Westchester County Police say Joan Feinstein
was driving a 2024 Mercedes sedan southbound in the northbound lane of the parkway just north of Lincoln Avenue around midnight when she collided with a 2018 Dodge Durango carrying five people
Feinstein was critically injured and was taken to Westchester Medical Center
where she is expected to survive her injuries
The occupants of the other vehicle included Mordechai Sandman
All but one of the passengers were injured but the injuries were non-life threatening
The Village of Rye Brook confirmed that Feinstein had served as the first and only female mayor of Rye Brook from 2008 to 2013
She had also served on the village town board and as deputy mayor from 2004 to 2008
The circumstances behind the crash are still under investigation
and no evidence of alcohol involvement have yet been found
Officials say light rain and fog may have affected road conditions in the area at the time but did not appear to be a major factor
The development of a senior living facility at 900 King St
in Rye Brook that was approved in 2021 but has languished since that time is taking on new life with Sunrise Senior Living
Sunrise has become the contract vendee to buy the project from the current developer and is asking the Village of Rye Brook to consider changes to the approved plans
which has an address at the Manhattan offices of real estate company George Comfort & Sons Inc.
began obtaining approvals from Rye Brook for the project in 2017 when it submitted a zoning petition
comments from neighbors and other interested parties were addressed and design changes were introduced and site plan approval was granted in 2021
In approving the project for Rye King Associates
Rye Brook set 17 pages of conditions that must be met by the developer at various stages of the project
The approved project called for a 126-unit three- and four-story Independent Living (IL) facility in the center of the site; an 85-unit three- and four-story Assisted Living (AL) structure in the northeast portion of the site; and
20 two-story residential townhouses in the western portion of the site
Primary parking for IL residents would be located under the IL building
The plan calls for 52 surface parking spaces in the northeast portion of the site
There would be accessible spaces in front of the main entrance to the IL facility
The townhouses would have their own garages
Amenities are included in the design that complement the type of living facility
Assisted living is designed for people who need help with one or more tasks of daily living
The plan called for preserving approximately 11.02 acres constituting 62% of the site as open space that serves the needs of the residents

explained to the Rye Brook Board of Trustees that while Sunrise would like to make some changes to the approved plans

“The project is not getting bigger,” Steinmetz said

which include slightly shrinking the footprint of the independent living and assisted living buildings
and increasing the number of units that have balconies
Another change would be the addition of an outdoor amenity for residents
Steinmetz asked for an extension of the existing approvals
which previously had been extended until March 15 of next year
The Board of Trustees voted to approve adding six months to the existing extension

Officials have revealed more details about a wrong-way crash on the Hutchinson River Parkway in Westchester that left six people hospitalized

The crash happened on the northbound lanes of the Hutchinson River Parkway in Rye Brook near Lincoln Avenue.
The crash, which happened around 12:10 a.m. on Monday, Dec. 16, in the northbound lanes near Lincoln Avenue in Rye Brook
happened when a 2024 Mercedes sedan driving south struck a 2018 Dodge Durango carrying a family of five
according to Westchester County Police Chief James Luciano
The Mercedes was driven by 75-year-old Joan Feinstein of Rye Brook
formerly served as Rye Brook's Mayor from 2008 to 2013 and also served as Deputy Mayor and Village Trustee from 2004-2008
She is also a former member and President of the Blind Brook Board of Education and has lived in Rye Brook since 1982
Feinstein was seriously injured with wounds to her lower extremities and internal injuries and was taken to Westchester Medical Center in Valhalla
where she remained in critical condition as of Monday night
all the occupants of the Dodge were injured except for one
They sustained non-life-threatening injuries and were taken to a nearby hospital
the Dodge's driver was 49-year-old Mordechai Sandman of New Haven
A preliminary investigation into the crash has revealed no involvement of alcohol
adding that it is still underway and toxicology reports still have to come in
The drivers have not yet given statements because of their conditions
Westchester County Executive George Latimer said the Hutchinson River Parkway is owned by the New York State Department of Transportation
which would be responsible for any signage changes
He added that the county would encourage the department to conduct a study on potential signage and roadway changes
as a similar effort worked well for the county-owned Bronx River Parkway following similar wrong-way crash incidents
Latimer also said the weather at the time of the crash may have played a role in why Feinstein drove the wrong way
saying that there were light rain and light fog conditions
"You could easily misjudge your circumstances," Latimer said

Matthews: We deliver hot lunches and cold suppers every weekday to our homebound neighbors in three communities
with approximately 72 drivers who deliver meals one day each month
Matthews: We were founded in 1973 and with the exception of an occasional snow day
we have made deliveries without interruption since then
What programming or work in Rye is the organization best known for
Matthews: Our volunteers deliver hot lunches and cold suppers that are prepared for us by Hubbard’s Cupboard
a Port Chester caterer who follows the nutrition guidelines of the Westchester County Department of Senior Nutrition
The tasty meals are important to our recipients
but the friendly interaction with our cheerful volunteers is a highlight for many people and serves as a midday safety check for those who are alone
Matthews: Most of the people we serve are elderly
The only actual requirement is that they are homebound and unable to safely prepare meals for themselves
We pay our supplier for the meals and charge the recipients without any mark-up
In gratitude and with deep respect for a generous unrestricted bequest
we are currently partially subsidizing all recipients
The current daily cost to recipients is $3.80 for the hot lunch and $5.25 if an optional cold supper is delivered at the same time

Matthews: Each of the more than 12,000 balanced meals we delivered was hand-carried to the residence of a homebound neighbor by an upbeat volunteer driving his or her own car

the generosity of our existing volunteers and the addition of newly recruited volunteers

Drivers commit to make deliveries during a two-hour midday window one weekday each month

I am transitioning from fulfilling work as a freelance journalist to a fun new job as grandmother of an active toddler
Matthews: My husband and I are fortunate to live in the Lea Place home where I grew up and where we raised our sons
my “second mother” and one of the organization’s tenacious early drivers
She and I delivered together until several days before her death at age 91

which is responsible for policing the parkways in Westchester County
said the wrong-way driver remains hospitalized at Westchester Medical Center
She has been identified as 75-year-old Joan Feinstein
She suffered serious lower extremity injuries and serious internal injuries
Feinstein is the former mayor of Rye Brook, according to reports in the New Haven Register and News 12 Westchester
Patch has not yet independently verified this information
Luciano said Feinstein was driving a 2024 Mercedes sedan southbound in the northbound lanes of travel
The vehicle police say she struck was a 2018 Dodge Durango driven by 49-year-old Mordechai Sandman
The passengers were his 46-year-old wife Miriam
All but one of those in the car were injured
but the injuries were considered non-life-threatening
The Hutchinson River Parkway was closed for hours while the accident investigation took place overnight
Traffic was diverted off the northbound parkway onto Lincoln Avenue until 7 a.m.
Luciano said the full circumstances surrounding the crash remain under investigation by the Westchester County Accident Investigation Team and General Investigations Unit
Police are said to have had very limited conversation with both drivers due to their serious injuries at the time
Luciano says there appears to be adequate signage in the area on all exits and entrances to the parkway
According to Westchester County Executive George Latimer
the Hutchinson River Parkway is not operated by Westchester County
The highway is owned and operated by the NYS Department of Transportation
Latimer said county public safety officials would be discussing safety issues with NYSDOT
He said the age of the parkways in Westchester is a growing concern
pointing out that most were built between the 1920s and the 1940s
and were never really meant to have the volume of traffic or the speed of traffic that they now accommodate
The county executive said that the parkways are not as engineered as interstate highway standards call for today
but he said there are more things that can be done to improve safety

Carvin & Rotfeld: Our local chapter was started in the early 1920s by Rye resident and local community leader and activist
it was revamped and resuscitated by Debbie Reisner and Peter Larr in 2009 as the dynamic organization it is today
What we are most proud of and what makes our chapter very unique is that
we do not advocate for or against issues or candidates
Our goal is to be the “go-to” organization for people from all political persuasions who are interested in learning about local issues and candidates
where we have become extremely divided according to party
our local chapter is one of the very few places one can go to and find just information without any opinions
We give the community the information; what they think of it and what they do with that information is solely up to them
Carvin & Rotfeld: Our top initiative is to continue fulfilling our mission of education the community in any way we can so that we all feel capable and comfortable when it comes to the political process

The wrong-way driver accused in a fatal crash early Sunday on the Hutchinson River Parkway in Rye Brook told police he had consumed several alcoholic drinks
knew he was driving the wrong way and was looking at his cell phone at the time of the crash
according to the criminal complaint in the case
was arraigned in Rye Town Court Monday morning on charges of second-degree vehicular manslaughter and driving while intoxicated in the death of 62-year-old William Saleeby
Sunday in the northbound lanes about a half-mile south of King Street when Espinal's Toyota Highlander smashed into Saleeby's Toyota Camry
The Camry burst into flames and Saleeby was pronounced dead at the scene
Espinal was taken to Westchester Medical Center but released Sunday evening
While police said they were awaiting positive ID of the victim from the county medical examiner
handcuffed Espinal was escorted into the courtroom by Westchester County police officers
He sat crying on the side of the defense table and did not look back into the gallery as the victim's relatives watched him
No pleas are entered to felonies in local court but Espinal's Legal Aid lawyer Sydney Stanley entered a not-guilty plea for him to the misdemeanor DWI charge
She did not request bail and Town Judge Jose Castaneda ordered Espinal held at the county jail
Stanley and Espinal's wife declined to comment as they left the courthouse
Saleeby was one of six siblings and graduated from Greenwich High School in 1980

there are two narrow lanes between King Street and the parkway — one takes traffic to the northbound highway and the other delivers northbound traffic from the parkway to King Street
The exit ramp has only a 'Wrong Way' sign and a 'Do Not Enter' sign to deter northbound traffic from King Street from heading southbound
The crash remains under investigation by the county police Accident Investigation Team and detectives from the General Investigations Unit

Rye Brook resident Lawrence Marks was arrested following reports of an erratic driver near Midland Avenue and Sylvan Place in Rye at approximately 10:45 p.m.

allegedly blocking the roadway with significant front-end damage
Police found that Marks had been operating the vehicle and conducted field sobriety tests

AA Jedson Company declared $689,000 in assets and $3.4 million in liabilities in a Chapter 7 liquidation petition filed on Oct
Its greatest liability is a potential $2.5 million court judgment that a client is seeking in Manhattan Supreme Court
The construction firm is based in the Rye Ridge Plaza
A Connecticut business record lists the principal office in Greenwich
and shows the Rye Brook location as a mailing address
T-Seventeen LLC sued AA Jedson and Bordes for $2.5 million
over a $3.2 million contract to build a 4-story mixed-use building in Greenpoint
T-Seventeen blamed AA Jedson for long delays as the city building department reviewed plans and drawings
T-Seventeen also claims that AA Jedson charged for work that was not performed; failed to pay employees

Defense lawyer Robert Osuna declined to request bail and state Supreme Court Justice Larry Schwartz ordered Espinal back to the Westchester County jail until his next court appearance in November

He mentioned a recent NPR report about how the pandemic had upended the dry-cleaning business in the United States
with as many as 40% of dry cleaners failing
and said he knew of six cleaners within one mile of his store that had gone under
The years 2020 and 2021 were the worst he has had in the years he has owned Rye Ridge Cleaners and he only survived

King Street, near Blind Brook High School, was expected to be closed in both directions for an extended time Wednesday after a multi-vehicle crash that involved a utility pole, according to the Port Chester Fire Department.
The area of King Street affected is from Hillandale Road to Glenville Street, Rye Brook police said on Facebook.
No one from the Blind Brook school district was involved in the accident and there is no danger to students or employees, Colin M. Byrne, superintendent of Blind Brook-Rye Union Free School District, said on Facebook
"This morning there was a severe car accident on King Street in the area of the Village of Rye Brook athletic field," Byrne said
adding: "Please be aware that the area of King Street south of the Blind Brook Middle School/High School main entrance is closed and will remain closed past school dismissal time
Anyone coming to the Blind Brook Middle School/High School should approach the school from the northern direction by North Ridge Street."
It was not immediately known how the crash occurred and whether or not there were serious injuries

A contractor claims that the village of Rye Brook is withholding $1 million for work done on a project that the village itself mismanaged
“There is no justification” for withholding payments
claims in a March 4 lawsuit filed in Westchester Supreme Court
because it “performed all of its work in a good and workmanlike manner.”
Village Administrator Chris Bradbury declined to comment
stating in an email that “Rye Brook has not yet been served with this suit.”
The village hired Unimak in 2018 to build a public works and parks facility at 511 W

Moran’s season highlights include a second place finish at the league 2 championship meet in the 200-meter individual medley (IM)
He also finished 4th in the 100M breaststroke at the pinnacle event
He led off the 4-man relay team at the championship meet which placed 1st
Moran rose to the occasion at other meets throughout the season as well
he placed 8th in the 200M IM and 7th in the 100M freestyle
Moran was also a part of two relay teams that placed in the top-16 at the sectional meet
The sophomore picked up all-league and all-section honors for his work throughout the 2024-25 season
Moran was a key reason Konopka and her group picked up four wins
he will have a chance to return next year and improve upon his great year two success

A busy road near a Westchester County high school is closed following a multi-car crash
The crash happened on King Street in Rye Brook near Blind Brook High School.
King Street in Rye Brook is currently closed in both directions between Hillandale Road and Glenville Street
the Rye Brook Police Department announced on Wednesday
The crash happened near Blind Brook High School and will likely cause the road to be closed for "an extended period of time," according to the Port Chester Fire Department
Details about the crash have not yet been released
