among SPRC members and the plan for a primarily residential project won support some debate focused on transportation issues which are slated for more extensive discussion when the panel reconvenes in early May the proposed design mainly received positive reviews it feels like a very cool project,” said Daniel Weir a Planning Commission member tapped to lead the SPRC The committee is composed of members of county advisory bodies along with residents living in the area representing the Forestry & Natural Resources Commission “I like the architecture,” he said of the trio of buildings that would rise as much as 300 feet above the five-story communal podium that each would sit on with the entire project having a floor-area ratio (FAR) of 9.71 FAR measures the total interior space of buildings divided by the square footage of the ground they sit on Projects in Rosslyn can go up to a maximum of 10 FAR However, Mike Doyle, founder of Arlington Families for Safe Streets chair of the North Highlands Civic Association’s planning/zoning committee opposed the planned removal of an above-ground walkway over eastbound Langston Blvd between N The North Highlands neighborhood is located immediately north of Rosslyn’s core Residents wanting to get to the Metro station parks or other amenities face major risks crossing at-grade intersections “The danger … is real and palpable,” he said “I know of someone who died within a block of this site.” Both Roberts and Doyle called for retaining all above-ground pedestrian/pedestrian overpasses ringing the site “We strongly urge a reconsideration,” said Doyle who founded his advocacy organization after himself being hit “I know what it’s like for a driver in an SUV to crash into you,” he said Once heralded as forward-thinking design as Rosslyn urbanized in the latter third of the 20th century, pedestrian/bicyclist overpasses have largely fallen out of favor with county planners While residents from North Highlands turned up in support of above-the-ground options for pedestrians and bicyclists, the North Rosslyn Civic Association stands in opposition said there are other ways to improve safety “I think proper design can address their fears,” he told ARLnow While a May 1 SPRC meeting will focus more thoroughly on transportation and related safety issues concerns also arose about whether the road layout around the site will allow buses and other large vehicles to make turns The One Rosslyn proposal is on the same parcel that, in 2012, was slated to be turned into a mixed-use property featuring residential That project never got beyond the planning stage a senior development associate at Penzance said the current proposal benefits from “a highly experienced design team to bring this project to life.” To move forward on the project and its roughly 850 apartment and condominium units will require amendments to the parcel’s previously approved site plans Among the issues still in flux is whether committed-affordable housing will be on site If the One Rosslyn development plan wins approval it will join an array of projects that are expected to bring about 5,500 additional residents to the Rosslyn area in the next five years A 2.1M SF portfolio of Rosslyn office buildings changed hands in recent weeks after Monday Properties defaulted on its loans and the new owner has now secured an extension to pay off the properties' huge Morningstar says Beacon made a "substantial equity contribution." The loan's interest rate was also modified with the extension with half of that to be paid regularly and the other half accruing A Beacon Capital spokesperson declined to comment on the loan extension The seven properties were previously owned by Monday Properties, a longtime dominant property owner in the area. Monday went into default on its loans — the $691M senior loan and a $150M mezzanine loan — when it missed payments ahead of a June 2023 maturity But earlier this month, the Washington Business Journal reported that Monday Properties and its equity partner, Goldman Sachs lost the portfolio in December and that Beacon Capital Partners is the new owner Morningstar Credit Head of CRE Analytics David Putro told Bisnow that the mezzanine loan was sold last year which could have been used to take control of the properties via an ownership entity foreclosure rather than a deed transfer "I assume the mezz is gone at this point," Putro wrote in an email "So if Beacon bought the mezz loan that was in default they effectively became the borrower on the senior loan and took control of the properties by foreclosing on the mezz loan." Monday told the WBJ that the loss "reflects the broader challenges currently facing the real estate sector due to the difficult conditions in the capital markets" and "does not impact the rest of our diverse portfolio of office and multifamily properties." the office buildings in the portfolio are 1000 The portfolio was last appraised in January 2024 at $682.7M down from $1.1B when the debt was issued and well below the value of the mortgage You are subscribed to the Bisnow Washington or click here to copy link to clipboard We will email you a link to reset your password Upcoming regulations in the European Union require us to show this pop-up and ask you to agree to keep using Bisnow.com We want to take 15 seconds to tell you what's going on: A dispute over obstructed views from multimillion-dollar condos in Rosslyn has left some officials up in arms and homeowners threatening a lawsuit County-government staff last month received multiple tongue-lashings from members of the Board of Zoning Appeals (BZA) over their handling of a 2023 zoning matter at The Waterview condo building in Rosslyn However, BZA members ultimately determined they had no authority to give aggrieved residents at the Waterview condominium more than words of sympathy for their plight homeowners are considering heading to court over world-class views now partially blocked by rooftop telecommunications equipment Theodore and Georgene Boll purchased a 25th-floor condominium unit in the 31-story Waterview building at 1111 19th Street N they were able to enjoy glorious views of the national monuments and Potomac River a large telecommunications-equipment box atop the adjacent Potomac Tower office building at 1001 19th Street N “We were completely blindsided by these installations. We received no advance notice whatsoever,” Theodore Boll said at the Feb.19 BZA meeting “Dealing with the county has been arduous and slow.” and others in the building whose views have been compromised have the backing of Waterview’s condominium board in the dispute with the county government and we feel we have been compromised — and it doesn’t feel very good,” said Jim Matthews Their complaint was not entirely with the telecommunications box itself It was with limits to public outreach and the fact that the County Board’s action allowed the equipment to rise nearly nine feet higher than allowed in the county’s zoning code “It was illegal from the beginning,” said Gifford Hampshire a land-use attorney representing the Bolls “A county cannot violate its own ordinance.” That was not the view of the county government’s zoning administrator they argued that the county’s site-plan amendment for the site in June 2023 trumped other portions of the zoning code the 31.9-foot-tall equipment is legal even though the zoning code’s limit is 23 feet County officials argued that BZA members had no jurisdiction to compel the zoning administrator to rule on whether the telecommunications equipment BZA members ultimately concluded they had no jurisdiction to rule on the matter several BZA members expressed frustration over how county officials handled the matter The whole issue “looks like a serious failure of the public process,” said BZA member Inta Malis telling the Bolls she was “sorry for what has happened.” “Things were not handled well,” added BZA member Carol McCoskrie Residents of Waterview say they were not provided notice of the June 2023 public hearing which like most county-government advertising was placed in the Washington Times “To think we’re going to read the Washington Times Joseph Ventrone, president of the North Rosslyn Civic Association alleged that the county’s lack of transparency represented “serious misjudgment” and “a disregard for the concerns of the community.” “The neighbors were deprived of the opportunity to voice their views,” Ventrone told BZA members anyone wishing to challenge the June 2023 County Board action had 30 days after it occurred to file their objections with the Circuit Court without many Waterview residents knowing about the Board’s action “It really makes us suspect,” Matthews said “The issue is bigger than cell towers It really is about justice and fairness.” An attorney representing zoning officials acknowledged that only the “bare minimum” required under state law was done to communicate the matter with the public contends that limited outreach was a major failing of the planning process “How was somebody supposed to know to appeal to Circuit Court in 30 days if they have no notice?” he asked “This has all the indications of being designed so that members of the public wouldn’t know about it and wouldn’t raise a stink about it.” It’s very disturbing that something like this could happen,” member Judy Freshman said “I’m troubled by the fact I can’t see where the remedy is for the people who have been damaged.” Three of five current County Board members were elected to office after the 2023 zoning action was taken Freshman suggested it might be best for County Board members to revisit the issue Speaking on behalf of the Arlington County Board spokesperson David Barrera cited a policy against Board members commenting on BZA matters when contacted with questions A county staff report for the June 2023 meeting noted that placards were placed in various
