The county will propose using taxpayer dollars out of the general fund
its largest source of discretionary spending
to keep its most critical but federally reliant services running at a baseline level
Most of the backfilling will go to supportive housing services
which will see the steepest federal reduction hit at $24 million in losses
followed by the Public Health Department at $19 million
Behavioral Health Services and District Attorney Jeff Rosen’s office will also see hits to their budgets and rely on general fund support
But Sheriff Bob Jonsen’s office will see no general fund support
as his office stands to be least affected by proposed spending cuts under the Trump administration
“We don’t have the resources to backfill everything,” Williams said
Still, the recommended budget adds 30 positions to Custody Health Services to improve mental health services for people in the county jails
Santa Clara County’s federal revenues fall into three main categories
government insurance program managed locally as Medi-Cal in California — and Medicare
the insurance plan for people with disabilities and older adults
Next is money that comes in for social services from a variety of state and federal programs administered by the county
including food stamps and foster care programs
Both of these categories haven’t yet been factored into Williams’ budget message

Santa Clara County wants to help homeless people on probation avoid extra jail time by bringing legal services to encampments
People on probation are required to attend regular meetings with a probation officer and court hearings. But for homeless people who lack transportation, making these appointments becomes an obstacle
which can lead to longer probation periods or going back to jail
The county aims to reduce these barriers by having a mobile probation service center
technology and equipment to operate a mobile service center through a $707,000 state grant
The vans will offer the same resources as the brick and mortar location

Since we emptied our prisons onto our sidewalks and riverbanks over the last few years
it makes a lot of sense for probation officers to meet all of those felons where they live
If they find them still drug addicted or mentally ill
the officers would then re-arrest the felons and take them to institutions where they can receive treatment until they can care for themselves
I fully understand that these institutions do not exist
and that really is our biggest gap in caring for the homeless today
and so on takes money away from building these institutions where our homeless can begin healing

The Santa Clara County Sheriff’s Office is reporting a slight downtick in uses of force last year — yet deputies sent more people to the hospital
“It indicates that higher levels of use of force are being used,” Sean Allen
president of the NAACP of San Jose/Silicon Valley and a former longtime correctional officer
Sheriff Bob Jonsen said the overall decrease in incidents is promising
“The latest use of force report highlights positive progress in our efforts to minimize physical confrontations
and prioritizing deescalation,” Jonsen told San José Spotlight
“By analyzing trends in our use of force incidents
we can proactively address areas for improvement and ensure our policies and protocols align with the expectations of the Board of Supervisors and the communities we serve.”
The county jails’ use of force incidents involved 769 people
as jail fights tend to involve multiple incarcerated people
Chemical agents were the top method of using force on incarcerated people
followed by physically restraining people to the ground
Incidents out in the field involved 117 people
Control holds and takedowns were the top method for using force out in the community
The report shows 61 jail staff were treated for injuries
with 50 requiring hospital treatment this year
Out in the field there were 15 staff injuries
three of which required hospital treatment
a police reform consultant whose county-contracted company OIR Group conducts oversight of the sheriff’s office
said downward trends are always a good sign
But he said it’s crucial to review individual incidents in depth

A handful of state lawmakers and Silicon Valley leaders are calling on the Santa Clara County Office of Education to reverse the layoffs of hundreds of teachers serving low-income preschoolers
“(The Santa Clara County Office of Education) currently holds a positive multi-year budget certification
as confirmed by third-party audits released earlier this year
and has historically closed each year with a significant budget rollover,” the letter reads
“This reality calls into question any claim that such widespread layoffs are financially justified.”
State lawmakers said formal information requests have gone unanswered
including inquiries about projected deficits
impact assessments on students and the criteria used to select positions for layoff
“In the absence of clear justification and in the presence of alternative paths forward
these cuts appear to be premature and avoidable,” the letter reads
Board of Education President Maimona Afzal Berta
who supported Dewan’s firing and Hinman’s hiring
said her office is trying to find ways of keeping impacted programs alive

following the release of official election results Thursday morning.The pair ran on a platform centered around “proactive advocacy
and internal accountability,” pledging to build a student government that actively listens to and uplifts student voices.In the sophomore class senate race
and Noah Karnowski ’28 secured senator positions
No candidates ran for junior or senior senate seats this cycle; those positions will be filled through appointment in the coming weeks
In free agency, they released Leonard Floyd, Javon Hargrave and Maliek Collins. Then in the draft, they picked Mykel Williams, Alfred Collins and C.J. West. These three rookies are expected to replace those three veterans in the base defense and stuff the run.
But who will rush the quarterback in the nickel defense on third down?
It's fair to assume that defensive coordinator Robert Saleh will use different personnel on the defensive line in running situations and passing situations. West in particular seems to have been drafted to stuff the A gap on first and second down. On third down, don't be shocked if he comes off the field and gets replaced by someone much smaller.
In the past, the 49ers used Arden Key, Charles Omenihu and Clelin Ferrell as third-down interior rushers. This year, I would expect Saleh to use Yetur Gross-Matos as a third-down interior rusher. He could play next to Nick Bosa or Mykel Williams.
The fourth defensive lineman most likely will be second-round pick Alfred Collins, who's not much of a pass rusher, but he's huge. So he can line up in the A-gap, command double teams, bat down passes and prevent the quarterback from scrambling up the middle. The other three defensive linemen can pin their ears back and hunt the quarterback.
In addition, look for Saleh to use rookie linebacker Nick Martin and rookie nickelback Upton Stout as blitzers on third down if the four-man pass rush isn't getting home.
Saleh may need to scheme up pressure next season. Fortunately for the 49ers, he's one of the best.

The AC Transit Board of Directors has appointed Salvador “Sal” Llamas as its new GM and CEO.
AC Transit says Llamas’ appointment follows an extensive national search led by Krauthamer & Associates
a firm with over 50 years of experience placing executives across transit

as well as with employees – whose input helped shape the priorities and desired leadership qualities for the transit district's next general manager.

Public plans have been shared for a six-story mixed-use corner project at 650 East Santa Clara Street in San Jose, Santa Clara County
Frank Chiu of HS Santa Clara LLC is listed as the project sponsor
The 65-foot-tall structure is expected to yield around 87,750 square feet
and 15,500 square feet for the basement and second-story garage
Parking will be included for 62 cars and 24 bicycles
Fillon Solis is responsible for the design
Illustrations show a simple poium-style complex articulated by a variety of setbacks and inset balconies
Framing of the windows will emphasize its verticality
making the structure appear like several narrower and smaller buildings
The 0.45-acre property is located at the corner of Santa Clara Street and South 14th Street
The immediate area includes a nine-story office complex and 4.2 acres of undeveloped land where Core Companies and Eden Housing are jointly pursuing plans to construct 559 affordable units
Future residents will be just under 15 minutes away from San Jose City Hall on foot
and roughly 15 minutes away from the Five Wounds neighborhood
The environmental review draft has been published by the City of San Jose
The city will be accepting public comments to review the next stage of environmental review between now and May 15th
Construction is expected to last around a year from groundbreaking to completion
The estimated timeline and cost for construction have yet to be shared

In the vast majority of apartments built with ground floor retail
the retail remains empty years after the residences have been fully occupied
Do we really have to lose those buildings to make way for this
So many less attractive buildings—and even vacant land—that could go instead
