Paul neighborhood is on alert after police say a fight broke out at a busy park
Paul police officers responded to the 1300 block of Arkwright Avenue East on multiple reports of shots fired and a large fight
Law enforcement recovered evidence of shots fired at the scene
Paul police said that investigators are working to determine what happened and who was involved
Neighbors who live near Arlington-Arkwright Park told 5 EYEWITNESS NEWS that they are terrified and that this has happened before
“I heard what I thought was a car backfire at first
and then it kept going,” said Abby Wyatt
“Assumed it was gunshots and saw a big group of guys go running across the field
Saw some people peel out in cars and then some stragglers running.”
Other neighbors said they heard as many as 20 shots and that this was not the first daylight shooting in that area
with another incident occurring days before
I haven’t witnessed anything like that here before,” said Cameron Russell
“I guess anything can happen anywhere.”
Many consider the park in the Payne-Phalen neighborhood to be a safe zone
were playing pickleball when they saw people running off as officers arrived
Their biggest worry is for kids who play there

“You don’t want to see a neighborhood bummed out.”
The incident has left park users shaking their heads

They also went south to Florida for a few months each winter to meet up with their fellow "Destin Snowbirds"
Glen worked at Hauenstein-Burmeister Construction Company as a project manager for over 38 years
where coworkers and clients became lifelong friends
he made friends with many people and had an impact on their lives
especially his granddaughters and great-grandchildren
His face lit up when around them and they felt his love and affection

He graduated from Richfield High School in 1998
Lynette Olson and they were married on January 20
they made their home to raise their family in St
Andy worked for Home Depot in a variety of roles involving merchandise prior to his diagnosis which left him unable to work
he made a point of staying active and living life to the fullest.
Andy is survived by his wife Lynette; children Joseph
Samantha and Joshua; parents Thomas Cison and Susan Szeliga; one brother Jacob (Carly) Cison
Andy loved the outdoors - some of his favorite activities were boating
he was able to share his knowledge and experience to mentor many kids though the years that provided an outlet for him during his battle with cancer
He enjoyed music of all varieties making it to many concerts over the years
The State Fair was also a highlight for him every year.
Andy was involved with the Parks and Recreation in St
Paul Park as a board member but more than that
he became a catalyst and leader giving much of his time working to improve events by connecting the community to include as many people as possible
Most important to Andy though was spending time with family and friends
especially gathering at the cabin or wherever there was a campfire where many memories were made and now cherished
He will be missed for his gift of gab and great sense of humor by his family and friends.

Aquatics Memberships
Youth under the age of 12 must always be accompanied by an adult. A parent or guardian must check-in with an aquatics supervisor each time a youth ages 12-14 intends to stay at the facility without a parent or guardian
swimmers must exit the water 15 minutes before closing time to allow for time to shower
change and gather belongings prior to facility closure.
Tot Time is a time just for kids ages 6 and under and the adults that love them! This designated time for our youngest swimmers. Only the children's activity pool will be open for Tot Time swimming. Cost is $5 per child and $5 for the accompanying adult
If you plan to stay for open swim after tot swim ends
you have the option to pay for the open swim admission fees at the time of tot swim entry
Your party will receive wristbands identifying they can stay inside the facility during the break between tot swim and open swim
but everyone must exit the water for the entire break.

Constant and active supervision should be maintained when any child is in or around water
During any swimming/wading/water play activities where either an infant or a toddler is present
the ratio should always be one adult to one infant/toddler
The required ratio of staff to older children should be met without including the staff who are required for supervision of infants and/or toddlers
Whenever children thirteen months and up to five years of age are in or around water
the supervising staff should be within an arm’s length providing “touch supervision”
The attention of staff supervising children of any age should be focused on the child
and the staff should never be engaged in other distracting activities

After completing her Bachelor's degree at Park University in Kansas City
she would accept a job in the mortgage industry that would take her and her children on a whirlwind run around the country
In 2012 she was able to return to Minnesota and begin her new career in Mortgage
then subsequently in Risk and Controls at Wells Fargo
She didn't like to be the center of attention
but performed outstandingly and loved her new position(s) and the people she worked with each day
but after struggling for so many years as a single mother stability was just on the horizon
She was able to buy her own home and her first brand-new car; she was able to afford the lifestyle that her and her daughters always deserved
Paul walked into Meagan's world in 2019 and together they shared the happiest 5 years of their lives
Meagan was able to look past their first date at Arby's and see Paul for the man he was
They also spent many football Sundays together as Meagan cheered for the Chiefs and Paul shook his head in disbelief at the Vikings
They were perfect for one another as their personalities balanced each other so well
illness struck in 2021 and turned their world upside down
Meagan was forced to go on disability due to her debilitating gastric condition
and after 3 years of prolonged sickness she finally succumbed to respiratory illness on August 13
who wanted nothing more than to see her children and others succeed
She was incredibly sweet and would always offer a hug or a listening ear to anyone that needed it
She loved the simple things in life; candles
She was the queen of athleisure and was able to connect with Paul's daughters over any and all types of fashion
and Makayla had so many plans for the future that will never be fully realized
Tremendous and heartfelt thanks are owed to the exceptional nurses and doctors at Region's Hospital-Intensive Care Unit
who provided much more than nursing care for Meagan
but also provided a peaceful and compassionate environment during her transition from this life to the next
We hope more than anything that she was able to reunite with her beloved dog Ann somewhere on the rainbow bridge

The past couple of years Mark has faced serious health challenges but through all of these times he has been very upbeat and optimistic about the future
Saying he was looking forward to relaxing more in retirement
Now he's able to sit back and enjoy all of eternity

After 16-year-old JuVaughn Turner was shot and critically injured at the Jimmy Lee Recreation Center in January of 2023
Paul Mayor Melvin Carter called for an audit to review the policies and procedures in the city’s Parks and Recreation Department
Exavir Binford, Jr., an employee at Jimmy Lee Rec Center at the time of the shooting, was convicted of shooting Turner and is serving a 10-year prison sentence
5 EYEWITNESS NEWS is the first to obtain the independent audit which was just completed
The audit concluded there “has historically been a lack of employee training and less-than optimally effective tools to ensure a safe workplace,” and “there are outdated regulations and emergency manuals.”
Paul Parks and Recreation Director Andy Rodriguez told 5 EYEWITNESS NEWS his department started working on those deficiencies after the shooting and before the audit was released

One person has died after a houseboat fire along the Mississippi River early Friday morning
responders were dispatched to Hidden Harbor Marina in St
Paul Park for a fully engulfed houseboat that was moored
the occupants were able to safely evacuate
Paul Park Fire Department said that one deceased victim was recovered from the first houseboat around 9 a.m
The cause of the fire is still under investigation
A new traveling bookmobile has hit the city streets
the Saint Paul Public Library’s Mobile Library is providing expanded services based on community feedback
and referrals to community resources and notary services
The Mobile Library replaces the previous bookmobile
which had reached the end of its useful life after 19 years in service
They noted the new Mobile Library is more accessible
environmentally efficient and better reflects St
Paul’s rich diversity by offering books in multiple languages and displaying vibrant art

Andrew's Lutheran Church and where he enjoyed not only worshiping but serving our Lord and Savior
He served in many roles while with the church including treasurer and on several committees
The girls where always a big part of his life and he loved teaching them the importance of always being a good person and helping others
He had two sons-in-law that loved him dearly
