A man faces a first-degree murder charge after he and another man were injured in a Roxboro shooting early Saturday morning.
Jadiya Sanford was also charged with attempted first-degree murder and held without bond.
Woods is in stable condition after the shooting, police said.
Seven people are in the hospital, including a 16-year-old in critical condition, after a police chase Thursday afternoon in Roxboro.
According to police, 18-year-old Jamere Jones, of Roxboro, stole a 1999 Buick around 4 p.m. Thursday from a business on Leasburg Road.
Police attempted to block the car in a business parking lot to prevent the driver from fleeing, but they were unsuccessful.
Speeds during the pursuit exceeded 60 mph in a 20-mph zone. Police said Jones ran a red light at the intersection of South Main Street and Madison Boulevard, causing the stolen car to be struck by a truck and two other vehicles.
The crash entrapped Jones and two 16-year-old passengers.
Emergency crews had to extricate one of the 16-year-old passengers. Five people were transported the hospital with minor injuries. Jones was taken to the hospital with serious injuries but is in stable condition.
Jones fractured his pelvis, according to his family.
Janet Richmond, Jones' aunt, spoke with WRAL News on Friday.
"As of right now, he's stable," Richmond said of Jones. "He's talking. He's going to have to undergo some surgery."
One of the 16-year-old passengers in the stolen car driven by Jones was airlifted to the hospital, where the teen remains in critical condition with life-threatening injuries.
"I'm not sure why he fleeted from the police," Richmond said of Jones.
Roxboro police charged Jones with felony possession of a stolen vehicle and felony speed to elude arrest. Additional charges for Jones are expected.
On Friday, WRAL News spoke with Samantha Carr, the woman whose Buick was stolen.
"I looked out the window and saw my car backing up," Carr said.
"I just pray to God that he'll lift them up," Carr said. "And, it hurts my heart because the families ... I'm a mom and I get how hard it is to raise kids, and right here at Christmas, I can't imagine what the families are going through, and it just be nice if people would pray for their family because they need it."
Carr said she has no ill will towards Jones or the other teens in the car.
"I cried because I thought about, what if that was my kids?" Carr said. "I just want to hug the mom and dad so bad and apologize that happened.
"That shouldn’t happen. They are just kids."
Richmond and Carr said they hope Thursday's incident is a turning point in their young lives.
"Take this as a life lesson," Richmond said. "Learn."
Roxboro police requested the North Carolina State Highway Patrol to investigate the crash scene. Details of the crash remain under investigation.

The trail would be 26 miles long and follow an old CSX railroad
Several groups are involved in the planning

North Carolina Department of Transportation and East Coast Greenway Alliance are organizing the project.
“We want to support and promote active ways to get around and to recreate
like bicycling and walking,” said Brooke Roper
“We want to honor and tell the story of this area's rich history.”
“This area is underserved by bicycle and pedestrian connections and kind of transportation,” added Andrew Meeker with East Coast Greenway Alliance
it's hard for people who live in this area
who may be transportation disadvantaged and may not have access to a car to be able to access downtown Durham and other parts of the city
So this would be a direct connection from the neighborhoods along the corridor into downtown Durham.”
The trail is still several years away from becoming a reality.
Organizers are asking for public feedback through an online survey, which can be found here. Public workshops are also slated for Feb. 4, 5, 19 and 20.

residents along Roxboro and Mangum are finally seeing progress on a long-term goal: Conversion of the busy roads to two-way streets
In a March 3 meeting the City Council approved hiring a consultant, at a cost of $498,500
to begin design work on converting the two streets
“We’ve decided that we want this to be a two-way street
We’ve gotten some good feedback from NCDOT that they’re willing to work with us on this,” said city Director of Transportation Sean Egan
The vote came after the N.C. Department of Transportation (NCDOT) okayed the initial design work, according to a city memo
Roxboro and Mangum are state-owned streets
a fact that has slowed the conversion process
While it has okayed the initial design phase
NCDOT must still approve the entire project
“We’ve got a little bit of work to do to make the case and get that final approval from the state DOT,” Egan said
“But they’ve been very collaborative in working with us through this process.”
“We want to make sure that all of their questions and concerns are addressed
But we’re moving forward with the design.”
The transportation department has requested city funding to complete the design process
implementation of the two-way street conversion could take place in 2027-2028
Bike Durham Director John Tallmadge is both “pleased and encouraged that the city is moving forward with the design for the two-way conversion.”
he has some reservations about the project’s momentum
“We’re concerned at the pace that this is going,” Tallmadge said
“It took a long time for them to get to this stage because of some delay in NCDOT’s response to all the information that the City provided
and then just the slow working of the city government.” Tallmadge also represents Safe Streets Durham

Both Tallmadge and Egan see the Roxboro and Mangum conversions as a crucial part of Vision Zero

Early this morning, a crash on North Roxboro Street killed two people and sent four to the hospital — one with life-threatening injuries —according to WRAL
Authorities identified speed as a potential factor in the deadly crash
Chris Perelstein, who runs the X account @RecklessRoxboro, set up a speed detection camera on his rooftop aimed at Roxboro in July
The system automatically tweets to his X account when a car drives over 62 mph
he caught people driving up to 101 mph on his 35 mph road
Perelstein said he feels cautiously optimistic about the road ahead
“The fact that we’ve gone from just doing the feasibility study and the traffic analysis to doing actual design work is fantastic,” Perelstein said
I think I have a lot of heartburn in general about how things are going,” he said
“I think there’s a lot of ways it can get derailed.”
Converting portions of the streets to two-way was first recommended in a 2020 city study
Roxboro and Mangum are among many state-owned Durham streets
The city’s oldest and most heavily trafficked streets tend to be state-owned
Funds for completing design work on the project are under consideration for next year’s city budget
A public hearing on the budget is set for the City Council meeting on March 17
“We’re gonna stay on this and make sure that they continue to move all the way through to completion of the project,” Tallmadge said
Perelstein says Roxboro and Mangum project has important implications for other high-traffic streets in Durham
“I also think this is gonna have cascading effects for a lot of different projects that we really need to do throughout Durham…,” Perelstein said
“And if we can kind of set a new tone for how we deal with these streets now with Roxboro
I think that helps with these future streets.”

2,462 megawatt (MW) coal-fired steam turbine electricity generating station in Person County
The plant was built in 1966 on the nearly 7,000 acres DEP owns on Hyco Lake
The lake was built to serve as a cooling reservoir for the coal plant
It is one of the largest power plants in the United States
but it does not operate at full capacity any longer
The graph below shows how the usage of each of the four units has declined since 2010
the plant has not been a reliable asset recently
the failure of a coal conveyor belt caused a loss of 685 MW from Units 1 and 2
Many fossil coal and gas units failed during Winter Storm Elliott
but the Roxboro plant was the largest plant failure in the Duke system
Also on the DEP property is a large substation with 230 kV transmission lines that carry electricity south further into North Carolina and north into Virginia and into the organized wholesale electricity market called PJM
230 kV lines are the second largest in size and capacity (after 500 kV lines)
is less than 1.5 miles from the emissions stacks of the coal plant
The stacks are visible from the school (see image below)
DEP is proposing to retire Units 1 and 4 (the oldest unit and the youngest unit
totaling 1,091 MW and shown as the yellow and red lines in the graph above) and replace them with a 1,360 MW combined cycle gas plant to be built on an adjacent part of DEP’s Hyco Lake property
Duke plans for the gas plant to be completed in late 2028
before the coal units would be retired and dismantled in early 2029
Duke also plans for a second 1,360 combined cycle gas plant to be built to replace Units 2 and 3
with this second plant becoming operational in 2030
the second plant is not part of this CPCN application
The plant lifetime is estimated to be 35 years (so until 2063)
The estimated cost is confidential right now, but we estimate it would cost around $1.96 billion (source: SACE calculations using the National Renewable Energy Lab’s Annual Technology Baseline)
the Company notes that it has firm gas supply agreements for less than half of the peak demand (or peak burn) of its existing fleet
The Company states “(A)ny new CC generation will necessitate the need for additional interstate FT to support those units’ burn requirements.” So in addition to the T15
Duke has contracted for additional firm gas supply from both the proposed Mountain Valley Pipeline Southgate project and from a proposed Williams Transco expansion project called the Transco Southeast Supply Enhancement
Both of these proposed pipeline projects fall under the jurisdiction of the Federal Energy Regulatory Commission (FERC)
and neither of these projects have completed the approval process or started construction
Burning fossil gas (also known as methane) to produce electricity emits less carbon dioxide and other air pollutants like mercury than coal
Even the most efficient combined cycle plants still emit NOx
and many other localized pollutants into the air
They emit the most when they are ramping (turning the burning of gas up and down) and when they are running on fuel oil instead of gas
The estimated emissions from the gas plant are summarized in this table from DEP’s air permit application to the NC Department of Environmental Quality
The proposed gas plant site is even closer (approximately 3,776 feet) to Woodland Elementary School, referenced above in the first section. This school serves more than 200 children in kindergarten through 5th grade. Approximately 97% of students at Woodland Elementary qualify for free or reduced lunch, according to the school profile on GreatSchools.org

the EPA finalized rules that limit greenhouse gas emissions from existing coal plants and new gas plants
including the one DEP has proposed at Roxboro
The EPA regulations would require DEP’s new gas plant at Roxboro to reduce emissions drastically in 2032
just four years after it started operating
Duke has indicated that it is currently assuming the plant will run at the reduced (40%) capacity factor by that point
while it studies other potential compliance options
Duke has also joined a lawsuit to block the new rules
